After completing his education, Ignatius was an editor at the Washington Monthly before moving to the Wall Street Journal, where he spent ten years as a reporter. At the Journal, Ignatius first covered the steel industry in Pittsburgh. He then moved to Washington where he covered the Justice Department, the CIA, and the Senate. Ignatius was the Journal’s Middle East correspondent between 1980 and 1983, during which time he covered the wars in Lebanon and Iraq. He returned to Washington in 1984, becoming chief diplomatic correspondent. In 1985 he received the Edward Weintal Prize for Diplomatic Reporting.
In 1986, Ignatius left the Journal for the Washington Post. From 1986 to 1990, he was the editor of the “Outlook” section. From 1990 to 1992 he was foreign editor, and oversaw the paper’s Pulitzer Prize-winning coverage of Iraq’s invasion of Kuwait. From 1993 to 1999, he served as assistant managing editor in charge of business news. In 1999, he began writing a twice-weekly column on global politics, economics and international affairs.
In 2000, he became the executive editor of the International Herald Tribune in Paris. He returned to the Post in 2002 when the Post sold its interest in the Herald Tribune. Ignatius continued to write his column once a week during his tenure at the Herald Tribune, resuming twice-weekly columns after his return to the Post. His column is syndicated worldwide by The Washington Post Writers Group. The column won the 2000 Gerald Loeb Award for Commentary and a 2004 Edward Weintal Prize. In writing his column, Ignatius frequently travels to the Middle East and interviews leaders such as Syrian President Bashar al-Assad and Hassan Nasrallah, the head of the Lebanese military organization Hezbollah.
Ignatius’s coverage of the CIA has been criticized as being defensive and overly positive. Melvin A. Goodman, a 42-year CIA veteran, Johns Hopkins professor, and senior fellow at the Center for International Policy, has called Ignatius “the mainstream media’s apologist for the Central Intelligence Agency,” citing as examples Ignatius’s criticism of the Obama administration for investigating the CIA’s role in the use of torture in interrogations during the Iraq War, and his charitable defense of the agency’s motivations for outsourcing such activities to private contractors. Columnist Glenn Greenwald has leveled similar criticism against Ignatius.
On a number of occasions, however, Ignatius criticized the CIA and the U.S. government’s approach on intelligence. He was also critical of the Bush administration’s torture policies.
On March 12, 2014, he wrote a two-page descriptive opinion on Putin’s strengths and weaknesses which was published in the Journal and Courier soon after.
On March 26, 2014, Ignatius wrote a piece in the Washington Post on the crisis in Ukraine and how the world will deal with Putin‘s actions. Ignatius’ theory of history is that it is a chaos and that “good” things are not pre-ordained, “decisive turns in history can result from ruthless political leaders, from weak or confused adversaries, or sometimes just from historical accident. Might doesn’t make right, but it does create ‘facts on the ground’ that are hard to reverse.” His piece mentioned 4-star USAF General Philip M. Breedlove, the current NATOSupreme Allied Commander Europe, and Ukrainian Foreign Minister Andriy Deshchytsya. Putin, says Ignatius, “leads what by most political and economic indicators is a weak nation—a declining power, not a rising one.” He places great hope in Angela Merkel.
In addition to being a journalist, Ignatius is also a successful novelist. He has written seven novels in the suspense/espionage fiction genre, which draw on his experience and interest in foreign affairs and his knowledge of intelligence operations. Reviewers have compared Ignatius’ work to classic spy novels like those by Graham Greene. Ignatius’s novels have also been praised for their realism; his first novel, Agents of Innocence, was at one point described by the CIA on its website as “a novel but not fiction”. His 1999 novel The Sun King, a re-working of The Great Gatsby set in late-20th-century Washington, is his only departure from the espionage genre.
The Director, a spy thriller about a new CIA director and cyber-espionage, is his latest novel.
In May 2015, MSNBC‘s Morning Joe announced that Ignatius would be teaming up with noted composer Mohammed Fairouz to create a political opera called ‘The New Prince’ based on the teachings of Niccolo Machiavelli. The opera was commissioned by the Dutch National Opera. Speaking with The Washington Post, Ignatius described the broad themes of the opera in terms of three chapters: “The first chapter is about revolution and disorder. Revolutions, like children, are lovable when young, and they become much less lovable as they age. The second lesson Machiavelli tells us is about sexual obsession, among leaders. And then the final chapter is basically is the story of Dick Cheney [and] bin Laden, the way in which those two ideas of what we’re obliged to do as leaders converged in such a destructive way.” 
In 2011, Ignatius held a contest for Washington Post readers to write a spy novel. Ignatius wrote the first chapter and challenged fans to continue the story. Over eight weeks, readers sent in their versions of what befalls CIA agents Alex Kassem and Sarah Mancini and voted for their favorite entries. Ignatius chose the winning entry for each round, resulting in a six-chapter Web serial. Winners of the subsequent chapters included: Chapter 2 “Sweets for the Sweet” by Colin Flaherty; Chapter 3: “Abu Talib” by Jill Borak; Chapter 4. “Go Hard or Go Home” by Vineet Daga; Chapter 5: “Inside Out” by Colin Flaherty; and Chapter 6: “Onward!” by Gina ‘Miel’ Ard.
In early 2012, Ignatius served as an Adjunct Lecturer at the John F. Kennedy School of Government at Harvard University teaching an international affairs course titled: “Understanding the Arab Spring from the Ground Up: Events in the Middle East, their Roots and Consequences for the United States”. He is currently serving as a Senior Fellow at the Future of Diplomacy Program at Harvard University.
2009 Davos incident
At the 2009 World Economic Forum in Davos, Switzerland, Ignatius moderated a discussion including then Turkish Prime Minister Recep Tayyip Erdoğan, Israeli President Shimon Peres, UNSecretary-GeneralBan Ki-moon, and Arab League Secretary-General Amr Moussa. As the December 2008–January 2009 conflict in Gaza was still fresh in memory, the tone of the discussion was lively. Ignatius gave Erdoğan 12 minutes to speak, and gave the Israeli President 25 minutes to respond. Erdoğan objected to Peres’ tone and raised voice during the Israeli President’s impassioned defense of his nation’s actions. Ignatius gave Erdoğan a minute to respond (who repeatedly insisted “One minute”, in English), and when Erdoğan went over his allocated minute, Ignatius repeatedly cut the Turkish PM off, telling him and the audience that they were out of time and that they had to adjourn to a dinner. Erdoğan seemed visibly frustrated as he said confrontationally to the Israeli President, “When it comes to killing, you know well how to kill”. Ignatius put his arm on Erdoğan’s shoulder and continued to tell him that his time was up. Erdoğan then gathered his papers and walked out, saying, “I do not think I will be coming back to Davos after this because you do not let me speak.”
Writing about the incident later, Ignatius said that he found himself “in the middle of a fight where there was no longer a middle”. “Because the Israel–Palestinian conflict provokes such heated emotions on both sides of the debate,” Ignatius concluded, “it was impossible for anyone to be seen as an impartial mediator”. Ignatius wrote that his experience elucidated a larger truth about failure of the United States’ attempt to serve as an impartial mediator in the Israeli–Palestinian conflict. “American leaders must give up the notion that they can transform the Middle East and its culture through military force”, Ignatius wrote, and instead “get out of the elusive middle, step across the threshold of anger, and sit down and talk” with the Middle Eastern leaders.
Confounding Allende and Castro
On December 17, 2016, Ignatius drew negative attention when he appeared on NPR’s Weekend Edition Saturday
and was asked by host Scott Simon “Is this a new Cold War? You covered the last one.” As part of his response, Ignatius said:
“This is the kind of thing United States used to do to other countries. We were famous for our covert actions, destabilizing their political systems. … I saw a little piece from a Cuban who lived during the time when the CIA destabilized the Cuban president, Allende.” Simon intervened to correct Ignatius, saying: “Chilean president – Allende – I think.” Ignatius responded “Yes. Forgive me. Yes, the Chilean president.” Ignatius then continued as if there had been no confusion, leaving listeners to wonder when he meant to refer to Cuba and Castro, or to Chile and Allende.

