Mistrust overshadows Obama’s Saudi trip

US President Barack Obama meets Saudi King Abdullah Friday as mistrust fuelled by differences over Iran and Syria overshadows a decades-long alliance between their countries.

Obama, who is due to arrive in Saudi Arabia late in the afternoon on a flight from Italy, is expected to hold evening talks with the monarch on a royal estate outside Riyadh.

Saudi Arabia has strong reservations about efforts by Washington and other major world powers to negotiate a deal with Iran on its nuclear programme.

It is also disappointed over Obama’s 11th-hour decision last year not to take military action against the Syrian regime over chemical weapons attacks.

Saudi analyst Abdel Aziz al-Sagr, who heads the Gulf Research Centre, said Saudi-US relations are “tense due to Washington’s stances” on the Middle East, especially Iran.

The recent rapprochement between Tehran and Washington “must not take place at the expense of relations with Riyadh,” Sagr told AFP.

Sunni Muslim Saudi Arabia, long wary of Shiite Iran’s regional ambitions, views a November deal between world powers and Iran over the latter’s nuclear programme as a risky venture that could embolden Tehran.

The interim agreement curbs Iran’s controversial nuclear activities in exchange for limited sanctions relief, and is aimed at buying time to negotiate a comprehensive accord.

But Sagr said “arming the Syrian opposition will top the agenda” during Obama’s visit, his second since his election in 2009.

Analyst Khaled al-Dakhil spoke of “major differences” with Washington, adding that Obama will focus on easing “Saudi fears on Iran and on regional security.”

Saudi Arabia, the largest power in the six-nation Gulf Cooperation Council, fears that a possible US withdrawal from the Middle East and a diplomatic overture towards Iran would further feed Tehran’s regional ambitions.

Iranian-Saudi rivalry crystallised with the Syrian conflict: Tehran backs President Bashar al-Assad’s regime, while several GCC states support the rebellion against him.

– ‘Clearing the air’ –

Obama’s stances towards events reshaping the region “have strained (Saudi-US) relations but without causing a complete break,” said Anwar Eshki, head of the Jeddah-based Middle East Centre for Strategic and Legal Studies.

US security and energy specialist professor Paul Sullivan said Obama meeting King Abdullah could “help clear the air on some misunderstandings.”

“However, I would be quite surprised if there were any major policy changes during this visit. This is also partly a reassurance visit,” he added.

White House spokesman Jay Carney has said that “whatever differences we may have do not alter the fact that this is a very important and close partnership”.

However, Riyadh seems to be reaching out more towards Asia, including China, in an apparent bid to rebalance its international relations.

Crown Prince Salman bin Abdulaziz visited China, Pakistan, Japan and India this month, reportedly to strengthen ties.

The US-Saudi relationship dates to the end of World War II and was founded on an agreement for Washington to defend the Gulf state in exchange for oil contracts.

OPEC kingpin Saudi Arabia is the world’s top producer and exporter of oil.

Obama and the king are also expected to discuss deadlocked US-brokered Israeli-Palestinian peace talks.

They will also discuss Egypt, another bone of contention since the 2011 uprising that ousted Hosni Mubarak, who was a staunch US and Saudi ally.

The kingdom was dismayed by the partial freezing of US aid to Egypt after the army toppled Islamist president Mohamed Morsi last July — a move hailed by Riyadh.

On Thursday, Egypt’s Field Marshal Abdel Fattah al-Sisi resigned as defence minister after announcing he would stand for president.

Meanwhile, dozens of US lawmakers have urged Obama in a letter to publicly address Saudi Arabia’s “systematic human rights violations,” including efforts by women activists to challenge its ban on female drivers.

And rights group Amnesty International said Obama “must break the US administration’s silence on Saudi Arabia’s human rights record by taking a strong public stand against the systematic violations in the kingdom.”

“It is crucial that President Obama sends a strong message to the government of Saudi Arabia that its gross human rights violations and systematic discrimination are unacceptable,” said Hassiba Hadj Sahraoui, Amnesty’s deputy director for the Middle East and North Africa.

“A failure to do so would undermine the human rights principles the USA purports to stand for,” she added in a statement.

Amnesty also urged Obama to express “dismay” at the kingdom’s ban on women driving as his visit coincides with a local campaign to end the globally unique ban.

Taxes and Trust – The Achilles Heels of Obamacare and Obama, Part I

“…This November, if President Obama goes before the voters on the defensive–that is, on a rickety platform of defending Obamacare as a tax increase–it is he who has a huge problem.   After all, his healthcare program was sold as a boon to the middle class, with a few regulatory sticks included therein.  But if Obamacare can be exposed for what it is–a huge tax increase, the reality of which Obamacare proponents did their best to obscure–then the probability of his survival shrinks dramatically.  To be sure, such an exposing of Obamacare as the ObamaTax will not be easy; the White House and the Democrats, as well as their handmaidens in the Main Stream Media, will do their best to armor up against any attack on the tax issue.

So Romney must wield that cudgel, and wield it hard.  And so must Republicans, because if the campaign against Obamacare–the ObamaTax–is to be truly effective, it must be a top-to-bottom message.  Indeed, as we shall see, the anti-ObamaTax message could be even stronger for down-ballot Republicans than for Romney himself.

Examiner Editorial: Obamacare is loaded with big tax increases

“…If implemented in 2014, the penalty on individuals who don’t purchase health insurance will boost government revenue by $27 billion through 2021, according to an analysis done last year by the CBO. The requirement that certain employers provide acceptable insurance or pay a penalty would raise an additional $82 billion.

