Ron Paul needs to come out with his own comprehensive tax reform plan. I recommend the FairTax as a starting point with some significant changes.

The FairTax is a national retail sales consumption tax that would replace the following federal taxes:

  • Personal income tax
  • Payroll taxes for Social Security and Medicare
  • Capital gains tax
  • Alternative Minimum Tax
  • Self-employment tax
  • Corporate income tax
  • Gift taxes
  • Estate taxes

When you buy goods or services, income and payroll taxes are included or embedded in the price. When these taxes are eliminated, the price of the goods or services would decline.

Thus when the FairTax replaces these taxes, the price of the good or service with the new FairTax included should result in the price of the good or service remaining about the same.

The proposed FairTax rate is 23 percent when the tax is included in the unit price of the good or service. For example, a loaf of bread with a selling price of $1 would include 23 cents for the FairTax.

Since Paul wants to significantly limit the size and scope of the federal government, I propose he reduce the FairTax rate to 20 percent for 2013 with a tax prebate of $250 per individual to refund in advance the taxes paid on the necessities of life. A family of four would received a monthly prebate of $1,000 per month.

The FairTax Less rate would be reduced by 1 percent a year for the next four years so that by 2017 the rate would be 16 percent.

A declining FairTax Less rate combined with a declining balanced budget will force a reduction of government spending outlays.

It should take four to eight years before the 16th Amendment (income tax) is repealed and the balanced budget amendment passes.

Therefore, I would like to see the repeal of the 16th Amendment and the passage of a balanced budget Amendment be immediately initiated in the House of Representatives and Senate.

If this is done, by 2017 the American people will never again want to go back to the complex and time-consuming income tax.

Instead, the American people will be demanding smaller government and an even lower FairTax Less rate.

Also, Paul needs to advocate a FairTax Less plan to complement his Plan to Restore America to a peace and prosperity economy by cutting government spending by $1 trillion in his first year as president and balance the budget in his third year.

The advantage is that a single FairTax Less rate of 20 percent would beat Herman Cain’s 9-9-9 plan. Cain’s plan would have a flat 9 percent business tax, a flat 9 percent personal income tax and a 9 percent national retail sales tax. The total tax rate paid would be 27 percent under Cain’s plan.

A single FairTax Less rate of 20 percent would easily defeat Perry’s optional flat tax of 20 percent personal income tax and a 15.3 percent payroll tax for Social Security or Medicare for a total of 30.3 percent. This does not include the 20 percent corporate income tax that would bring the total taxes paid to over 50 percent.

Only when the American people consume or spend their money on new goods and services would they pay the FairTax Less rate of 20 percent.

The American people would have a strong economic incentive to work, save and invest their money.

More savings would lead to more investment and in turn more jobs as businesses grow and prosper.

It’s time for Ron Paul to announce his support for a FairTax Less plan.

The dynamic combination of Paul’s Plan to Restore America and the FairTax Less plan would result in a peace and prosperity economy.

The U.S. would be the only nation on earth with no taxes on capital and labor!

The FairTax Less plan would attract trillions of dollars of new investment into the U.S. from around the world.

“…Americans For Fair Taxation (AFFT), also known as FairTax.org, states it is the United States’ largest, single-issue grassroots organization and taxpayers union dedicated to fundamental tax code replacement.[1] The Houston, Texas-based non-partisan political advocacy group is made up of volunteers who are working to get the Fair Tax Act (H.R. 25/S. 1025) enacted in the United States; a plan to replace all federal payroll and income taxes (both corporate and personal) with a national retail sales tax and monthly tax “prebate” to households of citizens and legal resident aliens. Federal Insurance Contributions Act tax

Federal Insurance Contributions Act (FICA) tax (play /ˈfaɪkə/) is a United States payroll (or employment) tax[1] imposed by the federal government on both employees and employers to fund Social Security and Medicare[2] —federal programs that provide benefits for retirees, the disabled, and children of deceased workers. Social Security benefits include old-age, survivors, and disability insurance (OASDI); Medicare provides hospital insurance benefits. The amount that one pays in payroll taxes throughout one’s working career is indirectly tied to the social security benefits annuity that one receives as a retiree.[citation needed] This has led some to claim that the payroll tax is not a tax because its collection is tied to a benefit.[3] The United States Supreme Court decided in Flemming v. Nestor (1960) that no one has an accrued property right to benefits from Social Security.

The Federal Insurance Contributions Act is currently codified at Title 26, Subtitle C, Chapter 21 of the United States Code.[4]

Overview

The Center on Budget and Policy Priorities states that three-quarters of taxpayers pay more in payroll taxes than they do in income taxes.[5] The FICA tax is considered a regressive tax on income (with no standard deduction or personal exemption deduction) and is imposed (for the years 2009 and 2010) only on the first $106,800 of gross wages. The tax is not imposed on investment income (such as interest and dividends).

“Regular” employees (most wage-earners)

For 2008, the employee’s share of the Social Security portion of the tax is 6.2%[6] of gross compensation up to a limit of $102,000 of compensation (resulting in a maximum of $6,324.00 in tax). For 2009 and 2010, the employee’s share is 6.2% of gross compensation up to a limit of $106,800 of compensation (resulting in a maximum Social Security tax of $6,621.60).[7] This limit, known as the Social Security Wage Base, goes up each year based on average national wages and, in general, at a faster rate than the Consumer Price Index (CPI-U). For the calendar year 2011, the employee’s share has been temporarily reduced to 4.2% of gross compensation, with a limit of $106,800.[8] The employee’s share of the Medicare portion is 1.45% of wages, with no limit on the amount of wage subject to the Medicare tax.[6]

The employer is also liable for 6.2% Social Security and 1.45% Medicare taxes,[9] making the total Social Security tax 12.4% of wages, and the total Medicare tax 2.9%. (Self-employed people are responsible for the entire FICA percentage of 15.3% (= 12.4% + 2.9%), since they are in a sense both the employer and the employed; however, see the section on self-employed people for more details.)

If a worker starts a new job halfway through the year and has already earned the wage base limit with the old employer for Social Security purposes, the new employer is not allowed to stop withholding until the wage base limit has been earned with the new employer without regard to the wage base limit earned under the old employer. There are some limited cases, such as a successor-predecessor transfer, in which the payments that have already been withheld can be counted toward the year-to-date total.

If a worker has overpaid toward Social Security by having more than one job or by having switched jobs during the year, that worker can file a request to have that overpayment counted as tax paid when he or she files a Federal income tax return. If the taxpayer is due a refund, then the FICA overpayment is refunded.

Self-employed people

A tax similar to the FICA tax is imposed on the earnings of self-employed individuals, such as independent contractors and members of a partnership. This tax is imposed not by the Federal Insurance Contributions Act but instead by the Self-Employment Contributions Act of 1954, which is codified as Chapter 2 of Subtitle A of the Internal Revenue Code, 26 U.S.C. § 1401 through 26 U.S.C. § 1403 (the “SE Tax Act”). Under the SE Tax Act, self-employed people are responsible for the entire percentage of 15.3% (= 12.4% [Soc. Sec.] + 2.9% [Medicare]); however, the 15.3% multiplier is applied to 92.35% of the business’s net earnings from self-employment, rather than 100% of the gross earnings; the difference, 7.65%, is half of the 15.3%, and makes the calculation fair in comparison to that of regular (non-self-employed) employees. It does this by adjusting for the fact that employees’ 7.65% share of their SE tax is multiplied against a number (their gross income) that does not include the putative “employer’s half” of the self-employment tax. In other words, it makes the calculation fair because employees don’t get taxed on their employers’ contribution of the second half of FICA, therefore self-employed people shouldn’t get taxed on the second half of the self-employment tax. Similarly, self-employed people also deduct half of their self-employment tax (schedule SE) from their gross income on the way to arriving at their adjusted gross income (AGI). This levels the amount paid by self-employed persons in comparison to regular employees, who don’t pay general income tax on their employers’ contribution of the second half of FICA, just as they didn’t pay FICA tax on it either.[10][11]

These calculations are made on Schedule SE: Self-Employment Tax, although that is not readily apparent to novice self-employed taxpayers, owing to the schedule’s rather opaque name, which makes it sound like it is part of the general federal income tax. Some taxpayers have complained that Schedule SE’s title should be changed to something such as “Self-Employment FICA Tax”, so that its separateness from the general income tax is apparent,[12] perhaps not realizing that the SE tax is not imposed by the Federal Insurance Contributions Act (FICA) at all, and that neither SE taxes nor FICA taxes are “income taxes” imposed under Chapter 1 of the Internal Revenue Code.

Exemption for certain full-time students

A special case in FICA regulations includes exemptions for student workers. Students enrolled at least half-time in a university and working part-time for the same university are exempted from FICA payroll taxes, so long as their relationship with the university is primarily an educational one.[13] Medical residents working full-time are not considered students and are not exempt from FICA payroll taxes, according to a US Supreme Court ruling in 2011.[14] In order to be exempt from FICA payroll taxes, a student’s work must be “incident to” pursuit of a course of study, which is rarely the case with full-time employment.[14]

History

Prior to the Great Depression, the following presented difficulties for working-class Americans: [15]

  • The U.S. had no federal-government-mandated retirement savings; consequently, for those people who had not voluntarily saved money throughout their working lives, the end of their work careers was the end of all income.
  • Similarly, the U.S. had no federal-government-mandated disability income insurance to provide for citizens disabled by injuries (of any kind—non-work-related); consequently, for most people, a disabling injury meant no more income (since most people have little to no income except earned income from work).
  • In addition, there was no federal-government-mandated disability income insurance to provide for people unable to ever work during their lives, such as anyone born with severe mental retardation.
  • Further, the U.S. had no federal-government-mandated health insurance for the elderly; consequently, for many people, the end of their work careers was the end of their ability to pay for medical care.
  • Finally, the U.S. had no federal-government-mandated health insurance for all those who are not elderly; consequently, many people, especially those with pre-existing conditions, have no ability to pay for medical care.

In the 1930s, the New Deal introduced Social Security to rectify the first three problems (retirement, injury-induced disability, or congenital disability). It introduced the FICA tax as the means to pay for Social Security.