Few things in life are more predictable than the chances of an incumbent member of the U.S. House of Representatives winning reelection. With wide name recognition, and usually an insurmountable advantage in campaign cash, House incumbents typically have little trouble holding onto their seats—as this chart shows.

Americans want flight restrictions from Ebola countries. And it’s not close.

Nearly two-thirds of Americans say they are concerned about an Ebola outbreak in the United States, and about the same amount say they want flight restrictions from the countries in West Africa where the disease has quickly spread.
A new poll from the Washington Post and ABC News shows 67 percent of people say they would support restricting entry to the United States from countries struggling with Ebola. Another 91 percent would like to see stricter screening procedures at U.S. airports in response to the disease’s spread.
Thus far, some countries in Europe have restricted flights from these countries in West Africa, and an increasing number of U.S. lawmakers are calling for similar bans. The White House has yet to increase restrictions, with federal officials saying such a move could actually increase the spread of the disease by hampering the movement of aid workers and supplies.
Concern about Ebola, at this point, is real but not pervasive. About two-thirds (65 percent) say they are concerned about an Ebola outbreak in the United States. But while people are broadly concerned about an outbreak, they are not necessarily worried about that potential outbreak directly affecting them. Just 43 percent of people are worried about themselves or someone in their family becoming infected – including 20 percent who are “very worried.”
That finding echoes a Pew poll from last week which showed just 11 percent were “very worried” about themselves or their families becoming infected. Since that survey, Dallas Ebola patient Thomas Eric Duncan died, and news that a nurse who provided care for him became infected broke on the final day of the Post-ABC poll.
By comparison, slightly more Americans said they were worried about the H1N1 virus – a.k.a. the swine flu – in October 2009 (52 percent). Concern about Ebola is about on-par with concern about Avian influenza – a.k.a. the bird flu – in 2006 (41 percent) and slightly higher than concern about Sudden Acute Respiratory Syndrome (SARS) in 2003 (as high as 38 percent).
The support for increasing restrictions puts the White House in a tough spot. Given the moves by other countries and the American public’s stance, there is increasing pressure to act. And given the very real — but still somewhat muted — concerns about the disease, that’s significant, especially if the disease continues to expand.
The Department of Homeland Security announced Tuesday that all travelers from Ebola outbreak countries in West Africa will be funneled through one of five U.S. airports with enhanced screening starting Wednesday.
Customs and Border Protection within the department began enhanced screening — checking the traveler’s temperature and asking about possible exposure to Ebola — at New York’s John F. Kennedy International Airport on Oct. 11.
Enhanced screening for travelers from Liberia, Sierra Leone and Guinea was expanded Oct. 16 to Washington Dulles, Chicago O’Hare, New Jersey’s Newark and Hartsfield-Jackson Atlanta international airports.
Those airports were supposed to screen 94% of the average 150 people per day arriving from the three countries. Lawmakers from other states asked for enhanced screening at their airports, too.
Some lawmakers have called for more restrictions, such as suspending visas or denying entry at ports for citizens from the three countries.
Jeh Johnson, secretary of Homeland Security, announced that travelers from West Africa must arrive at one of the five airports starting Wednesday.
“We are working closely with the airlines to implement these restrictions with minimal travel disruption,” Johnson said. “If not already handled by the airlines, the few impacted travelers should contact the airlines for rebooking as needed.”
The enhanced screening will apply to anyone who traveled recently to, from or through the three outbreak countries, according to the department’s announcement to be published Thursday in the Federal Register. Customs and Border Protection will work with airlines to identify potential travelers before they board, but airlines will be obligated to comply with the rule for carrying to the USA any passengers who recently traveled through the region, according to the filing.
The restrictions should affect only about nine travelers per day who would have arrived at other airports. Katie Cody, a spokeswoman for American Airlines, which serves Europe from hubs such as Philadelphia and Charlotte, said the airline has no concerns about the change.
“We have been tracking that, and we don’t have any concerns because the numbers are so small,” Cody said.
British Airways, which serves a variety of U.S. destinations other than the five targeted airports, said it would comply with the measures.
“Customers affected will be offered a refund or will be rerouted if there is availability,” spokeswoman Michele Kropf said.
Republican lawmakers offered muted praise but pressed for stricter travel restrictions.
“In addition to requiring all travelers from at-risk countries to fly through airports with enhanced screening measures in place, I continue to call on the administration to suspend all visas from Liberia, Sierra Leone and Guinea,” said Rep. Michael McCaul, R-Texas, the head of the House Homeland Security Committee.
The head of the House Judiciary Committee, Rep. Bob Goodlatte, R-Va., said a “real solution” is to deny entry to anyone from the three countries under a provision of the 1952 Immigration and Nationality Act.
“President Obama has a real solution at his disposal under current law and can use it at any time to temporarily ban foreign nationals from entering the United States from Ebola-ravaged countries,” Goodlatte said. “The vast majority of Americans strongly support such a travel moratorium, and I urge the president to take every step possible to protect the American people from danger.”
Rep. John Conyers of Michigan, the top Democrat on the House Judiciary Committee, said steering travelers through the five airports is a sensible precaution.
“As agreed upon by experts in both the public health and transportation communities, issuing a blanket travel ban would not only be counterproductive, but it would also irresponsibly impede getting much-needed supplies and relief to the countries that need it most,” Conyers said.
Roger Dow, CEO of the U.S. Travel Association, a trade group for all aspects of travel, praised the move to calm travel concerns while avoiding a travel ban.
“The Obama administration continues to heed the counsel of an overwhelming consensus of health and security experts and resist calls for any sort of travel ban on the grounds that it will be counterproductive to efforts to contain Ebola,” Dow said.
A Liberian national, Thomas Eric Duncan, who became the first person diagnosed with the disease in the USA after arriving in Dallas on Sept. 20, had a temperature of 97.3 degrees but didn’t tell airport officials in Monrovia, Liberia, that he had cared for a pregnant woman suffering from Ebola. He died Oct. 8, and two nurses who treated him have become infected.
Sen. Charles Schumer, D-N.Y., said the enhanced screening adds a layer of protection against Ebola entering the country.
“The Department of Homeland Security’s policy to funnel all passengers arriving from Ebola hot spots to one of these five equipped airports is a good and effective step towards tightening the net and further protecting our citizens,” Schumer said.
Obama and Johnson have said they will continue to monitor travel restrictions for possible changes.
“We are continually evaluating whether additional restrictions or added screening and precautionary measures are necessary to protect the American people and will act accordingly,” Johnson said.
Gabbard Calls On CDC To Increase Incubation Period To Prevent Ebola Spread