Additional destructive tax increases include a $259 billion Medicare payroll tax hike and $148 billion in taxes on medical device makers, drug companies and insurers. Such taxes will not only be inevitably passed on to consumers of all income levels, but will stifle innovation by vacuuming up money that could have otherwise been spent on research and development. The law also includes a 3.8 percent surtax on investment income for households earning more than $250,000, as well as a number of smaller tax increases, such as the 10 percent tax on indoor tanning.

In all, the CBO has identified $813 billion in taxes over the next decade (2012 through 2021). And even this number understates the true cost of the law to taxpayers, because many of the revenue-raising measures don’t go into effect for several years. In the most obvious example, Obamacare is set to impose a tax on benefit-rich insurance policies. At first glance, the CBO report shows this so-called “Cadillac tax” will raise $111 billion over 10 years. But a closer look shows that it isn’t scheduled to kick in until 2018, so that $111 billion number is only for the first four years of its implementation.

Instead of narrowly focusing on the issue of whether or not the mandate should count as a tax, opponents of Obamacare should use this opportunity to make a broader point about the many expensive and punishing taxes that the law piles on businesses and the American people.

What Romney Needs To Say About Romneycare

“…Before Romney’s time, Massachusetts had enacted a number of laws that made its health-care system needlessly expensive. All policies offered in the state were required to cover expensive treatments like substance-abuse counseling and infertility. In 1996, the state passed a law requiring “guaranteed issue” and “community rating” — meaning people could wait until they got sick to purchase health insurance. Naturally, rates skyrocketed. In addition, a 1986 federal law required hospital emergency rooms to treat all patients, regardless of ability to pay.

Romney’s idea was to permit Massachusetts insurers to sell catastrophic plans. As Avik Roy explained in Forbes, “Shorn of the costly mandates and restrictions originating in earlier state laws, these plans, called ‘Commonwealth Care Basic,’ could cost much less. Romney also proposed merging the non-group and small-group markets, so as to give individuals access to the more cost-effective plans available to small businesses.” Romney’s plan would also have involved a degree of cost sharing, so that those receiving subsidies would have an incentive to minimize their consumption.

Romney agreed to the mandate believing that Massachusetts citizens would get the opportunity to purchase inexpensive, catastrophic plans. But the legislature, together with Romney’s successor as governor, Deval Patrick, changed the law to require insurers to offer three tiers of coverage — all of them far beyond catastrophic care. Perhaps Romney ought to have foreseen what future legislatures and governors would do — but that’s a far cry from the accusation that Romneycare was indistinguishable from Obamacare.

Romney’s proposed reforms included fraud-prevention measures for Medicaid, requiring the income of both parents to be considered in children’s Medicaid eligibility, medical-malpractice tort reform, and giving individuals the same treatment as small businesses in the purchase of health plans. He envisioned a system of increased competition and choice.

The bill that passed the legislature contained a number of features Romney couldn’t countenance. He opposed the mandate, preferring to permit individuals to post a $10,000 bond in lieu of insurance. The legislature overrode him. He vetoed the employer mandate, coverage for illegal aliens, the creation of a new bureaucracy to be called the Public Health Council, a provision limiting improvements to Medicaid, and another provision expanding Medicaid coverage to include dental care. His vetoes were overridden.

The health-reform law Romney introduced — as opposed to the one that was implemented by his successor — stressed competition, reduced regulation, and expanded choice for the consumer.

It was a mistake for Romney to sign the bill. As Avik Roy put it, “The individual mandate was a loaded gun that Romney handed to his opponents, who used it to force individuals to buy comprehensive insurance they didn’t need.” But Romney’s bona fides as a free-market advocate and critic of Obamacare are not undermined by Romneycare. He can rightly claim that he foresaw, and attempted to prevent, the consequences of heavy-handed government control of the health-care market.”

President Obama big lie is enhanced interrogation techniques as outlined in the recently released Central Intelligence Agency memos do not work and the techniques are torture.

The President knows that the techniques do work for the simple reason the blacked out sections of the memos reference the results of the intelligence gained from the interrogation.

This is the reason former Vice-President Cheney is insisting that the results of the interrogation also be released.

The full story needs to be told. How many Americans are living today by the prevention of one terrorist attack?

Transparency means full, fair, and complete disclosure of the facts and circumstances and and not just legal opinion memos.

The selective release of memos is not tranparency, far from it.

President Obama would rather play politics with the release of these memos, than protecting the safety and security of the American people.

Besides lying and misleading the American people about the techniques, why release this information in the first place?

President Obama must have known that Vice-President Cheney and others in the Bush Administration know the full story and would insist on as much as possible be released.

The release of the CIA memos is a betrayal of those in CIA and Armed Forces who risk their livies to protect the nation and the American people.

The release of the CIA memos is a betrayal of the American people who rely on  President  Obama and the Federal Government to protect them from terrorist attacks.

The release of the CIA memos is a betrayal of the oath of office by the President Obama.

The release of the CIA memos is a big distraction that will also placate Obama’s radical socialist base.

Both President Obama and his politcal strategist, David Axelrod, are trying to distract both the American people and the media from a real threat to their property and liberty.

The Obama administration is attempting to nationalize the banking system and control over who gets credit or loans both business and personal.

This will require continuing huge bailouts of banks who have significant exposure from so-called troubled assets or bad investments made by the banks in mortgaged-backed securites and derivative securities.

The vast majority of the American people continue to oppose the huge bailouts of banks that recklessly invested in these securities using signficant amounts of leverage or borrowed money.

These banks should be put into FDIC receivership and either sold off to other successful banks or investors or liquidated.

The Federal government should not own these banks or any other businesses.

The release of the CIA enhanced interrogation or so-called “torture”  memos is a very big distraction to divert attention from what the Treasury Department is trying to do.

Keep your hands on your wallet and focus in on what the tax cheat, Secretary Geithner is doing and proposing.

Boycott bailedout banks and transfer your business and accounts to a  successfully run privately owned bank.