In the 1960s, Medicare was introduced to rectify the fourth problem (health care for the elderly). The FICA tax was increased in order to pay for this expense.

Criticism

 Social Security regressivity debate

The Social Security component of the FICA tax is regressive, meaning the effective tax rate regresses (decreases) as income increases.[16] The Social Security component is actually a flat tax for wage levels under the Social Security Wage Base (see “Regular” employees above). But since no tax is owed on wages above the Wage Base limit, the total tax rate declines as wages increase beyond that limit. In other words, for wage levels above the limit, the absolute dollar amount of tax owed remains constant; since this number (the numerator) remains constant while the wage level (the denominator) increases, the effective tax rate steadily decreases as wage levels increase beyond the Wage Base limit.

FICA is also not collected on unearned income, including interest on savings deposits, stock dividends, and capital gains such as profits from the sale of stock or real estate. The proportion of total income which is exempt from FICA as “unearned income” tends to rise with higher income brackets.

Some argue that since Social Security taxes are eventually returned to taxpayers, with interest, in the form of Social Security benefits, the regressiveness of the tax is effectively negated.[citation needed] That is, the taxpayer gets back what he or she put into the Social Security system. Others, including the Congressional Budget Office, point out that the Social Security system as a whole is progressive; individuals with lower lifetime average wages receive a larger benefit (as a percentage of their lifetime average wage income) than do individuals with higher lifetime average wages.[17][18]

“…So I am ready, I am eager, to work with Democrats and Republicans to reform the tax code to make it simpler, make it fairer, and make America more competitive.  But any reform plan will have to raise revenue to help close our deficit.  That has to be part of the formula.  And any reform should follow another simple principle:  Middle-class families shouldn’t pay higher taxes than millionaires and billionaires.  That’s pretty straightforward.  It’s hard to argue against that.  Warren Buffett’s secretary shouldn’t pay a higher tax rate than Warren Buffett.  There is no justification for it.

It is wrong that in the United States of America, a teacher or a nurse or a construction worker who earns $50,000 should pay higher tax rates than somebody pulling in $50 million. Anybody who says we can’t change the tax code to correct that, anyone who has signed some pledge to protect every single tax loophole so long as they live, they should be called out.  They should have to defend that unfairness — explain why somebody who’s making $50 million a year in the financial markets should be paying 15 percent on their taxes, when a teacher making $50,000 a year is paying more than that — paying a higher rate.  They ought to have to answer for it.  And if they’re pledged to keep that kind of unfairness in place, they should remember, the last time I checked the only pledge that really matters is the pledge we take to uphold the Constitution. …”

“…This year, households making more than $1 million will pay an average of 29.1
percent of their income in federal taxes, including income taxes, payroll taxes
and other taxes, according to the Tax Policy Center, a Washington think
tank.

Households making between $50,000 and $75,000 will pay an average of 15
percent of their income in federal taxes.

Lower-income households will pay less. For example, households making between
$40,000 and $50,000 will pay an average of 12.5 percent of their income in
federal taxes. Households making between $20,000 and $30,000 will pay 5.7
percent.

The latest IRS figures are a few years older — and limited to federal income
taxes — but show much the same thing. In 2009, taxpayers who made $1 million or

income taxes. Those making $50,000 to $60,000 paid an average of 6.3

Obama’s claim hinges on the fact that, for high-income families and
individuals, investment income is often taxed at a lower rate than wages. The
top tax rate for dividends and capital gains is 15 percent. The top marginal tax
rate for wages is 35 percent, though that is reserved for taxable income above
$379,150.

With tax rates that high, why do so many people pay at lower rates? Because
the tax code is riddled with more than $1 trillion in deductions, exemptions and
credits, and they benefit people at every income level, according to data from
the nonpartisan Joint Committee on Taxation, Congress’ official scorekeeper on
revenue issues.

The Tax Policy Center estimates that 46 percent of households, mostly low-
and medium-income households, will pay no federal income taxes this year. Most,
however, will pay other taxes, including Social Security payroll taxes. …”

In his speech to Congress on Sept. 8, President Barack Obama proposed a $447 billion job’s package consisting of tax decreases  and new federal government stimulus spending.

The largest piece of Obama’s proposal is a $240 billion temporary, targeted and timely tax decrease in Social Security taxes for employees and employers of 3.1 percent each for 2012. Employees and employers would pay half of what they normally pay of 6.2 percent each or a total of 12.4 percent up to an income limit which will be $106,800 in 2012.

While this would certainly provide additional income for both workers and businesses to spend, save or invest, it would not directly help the unemployed who are more likely to quickly spend any additional income they receive. While the employed would have additional income, it is not clear whether most individuals would either consume or save this additional income.

In addition, both Social Security and Medicare are running deficits and this temporary tax decrease would make the Social Security deficit even worse for 2012. However, Obama’s plan does require that the loss in Social Security payroll tax revenues must be paid for by additional taxes.

Stanford University economist John B. Taylor argues against “temporary, targeted, and timely” fiscal stimulus packages in a Wall Street Journal editorial entitled “Why permanent tax cuts are the best stimulus, short-term fiscal policies fail to promote long-term growth.”  Taylor wrote “According to the permanent-income theory of Milton Friedman, or the life-cycle theory of  Franco Modigliani, temporary increases in income will not lead to significant increases in consumption. However, if increases are longer-term, as in the case of permanent tax cut, then consumption is increased, and by a significant amount.” Two examples of a “temporary, targeted and timely” fiscal stimulus plans are Obama’s first stimulus package of $787 billion and his second proposed jobs/stimulus/tax package of $447 billion.

Instead, Taylor argues for permanent, pervasive and predictable tax changes to stimulate the economy and create more jobs. The
FairTax is an example of a permanent, pervasive and predictable fiscal stimulus that would dramatically increase the real growth rate of the U.S. gross domestic product and reduce the unemployment rate.

According to the Americans for Fair Taxation website, “The FairTax plan is a comprehensive proposal that replaces all federal income and payroll based taxes with an integrated approach including a progressive national retail sales tax, a prebate to ensure no American pays federal taxes on spending up to the poverty level, dollar-for-dollar federal revenue neutrality, and, through companion legislation, the repeal of the 16th Amendment. It abolishes all federal personal and corporate income taxes, gift,
estate, capital gains, alternative minimum, Social Security, Medicare, and self-employment taxes and replaces them with one simple, visible, federal retail sales tax  administered primarily by existing state sales tax authorities.”

Obama said “pass this bill” several times in his speech. The only problem is there was no proposed bill to pass. Once the proposed legislation makes it to Congress, it would need to be scored by the Congressional Budget Office (CBO) to determine the estimated
spending outlays and tax revenue collections by fiscal year over a 10-year time period.

Obama also stated in his speech that the massive jobs/stimulus package would be fully paid for. On Sept. 12, the Obama administration released some crucial details of how the package would be funded, namely by a huge tax increase of $467 billion.

The new tax increases would take effect in 2013 and would collect an estimated $467 billion in additional tax revenues over 10 years.

Obama’s budget director, Jack Lew, summarized the tax increases over 10 years including:

  • $405 billion from limiting the itemized deductions for
    charitable contributions and other deductions that can be taken by individuals making
    over $200,000 a year and families making over $250,000;
  • $41 billion from reducing or eliminating tax credits and
    allowances for oil and gas companies;
  • $18 billion from requiring fund managers to pay higher
    taxes on certain income;
  • $3 billion from changing the depreciation of corporate jets
    from five years to seven years.

The $405 billion tax increase for individuals and families comes from limiting deductions to 28 cents per dollar deducted and exemptions on individuals who earn more than $200,000 per year and families who earn more than $250,000.

The additional federal spending and higher tax bills are not likely to pass in the near future. Therefore, it is likely that not enough jobs would be created between now and the next election in 2012 to reduce the unemployment rate significantly. To just keep up with population growth and new entrants into the labor force, the U.S. economy needs to create a minimum of 100,000 jobs per month. To reduce the unemployment by .1 percent per month an additional 150,000 jobs per month needs to be created.

If Obama’s proposed bill were passed in the near future, preliminary estimates are it would create more than 50,000 jobs per month. The U.S. economy is currently creating significantly less than 50,000 jobs per month. As a result, even if the bill were passed, the official unemployment rate would remain at or above 9 percent for 43 months of the Obama administration. This is not the hope and change the American people were expecting from Obama in 2008.

Republicans are not expected to seriously consider Obama’s proposals until they receive Obama’s proposed legislation and the CBO scores it. Republicans are likely to oppose any new tax increases and additional stimulus spending increases. The U.S economy is on the brink of another recession with real GDP growth rates for the first half of 2011 of only .7 percent. Also, the federal budget is in deficit, where spending outlays exceed tax revenues by an estimated $1.64 trillion in fiscal year 2011
and about $1 trillion in fiscal year 2012. This is on top of deficits of $1.41 trillion for fiscal year 2009 and $1.29 billion in fiscal year 2010.

Obama proposed his stimulus spending package, now named the American Jobs Act, to distract the American people from his previous failed economic policies of temporary and targeted tax decreases and massive government spending that has resulted in the official unemployment rate being above 8 percent for his entire administration. Obama knows that the Republican controlled House of Representatives will never pass his proposed legislation which includes a huge tax increase combined with even more government spending when the economy is on the brink of another recession and running massive government deficits. The American Jobs Act is dead on arrival.

Obama in his speech said he will campaign all across the country for his American Jobs Act. When the Republicans pass their own bill, Obama will then blame the Republicans for the high unemployment rate because they did not pass his American Jobs Act.

While this may be smart politics, it is bad economics. With over 25 million Americans searching for a full time job, Obama
should have proposed a permanent, pervasive and predictable fiscal program such as the FairTax to reduce the unemployment rate and increase the growth rate of the U.S. economy..

“…The Federal Insurance Contributions Act (FICA) tax (play /ˈfaɪkə/) is a United States payroll (or employment) tax[1] imposed by the federal government on both employees and employers to fund Social Security and Medicare[2]
—federal programs that provide benefits for retirees, the disabled, and  children of deceased workers. Social Security benefits include old-age,  survivors, and disability insurance (OASDI); Medicare provides hospital  insurance benefits. The amount that one pays in payroll taxes  throughout one’s working career is indirectly tied to the social  security benefits annuity that one receives as a retiree.[citation needed] This has led some to claim that the payroll tax is not a tax because its collection is tied to a benefit.[3] The United States Supreme Court decided in Flemming v. Nestor (1960) that no one has an accrued property right to benefits from Social Security.