Rep. Tulsi Gabbard (D-HI) has called on the Center for Disease Control to implement stricter incubation guidelines for people who have been in contact with patients “confirmed or suspected” to have the Ebola virus.
According to a press release from her office, Gabbard is calling on the CDC to increase the quarantine and restriction period from the 21-day standard to 42 days, “based on the latest scientific studies and the World Health Organization report that the incubation period for the deadly Ebola virus can extend as long as 42 days.”
On Friday, Gabbard called for the “immediate suspension” of visas for citizens of Ebola-stricken West African nations as well as flights from those countries into the United States.
“Recent mistakes have revealed that the U.S. public health system is clearly not fully prepared to combat Ebola and prevent its spread in the United States,” she said in a statement.
Democrats like Gabbard are among a growing number who are “beginning to sound more like Republicans when they talk about Ebola. And Republicans are moving into overdrive with their criticism of the government’s handling of the deadly virus,” according to The Washington Post.
“The sharpened rhetoric, strategists say, suggests Democrats fear President Obama’s response to Ebola in the United States could become a political liability in the midterm election and Republicans see an opportunity to tie increasing concerns about the disease to the public’s broader worries about Obama’s leadership.”
The Washington Post notes, however, that Gabbard is “a liberal Democrat who is not in any danger of losing reelection.” It also reports that a Washington Post-ABC News poll showed that “67 percent of Americans would support restricting entry to the United States from countries fighting dealing with an Ebola crisis.”
How is the end of an Ebola outbreak decided and declared?

Who decides the date?
The WHO Ebola outbreak response team is responsible for establishing the date of the end of the outbreak in collaboration with the affected country’s subcommittee for surveillance, epidemiology and laboratory.
How is the date determined?
An Ebola virus disease outbreak in a country can be declared over once 42 days have passed and no new cases have been detected. The 42 days represents twice the maximum incubation period for Ebola (21 days). This 42-day period starts from the last day that any person in the country had contact with a confirmed or probable Ebola case.
This includes health care workers who have been exposed to patients with Ebola virus disease, even if the health worker was wearing personal protective equipment and followed infection control procedures since such a person could be exposed accidentally without realizing it. In the setting of an Ebola treatment centre, the date of the last infectious contact is defined as the day when the last patient in the treatment centre tested negative for Ebola virus disease, using a real-time reverse-transcriptase polymerase chain reaction (RT-PCR) test.
If no new case has been detected at the end of this 42-day period, the risk of a further case is very low, and the outbreak is declared over.
Why 42 days?
The maximum incubation period for Ebola virus disease is 21 days. The 42-day period set by WHO (twice the maximum incubation period) provides a margin of security to cover any possible missed cases, uncertainty in reporting dates or hidden chains of transmission. (*)
During the 42-day period, the surveillance system should be fully functional, so that all contacts of the last patient are followed to detect possible chains of transmission.
What is the procedure to make the declaration?
The WHO Ebola outbreak response team in collaboration with the affected country’s subcommittee for surveillance, epidemiology and laboratory determines the date of the end of the epidemic. The government of the affected country, in collaboration with WHO and international partners, makes an official declaration of the end of the epidemic.
The Obama administration has reversed course on putting travel restrictions on those coming from three West African nations tainted with Ebola and is putting in place demands that they enter only through five U.S. airports prepared to screen for the virus.
Homeland Security Secretary Jeh Johnson said in a statement that the new rules will take effect Wednesday, bowing to demands from both parties that the U.S. do a better job so secure the border from Ebola.
“Today, as part of the Department of Homeland Security’s ongoing response to prevent the spread of Ebola to the United States, we are announcing travel restrictions in the form of additional screening and protective measures at our ports of entry for travelers from the three West African Ebola-affected countries,” said Johnson.
He said the rules require that anyone coming from Liberia, Sierra Leone or Guinea enter the U.S. only through the five airports where special Ebola screenings have been set up: New York’s John F. Kennedy, Newark Liberty, Washington Dulles, Atlanta’s Hartsfield-Jackson and Chicago’s O’Hare.
“All passengers arriving in the United States whose travel originates in Liberia, Sierra Leone or Guinea will be required to fly into one of the five airports that have the enhanced screening and additional resources in place. We are working closely with the airlines to implement these restrictions with minimal travel disruption. If not already handled by the airlines, the few impacted travelers should contact the airlines for rebooking, as needed,” said the statement.
He said that passengers flying into those airports on flights originating in Liberia, Sierra Leone and Guinea “are subject to secondary screening and added protocols, including having their temperature taken, before they can be admitted into the United States. These airports account for about 94 percent of travelers flying to the United States from these countries.”
There are no direct, non-stop commercial flights from Liberia, Sierra Leone or Guinea to the U.S.
NIH unit treating Dallas nurse for Ebola is one of 4 special isolation facilities in U.S.