The President compounded his mistake of releasing the CIA memos by stating that he might prosecute the lawyers who drafted the policy on interrogations.

This is simply despicable and incompetent.

Start doing this and the President should remember two parties can play this game.

Legal discovery might prove embarrassing to the President and his staff and the leadership of the Democratic party.

The Congressional leadership of both parties were briefed and approved of the enhanced interrogation techniques.

When I heard that President Obama had flip-flopped on the issue of pursing past Administration officials, I immediately thought of Obama’s major supporter George Soros and thought he was behind this sudden change in policy.

Apparently I was right.

The word has gone out that Soros and his funded organizations still want to pursue both President Bush and Vice-President Cheney as war criminals over the Iraq war.

The irony is that George Soros rightly points out that people must recognize their mistakes.

People are not infallible.

Soros fails to apply this principle to his own policy positions and agenda.

The majority of the American people are appalled by most of Soros’ agenda and policy positions:

Thus the first step of was for the Obama Administration to go after the attorneys that offerred legal opinions on what was and was not permissable interrogation techniques.

President Obama should have ignored Soros and his funded organizations and supporters.

President Obama should not have released the CIA memos nor should he have indicated he might pursue the attorneys that provided their legal opinions.

Had President Obama been his own man, he would have told George Soros that he was not going to criminalize policy differences and prosecute President Bush and Vice President Cheney.  

Instead, President Obama put the American people, our military and intelligence forces at risk by releasing the CIA memos.

Both George Soros and President Obama provided an iconic example of fallibility in their handling of the CIA memos on enhanced interrogation techniques.

I am affraid for my country for I believe this is only the first of many more massive mistakes not only in area of foreign policy but also in the areas of economic and domestic policy.

There will be a day of reckoning for President Obama when the United States is again attacked by the Islamic terrorists.

The American people will have very little patience or tolerance for a President of the United States or a political party who wants to criminalize policy differences with past Administrations.

Both the President’s and Congress’ approval ratings will be in free fall and hitting new lows.

“…It’s realistic, not cynical, to assume political entities generally act out of their own self-interests. And political self-interests are what the CIA memos are really about.

The oldest declassified CIA memo is from 2002, the youngest from 2005. So one question is about timing. Why now? Another is about content. What do they offer that’s new?

 

The bulk of material can be grouped under two headings: (1) Elaborate lawyerly parsing of legal terms (like “shocks the conscience”) coupled with citations of case law; and, (2) redundant descriptions of enhanced interrogation techniques. The most controversial technique, waterboarding, is a rehash of what we’ve heard before, and often. It was only used on three high-value captives. The less aggressive techniques won’t make headlines, unless a fraternity uses one to haze a pledge and someone dies accidently.        

 

The explanations for, and consequences of, publishing the documents spin in two directions.

 

David Axelrod says is all about Obama respecting the law and being transparent.  He called releasing the documents a “weighty decision” that took Obama weeks to make as he balanced two principles. “One is … the sanctity of covert operations … and keeping faith with the people who do them, and the impact on national security, on the one hand. And the other was the law and his belief in transparency.” (“A wise ruler ought never to keep faith when by doing so it would be against his interests.” Niccolo Machiavelli) …”

“…Fifty-eight percent (58%) believe the Obama administration’s recent release of CIA memos about the harsh interrogation methods used on terrorism suspects endangers the national security of the United States. The latest Rasmussen Reports national telephone survey found that 28% believe the release of the memos helps America’s image abroad.

Thirty-seven percent (37%) of voters now believe the U.S. legal system worries too much about protecting individual rights when national security is at stake. But 21% say the legal system is too concerned about protecting national security. Thirty-three percent (33%) say the balance between the two is about right.

At the same time, the narrative suggests that then-Defense Secretary Donald H. Rumsfeld and then-Secretary of State Colin Powell were largely left out of the decision-making process.

The narrative, posted Wednesday on the Senate Intelligence Committee’s Web site and released by its former chairman, Sen. Jay Rockefeller, D-W.Va., came as Attorney General Eric Holder told reporters that he’d “follow the evidence wherever it takes us” in deciding whether to prosecute any Bush administration officials who authorized harsh techniques that are widely considered torture.

In a statement accompanying the narrative’s release, Rockefeller said the task of declassifying interrogation and detention opinions “is not complete” and urged prompt declassification of other opinions from 2006 and 2007 that he said would show how Bush Justice Department officials interpreted laws governing torture and war crimes. …”

Pressure grows on Obama to call for interrogation panel 

“…Congress remains divided. Some prominent Democrats, led by Sen. Patrick Leahy of Vermont, the chairman of the Senate Judiciary Committee, and Rep. Nancy Pelosi of California, the speaker of the House of Representatives, favor a commission, but others don’t, and many liberals balk at offering immunity from prosecution for what they think are crimes.

Republicans oppose any commission. They say its purpose would be vindictive against the Bush administration and would criminalize policy differences.

Other Democrats prefer to wait for a closed-door Senate Intelligence Committee inquiry to finish before deciding about an independent commission — but that could take six months or more. Senate Majority Leader Harry Reid, D-Nev., said Thursday that “until we get that information, I think we would all be better off relaxing.”

Sen. Carl Levin, D-Mich., the chairman of the Senate Armed Services Committee, meanwhile, is proposing a sort of pre-commission, in which the attorney general would tap a group of “distinguished” experts such as retired judges to examine the available evidence privately and recommend whether further investigation is warranted.

Still other Democrats await the conclusions of a Justice Department inquiry into whether Bush administration lawyers acted professionally in shaping their legal justifications for the techniques in question, including waterboarding, the simulated drowning of detainees.