The Federal Insurance Contributions Act is currently codified at Title 26, Subtitle C, Chapter 21 of the United States Code.[4]

Overview

The Center on Budget and Policy Priorities states that three-quarters of taxpayers pay more in payroll taxes than they do in income taxes.[5] The FICA tax is considered a regressive tax on income (with no standard deduction  or personal exemption deduction) and is imposed (for the years 2009 and  2010) only on the first $106,800 of gross wages. The tax is not imposed  on investment income (such as interest and dividends).

 “Regular” employees (most wage-earners)

For 2008, the employee’s share of the Social Security portion of the tax is 6.2%[6]  of gross compensation up to a limit of $102,000 of compensation (resulting in a maximum of $6,324.00 in tax). For 2009 and 2010, the employee’s share is 6.2% of gross compensation up to a limit of $106,800  of compensation (resulting in a maximum Social Security tax of  $6,621.60).[7] This limit, known as the Social Security Wage Base, goes up each year based on average national wages and, in general, at a faster rate than the Consumer Price Index  (CPI-U). For the calendar year 2011, the employee’s share has been  temporarily reduced to 4.2% of gross compensation, with a limit of $106,800.[8]  The employee’s share of the Medicare portion is 1.45% of wages, with no
limit on the amount of wage subject to the Medicare tax.[6]

The employer is also liable for 6.2% Social Security and 1.45% Medicare taxes,[9]  making the total Social Security tax 12.4% of wages, and the total Medicare tax 2.9%. (Self-employed people are responsible for the entire FICA percentage of 15.3% (= 12.4% + 2.9%), since they are in a sense both the employer and the employed; however, see the section on self-employed people for more details.)

If a worker starts a new job  halfway through the year and has already earned the wage base limit for  Social Security purposes, the new employer is not allowed to stop withholding  until the wage base limit has been earned with the new employer. There are some limited cases, such as a successor-predecessor transfer, in  which the payments that have already been withheld can be counted toward  the year-to-date total.

If a worker has overpaid toward Social Security by having more than one job or by having switched jobs during the year, that worker can file  a request to have that overpayment counted as tax paid when he or she files a Federal income tax return. If the taxpayer is due a refund, then the FICA overpayment is refunded.

Self-employed people

A tax similar to the FICA tax is imposed on the earnings of self-employed individuals, such as independent contractors and members of a partnership. This tax is imposed not by the Federal Insurance Contributions Act but instead by the Self-Employment Contributions Act of 1954, which is codified as Chapter 2 of Subtitle A of the Internal Revenue Code, 26 U.S.C. § 1401 through 26 U.S.C. § 1403  (the “SE Tax Act”). Under the SE Tax Act, self-employed people are  responsible for the entire percentage of 15.3% (= 12.4% [Soc. Sec.] +  2.9% [Medicare]); however, the 15.3% multiplier is applied to 92.35% of  the business’s net earnings from self-employment, rather than  100% of the gross earnings; the difference, 7.65%, is half of the 15.3%,  and makes the calculation fair in comparison to that of regular  (non-self-employed) employees. It does this by adjusting for the fact
that employees’ 7.65% share of their SE tax is multiplied against a  number (their gross income) that does not include the putative
“employer’s half” of the self-employment tax. In other words, it makes  the calculation fair because employees don’t get taxed on their  employers’ contribution of the second half of FICA, therefore  self-employed people shouldn’t get taxed on the second half of the  self-employment tax. Similarly, self-employed people also deduct half of  their self-employment tax (schedule SE) from their gross income on the  way to arriving at their adjusted gross income (AGI). This levels the  amount paid by self-employed persons in comparison to regular employees,  who don’t pay general income tax on their employers’ contribution of  the second half of FICA, just as they didn’t pay FICA tax on it either.[10][11]

These calculations are made on Schedule SE: Self-Employment Tax,  although that is not readily apparent to novice self-employed taxpayers,  owing to the schedule’s rather opaque name, which makes it sound like  it is part of the general federal income tax. Some taxpayers have  complained that Schedule SE’s title should be changed to something such  as “Self-Employment FICA Tax”, so that its separateness from the general  income tax is apparent,[12]  perhaps not realizing that the SE tax is not imposed by the Federal  Insurance Contributions Act (FICA) at all, and that neither SE taxes nor  FICA taxes are “income taxes” imposed under Chapter 1 of the Internal  Revenue Code.

Exemption for certain full-time students

A special case in FICA regulations includes exemptions for student  workers. Students enrolled at least half-time in a university and  working part-time for the same university are exempted from FICA payroll  taxes, so long as their relationship with the university is primarily  an educational one.[13]  Medical residents working full-time are not considered students and are  not exempt from FICA payroll taxes, according to a US Supreme Court  ruling in 2011.[14]  In order to be exempt from FICA payroll taxes, a student’s work must be  “incident to” pursuit of a course of study, which is rarely the case  with full-time employment.[14]

History

Prior to the Great Depression, the following presented difficulties for working-class Americans: [15]

  • The U.S. had no federal-government-mandated retirement savings;  consequently, for those people who had not voluntarily saved money  throughout their working lives, the end of their work careers was the  end of all income.
  • Similarly, the U.S. had no federal-government-mandated disability income insurance  to provide for citizens disabled by injuries (of any  kind—non-work-related); consequently, for most people, a disabling  injury meant no more income (since most people have little to no income  except earned income from work).
  • In addition, there was no federal-government-mandated disability income insurance to provide for people unable to ever work during their lives, such as anyone born with severe mental retardation.
  • Further, the U.S. had no federal-government-mandated health  insurance for the elderly; consequently, for many people, the end of  their work careers was the end of their ability to pay for medical care.
  • Finally, the U.S. had no federal-government-mandated health  insurance for all those who are not elderly; consequently, many people,  especially those with pre-existing conditions, have no ability to pay  for medical care.

In the 1930s, the New Deal introduced Social Security  to rectify the first three problems (retirement, injury-induced  disability, or congenital disability). It introduced the FICA tax as the  means to pay for Social Security.

In the 1960s, Medicare  was introduced to rectify the fourth problem (health care for the  elderly). The FICA tax was increased in order to pay for this expense.

 Criticism

Social Security regressivity debate

The Social Security component of the FICA tax is regressive, meaning the effective tax rate regresses (decreases) as income increases.[16] The Social Security component is actually a flat tax for wage levels under the Social Security Wage Base (see “Regular” employees  above). But since no tax is owed on wages above the Wage Base limit,  the total tax rate declines as wages increase beyond that limit. In  other words, for wage levels above the limit, the absolute dollar amount  of tax owed remains constant; since this number (the numerator) remains  constant while the wage level (the denominator) increases, the
effective tax rate steadily decreases as wage levels increase beyond the  Wage Base limit.

FICA is also not collected on unearned income,  including interest on savings deposits, stock dividends, and capital  gains such as profits from the sale of stock or real estate. The  proportion of total income which is exempt from FICA as “unearned  income” tends to rise with higher income brackets.

Some argue that since Social Security taxes are eventually returned  to taxpayers, with interest, in the form of Social Security benefits,  the regressiveness of the tax is effectively negated.[citation needed] That is, the taxpayer gets back what he or she put into the Social Security system. Others, including the Congressional Budget Office, point out that the Social Security system as a whole is progressive;
individuals with lower lifetime average wages receive a larger benefit  (as a percentage of their lifetime average wage income) than do  individuals with higher lifetime average wages.[17][18] …”

Fiscal Responsibility Pledge

I, ________________________________________, pledge to the taxpayers of the state

of ____________________________, and to the American people that I will:

1.  Support and vote for only balanced budgets or surplus budgets where total estimated Federal government tax revenues for each fiscal year equals or exceeds  total estimated Federal government spending outlays.

2. Support and vote for only decreases in the national debt ceiling.

3. Support and vote for the FairTax. The FairTax  abolishes all federal personal and corporate income taxes, gift, estate, capital gains, alternative minimum, Social Security, Medicare, and self-employment taxes and replaces them with one simple, visible, federal retail sales tax on new goods and services, and  administered primarily by existing state sales tax authorities. Once enacted any changes in the FairTax or increases in the FairTax rate will require two-thirds  roll call vote of the House of Representatives and Senate.

4. Support and vote for the repeal of the 16th Amendment to the Constitution of the United States.

5. Support and vote for a balanced budget Amendment to the Constitution of the United State which allows budget surpluses or requires the balancing of tax revenues and spending outlays  each fiscal year, limits Federal Government spending to eight-teen percent (18%) of Gross Domestic Product or less, requires a two-thirds majority roll call vote for any proposed tax increase in the House of Representatives and Senate and  where the only exception to a surplus budget or  balanced budget is the passage of a declaration of war that would require unbalanced budgets and increases in the national debt.

The fiscal gap is huge compare to the official debt because Uncle Sam has spent six decades accumulating massive obligations to make social insurance payments, which it carefully kept off the books. …”

U.S. funding for future promises lags by trillions

“…The government added $5.3 trillion in new financial obligations in 2010, largely for retirement programs such as Medicare and Social Security. That brings to a record $61.6 trillion the total of financial promises not paid for.

This gap between spending commitments and revenue last year equals more than one-third of the nation’s gross domestic product.

Medicare alone took on $1.8 trillion in new liabilities, more than the record deficit prompting heated debate between Congress and the White House over lifting the debt ceiling.

Social Security added $1.4 trillion in obligations, partly reflecting longer life expectancies. Federal and military retirement programs added more to the financial hole, too.

Corporations would be required to count these new liabilities when they are taken on — and report a big loss to shareholders. Unlike businesses, however, Congress postpones recording spending commitments until it writes a check.

The $61.6 trillion in unfunded obligations amounts to $528,000 per household. That’s more than five times what Americans have borrowed for everything else — mortgages, car loans and other debt. It reflects the challenge as the number of retirees soars over the next 20 years and seniors try to collect on those spending promises.