It has a specially designed air-flow system to prevent contaminated air from leaving the patient room. It requires anyone who enters to be buzzed in. Personnel who work there receive special training in infection control to prevent the spread of bioterror agents, natural or man-made. It also has a tiny gym.
Welcome to the Special Clinical Studies Unit at the National Institutes of Health in Bethesda, Md. It is a 4,000-square-foot unit inside the NIH Clinical Center, the nation’s only hospital dedicated to research, which provides free state-of-the-art care to very sick patients from all over the world.
Now it’s home to its first confirmed Ebola patient, Nina Pham.
Pham is the first patient with a confirmed infectious disease to be cared for in the special seven-bed unit, center director John Gallin said in an interview Friday. Opened in 2010 for patients who need advanced isolation and extended stays, the unit was initially designed to take care of personnel working at the U.S. Army Medical Research Institute of Infectious Diseases in case they were exposed to infectious agents. In more recent years, it has been used to house healthy volunteers participating in live vaccine trials. The volunteers need to be monitored in a place where they can be safely quarantined, Gallin said. To accommodate those healthy volunteers, the unit has a dining room and a “tiny fitness area,” he said.
Pham, the first nurse diagnosed with Ebola after caring for a patient in Dallas, is in fair and stable condition, officials said Friday morning.

“We are giving her the best possible care on a symptomatic and systemic basis,” Anthony Fauci, director of NIH’s National Institute of Allergy and Infectious Diseases, said during a news conference.
Pham, 26, was transferred to the facility, one of four in the country with a special biocontainment unit, late Thursday. She was diagnosed with Ebola on Sunday, becoming the first person to contract the disease on U.S. soil. Pham had been part of the team that treated Thomas Eric Duncan, a Liberian man who flew to Dallas last month before being diagnosed with Ebola. Duncan died last week, four days before it was announced that Pham had contracted the disease.
“There is no specific therapy that has been proven to be effective against Ebola, and that’s why excellent medical care is critical,” Fauci said. He said Pham was “very, very tired” from her trip.
Patients infected with the Ebola virus require a large number of staffers to provide care around-the-clock. At NIH, that comes out to about 27 people a week — doctors, nurses, support staff — for one patient, Gallin said. With about 50 to 60 such personnel specially trained for infectious disease and critical care, NIH can only care for two Ebola patients at a time, he said.
The four facilities that provide such care were designed in the aftermath of the Sept. 11, 2001, terrorist attacks to protect against bioterrorism. Two of them, Emory University Hospital in Atlanta and the Nebraska Medical Center, are each treating one Ebola patient. The other facility is St. Patrick Hospital in Missoula, Mont.
They require staff to undergo more rigorous training in infection control, and staff must follow strict protocol for putting on and taking off personal protective equipment in a separate anteroom. Officials say meticulous attention to detail in following protocols is what sets them apart from other facilities.

Emory has treated three Ebola patients, all of whom have recovered. The University of Nebraska treated one patient who recovered and is now caring for a freelance NBC cameraman. St. Patrick has not yet treated an Ebola patient. The hospital has received so many inquiries that it has set up a special hotline where they are transcribed and forwarded to the appropriate departments.

Unlike the Dallas hospital where Pham and another nurse were infected, which officials said most likely occurred because of a breach of protocol involving personal protective equipment, no health workers taking care of the Ebola patients at the special facilities have become infected.
“There is a step-by-step, checklisted procedure to putting on your personal protective equipment for when you go in to the patient’s room to perform your duties and when you come out,” said Mark Rupp, medical director of Nebraska Medical Center’s infection control department, which includes the special unit. “That’s the big difference with what goes on in our unit and what goes on in a regular intensive-care unit.”
The facilities have one person whose only job is to make sure health-care workers put on and take off their protective equipment correctly. At NIH, this person is dubbed “the Watson,” Gallin said, for the sidekick to Sherlock Holmes.
The Watson “has the authority to stop everything at any moment if someone looks like they’re breaking protocol,” Gallin said. The Watson has a checklist, like a pilot’s preflight checklist, and everything has to be done in that order. If not, the Watson can “scream at them and tell them to stop,” Gallin said, which apparently happened at least once Thursday night when doctors and staff were admitting Pham.
The protective gear that health-care workers take off is autoclaved (sanitized via pressurized steam) and then incinerated. Equipment that is not disposable is disinfected according to the manufacturer’s directions. The units also have negative air pressure to prevent germs from spreading beyond patient rooms. For Ebola patients, contaminated air is not such a concern because the disease is not transmitted through the air, but through contact with bodily fluids.
The seven-bed, 4,000-square-foot biocontainment unit at the National Institutes of Health Clinical Center in Bethesda, Md., is a state-of-the-art facility built to keep the world’s scariest pathogens from escaping. The four U.S. facilities are all different — NIH’s even has a gym — but they contain many of the same things. This layout is based on the unit at Emory University in Atlanta.

World leaders played an interactive nuclear war game designed to test their responses to a terrorist atomic “dirty bomb” attack that threatened the lives of hundreds of thousands of people