Following Obama’s release last week, however, of four memos detailing those techniques, and the subsequent political firestorm, the clamor for another investigation is growing. On Thursday, Sen. Claire McCaskill, D-Mo., told MSNBC, “I’m sure there’ll be some form of investigation in Congress.” …”

Bush-era interrogations: From waterboarding to forced nudity

“…Another memo on the same day, written by then-OLC head Steven Bradbury, described “prototypical interrogation.” These techniques could be authorized for up to a month at a time, during which a detainee is stripped, shackled and hooded with a collar attached to his neck. As soon as the detainee does anything “inconsistent” with the interrogators’ instructions, the interrogators use an “insult slap or abdominal slap.”

The techniques Bradbury approved included “walling,” sleep deprivation, liquid diets and forced nudity except for an adult diaper. If medical personnel approved, repeated sessions could be initiated. Interrogators also were permitted to use a water hose to douse a detainee for several minutes.

In one memo, Bradbury signed off on a long list of limits on interrogation — including setting a maximum of 180 hours for sleep deprivation and allowing for no more than 12 minutes of waterboarding daily. Overall, no detainee could be waterboarded for more than a month.

Bradbury also discussed in detail the legal questions raised by using the various techniques.

“Our conclusion is straightforward with respect to all but two of the techniques . . . ” Bradbury wrote, adding that the use of sleep deprivation and waterboarding “involve more substantial questions, with the waterboard presenting the most substantial question.”

Bradbury noted that Congress’ prohibitions, written to meet U.S. obligations under international law, referred to actions constituting torture must be “specifically intended to inflict severe physical or mental pain or suffering.

His memo went on to say, “drawing distinctions among gradations of pain is obviously not an easy task.”

Basing his opinion partly on specialized military training, Bradbury urged “great caution” in the use of waterboarding and sleep deprivation, but concluded the methods as described by the CIA in specific instances didn’t constitute torture. …”

More Obama backtracking that will not surprise you, via ABC News:

President Obama suggested today that it remained a possibility that the Justice Department might bring charges against officials of the Bush administration who devised harsh interrogation policies that some see as torture.

He also suggested that if there is any sort of investigation into these past policies and practices, he would be more inclined to support an independent commission outside the typical congressional hearing process.

Both statements represented breaks from previous White House statements on the matter.

Calling the Bush-era memos providing legal justifications for enhanced interrogation methods “reflected us losing our moral bearings,” the president said that he did not think it was “appropriate” to prosecute those CIA officers who “carried out some of these operations within the four corners of the legal opinions or guidance that had been provided by the White House.”

But in clear change from language he and members of his administration have used in the past, the president said that “with respect to those who formulated those legal decisions, I would say that is going to be more of a decision for the Attorney General within the parameters of various laws and I don’t want to prejudge that. I think that there are a host of very complicated issues involved there.”

Just yesterday, asked by a reporter as to why the administration was not seeking to “hold accountable” Bush administration lawyers who may have “twisted the law,” White House press secretary Robert Gibbs said, “the President is focused on looking forward, that’s why.”

U.S. Bank Tower

“…The US Bank Tower, formerly the Library Tower and First Interstate World Center, is a skyscraper located at 633 West Fifth Street in downtown Los Angeles. It is the ninth-tallest building in the United States, the tallest North American skyscraper west of the Mississippi River, the tallest building in California, and the tallest building with a helipad on the roof (this is required by the city building code). Rising 1,018 feet (310.3 m) in height, it is also the 31st-tallest building in the world as of March 2008. Until the construction of Taipei 101, it was also the tallest building in a major active seismic region; its structure was designed to resist an earthquake of 8.3 on the Richter scale. It consists of 73 stories above ground and two parking levels below ground. Construction began in 1987 with completion in 1989. The building was designed by Henry N. Cobb of the architectural firm Pei Cobb Freed & Partners and cost $350 million to build. It is one of the most recognizable buildings[citation needed] in Los Angeles, often used in establishing shots for the city in films and television programs.

The building is also known as the Library Tower due to its location across the street from the Los Angeles Central Library; it was built as part of the $1 billion redevelopment of the Library following two disastrous fires in 1986. The City of Los Angeles sold air rights to the developers of the tower to help pay for the reconstruction of the library. The building was also known for a time as First Interstate World Center after being bought by First Interstate Bank. After First Interstate merged with Wells Fargo Bank the name Library Tower was restored. In March 2003 the property was leased by U.S. Bancorp and the building was renamed U.S. Bank Tower. Residents, however, generally continue to refer to it as the Library Tower.

The tower has a large glass “crown” at its top that is illuminated at night. The crown is lighted with red and green during the Christmas holiday season. It is also lit with purple and gold when the Los Angeles Lakers are playing in the NBA Playoffs and blue and white on Opening Day for the Los Angeles Dodgers. The crown was also lit with red, white and blue during the July 4 holidays, but that practice ended in 2003.

On February 28, 2004, two U.S. Bank logo signs, each standing 75 feet (23 m) high, were installed on the crown, amid controversy for their effect on the aesthetic appearance of the building (as was the case previously when First Interstate Bank’s logos were placed on the crown between 1990 and 1998). …”

Press Briefing on the West Coast Terrorist Plot by Frances Fragos Townsend, Assistant to the President for Homeland Security and Counterterrorism

“…The President today highlighted one example of a disrupted plot, in which al Qaeda intended to use a hijacked airliner to attack the West Coast of the United States. I should say, he used the phrase “Liberty Tower,” that should have been “Library Tower.” This plot is an instructive and chilling reminder of al Qaeda’s global connections and their intention to attack our homeland. More importantly, it makes clear to the American public that there’s an ongoing and effective international cooperation that is working to undermine al Qaeda’s attempts to attack us. It also reminds us that we must continue to gather as much information as possible and from all sources, especially detainee debriefings and intelligence operations, to reveal the evolving terrorist networks and plots.