“The (federal) debt only tells us what the government owes to the public. It doesn’t take into account what’s owed to seniors, veterans and retired employees,” says accountant Sheila Weinberg, founder of the Institute for Truth in Accounting, a Chicago-based group that advocates better financial reporting. “Without accurate accounting, we can’t make good decisions.” …”

A MESSAGE TO THE PUBLIC:

Each year the Trustees of the Social Security and Medicare trust funds report on the current and projected financial status of the two programs. This message summarizes our 2011 Annual Reports.

The financial conditions of the Social Security and Medicare programs remain challenging. Projected long-run program costs for both Medicare and Social Security are not sustainable under currently scheduled financing, and will require legislative modifications if disruptive consequences for beneficiaries and taxpayers are to be avoided.

The long-run financial challenges facing Social Security and Medicare should be addressed soon. If action is taken sooner rather than later, more options and more time will be available to phase in changes so that those affected have adequate time to prepare. Earlier action will also afford elected officials with a greater opportunity to minimize adverse impacts on vulnerable populations, including lower-income workers and those who are already substantially dependent on program benefits.

Both Social Security and Medicare, the two largest federal programs, face substantial cost growth in the upcoming decades due to factors that include population aging as well as the growth in expenditures per beneficiary. Through the mid-2030s, due to the large baby-boom generation entering retirement and lower-birth-rate generations entering employment, population aging is the largest single factor contributing to cost growth in the two programs. Thereafter, the continued rapid growth in health care cost per beneficiary becomes the larger factor.

The American people want government spending to be cut, the budget balanced and no increase the national debt ceiling starting in Fiscal Year 2012.

The only real cuts in the Federal government spending are cuts to the budget baseline for Fiscal Year 2012 not cuts in the rate of growth of the baseline.

Please downsize the government by closing Departments, Agencies and programs and not voting for an increase the National Debt ceiling.

The time has come to furlough without pay non-essential government employees starting on August 2, 2011.

If you must betray the Tea Party and conservative movements and the American people at least insist that for every dollar increase in the national debt ceiling at least 10 cents be cut from the House of Representatives  Fiscal Year 2012 Budget Resolution:

If you vote for a $2,000 billion increase in the National Debt ceiling then require the House of Representatives  Fiscal Year 2012 Budget Resolution be cut by $200 billion to $3,329 billion with a $785 billion dollar deficit.

If you vote for a $3,000 billion increase in the National Debt ceiling then require the House of Representatives  Fiscal Year 2012 Budget Resolution be cut by $300 billion to $3,229 billion with a $685 billion dollar deficit.

If you vote for a $4,000 billion increase in the National Debt ceiling then require the Fiscal Year Budget be cut by $400 billion to $3,129 with a $585 billion dollar deficit.

If you vote for a $10,000 billion increase in the National Debt ceiling then require the Fiscal Year Budget be cut by $1,000 billion to $2, 529 with a $ 4 billion dollar surplus.

Otherwise you will be considered a traitor to the Tea Party movement and be voted out of office in 2012.

Either you are a Constitutionalist Republican or an Establishment Republican, you are either with the tea party or you are against the Tea party.

If you go back to the Fiscal Year 2005 government spending or outlay level, you can balance the budget this year.

I agree with President Obama that we need comprehensive tax reform and Speaker Boehner that we need something dramatic or a breakthrough.

Pass the FairTax to increase economic growth, jobs, savings, investment, productivity and even tax revenues by expanding the tax base.

The FairTax would replace the current Federal income, payroll, gift and estate taxation system which everyone agrees is too complex, costly and unfair.

Most Voters Are Unhappy With Both Sides in the Debt Ceiling Debate

“…Most voters don’t care much for the way either political party is performing in the federal debt ceiling debate.

The latest Rasmussen Reports national telephone survey finds that 58% of Likely U.S. Voters at least somewhat disapprove of the way President Obama and congressional Democrats are handling the debate over the debt ceiling, with 38% who Strongly Disapprove. But 53% also disapprove of how congressional Republicans are handling the debate, including 32% who Strongly Disapprove.

Just 36% approve of how Obama and Democrats are doing, with 10% who Strongly Approve. Forty percent (40%) approve of the GOP’s performance, including 13% who Strongly Approve. (To see survey question wording, click here.)

While the two sides continue to wrangle over how to avoid defaulting on the government’s massive debt load, most voters nationwide are worried the final deal will raise taxes too much and cut spending too little.

Whatever spending cuts are in the final deal, 49% of all voters don’t think the government will actually cut the spending agreed upon. A commentary by Scott Rasmussen,  published in Politico, put it this way: “Based on the history of the past few decades, voters have learned that politicians promising unspecified spending cuts should be treated with all the credibility of a six-year old boy caught with his hand in the cookie jar promising to be good for the rest of his life.” …”

55% Oppose Tax Hike In Debt Ceiling Deal

“…As the Beltway politicians try to figure out how they will raise the debt ceiling and for how long, most voters oppose including tax hikes in the deal.

Just 34% think a tax hike should be included in any legislation to raise the debt ceiling. A new Rasmussen Reports national telephone survey finds that 55% disagree and say it should not. …”

“…There is a huge partisan divide on the question. Fifty-eight percent (58%) of Democrats want a tax hike in the deal while 82% of Republicans do not. Among those not affiliated with either major political party, 35% favor a tax hike and 51% are opposed.

Americans who earn more than $75,000 a year are evenly divided as to whether a tax hike should be included in the debt ceiling deal. Those who earn less are opposed to including tax hikes.

Voters remain very concerned about the debt ceiling issue. Sixty-nine percent (69%) believe that it would be bad for the economy if a failure to raise the debt ceiling led to government defaults. Only 6% believe it would be good for theeconomy. Fourteen percent (14%) believe it would have no impact and 11% are notsure. These figures are little changed from a few weeks ago. …”

House passes Ryan’s ’12 budget; conservatives want more cuts

“…The House on Friday approved a fiscal year 2012 budget resolution from Budget Committee Chairman Paul Ryan (R-Wis.) that seeks to drastically limit government spending next year and in years to follow.

But the vote on the measure — which imposes $5.8 trillion in spending cuts over the next decade — came after a clear sign that at least half of the Republican Caucus supports even tougher spending cuts.

The final tally was 235-193, with four Republicans opposing it. They were Reps. Ron Paul (Texas), Denny Rehberg (Mont.), Walter Jones (N.C.) and David McKinley (W.Va.).

Rehberg, the appropriator in charge of health spending, is running for Montana’s Senate seat.

Majority Whip Kevin McCarthy (R-Calif.) said listening sessions with Republican members made it the strongest vote of the year.

“This is the process we should follow on all votes,” he said.

Every Democrat voted “no.” …”

House passes cut, cap and balance — and a deal is in sight

“…The Republican-controlled House defied a presidential veto threat Tuesday night in approving a bill to amend the Constitution to require a balanced federal budget. But Speaker John A. Boehner acknowledged that a backup plan is needed, and a Senate GOP leader said he expects such an alternative to win his chamber’s approval.

The House voted 234 to 190 in favor of the “Cut, Cap and Balance Act,” which the White House has said will be vetoed in the unlikely event it passes the Senate and reaches President Obama’s desk. Faced with those prospects, Boehner told reporters that it would also be responsible to consider a backup plan for raising the federal debt ceiling and thus averting a potentially disastrous default on U.S. obligations.

I agree with Ron Paul and Michele Bachmann that the National Debt ceiling should not be increased.

I support and have signed the cut, cap, and balance pledge.

Only if both the balanced budget amendment and FairTax bills are passed with a provision  repealing the income tax 16th Amendment would I support the raising of the National Debt ceiling by an amount not exceeding $2,000 billion.

This would require the Democratic Party in both the House of Representatives and Senate to vote for this and the President signing these bills.

Barring this, the President needs to start informing nonessential government employees that their jobs have been terminated.

The priorities for Federal Government outlays should be as follows:

1. Interest on the national debt

2. Social Security

3. Medicare and Medicaid

5. Department of Treasury

6. Department of Justice

7. Department of State

8. Department of Defense (60% of total budget outlays)  with salaries of military personnel on active duty paid first.

The above is about 65% of total government expenditures or outlays.

The Federal government should start selling all of its real estate asset and gold  to make up any shortfall in tax revenues.

The remaining Federal Departments need to be closed and only operations that are absolutely essential should continue operating.

It should take a minimum of two to five years to have the necessary 38 states ratify the Balanced Budget Amendment and an Amendment repealing the income tax 16th Amendment to the Consitution to the United States.

Until these amendments are ratified the U.S. Federal Government budget should be balanced and the income tax replaced by the consumption tax–The FairTax.

The Budget for Fiscal Year 2012 should not exceed $3,000 billion not the proposed $3,500 billion Republican budget which has a deficit of nearly $1,000 billion.

Congress should balance the budget starting in Fiscal Year 2013 at $ 3,000 billion or less.

Time for the House of Representatives to call President Obama’s bluff.

The American people want Federal Government spending to be drastically cut and all U.S. Federal Government budgets balanced starting no later than Fiscal year 2013.

The American people want all Federal Government  taxes to be replaced with a national retail consumption sales tax on all new goods and services–the FairTax.

The FairTax should go into operation on January 1, 2013 at the latest and would replace all Federal Government taxes including income, payroll, gift and estate taxes. 

The time has come to call the President’s bluff. 

If the Democrats vote against this, then the American people will blame them for shutting down the Federal Government.

Prior to fiscal year 1977 the Federal fiscal years began on July 1 and ended on June 30. For example, John F. Kennedy assumed office on January 20, 1961, but the FY 1961 budget was prepared by the Eisenhower Administration.

In calendar year 1976 the July-September period was a separate accounting period (known as the transition quarter or TQ) to bridge the period required to shift to the new fiscal year.

The Fiscal Year begins on October 1 of the previous year. For example, Fiscal Year 2012 begins on October 1, 2011. For this reason, budget years appear to not correspond with a president’s administration. For example, Barack H. Obama took office in January 2009, but the FY 2009 budget was prepared by the Bush Administration.