David Cameron joined Barack Obama, Angela Merkel and Xi Jinping and other world leaders to play a “nukes on the loose” war game to see how they would cope with a terrorist nuclear attack.
The German chancellor grumbled at being asked to play games and take tests with the Prime Minister, US and Chinese presidents around a table with dozens of heads of state at a nuclear summit inThe Hague.
Her complaints were overruled because Mr Obama was keen on the idea and in on the surprise.
In the war game, played out by actors in a series of short films, a terrorist attack with an atomic “dirty bomb” takes place in the financial heart of an unnamed but Western metropolis. “It could be the City of London, or Wall Street, Milan or anywhere”, summit leaders were told.
As the scenario unfolded, it emerged that the terrorists are from an unidentified global terror network and they have stolen nuclear material from an unidentified country that had poorly secured its radiological and nuclear stockpiles.
The bomb is being built in a clandestine laboratory with stolen uranium. It is an improvised explosive device but deadly and the clock is ticking, the leaders were told. Hundreds of thousands of people could be about to die.
“They had to give an answer on their own, in real time. It was like a test. It put them on the spot. Should they inform the public or keep them in the dark,” said a diplomatic source.
“Should they work with other countries or stand alone to try to thwart or minimise the attack? How should they make the cold calculation of how to get a more sustainable human cost in terms of deaths?”
Each world leader had a computer tablet with a touch screen options to make one of four responses to a series of four scenario films played by actors and mimicking the famous 1983 Cold War Hollywood thriller “War Games”, where a computer hacker triggers a nuclear missile scare.
In a competitive environment, with a ticking clock, the leaders had to make rapid choices before the results were presented to the group, anonymously stripped of their identities and followed by discussion.
Perhaps predictably at a world summit on nuclear security, the war game found that shared, collective international decisions were able to stop the terrorist network before they could actually build the dirty bomb.
US officials said that the unconventional approach had been designed to give a “scare you to death” shock to make leaders seriously think about the security of nuclear materials.
But not everyone was happy about playing the war game with the grumbling led by Mrs Merkel who was unimpressed with role-playing at such a high-powered gathering. Mr Obama, who helped plan the game, overrode the moaning. He had Elizabeth Sherwood-Randall, his lead national security adviser on the issue, helpfully by his side.
“Leaders had their doubts about participation on their own without their expert civil servants. It was about discussion and problem solving without leaders relying on written statements to read out. At the end the leaders were more enthusiastic,” said a spokesman for the summit.

At ground zero lies a crater 200 feet deep and 1000 feet in diameter. The rim of the crater is composed of highly radioactive soil and debris. Nothing recognizable remains within about 0.6 mile from the center except, perhaps, the remains of some buildings’ foundations. At 1.7 miles, only some of the strongest buildings — those made of reinforced, poured concrete — are still standing. Ninety-eight percent of the population within this area are dead immediately.
5 psi, radius – 2.7 miles
Virtually everything is destroyed between the 12 and 5 psi circles. The walls of typical multi-story buildings, including apartment buildings, are completely blown out. The bare, structural skeletons of some buildings rise above the debris as you approach the 5 psi circle. Single-family residences within this area are completely blown away — only their foundations remain. Fifty percent of the population between the 12 and 5 psi circles are dead. Forty percent more are injured.
2 psi, radius – 4.7 miles
Any single-family residences that are not completely destroyed are heavily damaged. The windows of office buildings are blown away, as are some of their walls. Everything on these buildings’ upper floors, including the people who were working there, are thrown onto the street. Substantial debris clutters the entire area. Five percent of the population between the 5 and 2 psi circles are dead. Forty-five percent are injured.
1 psi, radius – 7.4 miles
Residences are moderately damaged. Commercial buildings have sustained minimal damage. Twenty-five percent of the population between the 2 and 1 psi circles have been injured, mainly by flying glass and debris. Many others have suffered flash burns from thermal radiation generated by the explosion.
Radiation effects are for downwind areas.
Assumptions: wind speed – 15 mph, time frame – 7 days
3,000 rem*, distance – 30 miles
Much more than a lethal dose of radiation. Death can occur within hours of exposure. About ten years will need to pass before levels of radioactivity in this area are low enough to be considered safe by U.S. peacetime standards.
900 rem, distance – 90 miles
A lethal dose of radiation. Death occurs from two to fourteen days.
300 rem, distance – 160 miles
Causes extensive internal damage, including harm to nerve cells and the cells that line the digestive tract. Also results in a loss of white blood cells and temporary hair loss.
90 rem, distance – 250 miles
No immediate harmful effects, but does result in a temporary decrease in white blood cells. Two to three years will need to pass before radioactivity levels in this area are low enough to be considered safe by U.S. peacetime standards.
*rem stands for “roentgen equivalent man.” It is a measurement used to quantify the amount of radiation that will produce certain biological effects.

There was a lot of security you could see Friday in the Big Apple, especially in Times Square, because, as sources told Kramer, the intelligence includes information that al Qaeda wants to finish the job that started with Faisal Shahzad’s failed car bomb attempt in May 2010.
Top security officials told Kramer this is the al Qaeda way. Their 1993 attempt to topple the World Trade Center failed, so they came back again on 9/11. Shahzad’s car bomb fizzled, so now they want to try again.
But that’s only half of the problem. Officials are worried that this time it could be a dirty bomb.
“We have to think about a dirty bomb, where you take radiological material and mix it with conventional explosives,” Kelly said.

White House takes possible terror threat seriously

of a possible al-Qaida plot tied to the 10th anniversary of the Sept. 11
terrorist attacks, counterterrorism adviser John Brennan said Sunday.
The threat reported to authorities Wednesday night remains “specific and
credible,” Brennan said during interviews with “Fox News Sunday” and
CBS’ “Face the Nation.”
“Again, it’s not confirmed, but the president wants to make sure that we leave no stone
unturned,” he said. “And that’s what the intelligence, law enforcement
and homeland security communities are doing.”
Investigators have chased a tip that al-Qaida may have sent three men to the U.S. on a
mission to detonate a car bomb in either Washington or New York. But
officials have said they’ve found no evidence al-Qaida has sneaked
anyone into the country.

“…A dirty bomb is a speculative radiological weapon that combines radioactive material with conventional explosives. The purpose of the weapon is to contaminate the area around the explosion with radioactive material, hence the attribute “dirty”.
Though a radiological dispersal device (RDD) would be designed to disperse radioactive material over a large area, a bomb
that uses conventional explosives would likely have more immediate lethal effect than the radioactive material. At levels created from most probable sources, not enough radiation would be present to cause severe illness or death. A test explosion and subsequent calculations done by the United States Department of Energy found that assuming nothing is done to clean up the affected area and everyone stays in the affected area for one year, the radiation exposure would be “fairly high”, but not fatal. Recent analysis of the nuclear fallout from the Chernobyl disaster confirms this, showing that the effect on many people in the
surrounding area, although not those in close proximity, was almost negligible.
Since a dirty bomb is unlikely to cause many deaths, many do not consider this to be a weapon of mass destruction. Its purpose would presumably be to create psychological, not physical, harm through ignorance, mass panic, and terror. For this reason dirty bombs are sometimes called “weapons of mass disruption”. Additionally, containment and decontamination of thousands of victims, as well as decontamination of the affected area might require considerable time and expense, rendering areas partly
unusable and causing economic damage. …”