In telling the American public about this foiled plot, we have to be sensitive to the need to protect sources and methods since we are dealing with the ongoing threat from al Qaeda — and you’ll appreciate that’s why the President doesn’t name the countries, the particular allies or the particulars of the sources and methods to glean the operational leads that led to the disruption of the plot.

As you’ll all recall, the September 11th attack was conceived as a broader plot than what was actually executed. It was meant to include — it was intended, in its initial, formative stages, to include by the East Coast and the West Coast plots. It was bin Laden who decided that it should just focus on the East Coast, and that the West Coast should be held in abeyance until there was a — as a follow-on attack. It’s our understanding now that it was too difficult to get enough operatives for both the East and West Coast plots at the same time.

Khalid Shaykh Muhammad was the individual who led this effort. He initiated the planning for the West Coast plot after September 11th, in October of 2001. KSM, working with Hambali in Asia, recruited the members of the cell. There was a total of four members of the cell. When they — KSM, himself, trained the leader of the cell in late 2001 or early 2002 in the shoe bomb technique. You all will recall that there was the arrest of the shoe bomber, Richard Reid, in December of 2001, and he was instructing the cell leader on the use of the same technique.

After the cell — the additional members of the cell, in addition to the leader, were recruited, they all went — the cell leader and the three other operatives went to Afghanistan where they met with bin Laden and swore biat — that is an oath of loyalty to him — before returning to Asia, where they continued to work under Hambali.

The cell leader was arrested in February of 2002, and as we begin — at that point, the other members of the cell believed that the West Coast plot has been canceled, was not going forward. You’ll recall that KSM was then arrested in April of 2003 — or was it March — I’m sorry, March of 2003.

The ongoing cooperation between — and information exchange between all of the international partners of the various countries involved in this operation permitted us to continue to get more leads, even after Hambali’s arrest. And it permitted us — even after KSM’s arrest, I’m sorry. And that allowed us to follow the path of Hambali, who was ultimately arrested in August of 2003.

The case, I think more than anything, underscores the importance of real-time information sharing. And the fact is, if we don’t — by sharing the information, by working with others and sharing information real-time, while it can be a slow process — you can see we unraveled this over a period of years, this information allows us to get the dots, as the 9/11 Commission put it. And it’s only by collecting those dots and sharing them with each other, something that in isolation may not seem significant, we put together the picture that permits us to disrupt it. It is of critical importance that we build these relationships, that we foster these relationships of cooperation and trust with our allies. And, frankly, they’ve done nothing but get stronger since 9/11. …”

The CIA’s Questioning Worked

 

“…Consider the Justice Department memo of May 30, 2005. It notes that “the CIA believes ‘the intelligence acquired from these interrogations has been a key reason why al Qaeda has failed to launch a spectacular attack in the West since 11 September 2001.’ . . . In particular, the CIA believes that it would have been unable to obtain critical information from numerous detainees, including [Khalid Sheik Mohammed] and Abu Zubaydah, without these enhanced techniques.” The memo continues: “Before the CIA used enhanced techniques . . . KSM resisted giving any answers to questions about future attacks, simply noting, ‘Soon you will find out.’ ” Once the techniques were applied, “interrogations have led to specific, actionable intelligence, as well as a general increase in the amount of intelligence regarding al Qaeda and its affiliates.”

Specifically, interrogation with enhanced techniques “led to the discovery of a KSM plot, the ‘Second Wave,’ ‘to use East Asian operatives to crash a hijacked airliner into’ a building in Los Angeles.” KSM later acknowledged before a military commission at Guantanamo Bay that the target was the Library Tower, the tallest building on the West Coast. The memo explains that “information obtained from KSM also led to the capture of Riduan bin Isomuddin, better known as Hambali, and the discovery of the Guraba Cell, a 17-member Jemmah Islamiyah cell tasked with executing the ‘Second Wave.’ ” In other words, without enhanced interrogations, there could be a hole in the ground in Los Angeles to match the one in New York. …”

“…Critics claim that enhanced techniques do not produce good intelligence because people will say anything to get the techniques to stop. But the memos note that, “as Abu Zubaydah himself explained with respect to enhanced techniques, ‘brothers who are captured and interrogated are permitted by Allah to provide information when they believe they have reached the limit of their ability to withhold it in the face of psychological and physical hardship.” In other words, the terrorists are called by their faith to resist as far as they can — and once they have done so, they are free to tell everything they know. This is because of their belief that “Islam will ultimately dominate the world and that this victory is inevitable.” The job of the interrogator is to safely help the terrorist do his duty to Allah, so he then feels liberated to speak freely.

This is the secret to the program’s success. And the Obama administration’s decision to share this secret with the terrorists threatens our national security. Al-Qaeda will use this information and other details in the memos to train its operatives to resist questioning and withhold information on planned attacks. CIA Director Leon Panetta said during his confirmation hearings that even the Obama administration might use some of the enhanced techniques in a “ticking time bomb” scenario. What will the administration do now that it has shared the limits of our interrogation techniques with the enemy? President Obama’s decision to release these documents is one of the most dangerous and irresponsible acts ever by an American president during a time of war — and Americans may die as a result. …”

Slow Roll Time At Langley

“…At the Central Intelligence Agency, it’s known as “slow rolling.” That’s what agency officers sometimes do on politically sensitive assignments. They go through the motions; they pass cables back and forth; they take other jobs out of the danger zone; they cover their backsides.

Sad to say, it’s slow roll time at Langley after the release of interrogation memos that, in the words of one veteran officer, “hit the agency like a car bomb in the driveway.” President Obama promised CIA officers that they won’t be prosecuted for carrying out lawful orders, but the people on the firing line don’t believe him. They think the memos have opened a new season of investigation and retribution.