“…For these reasons I argued in the November 2008 article which Krugman cites that a better fiscal policy would be to rely on the automatic stabilizers and enact more permanent reductions in tax rates (or at least pledge not to increase tax rates in a recession).

As early as the summer of 2009 it was clear that ARRA was not working as intended, as John Cogan, Volker Wieland and I reported. Research since then has uncovered the reasons why. One reason is that very large stimulus grants to the states did not go to infrastructure spending as intended, and that’s what Ned Gramlich found out about Keynesian stimulus packages thirty years ago.

 

Why Permanent Tax Cuts Are the Best Stimulus

Short-term fiscal policies fail to promote long-term growth.

“…What are the implications for a second stimulus early next year? The mantra often heard during debates about the first stimulus was that it should be temporary, targeted and timely. Clearly, that mantra must be replaced. In testimony before the Senate Budget Committee on Nov. 19, I recommended alternative principles: permanent, pervasive and predictable.

– Permanent. The most obvious lesson learned from the first stimulus is that temporary is not a principle to follow if you want to get the economy moving again. Rather than one- or two-year packages, we should be looking for permanent fiscal changes that turn the economy around in a lasting way.

– Pervasive. One argument in favor of “targeting” the first stimulus package was that, by focusing on people who might consume more, the impact would be larger. But the stimulus was ineffective with such targeting. Moreover, targeting implied that increased tax rates, as currently scheduled, will not be a drag on the economy as long as increased payments to the targeted groups are larger than the higher taxes paid by others. But increasing tax rates on businesses or on investments in the current weak economy would increase unemployment and further weaken the economy. Better to seek an across-the-board approach where both employers and employees benefit.

– Predictable. While timeliness is an admirable attribute, it is only one property of good fiscal policy. More important is that policy should be clear and understandable — that is, predictable — so that individuals and firms know what to expect. …”

Vote out of office those polticians who continue to support Federal income and payroll taxes.

No exceptions.

Demand that the FairTax be implemented and go into operation starting January 2012.

Only vote for that presidential candidate that clearly supports the FairTax and repeal of the tewnty-sixth amendment that gave us the income tax.

My favorites candidates for the office of President of The United States are Ron Paul, Michele Bachmann and Herman Cain.

The one thing all three have in common is character and integrity.

The one thing all three do not have is the support of the Republican Party establishment in Washington, D.C.

All three are pro life and would defund Planned Parenthood, all three want Federal Government spending cut with no increase in the National debt ceiling, and all three favor lower taxation and comprehensive income tax reform such as the FairTax

All three would make an outstanding President of the United States.

While my dream ticket is Ron Paul as the  candidate for President and Michele Bachmann as the candidate for Vice-President on the Republican Party ticket, Herman Cain would make an excellent Secretary of the Treasury Department or Chairman of the Republican Party.

Let the American people decide for themselves who is the best candidate.

Herman Cain

“…Herman Cain (born December 13, 1945) is an American businessman, political activist, columnist, and radio host from Georgia. He is best known as the former chairman and CEO of Godfather’s Pizza. He is a former deputy chairman (1992–94) and chairman (1995–96) of the civilian board of directors to the Federal Reserve Bank of Kansas City. Before his business and economics career he worked as a mathematician in ballistics for the United States Navy.[2] Cain’s newspaper column is distributed by North Star Writers Group. He lives in the Atlanta suburbs.

In January 2011, Cain announced he had formed an exploratory committee for a potential presidential campaign for the Republican presidential nomination in 2012, and on May 21, 2011, Cain officially announced his candidacy.[3]

Background

Cain was born in Memphis, Tennessee on December 13, 1945, the son of Lenora (née Davis) and Luther Cain, Jr.[4][5] His mother was a cleaner and his father was a chauffeur.[2] He was raised in Georgia.[6] He graduated from Morehouse College in 1967 with a Bachelor of Arts degree in mathematics and received a Master of Science degree in computer science from Purdue University in 1971,[7] while he was also working full-time in ballistics for the U.S. Department of the Navy. Cain has authored four books: Leadership is Common Sense (1997), Speak as a Leader (1999), CEO of SELF (October 2001), and They Think You’re Stupid (May 2005).

Business career

After completing his master’s degree from Purdue, Cain left the Department of the Navy and began working for The Coca-Cola Company as a business analyst. In 1977, he joined Pillsbury where he rose to the position of vice president by the early 1980s. He left his executive post to work for Burger King – a Pillsbury subsidiary at the time – managing 400 stores in the Philadelphia area. Under Cain’s leadership, his region went from the least profitable for Burger King to the most profitable in three years. This prompted Pillsbury to appoint him president and CEO of Godfather’s Pizza, another of their then-subsidiaries. Within 14 months, Cain had returned Godfather’s to profitability. In 1988, Cain and a group of investors bought Godfather’s from Pillsbury. Cain continued as CEO until 1996, when he resigned to become CEO of the National Restaurant Association – a trade group and lobby organization for the restaurant industry – where he had previously been chairman concurrently with his role at Godfather’s.[8]

Cain became a member of the board of directors to the Federal Reserve Bank of Kansas City in 1992 and served as its chairman from January 1995 to August 1996, when he resigned to become active in national politics.[9] Cain was a 1996 recipient of the Horatio Alger Award.[10]

Media work

Cain hosted The Herman Cain Show on Atlanta talk radio station News Talk 750 WSB, a Cox Radio affiliate until February 2011 and serves as a commentator for Fox Business and a syndicated columnist distributed by the North Star Writers Group. In 2009, Cain founded “Hermanator’s Intelligent Thinkers Movement” (HITM), aimed at organizing 100,000 activists in every congressional district in the United States in support of a strong national defense, the FairTax, tax cuts, energy independence, capping government spending, and Restructuring Social Security.[11]

Political activities

 Role in the defeat of the Clinton health care plan

Cain publicly opposed the 1993/1994 health care plan of President Bill Clinton and First Lady Hillary Rodham Clinton. While president-elect of the National Restaurant Association he challenged Bill Clinton on the costs of the employer mandate contained within the bill, criticizing its effect on small businesses. Cain has been described as one of the primary “saboteurs” of the plan:

The Clintons would later blame “Harry and Louise,” the fictional couple in the ads aired by the insurance industry, for undermining health reform. But the real saboteurs are named Herman and John. Herman Cain is the president of Godfather’s Pizza and president-elect of the National Restaurant Association. An articulate black entrepreneur, Cain transformed the debate when he challenged Clinton at a town meeting in Kansas City, Mo., last April. Cain asked the president what he was supposed to say to the workers he would have to lay off because of the cost of the “employer mandate.” Clinton responded that there would be plenty of subsidies for small businessmen, but Cain persisted. “Quite honestly, your calculation is inaccurate,” he told the president. “In the competitive marketplace it simply doesn’t work that way.”[12]

Joshua Green of The Atlantic has called Cain’s exchange with Clinton his “auspicious debut on the national political stage.”[13]

1996 Senior Adviser of Dole/Kemp Campaign

Cain was a senior economic adviser to the Dole/ Kemp presidential campaign in 1996.[14]

2004 U.S. Senate candidacy

In 2004, Cain ran for the U.S. Senate in Georgia, pursuing the seat that came open with the retirement of Democrat Zell Miller. Cain sought the Republican nomination, facing congressmen Johnny Isakson and Mac Collins in the primary. Cain and Collins both hoped to deny Isakson a majority on primary day in order to force him into a runoff.[citation needed] Collins tried to paint Cain as a moderate,[15] citing Cain’s support for affirmative action programs, while Cain argued that he was a conservative, noting that he opposed the legality of abortion even in cases of rape and incest.[16] Cain finished second in the primary with 26.2% of the vote, ahead of Collins, who won 20.6%, but because Isakson won 53.2% of the vote, Isakson was able to avoid a runoff.[17]

In 2010, “Cain addressed more than 40 Tea Party rallies, hit all the early presidential states, and became a YouTube sensation.”[6] In April, he teased the audience at the Southern Republican Leadership Conference about his being a possible 2012 presidential candidate by saying that there may be a “dark horse candidate.”[18][19] On September 24, 2010, Cain announced that he was considering a run for president in 2012 on the Republican Party ticket.[20] “In December, he was the surprise choice for 2012 GOP nominee in a reader poll on the conservative Web site RedState.com, narrowly edging out Palin.”[6]

Cain announced the formation of a presidential exploratory committee on January 12, 2011 on the Fox News Channel program Your World with Neil Cavuto.[21] [22]

Cain supports a non-federally subsidized efficient economic stimulus, saying: “We could grow this economy faster if we had bolder, more direct stimulus policies,” criticizing President Barack Obama’s stimulus plan as simply a “spending bill” instead of meaningful stimulus through permanent tax cuts.[23]

In December 2010, Jonah Goldberg of the National Review wrote of Cain: “it’s hard to imagine him amounting to more than an exciting also-ran.”[24]

In February 2011, Cain addressed the Conservative Political Action Conference (CPAC).[25] Ed Morrisey of the conservative website Hot Air said he “stole the show” and that some attendees were moved to tears by the speech.[26] In contrast, liberal website AlterNet accused Cain of pandering to white conservatives and referred to him and other black conservatives as “garbage pail kids”. Cain called the news website’s attacks racist and condemned its “shameful behavior”.[27]

Following a number of comments made by Cain regarding his attitudes toward Muslim people, he was asked in March 2011 if he would feel comfortable appointing a Muslim to his administration or as a Judge. Cain said “No, I will not … There’s this creeping attempt, there’s this attempt, to gradually ease Shariah Law, and the Muslim faith into our government. It does not belong in our government”[28][29] and he went on to cite court cases in Oklahoma[30] and New Jersey as evidence.[31] This led to criticisms of “bigotry” and “muslim bashing” from CAIR, whose spokesperson stated “It would be laughable if it weren’t having such a negative impact on the lives of Muslim Americans”.[32][33]

On May 5, 2011 Fox News presented a presidential campaign debate. Cain was one of five potential candidates who participated. (The others were Tim Pawlenty, Ron Paul, Gary E. Johnson and Rick Santorum as the higher-profile candidates declined Fox’s invitation.) Cain was declared the winner by pollster Frank Luntz after a show of hands among 29 debate witnesses who were chosen by Fox to act as a post-performance focus group.[34][35] …”

It is a bad idea.