Since the 9/11 attacks the fear of terrorist groups using dirty bombs has increased significantly, which has been frequently reported in the media. The meaning of terrorism used here, is described by the U.S. Department of Defense’s definition, which is “the calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological objectives”. There have only ever been two cases of caesium-containing bombs, and neither was detonated. Both involved Chechnya. The first attempt of radiological terror was carried out in November 1995 by a group of Chechen separatists, who buried a caesium-137 source wrapped in explosives at the Izmaylovsky Park in Moscow. A Chechen rebel leader alerted the media, the bomb was never activated, and the incident amounted to a mere publicity stunt.
In December 1998, a second attempt was announced by the Chechen Security Service, who discovered a container filled with radioactive materials attached to an explosive mine. The bomb was hidden near a railway line in the suburban area Argun, ten miles east of the Chechen capital of Grozny. The same Chechen separatist group was suspected to be involved. Despite the increased fear of a dirty bombing attack, it is hard to assess whether the actual risk of such an event has increased significantly.
The following discussions on implications, effects and probability of an attack, as well as indications of terror groups planning such, are based mainly on statistics, qualified guessing and a few comparable scenarios.
Effect of a dirty bomb explosion
When dealing with the implications of a dirty bomb attack, there are two main areas to be addressed: (i) the civilian impact, not only dealing with immediate casualties and long term health issues, but also the psychological effect and then (ii) the economic impact. With no prior event of a dirty bomb detonation, it is considered difficult to predict the impact. Several analyses have predicted that RDDs will neither sicken nor kill many people. …”
“…Possibility of terrorist groups using dirty bombs
The present assessment of the possibility of terrorists using a dirty bomb is based on cases involving one terrorist organization, namely Al-Qaeda. This is because the attempts by this group to acquire a dirty bomb are the most well-described in the literature, in part due to the attention this group received for their involvement in the 9/11 attacks.
On 8 May 2002, José Padilla (a.k.a. Abdulla al-Muhajir) was arrested on suspicion that he was an Al-Qaeda terrorist planning to detonate a dirty bomb in the U.S. This suspicion was raised by information obtained from an arrested top Al-Qaeda official in U.S. custody, Abu Zubaydah, who under interrogation revealed that the organization was close to constructing a dirty bomb. Although Padilla had not obtained radioactive material or explosives at the time of arrest, law enforcement authorities uncovered evidence that he was on reconnaissance for usable radioactive material and possible locations for detonation. It has been doubted whether José Padilla was preparing such an attack, and it has been claimed that the arrest was highly politically motivated, given the pre-9/11 security lapses by the CIA and FBI. Later, these charges against José Padilla were dropped. Although
there was no hard evidence for Al-Qaeda possessing a dirty bomb, there is a broad agreement that Al-Qaeda poses a potential dirty bomb attack threat because they need to overcome the alleged image that the U.S. and its allies are winning the war against terror. A further concern is the argument, that “if suicide bombers are prepared to die flying airplanes into building, it is also conceivable that they are prepared to forfeit their lives building dirty bombs”. If this would be the case, both the cost and complexity of any protective systems needed to allow the perpetrator to survive long enough to both build the bomb and carry out the attack, would be significantly reduced.
Several other captives were alleged to have played a role in this plot. Guantanamo captive Binyam Mohammed has alleged he was subjected to extraordinary rendition, and that his confession of a role in the plot was coerced through torture. He sought access through the American and United Kingdom legal systems to evidence he was tortured. Guantanamo military commission prosecutors continue to maintain the plot was real, and charged Binyam
for his alleged role in 2008. However they dropped this charge in
October 2008, but maintain they could prove the charge and were only
dropping the charge to expedite proceedings. US District Court Judge Emmet G. Sullivan insisted that the administration still had to hand over the evidence that justified the dirty bomb charge, and admonished United States Department of Justice lawyers that dropping the charge:
“raises serious questions in this court’s mind about whether those allegations were ever true.”
In 2006, Dhiren Barot from North London pleaded guilty of conspiring to murder innocent people within the United Kingdom and United States using a radioactive dirty bomb. He planned to target underground car parks within the UK and buildings in the U.S. such as the International Monetary Fund, World Bank buildings in Washington D.C., the New York Stock Exchange, Citigroup buildings and the Prudential Financial buildings in Newark, New Jersey. He also faces 12 other charges including, conspiracy to commit public nuisance, seven charges of making a record of information for terrorist purposes
and four charges of possessing a record of information for terrorist purposes. Experts say if the plot to use the dirty bomb was carried out “it would have been unlikely to cause deaths, but was designed to affect about 500 people.”
In January 2009, a leaked FBI report described the results of a search of the Maine home of James G. Cummings, a white supremacist who had been shot and killed by his wife. Investigators found four one-gallon containers of 35 percent hydrogen peroxide, uranium, thorium, lithium metal, aluminum powder, beryllium, boron, black iron oxide and magnesium as well as literature on how to build dirty bombs and information about cesium-137, strontium-90 and cobalt-60, radioactive materials. Officials confirmed the veracity of the report but stated that the public was never at risk.
In April 2009, the Security Service of Ukraine announced the arrest of a legislator and two businessmen from the Ternopil Oblast. Seized in the undercover sting operation was 3.7 kilograms of what was claimed by the suspects during the sale as plutonium-239, used mostly in nuclear reactors and nuclear weapons, but was determined by experts to likely be americium, a “widely used” radioactive material which is commonly used in amounts of less than 1 milligram in smoke detectors, but can also be used in a dirty bomb. The suspects reportedly wanted US$ 10 million for the material, which the Security Service determined was produced in Russia during the era of the Soviet Union and smuggled into Ukraine through a neighboring country.

The Washington D.C. political establishment and ruling elites of both political parties are not serious people– they are clowns.
The American people no longer find them very funny or entertaining.
The American people now know the joke was on them.