The lesson for younger officers is obvious: Keep your head down. Duck the assignments that carry political risk. Stay away from a counterterrorism program that has become a career hazard. …”

“…Agency officials also worry about the effect on foreign intelligence services that share secrets with the United States in a process politely known as “liaison.” A former official who remains in close touch with key Arab allies such as Egypt and Jordan warns: “There is a growing concern that the risk is too high to do the things with America they’ve done in the past.”  …”

Obama and the CIA

A President can’t placate the left and keep America safe.

“…The memos give considerable indication both of the sheer quantity, as well as some of the specifics, of the intelligence gathered through the interrogations. “You have informed us,” wrote Mr. Bradbury in the May 30, 2005 memo, “that the interrogation of KSM — once enhanced techniques were employed — led to the discovery of a KSM plot, the ‘Second Wave,’ ‘to use East Asian operatives to crash a hijacked airliner into’ a building in Los Angeles. You have informed us that information obtained from KSM also led to the capture of . . . Hambali, and the discovery of the Guraba Cell . . . tasked with the execution of the ‘Second Wave.'”

All in all, Mr. Bybee added, “the intelligence derived from CIA detainees has resulted in more than 6,000 intelligence reports and, in 2004, accounted for approximately half of CTC’s [the CIA’s Counterterrorist Center] reporting on al Qaeda.” …”

“…Instead, the release of the memos has unleashed the liberal mob, with renewed calls in Congress for a “truth commission” and even, perhaps, Judge Bybee’s impeachment and prosecutions of the other authors. Mr. Obama has hinted that while his Administration won’t prosecute CIA officials, it may try to sate the mob by going after Bush officials who wrote the memos.

One major concern here is what Mr. Obama’s decision to release these memos says about his own political leadership. He claims that one of his goals as President is to restore more comity to our politics, especially concerning national security. He also knows he needs a CIA willing to take risks to keep the country safe. Yet Mr. Obama seems more than willing to indulge the revenge fantasies of the left, as long as its potential victims served a different President. And while he is willing to release classified documents about interrogation techniques, Mr. Obama refuses to release documents that more fully discuss their results.

All of this might appease the President’s MoveOn.org base, but he can’t expect to satisfy them without also weakening American intelligence capabilities. The risk-averse CIA that so grievously failed in the run-up to 9/11 was a product of a spy culture that still remembered the Church Committee of the 1970s and the Iran-Contra recriminations of the 1980s. Mr. Obama needs to stop this score-settling now, and he can start by promptly releasing the documents that reveal what the CIA learned from its interrogations. …”

The Memos Prove We Didn’t Torture

The Red Cross was completely wrong about ‘walling

“…All of these interrogation methods have been adapted from the U.S. military’s own Survival Evasion Resistance Escape (or SERE) training program, and have been used for years on thousands of American service members with the full knowledge of Congress. This has created a large body of information about the effect of these techniques, on which the CIA was able to draw in assessing the likely impact on the detainees and ensuring that no severe pain or long term psychological impact would result.

The actual intelligence benefits of the CIA program are also detailed in these memos. The CIA believed, evidently with good reason, that the enhanced interrogation program had indeed produced actionable intelligence about al Qaeda’s plans. First among the resulting successes was the prevention of a “second wave” of al Qaeda attacks, to be carried out by an “east Asian” affiliate, which would have involved the crashing of another airplane into a building in Los Angeles.

The interrogation techniques described in these memos are indisputably harsh, but they fall well short of “torture.” They were developed and deployed at a time of supreme peril, as a means of preventing future attacks on innocent civilians both in the U.S. and abroad.

The dedicated public servants at the CIA and Justice Department — who even the Obama administration has concluded should not be prosecuted — clearly cared intensely about staying within the law as well as protecting the American homeland. These memos suggest that they achieved both goals in a manner fully consistent with American values. …”

Mr.President,that is not true.

 

Notwithstanding reports that all economists are now Keynesians and that we all support a big increase in the burden of

government, we the undersigned do not believe that more government spending is a way to improve economic performance.

More government spending by Hoover and Roosevelt did not pull the United States economy out of the Great Depression in

the 1930s. More government spending did not solve Japan’s “lost decade” in the 1990s. As such, it is a triumph of hope over

experience to believe that more government spending will help the U.S. today. To improve the economy, policymakers should

focus on reforms that remove impediments to work, saving, investment and production. Lower tax rates and a reduction in the burden of government are the best ways of using fiscal policy to boost growth.

Barack Obama said earlier this month that: “There is no disagreement that we need action by our government, a recovery plan that will help to jumpstart the economy.”

But the economists who signed the advert, funded by the Cato Institute in Washington DC, say that: “we the undersigned do not believe that more government spending is a way to improve economic performance. Bigger Government Did Not Work for Bush, and It Will Not Work for Obama

“…During the Bush years, so-called stimulus legislation based on “Keynesian” theory was enacted in both 2001 and 2008.1

It was hoped that putting money in people’s pockets would lead to more consumer spending and thus give the economy a positive jolt. Those episodes of Keynesian policy were ineffective, but that has not dimmed enthusiasm for the approach. The Obama economic team is pushing a similar approach, but on a much bigger scale—more than $800 billion of new spending and temporary tax cuts, a figure that climbs above $1 trillion when interest costs are included. And that may be just the starting point since the promise of additional spending has set off a feeding frenzy on Capitol Hill.

“…Doing more of a bad thing is not a recipe for growth. Government spending generally is a burden on the economy. Whether financed by debt or taxes, government spending requires a transfer of money from the productive sector of the economy. Moreover, most forms of government spending result in the misallocation of labor and capital, causing even further damage.