The problem is government spending.

The solution is not another tax to “pay” for this spending.

The solution is to cut Federal Government spending by closing down and abolishing ten Federal Departments.

Then limit each year’s Federal Budget spending or expenditures including Social Security and Medicare payments to 90% of revenues collected from the previous year’s FairTax.

The remaining 10% would go to pay down the National Debt.

No more deficit spending.

No more bailouts.

No more stimulus packages.

No more subsidies.

No more tax returns.

The time has come for both The FairTax and Surplus Budgets.

This is fiscal responsibility or living within ones means.

Try to pass a value added tax in addition to the income tax and you will get a tax revolt from the American people that will make the Tea Parties look like a walk in the park.

Any politician who supports a value added tax will be voted out of office, Democrat, Republican, Socialist, or Independent!

Any talk radio or television host who supports a Valued Added Tax in addition to  Federal income, payroll, capital gains and estate and gift taxes will lose audience as his/her listeners and viewers turn them off.

Be forewarned, the Value Added Tax is a loser.

Just look at who is supporting this idea–the Progressive Radical Socialist Democratic Party.

These people recognize that their Cap and Trade Energy Tax is not going to pass and their backup plan for more tax revenues is the Value Added Tax.

Obama and the Democratic Party need the Value Added Tax to pay for all the additional Federal Government spending they want including bailouts, stimulus packages, political payoffs and subsidies for their political supporters.

If you are against the Cap and Trade Energy Tax you should be against the Value Added Tax.

If you are not, you are confused.

“…The New York Times reports that “economists across the political spectrum say a consumption tax may be inevitable once the economy fully recovers.”

One of the reasons cited by the newspaper is the lack of political will to cut spending, but implementing a national sales tax may be even more of a political challenge. The latest Rasmussen Reports national telephone survey finds that just 24% of voters favor a national sales tax. Sixty-five percent (65%) are opposed.

When the idea is paired with health care reform, it does a bit better. Thirty-nine percent (39%) support a national sales tax to pay for the cost of health care reform, but a majority (52%) still remains opposed.

A plurality, however, like the idea of replacing the federal income tax with a national sales tax. Forty-four percent (44%) favor the idea, and 36% are opposed. …”

“…Value added tax (VAT), or goods and services tax (GST), or income tax is a consumption tax (CT) levied on any value that is added to a product. In contrast to sales tax, VAT is neutral with respect to the number of passages that there are between the producer and the final consumer whereas sales tax is levied on total value at each stage (though in the U.S. and many other countries, sales tax is charged only at the point of final sale to the final consumer, and a use tax only to the final user; there are no sales taxes paid at wholesale or production level). The result is a cascade (downstream taxes levied on upstream taxes). A VAT is an indirect tax, in that the tax is collected from someone who does not bear the entire cost of the tax.

Maurice Lauré, Joint Director of the French Tax Authority, the Direction générale des impôts, was first to introduce VAT on April 10, 1954, although German industrialist Dr. Wilhelm von Siemens proposed the concept in 1918. Initially directed at large businesses, it was extended over time to include all business sectors. In France, it is the most important source of state finance, accounting for 52% of state revenues.[1]

Personal end-consumers of products and services cannot recover VAT on purchases, but businesses are able to recover VAT on the materials and services that they buy to make further supplies or services directly or indirectly sold to end-users. In this way, the total tax levied at each stage in the economic chain of supply is a constant fraction of the value added by a business to its products, and most of the cost of collecting the tax is borne by business, rather than by the state. VAT was invented because very high sales taxes and tariffs encourage cheating and smuggling. Critics point out that it disproportionately raises taxes on middle- and low-income homes. …”

There are now between 15,000,000 to 25,000,000 American citizens looking for a full time job.

Yet both Democrats and Republicans persist in breaking their oaths of office by selective enforcement of the nation’s laws and ignoring the vast majority of American citizens who oppose illegal immigration, Open Borders, amnesty and driver licenses for aliens living and working here illegally.

There are currently between 20,000,000 to 30,000,000 illegal aliens living in the United States of which 15,000,000 to 20,000,000 are working at jobs American citizens did only a decade ago.

The number of Americans unemployed could be rapidly reduced if   the Federal Government would simply enforce current immigration laws.

This means using E-Verify to quickly and accurately determine who can work in the US legally.

Then those employees who cannot work here legally must either leave on their accord or face removal  and deportation.

Either our elected Representatives and Senators do their jobs by reading and discussing legislation and enforce the Constitution and laws of the United States or face the extreme displeasure of the American people with termination of their employment by vote or impeachment.

Yet while tens of millions of American citizens suffer the economic hardships of unemployment including the loss of their homes, the Federal Government does little or nothing in enforcing this nation’s immigration laws.

“…It’s a good thing the White House can’t fire GOP Sen. Tom Coburn the way it fires inspectors general for blowing the whistle on waste.

He’s doing the job no one else in the administration is allowed to do — telling us the truth about porkulus fraud and abuse.

While Bozo the VP Joe Biden clowns around and Obama’s keystone cops dawdle on the useless Recovery.gov website, Sen. Coburn has released a stimulus oversight report documenting 100 examples of stimulus waste.

U.S. Senator Tom Coburn, M.D., today released an oversight report 100 Stimulus Projects: A Second Opinion that discloses 100 of the worst examples of waste in the American Recovery and Reinvestment Act, or stimulus bill. The projects included in the report – worth $5.5 billion – range from Maine to California, and even two from the state of Oklahoma. Click here to read the entire report.

“The American people have a right to know how their stimulus dollars are being spent. In too many cases stimulus projects are wasting money we don’t have on things we don’t need,” Dr. Coburn said.

“Rather than growing our economy, the overall impact of stimulus spending may prove to be harmful to our economy. For example, Washington’s efforts to ‘stimulate’ the economy are increasing utility costs, repairing bridges nobody uses, building tunnels for turtles, and renovating extravagant train stations in remote areas while widely-used bridges and roads in poor shape are passed over,” Dr. Coburn said.

“I opposed the stimulus bill because I was concerned that 80 to 90 percent of the spending would not be true stimulus. I hope I am proven wrong. Yet, our initial findings continue to show that taxpayers are not getting the value they deserve and need,” Dr. Coburn said.

Dr. Coburn added that Earl Devaney, head of the Recovery Act Accountability and Transparency (RAT) Board, estimates that at least $55 billion of stimulus funds may be lost to waste, fraud and abuse. However, the final number will likely be much higher. If stimulus funds do not promote economic growth history may indicate that the vast majority of stimulate dollars would have been better off staying in taxpayers’ pockets.

In keeping with his past campaign tactics to shut critics up through brute force, the White House appears to be taking steps to crack down on critics of the trillion-dollar porkulus law.

Is anyone surprised? Mark Tapscott at the Examiner reports:

A new White House policy on permissible lobbying on economic recovery and stimulus project has taken a decidedly anti-First Amendment turn. It’s a classic illustration of Big Government trying to control every aspect of a particular activity and in the process running up against civil liberty.

The Federal Government in the last election was taken over by progressive radical socialists within the Democratic Party.

Their chosen one, Barack Hussein Obama, like God without a birth certificate, promised hope and change.

The change is unconstitutional, unconstrained and criminal Federal spending on bailouts for banks and businesses, handouts in the form of stimulus spending to fund construction jobs employing mostly criminal aliens, and political payoffs to organizations and unions such as ACORN (Association of Community Organizations for Reform Now), SEIU (Services Employee International Union), UAW (United Auto Workers), and the NEA (Nationl Education Association).

Who are these 50 million people?

About 20 to 30 million are illegal immigrants or criminal aliens working in the United States for employers who do not provide them with medical insurance coverage.

These 20 to 30 million criminal aliens should be removed from their jobs by requiring all employers to E-Verify the names of all their employees to determine their status to work legally in the United States.

This is a betrayal of the American people and the rule of law by the political elites in Washington D.C.

There are about 20 to 30 million American citizens who do not have medical insurance coverage.

Approximatley 10 to 15 million can afford medical insurance but chose not to purchase the coverage.

Another 10 to 15 million are between jobs and unemployed.

The sooner these Americans find a job, the sooner they will have the money to purchase medical insurance coverage or obtain coverage through their new employers as an employee benefit.

This leaves roughly 5 to 10 million Americans who are disabled, have a pre-existing medical condition, and are poor or destitute and cannot  afford to purchase private medical insurance.

The majority  of these Americans already qualify for Medicaid but chose simply not to apply for the benefits.

Also many states also have special medical insurance programs for individuals who are unable to qualify for a private medical insurance because of a pre-existing medical condition.

The vast majority of the American people do not want to pay more taxes on their existing medical insurance coverage so that either a criminal alien working here illegally or American citizens who can afford to purchase medical insurance can have President Obama Universal Health Care government coverage.

The vast majority of the American people want both the Social Security and Medicare entitlement program saved from eventual insolvency by putting both programs on an acturially sound financial foundation.

The first priority should be the reform of both Social Security and Medicare so that every American has ownership rights both in their Social Security account and in their Medicare insurance plan and is no longer dependent upon the Federal Government’s mere promise of future benefit payments.

Instead the progressive radical socialist Democratic Party lead by President Obama proposed a new major entitlement, Universal Health Care that would destroy even more jobs and make the American people even more dependent upon the Federal Government for their retirement income or medical care.

The Federal Government with Medicare  pays doctors and hospitals signifigantly less than what they must charge their other patients to cover their cost.

This means doctors and hospitals must charge those with private insurance significantly more to recope their costs.

This is one of the reasons health insurance premiums are rising.

A government or public health care provider or insurer would do the same as it now does with Medicare.

This would eventually drive out or crowd-out private insurers that would have to charge their customers higher premiums.

Once private competitors are driven out of business, the American people would be stuck with a single payor Federal Government system.

This is exactly what the progressive radical socialist Democrtic Party wants.

Once this happens the Federal Government will ration health care to minimize costs to the program.

Rationing Your Health: The danger of government-run health care

The Federal Government should not be in the insurance business.