The most either political party will cut from the fiscal year 2011 budget of over $3,800 billion is $100 billion or less than 3% of Fiscal Year 2011 outlays.
The earliest either political party would come even come close to balancing the budget is five to ten years.
Apparently both the House of Representatives and Senate is challenged when it comes to the will, courage, and vision to seeing the American economy does not have five to ten years for the Federal Government to balance a budget.
The Federal Budget must be balanced starting in Fiscal Year 2012 and every year thereafter.
Actually the Federal Budget needs to run surpluses to stop the rampant growth in unfunded Federal Government liabilities.
Any politician who speaks of a path to a balanced budget simply does not understand the magnitude of the problem.
Everything must be on the table including entitlements; and budgets must be balance starting in Fiscal Year 2012 not Fiscal Year 2020.
To balance the budget and live within ones means, namely estimated tax revenues, would require budget cuts of over $1,000 billion.
This requires the permanent shut-down of entire Federal Departments.

Keep in mind the Federal National Debt does not include the increase every year of unfunded liabilities or Federal Debt for so-called mandatory spending and entitlements such as Social Security, Medicare, Prescription Drugs, Medicaid and other entitlement programs and unfunded military and civilian pension obligations.
Currently these unfunded liabilities of the Federal Government exceed $100,000 billion or more than ten times the so-called National Debt owed to the public that exceeds $10,000 billion today.
These unfunded liabilities are adding at least another $3,000 billion plus each year to the unfunded liabilities of the United States Government.
The United States Government is therefore running total deficits each year of nearly $5,000 billion!
To first stop and then reverse this trend requires surplus budgets not merely balanced budgets.
Who do the clowns or educated fools of the Washington D.C. political ruling class think they are fooling–not the American people.
Ask any college freshman today if he thinks he will receive a dime from Social Security or Medicare.

President Obama’s addiction to big spending, huge deficits and a massive national debt is evidenced by his proposed fiscal year budgets for 2010, 2011, and 2012:
For Fiscal Year 2010 President Obama proposed a budget of $3,456 billion in spending outlays with estimated tax revenues of $2,162 billion resulting in an estimated total deficit of over $1,293 billion.
For Fiscal Year 2011 President Obama proposed a budget of $3,818 billion in spending outlays with estimated tax revenues of $2,173 billion resulting in an estimated total deficit of over $1,645 billion.
For Fiscal Year 2012 President Obama proposed a budget of $3,728 billion in spending outlays with estimated tax revenues of $2,677 billion resulting in an estimated deficits of over $1,101 billion.
President Obama gives real meaning to term fiscally irresponsible and delusional by proposing three budgets that have deficits totaling over $4,000 billion.
By the time President Obama is hopefully voted out of office in 2012, President Obama will have run up deficits totaling over $5,000 billion and increased the National Debt by over 50% in just four years!
Keep in mind that the total United States National Debt from its founding through President George W. Bush was just under $10,000 billion!

The first fiscal year for the U.S. Government started Jan. 1, 1789. Congress changed the beginning of the fiscal year from Jan. 1 to Jul. 1 in 1842, and finally from Jul. 1 to Oct. 1 in 1977 where it remains today.
Unless the Republican Party takes on the reform of Social Security, Medicare and Medicaid, the closing of entire Federal Departments, cuts in Defense spending, and reductions in salaries and employment benefits of all Federal employee, they are not serious about balancing the budget.
Federal spending needs to be cut by over $1,000 billion in Fiscal Year 2012 to have any chance of balancing the budget.
Talking about cuts of several hundred billion dollars over the next ten years are simply not serious.
Any politician proposing such small cuts should be replaced in the next election by a tea party candidate.
Stop wasting valuable time and starting cutting spending and balancing the budget.
The Federal Budget needs to be limited to 80% of tax revenue collections of the prior year with the remaining 20% of tax revenue collections used to pay down the national debt.
Pass the FairTax and combine it with a balanced budget rule that requires the above.

As a direct result tax revenues of local, city, county, state and Federal governments are also significantly down.
In the month of February, the United States government ran a monthly budget deficit of over $223 billion, the largest monthly deficit in U. S. history!
This is mainly due to Federal government intervention into the economy and the uncertainty created by excessive government spending, deficits, debt and unfunded liabilities.
Yet the political class or so-called ruling class and elites lie, mislead and argue about cutting a $3,800 billion budget by less than $100 billion or less than 3% of the total Fiscal Year 2011 U.S. Government budget.
With some exceptions, the professional politicians are not serious people–they are clowns or educated fools.
These clowns lack the will, courage, urgency and vision to cut Federal government spending, balance the budget and replace the current Federal income tax system with a broad-based national retail sale consumption tax–the FairTax.
Time is of the essence.
The United States economy is on the brink of the Obama Depression and there is no sense of urgency or understanding of the problem by the majority of our elected Representatives, Senators or the President of the United States.
If the political ruling class were serious people they would be discussing cuts of $1,000 billion in the Fiscal Year 2011 budget of over $3,800 billion given that tax revenues for Fiscal Year 2011 are expected to be less than $2,500 billion.
The only politicians proposing such spending cuts are Representative Ron Paul of Texas and Senator Rand Paul of Kentucky, both of whom are ignored and even laughed at by both the Republican and Democratic establishment and leadership.