Although many factors influence economic performance, the negative impact of government spending is one reason small-government jurisdictions such as Hong Kong have higher growth rates than nations that have medium-sized government, such as the United States. The same principle explains in part why the United States enjoys faster average growth than a big-government country such as France. Figure 1 shows average economic growth rates in France and Hong Kong since 1980.  …”

The Impending Obama Meltdown [Victor Davis Hanson]

At home, Obama is becoming laughable and laying the groundwork for the greatest conservative populist reaction since the Reagan Revolution.

The rush by the American elites of both political parties in the Federal Government and Congress to have the American people or taxpayers bailout financial institutions to avoid a financial crisis and in turn an economic recession should be stopped.

The case for the bailout simply has not been made.

Full, complete and fair disclosure of all the risks and rewards of the bailout needs to clearly stated  and analyzed.

Alternatives need to be explored and discussed in depth. This includes both alternative courses of action and alternative scenarios.  One course of action based on one scenario recommended by the Treasury Secretary is not only unacceptable, but dangerous.

Remember it is was government internvention in the mortage market requiring lenders to make loans to people that would normally never qualify that is the root cause of the problem.

The government is the problem and is certainly not the solution. 

The rush to socialism in the form of a massive government intervention in the financial markets should be defeated not encouraged.

Let the discipline of the market place penalize those who were financially irresponsible.

No believer in free enterprise would propose or for that matter even consider President Bush’s bailout or rescue plan.

The same American elites of both political parties that tried to cram down comprehensive immigration reform with amnesty and open borders are now trying to cram down a comprehensive financial bailout of financial institutions.

Only you can prevent socialism in America.

To the Speaker of the House of Representatives and the President pro tempore of the Senate:
 
As economists, we want to express to Congress our great concern for the plan proposed by Treasury Secretary Paulson to deal with the financial crisis. We are well aware of the difficulty of the current financial situation and we agree with the need for bold action to ensure that the financial system continues to function. We see three fatal pitfalls in the currently proposed plan:
 
1) Its fairness. The plan is a subsidy to investors at taxpayers’ expense. Investors who took risks to earn profits must also bear the losses.  Not every business failure carries systemic risk. The government can ensure a well-functioning financial industry, able to make new loans to creditworthy borrowers, without bailing out particular investors and institutions whose choices proved unwise.
 
2) Its ambiguity. Neither the mission of the new agency nor its oversight are clear. If  taxpayers are to buy illiquid and opaque assets from troubled sellers, the terms, occasions, and methods of such purchases must be crystal clear ahead of time and carefully monitored afterwards.
 
3) Its long-term effects.  If the plan is enacted, its effects will be with us for a generation. For all their recent troubles, America’s dynamic and innovative private capital markets have brought the nation unparalleled prosperity.  Fundamentally weakening those markets in order to calm short-run disruptions is desperately short-sighted.
 
For these reasons we ask Congress not to rush, to hold appropriate hearings, and to carefully consider the right course of action, and to wisely determine the future of the financial industry and the U.S. economy for years to come.

Bailout: Opposition to Bush proposal among GOP lawmakers

“…Alabama Sen. Richard Shelby, the top Republican on the Senate Banking Committee, told NPR this morning that he wouldn’t vote for the proposal as it stands.

“I believe it will be reconfigured,” he says. One of Shelby’s biggest concerns is the lack of specifics about the plan’s overall cost. He says doing “nothing’s always an alternative.”

“I think they might pass something, but I don’t think we should just pass a three-page proposal and give this kind of power, unfettered power, to the secretary of the treasury — and with more to come probably,” Shelby says.

Sen. Jim DeMint, R-S.C., an outspoken critic of the bailout, says he plans to slow down the bill.

“There’s no question we’ve got a big mess here. But I’ll tell you the one sure thing is this mess was caused by the government. They broke it. I don’t trust them to fix it at this point,” he tells Fox News. “I see this as a trillion dollar band-aid that’s designed to get people past the next election, but it is not going to solve our problem. I think it’s going to make it worse by expanding our national debt, lowering the value of our dollar.” …”

A Political “Solution”: Part II

“…But bailing out people who made ill-advised mortgages makes no more sense that bailing out people who lost their life savings in Las Vegas casinos. It makes political sense only to people like Senator Dodd, who are among the reasons for the financial mess in the first place.

People usually stop making ill-advised decisions when they are forced to face the consequences of those decisions, not when politicians come to their rescue and make the taxpayers pay for decisions that the taxpayers had nothing to do with.

The Wall Street Journal, which has for years been sounding the alarm about the riskiness of Fannie Mae and Freddie Mac, recently cited Senator Christopher Dodd along with Senator Charles Schumer and Congressman Barney Frank among those on Capitol Hill who have been “shilling” for these financial institutions, downplaying the risks and opposing attempts to restrict their free-wheeling role in the mortgage market.

As recently as July of this year, Senator Dodd declared Fannie Mae and Freddie “fundamentally strong” and said there is no need for “panicking” about them. But now that the chickens have come home to roost, Senator Dodd wants to be sure to get some goodies from the rescue legislation to pass out to people likely to vote for him. …”

Why Bailouts Scare Stocks

“…Owners of common stock are supposed to be last in line during an actual bankruptcy, getting leftover scraps after creditors pick a firm’s assets to the bone. But in anything short of that, patient stockholders stand a decent chance of eventually seeing some recovery in the share price, if and when the firm gets back on its feet.

And in the recent crises, bankruptcy was involved only in the case of Lehman – the one time the feds kept their hands off.

From Treasury Secretary Hank Paulson and Fed chief Ben Bernanke on down, top officials have shown too little confidence in markets and too much confidence in themselves. As a result, anyone who’s still holding stock in a financial firm now faces a big new risk premium – because these companies are now subject to compulsory mergers on unfavorable terms (as with Bear Stearns, where the feds initially tried to force stockholders to take just $2 a share) or quasi-nationalization.