The Medicare program is in serious financial trouble even when it routinely pays only 70% to 80% of doctor and hospital charges!

The Federal Government is one of the causes or drivers resulting in high medical costs. Expanding government role will only make the problem worse.

President Obama fails to mention that it is government intervention by the states in requiring certain mandated coverages be included in the plan also drives up the cost of medical insurance by 20% to 50%.

The cost of malpractice insurance is another driver of rising medical insurance premium.

Federal and state tort reform with caps or maximums on awards for damagaes would also go a long way to reduce rising premiums for health or medical insurance coverage.

This is certainly not a reason for the American people to celebrate Independence Day.

The fiscally irresponsible spending, deficits, debts, and taxes proposed by President Obama and the progressive radical socialist Democratic Party in Congress have created a crisis of confidence among business owners and consumers–the American people.

Small to medium size businesses and not the Federal Government create the majority of jobs, income and wealth in the United States.

These business owners have lost confidence in Congress, the President of the United States, and the Federal Government.

The United States needs economic policies that would promote a massive increase in private investment in captial goods and inventory as well as individual savings.

What would restore both business owner and consumer confidence?

  1. Passage of the FairTax, a national consumption sales tax, that would replace all Federal taxes including income, payroll, alternative minimum, captal gains, gift and estate taxes. This would be followed in the near future with a single tax amendment to the United States Constitution that would prohibit all other Federal taxes except the Fair Tax.
  2. Passage of a six month tax-holiday (July 1 through December 31, 2009) from all Federal business and individual income and payroll taxes. This would permit an orderly transition from the old and shrinking income tax base to the new and growing consumption sales tax base.
  3. Passage of The Patients’ Choice Act.
  4. Passage of a balanced Federal budget and in the near future a balanced budget amendment to the United States Consititution so as to preclude all future deficits except for the declared wars.

The above four economic policies if implemented would truly transform the United States economy.

The result would be a rapid economic recovery from the current worsening recession with a huge increase in job, income and wealth creation and a world-wide economic boom.

The above will happen if all Americans–Independents, Democrats, and Republicans–take spontaneous action and dare to move to a Celebration of Independence Day, July 4, 2009.

Make signs with legible slogans that send a clear message to the public and the media to use at the rally.  You might want to bring some American flags as well.

Call your local talk radio hosts and ask them to announce the location, date and time on the air for a few days leading up to the protest. Send a letter to the editor of your local newspaper announcing the protest.   Write a press release and email, mail and fax copies to the local TV stations, radio stations and newspapers. Call the reporters that cover local events or politics and leave messages on their voice mail.

To help you get the word out, below is a sample press release which you should mail to your local paper, radio stations, and television stations.  Feel free to adapt the press release.  Make sure you are listed on the press release as the contact person and put your phone number where you can be reached at the top of the press release.

Obama’s Health Cost Illusion

The President’s main case for reform is rooted in false claims and little evidence.

“…A far better alternative is to increase individual responsibility for medical decisions. In 1965, the average American paid more than half of his health care out of pocket. Spending has since increased sevenfold, but the amount that consumers pay directly hasn’t even doubled. When people aren’t exposed to the true cost of their care — though it is paid in foregone wages and higher taxes for public programs — they consume more care. The research of MIT economist Amy Finkelstein suggests that roughly half of the real increase in U.S. health spending between 1950 and 1990 is due to Medicare and the spread of third-party, first-dollar insurance.

Increasing cost-sharing would discipline the health spending curve and give it a more rational bent. As societies grow richer, it makes sense that people will invest more in their own well-being. Health is a superior good, while the utility of wealth is fairly low if you’re dead. The U.S. health cost “crisis” is that we spend so much without incentives to weigh the costs against the benefits.

Yet the entire Obama agenda is about increasing political, rather than individual, control of the health markets. …”

Sally Pipes on Why Universal Health Care Will Kill You

“…President Obama is promising universal health care for Americans.

God help us.

Sally Pipes, president of the Pacific Research Institute, explained on the “Mark Levin Show” last night why government health care has been a disaster everywhere it’s been tried and would be a catastrophe for the United States.

Americans hate standing in line and they won’t tolerate the health care rationing the government is planning to impose on Americans.

“They don’t like standing at line at the post office, as you know, Mark, they don’t like standing in line at the DMV. When the government takes over their health care, they’ll be standing in line waiting for care,” said Pipes, a native Canadian who knows whereof she speaks.

Canadians, Pipes pointed out, come to the United States to seek treatment instead of dying on Canadian government waiting lists. …”

Most Americans have health insurance through their employers. But employment is no longer a guarantee of health insurance coverage.

As America continues to move from a manufacturing-based economy to a service economy, and employee working patterns continue to evolve, health insurance coverage has become less stable. The service sector offers less access to health insurance than its manufacturing counterparts. Further, an increasing reliance on part-time and contract workers who are not eligible for coverage means fewer workers have access to employer-sponsored health insurance.

Due to rising health insurance premiums, many small employers cannot afford to offer health benefits. Companies that do offer health insurance, often require employees to contribute a larger share toward their coverage. As a result, an increasing number of Americans have opted not to take advantage of job-based health insurance because they cannot afford it.

Who are Who are the uninsured?

  • Nearly 46 million Americans, or 18 percent of the population under the age of 65, were without health insurance in 2007, the latest government data available.1
  • The number of uninsured rose 2.2 million between 2005 and 2006 and has increased by almost 8 million people since 2000.1
  • The large majority of the uninsured (80 percent) are native or naturalized citizens.2
  • The increase in the number of uninsured in 2006 was focused among working age adults. The percentage of working adults (18 to 64) who had no health coverage climbed from 19.7 percent in 2005 to 20.2 percent in 2006.1 Nearly 1.3 million full-time workers lost their health insurance in 2006.
  • Nearly 90 million people – about one-third of the population below the age of 65 spent a portion of either 2006 or 2007 without health coverage.3
  • Over 8 in 10 uninsured people come from working families – almost 70 percent from families with one or more full-time workers and 11 percent from families with part-time workers.2
  • The percentage of people (workers and dependents) with employment-based health insurance has dropped from 70 percent in 1987 to 62 percent in 2007. This is the lowest level of employment-based insurance coverage in more than a decade.4, 5
  • In 2005, nearly 15 percent of employees had no employer-sponsored health coverage available to them, either through their own job or through a family member.6
  • In 2007, 37 million workers were uninsured because not all businesses offer health benefits, not all workers qualify for coverage and many employees cannot afford their share of the health insurance premium even when coverage is at their fingertips.1
  • The number of uninsured children in 2007 was 8.1 million – or 10.7 percent of all children in the U.S.1
  • Young adults (18-to-24 years old) remained the least likely of any age group to have health insurance in 2007 – 28.1 percent of this group did not have health insurance.1
  • The percentage and the number of uninsured Hispanics increased to 32.1 percent and 15 million in 2007.1
  • Nearly 40 percent of the uninsured population reside in households that earn $50,000 or more.1 A growing number of middle-income families cannot afford health insurance payments even when coverage is offered by their employers. …”

Why That 48 Million Uninsured Number is Wrong

“…Numbers in the 40-million range regularly used by proponents of health care “reform” are based on reports from the Census Bureau which show, for example, over 45 million people “not covered” in 2007. However, these numbers are extremely misleading for several reasons, and the difference is critical not simply as a debating point but as a context for appropriate government policy changes.

  • The Census Bureau itself says that “Health insurance coverage is likely to be underreported…” (See Appendix C of THIS report) For example, “16.9 percent of people with an MSIS record indicating Medicaid coverage reported…that they were uninsured.”
  • According to Sally Pipes of the Pacific Research Institute, “as many as 12 million uninsured Americans are eligible for Medicaid and the State Children’s Health Insurance Program–but they haven’t signed up.”
  • More than half of the uninsured are between 18 and 34 years of age, a group which has relatively few expensive health issues and for whom self-insuring (paying their own medical bills) makes sense. Only 14% of people over the age of 55% are uninsured.
  • Over 9 million of the “uninsured” have household incomes over $75,000.
  • Roughly 30% of the uninsured are without insurance for less than 6 months (though this statistic will likely worsen during the current recession).
  • And finally, estimates are that between 7.5 million to over 10 million of the uninsured (15% of them or more) are illegal immigrants.

The number of chronically uninsured people who would prefer to have insurance but can’t afford it is likely 10-12 million people, or one quarter of the number often repeated by the media. Reporters who cite the 48 million number without providing a full context do their readers a great disservice. …”

41% Favor Public Sector Health Care Option, 41% Disagree

“..Forty-one percent (41%) of American adults believe it would be a good idea to set up a government health insurance company to compete with private health insurance companies. A new Rasmussen Reports national telephone survey finds that an identical number (41%) disagree.

President Obama is now aggressively campaigning to build support for creating such public-sector competition. Later today, he is expected to give a major address to the American Medical Association that outlines his health care reform goals including the creation of a government-run health insurance company.

Just 32% of Americans believe that the addition of a public sector insurance option would reduce the cost of health care. Forty percent (40%) say it would not.

Sixty-three percent (63%) say it’s likely that a government insurance company would lose money and require taxpayer subsidies. Just 20% say that’s not likely.

Forty-nine percent (49%) of Americans believe private insurance companies will provide better service and more choice than the government option. Thirty-four percent (34%) hold the opposite view. …”

“…The United States Declaration of Independence is a statement adopted by the Continental Congress on July 4, 1776, which announced that the thirteen American colonies then at war with Great Britain were now independent states, and thus no longer a part of the British Empire. Written primarily by Thomas Jefferson, the Declaration is a formal explanation of why Congress had voted on July 2 to declare independence from Great Britain, more than a year after the outbreak of the American Revolutionary War. The birthday of the United States of America—Independence Day—is celebrated on July 4, the day the wording of the Declaration was approved by Congress.

After finalizing the text on July 4, Congress issued the Declaration of Independence in several forms. It was initially published as a printed broadside that was widely distributed and read to the public. The most famous version of the Declaration, a signed copy that is usually regarded as the Declaration of Independence, is on display at the National Archives in Washington, D.C. According to most historians, Congress signed this document on August 2, 1776, and not on July 4, as is often believed.