2010 Social Security Trustees Report: Reform Needed Now

Though the report shows that Social Security payments are secure for another five years, Social Security already owes $7.9 trillion more in benefits this year than it will receive in tax revenues. The time for reform is now—delay will only make each challenge and problem harder to fix. Heritage Foundation financial and pension expert David C. John examines the findings of the new Trustees Report—and explains what they mean for Americans. …”
“…Today, Wisconsin faces a budget shortfall of $137 million (just shy of 10 percent of the budget) for the remaining fiscal year (which ends June 30) and a $3.6 billion shortfall over the next 2 years (six percent of the budget) in a $59 billion 2012-2013 budget. In an attempt to put the state back on a sustainable fiscal path, and more specifically to address this year’s shortfall, newly-elected Gov. Scott Walker (R) introduced what he called a “Budget Repair Bill” last month. The bill requires government workers to contribute 5.8 percent of their salary toward pensions–which has sparked a back-and-forth about whether pension benefits are paid for by taxpayers or employees–and increases contributions to health care premiums from 6 percent to at least 12 percent. It also limits public employee collective bargaining rights, with the exception of police, firefighters, and other public safety employees, which is the provision that has sparked the current protests, as the unions are willing to accept the other changes.
Nevertheless, Gov. Walker has said that enacting these reforms would save $30 million this fiscal year and thousands of state and local jobs. He also said that he could pledge there would be no layoffs or furloughs for state employees. This did not comfort the thousands of government employees who swarmed the state’s capital, protesting that the Governor’s budget bill is more geared to political ends than fiscal ones.
In his March 1st budget address, (postponed from February 22), Gov. Walker outlined some of the details of his full proposal. The biennial budget balances the $3.6 billion two-year deficit and reduces the structural deficit–deficits even under normal economic conditions and full employment–by 90 percent, from $2.5 billion to $250 million. It also reduces overall state spending by $4.2 billion (6.7 percent) over the biennium. Other highlights of the legislation include:
$1.25 billion in reductions in aid to local governments
$834 million in reduction in aid to public schools
$80.6 million in tax cuts for FY 2012, including elimination of the capital gains tax for investors with long-term (5 or more years) investments in Wisconsin-based businesses
$500 million in Medicaid spending cuts through various reforms
$200 million in funding for the “public-private agency” the Wisconsin Economic Development Corporation
Various reforms to state agencies, including a 10% across-the-board cut to non-personnel budgets of most agencies and elimination of all positions that have been vacant for over a year …”
“…The collective-bargaining bill stalled in the state Senate also would require most public employees to contribute 5.8% of their salary this year toward their pension payments and 12.6% of their health-insurance premiums out of their wages. The measure passed the state Assembly last week.
Mr. Walker said that bill would produce savings of $1.44 billion for school districts and local governments, more than offsetting the cuts in state aid he recommended Tuesday.
Critics said the governor’s estimate is overstated, because some communities and school districts already require employees to pay more than 12.6% of their health-insurance premiums out of their salaries.
In De Pere, Wis., employees already pay 15% of insurance premiums from their wages. For that reason, and because police officers and firefighters are exempt, “I believe the savings through pension-contribution increases will not be enough to offset the loss of state shared revenue,” De Pere Alderman Daniel Robinson wrote in a letter Monday to Republican state Sen. Robert Cowles. …”

“…What’s gotten less attention, however, is the group that will financially benefit from the event, the Special Operations Warrior Foundation (SOWF). All proceeds raised through Glenn Beck’s promotion of the event go to SOWF – once costs for the rally itself are covered.
The charity, founded in 1980, provides college scholarships for children of special operations personnel killed in action or in training. SOWF is very well-run, with low administrative costs and a four-star rating from the watchdog group Charity Navigator. Some 160 of its scholarship recipients have graduated from college in the past 30 years and there are more than 100 students in college now.
SOWF, which has only eight staff members, is happily inundated thanks to Glenn Beck’s promotional efforts. The group typically raises money through banquet dinners – the most one of these events has ever raised is $1 million, which caused the SOWF staff to “do a little happy dance,” according to Edie Rosenthal, a retired Navy lieutenant commander and spokeswoman for the group. Since Glenn Beck has started talking about the group on his radio and television shows in advance of the 8/28 rally, some $5 million in donations have poured in. …”

All three networks have assigned reporters and camera crews to monitor speeches by Beck, former Alaska governor Sarah Palin (R) and other dignitaries in what is being billed as a “nonpolitical” rally. Beck has drawn criticism for scheduling on the same date and in the same location as Martin Luther King’s “I Have a Dream” speech, although he has said the timing is accidental.

On the West Lawn of the Capitol, Tea Party protesters and health care takeover opponents meet at high noon to raise their voices against the rotten policy and rotten process that has led us to this foul moment.

It’s been an unprecedented year for limited government activism. It would never have been possible without the early initiative of grass-roots leaders in the #tcot community on Twitter, Smart Girl Politics #DontGo — and concerned moms like Keli Carender and Amanda Grosserode who stood up in their communities against reckless spending in Washington before anyone was listening. Before the cable news was paying attention. Before it became fashionable for politicians to latch on.
Activists were derided as amateurs who couldn’t turn out a crowd. Then they were smeared as corporate shills. They were criticized for not having a coherent message. Then they were mocked for ideological single-mindedness. They are resented by professional strategists who accuse them of organizing empty protests that won’t translate into electoral gains. Encouraged by conservative commentators such as Fox’s Glenn Beck and organized virtually on Twitter, Facebook and other social networking sites, the march will constitute “the largest gathering of fiscal conservatives ever,” says Adam Brandon of FreedomWorks. The advocacy group led by former House majority leader Dick Armey is planning the event, although other organizers say theirs is an unprompted movement.
“There is no leader. This is so incredibly organic and grass-roots,” says Mark Williams, a conservative talk show host who spoke from El Paso during a stop on the Tea Party Express, a 34-city, 7,000-mile bus tour that began in Sacramento Aug. 28 and ends here Saturday.
FreedomWorks President Matt Kibbe says “tens of thousands” will march. “They are opposed to President Obama’s multitrillion-dollar government takeover of health care, opposed to his massive tax on energy … and opposed to spending money we don’t have to bailing out homeowners and auto companies,” he says. “Our motto is ‘Government goes to those who show up.’ “
Kibbe says it is “quite possible” most marchers didn’t show up to vote on Election Day because they were “disgusted” by the choice between Obama and Republican John McCain.
Now, many have heeded the call first put out in February by CNBC’s Rick Santelli for “tea party” protests of the federal mortgage bailout that has grown into a movement that offers adherents talking points to take to congressional town hall meetings.
Saturday’s march grew from Beck’s idea for a 9/12 Project to bring back the unity of the day after the 2001 terrorist attacks. That’s when, according to its mission statement, “we were not obsessed with Red States, Blue States or political parties.”
More than two dozen conservative organizations, including the National Taxpayers Union, have signed on. They say their cause crosses party lines — Beck’s website calls it “a non-political movement” — but those marching from near the White House to Capitol Hill appear united in one thing: their disdain for the Democrats who control Washington. …”

The Declaration justified the independence of the United States by listing colonial grievances against King George III, and by asserting certain natural rights, including a right of revolution. Having served its original purpose in announcing independence, the text of the Declaration was initially ignored after the American Revolution. Its stature grew over the years, particularly the second sentence, a sweeping statement of human rights:
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.
This sentence has been called “one of the best-known sentences in the English language” and “the most potent and consequential words in American history”. The passage has often been used to promote the rights of marginalized groups, and came to represent for many people a moral standard for which the United States should strive. This view was greatly influenced by Abraham Lincoln, who considered the Declaration to be the foundation of his political philosophy, and promoted the idea that the Declaration is a statement of principles through which the United States Constitution should be interpreted. …”