Today’s Tea Parties are a huge success because they are planned and organized by a spontaneous grassroots movement in protest of out of control Federal Government spending, taxes, deficits, regulations and national debt.

The American people deeply resent that the political elites in Washington D.C.  of both political parties who have ignored and betrayed them.

It’s Tea Party Time!—Glenn Beck’s ‘One Thing’: 04-15-09

Both political parties are responsible for massive government spending, deficits, bailouts, handouts, amnesty for illegal aliens, high unemployment and the proposed new cap and trade carbon dioxide tax and the coming high inflation rates.

There is widespread agreement that both Federal taxation and spending is out of control and needs to be reformed and constrained.

Ten years ago I favored a flat tax.  I am still waiting with no prospect for passage in sight.

After carefully comparing a flat tax with the proposed FairTax, I am now convinced the FairTax is a better alternative.

At first I resisted The FairTax thinking it was simply a sales tax and would be regressive on those with low income.

I had not done by homework and needed to read and understand the FairTax better.

The more I read and understood the FairTax, the more I preferred it to the flat tax.

Both the flat tax and the FairTax would be much better than our existing Federal taxation system.

 

The Origins of the FairTax

 

The advantages and benefits of the FairTax include the following:

  • Replaces all individual and corporate income taxes, Social Security, Medicare and other payroll taxes, alternative minimum tax, capital gains taxes, gift and estate taxes with a single rate national retail sales consumption tax–The Fair Tax
  • Provides a pre-bate for the taxes paid on the necessities of life up to the poverty level for all individuals–this eliminates the regressive aspect of any sales tax.
  • Pay taxes only when you consume a new good or service–no taxes on education and used or old goods.
  • No more filing of annual tax returns with the Internal Revenue Service and invasions of your privacy
  • Encourages work, savings and investment
  • Attracts capital and manufacturing back to the United States
  • Broadens the tax base
  • Expands our export sector by making it very competitive
  • Grows the economy at much higher rates
  • Creates more and higher paid jobs
  • Easy to understand and fair to all Americans

The more and better you understand the principles and benefits of the FairTax, the more you will be saying to yourself, “we need to do this now!”

Conservative and libertarian talk show hosts need to get behind either the FairTax or the Flat Tax.

The United States should move quickly to reform its tax system. In a competitive global economy, jobs and capital flow to jurisdictions with better tax law. Tradi­tionally, this process of “tax competition” has benefited the United States, but there is growing evidence that America is falling behind. Nations around the world are lowering tax rates and reforming their tax systems. Indeed, nine countries that were part of the former Soviet Bloc have adopted versions of the flat tax.[3] These pro-growth reforms are yielding impressive results and are a road map for U.S. policymakers. …”

Democrats and Republicans Have Different Understanding of Fair Tax System

“…Democrats, by a 53% to 34% margin, say that a fair tax system would have higher income Americans paying a higher percentage of their income in taxes. Republicans, by a 66% to 25% margin, say that a fair tax system would have everyone paying the same percentage of their income in taxes.

Looking beyond the partisan perspective, 48% of all voters think that all Americans should pay an equal percentage of their income in taxes. Forty percent (40%) think that upper income Americans should pay a higher percentage of their income in taxes.

When it comes to the way that the system currently works, Democrats, by a 53% to 28% margin, believe that those earning $50,000 a year pay a larger share of their income in taxes than someone who earns $200,000 a year. Republicans, by a 50% to 30% margin, have the opposite view. Overall, voters are fairly evenly divided on this point.

Democratic Presidential hopeful has proposed raising taxes on those earning $200,000 a year to finance tax cuts for lower and middle income Americans. Democrats, by a 75% to 15% margin, favor that proposal. Republicans, by a 56% to 34% margin, are opposed.

However, voter skepticism runs deep on the tax issue. If a politician promises to raise taxes only on the wealthy, 76% of voters believe that middle taxes will go up. That figure includes 85% of Republicans, 76% of Democrats, and 63% of those not affiliated with either major party. …”

Does adding 30% to the price of every house sold sound like a good idea to you?

“…For those who never heard about it, the FairTax is a national retail sales tax that would replace the entire current federal tax system. It was originally devised by the Church of Scientology in the early 1990s as a way to get rid of the Internal Revenue Service, with which the church was then at war (at the time the IRS refused to recognize it as a legitimate religion). The Scientologists’ idea was that since almost all states have sales taxes, replacing federal taxes with the same sort of tax would allow them to collect the federal government’s revenue and thereby get rid of their hated enemy, the IRS. Rep. John Linder (R., Ga.) and Sen. Saxby Chambliss (R., Ga.) have introduced legislation (H.R. 25/S. 1025) to implement the FairTax. They assert that a rate of 23% would be sufficient to replace federal individual and corporate income taxes as well as payroll and estate taxes. Mr. Linder’s Web site claims that U.S. gross domestic product will rise 10.5% the first year after enactment, exports will grow by 26%, and real investment spending will increase an astonishing 76%. In reality, the FairTax rate is not 23%. Messrs. Linder and Chambliss get this figure by calculating the tax as if it were already incorporated into the price of goods and services. (This is known as the tax-inclusive rate.) Calculating it the conventional way that every other (This is called the tax-exclusive rate.)

The distinction is confusing, but think of it this way. If a product costs $1 at retail, the FairTax adds 30%, for a total of $1.30. Since the 30-cent tax is 23% of $1.30, FairTax supporters say the rate is 23% rather than 30%. …”

FAIRTAX, FLAWED TAX?

“…This assertion – that the FairTax was developed by the Church of Scientology – is flat-out false. I suspect that Bartlett allowed someone else to do his research for him on this issue; someone with an agenda. Perhaps he blindly accepted some information from a Washington insider, perhaps a K Street denizen who fears the loss of power and income should the FairTax become law.

What Bartlett did was very simple, and astonishingly careless. He mistook a group called Citizens for an Alternative Tax System (CATS) for the people who developed the FairTax.

Now CATS did have a plan for a national retail sales tax, but it was in no way connected with Americans for Fair Taxation (AFFT) and the FairTax. I was familiar with the CATS program. I had them on my radio repeatedly. As I’ve told you, I’ve been interested in this idea of replacing the income tax with the sales tax for some time.

The CATS idea was simply to do away with income taxes and replace them with a 17% sales tax. Payroll taxes would stay with you, as would many other federal tax levies. As you can see, this is substantially different from the program offered by the FairTax.

I’m going to lead you to several articles here. The first link will take you a document detailing the history of CATS. If you read this carefully you will see absolutely no reference to the FairTax. There is no reference to Congressman John Linder or H.R. 25, the FairTax Act. All of the references are to CATS and their own idea of a national retail sales tax.

Moving right along here, next you have a list of articles detailing the connection between CATS and Scientology. That’s right. It was CATS, not Americans for Fair Taxation with the strong connection to Scientology. In fact, here’s another link setting for Scientology front groups. Scroll down the list a bit and you’ll see CATS! You will not see AFFT or the FairTax mentioned.

The people responsible for creating AFFT and the Fair Tax are Houston Businessmen Leo Linbek and Robert McNair. Neither one of these people are Scientologists. These men and their associates raised over $20 million for a study on finding an alternative to the federal income tax. That research was conducted by a coalition of market and academic experts from places such as MIT and Harvard, none of whom were associated in any way with Scientology. From that research came the FairTax.

Just an interesting historical note: When the research for a new tax system was commissioned with the $20 million raised by Linbeck, McNair and their associates, they made a commitment to accept whatever findings the research developed, strongly suspecting that their efforts were going to lead to the endorsement of some sort of a flat tax. The market and academic researchers came forth with an idea for a national retail sales tax instead, and the FairTax was born.

Bruce Bartlett owes Leo Linbeck, Robert McNair and the hundreds of thousands of FairTax volunteers across an America an apology. I suspect that apology will be forthcoming before too many days pass. …” 

“…There were many other inaccuracies in Bartlett’s column. As you know Congressman Linder and I, with the help of a brilliant analyst named Rob Woodall, are busy writing another FairTax book that will address virtually every meaningful criticism you may have heard or read. In Reader’s Digest form, here are some quick response to other charges by Bartlett:

Bartlett jumps right into the middle of this nonsense over what the real tax rate is; 23 percent or 30 percent. He correctly points out that we don’t quote the FairTax rate the way conventional sales taxes are quoted. The reason is simple; the FairTax will replace the embedded taxes and already exist in every item or service we purchase; and secondly, the FairTax will replace the income tax. Both the embedded taxes in the prices of what we buy now and the income taxes we pay now are inclusive taxes. We’re replacing inclusive taxes with inclusive taxes.

It’s so very simple: When you see a lamp on the shelf marked $100, you will pay $100 for that lamp when you get to the checkout. You will receive a receipt which shows that $23 of the $100 you have paid represents the FairTax. You do the math for yourself, but every time I work it out it comes to 23%

Bartlett also joins other critics in another blatant falsehood about the FairTax. Here’s a sentence from his column: “If a product costs $1 at retail, the FairTax adds 30%, for a total of $1.30. Since the 30-cent tax is 23% of $1.30, FairTax supporters say the rate is 23% rather than 30%.” In another paragraph Bartlett also says “Imagine paying 30 percent to the federal government on top of the purchase price of your next house.”

Wrong, wrong, wrong. If a product costs $1 at retail …. It costs $1, with the FairTax already included. This is so easy to understand, you almost get the idea that people are intentionally trying to confuse the facts here. That $1 item Bartlett is referring to costs $1 at retail today! But instead of including the FairTax in that price, all of the embedded taxes from every business and individual involved in bringing that item to the marketplace are included. You remove one, you add the other. And that bit about 30 percent to the federal government on top of the purchase price of your new home? Another lie. The embedded taxes are so high on the price of a new home today that when they are removed and the FairTax added, that home could be a percent or two cheaper! Come on, Bruce. This really isn’t that hard. Let’s try to spell this out plainly for everyone:

The 23 percent FairTax is not added to the price of everything you buy … it is already included in the price of everything you will buy, just as the embedded taxes are included today. You remove one, you add the other. …”