This new risk of forced mergers or a government takeover artificially depresses the stock prices of vulnerable firms. And Standard and Poors incorporates equity prices into its credit ratings – so the risk can also bring a downgraded credit rating. And a credit-rating drop triggers regulations that oblige the company to increase its capital – while simultaneously making it nearly impossible to raise capital.

Heavy-handed federal bailouts started this mutually reinforcing spiral rolling downhill by scaring anyone still holding stock in similar firms. And other regulations make it more likely to end badly. …”

‘Wall Street’ No Longer Exists

“…Since the 1933 regulatory wall has collapsed as definitively as the Berlin Wall, all the giant financial conglomerates now face oversight and regulation by the Federal Reserve, the Securities and Exchange Commission, the Comptroller of the Currency and the Federal Deposit Insurance Corp. Innocents who seek security in regulation need to recall, however, that not one of those august agencies exhibited timely foresight or concern about the default risk among even prime mortgages in some locations, or about any lack of transparency with respect to bundling mortgages into securities. People do not become wiser, more selfless or more omniscient simply because they work for government agencies.

Wall Street was always a metaphor, of course, but so are words like “bailout” and “toxic” debt. Nationalization of Fannie Mae and Freddie Mac was a bailout for creditors (who received windfall gains), not for stockholders or executives. The federally enforced shotgun marriage between J.P. Morgan and Bear Stearns at the initially ridiculous price of $2 a share was no bailout for Bear. The 11.3% federal loan to AIG, contingent on the potential expropriation of 80% of shareholder value, is no bailout either.

By contrast, what was done to stop a run on the money-market funds is a real bailout which could encourage them to hold risky paper and also make it tougher for commercial banks to attract deposits. The proposal to buy up mortgage-backed securities is a bailout too, though the beneficiaries are not just the tattered remains of Wall Street. The bailout consists of shifting the risk of loss to taxpayers. Actual losses could not reach $700 billion unless the securities were literally worthless, which would mean the value of the underlying real estate fell to zero.

What was “toxic” for investment banks is not equally toxic for the Treasury Department because the government does not even bother to keep a balance sheet, much less abide by mark-to-market accounting rules. A powerful motive for converting investment banks into commercial banks is to get around those onerous balance-sheet rules that required fire-sale pricing of securities that were virtually unmarketable during a panicky scramble for liquidity. Strict adherence to those rules made patience a vice and a “buy and hold” approach impossible. This confirms what many of us have long been saying about the foolishness of letting arbitrary bookkeeping rules dominate economic reality.

Turning Wall Street into a bunch of commercial banks is a solution of sorts to a problem aggravated by foolish mark-to-market regulations, not by the inevitable demise of the 1933 wall between investment banks and commercial banks. Something good may yet come out of all this, because that wall never made much sense in the first place. …”

The Financial Bailout (and the New Resolution Trust Corp.) Must Restore the Markets and Protect the Taxpayer

Congress should act clearly and decisively to address the turmoil in the financial markets and not burden this legislation with other issues, problems, or projects.

These objectives should be resolved in the regular order of business. This legislation must not become a Christmas tree. If it does, it will likely backfire, and the intentions of either or both objectives will fail. Sadly, the Senate’s version is already on the wrong track, and the House’s is likely to follow suit. …”

No bailout necessary

“…Our country’s leading financial officials (the heads of our Department of Treasury and Federal Reserve Bank) have proposed to bail out an enormous array of overpaid wall street phonies in order to become a foreclosing creditor for 700 billion dollars worth of real estate debt — even though they know nothing whatever about collecting or foreclosing on non-performing real estate debt. They cannot possibly do their traditional jobs, which they have normally done quite respectably, under such an administrative burden. The mess would continue, perhaps even worsen.
All the Fed Chairman has to do is do is spend half that amount of fresh Federal Reserve Notes on U.S. Government Bonds and stop making a fool of himself by begging Congress for a favor that would just create a nightmare for him, and ergo the rest of us. What that simple inflationary monetary shock would do is immediately increase the U.S. price-level by just about 20%. The dollar would sink that much in the world’s money markets and this would (1) stimulate our economy out of its current recessionary threat; (2) raise the value of real estate by 20% and immediately end the wave of current real estate foreclosures; and (3) immediately restore liquidity and financial flexibility to our banks and financial institutions so as to end our current financial woes on the spot. …”

“…Referencing my column yesterday on illegal immigration and the mortgage mess, Hans Bader at Open Market shares his experience. I’ve been getting a lot of e-mails with similar stories. Tip of the iceberg:

When I and my wife, a legal alien, bought our house, the mortgage company told me that if my wife were an illegal alien, rather than legal, we would have qualified for certain loan programs with big banks. But because she was a legal alien waiting for her green-card (which she had recently applied for), we didn’t qualify.

Mark Krikorian, an activist against illegal immigration, argues that “we’re in this mess, ultimately, because our political elites thought it was good social policy to encourage banks to give mortgages to uncreditworthy people, resulting in what Sailer months ago called the “Diversity Recession” (if this doesn’t work, make that the Diversity Depression). In other words, if poor people in general, or blacks or Hispanics in particular, were less likely to be approved for a mortgage, the only possible reason was racism or classism or whatever. Thus ‘creditworthiness’ was an illegitimate, dead-white-male concept, like middleclassness. Because, after all, isn’t everyone entitled to credit?” …”

A Bailout We Don’t Need

“…Is this bailout still necessary?

The point of the bailout is to buy assets that are illiquid but not worthless. But regular banks hold assets like that all the time. They’re called “loans.”

With banks, runs occur only when depositors panic, because they fear the loan book is bad. Deposit insurance takes care of that. So why not eliminate the pointless $100,000 cap on federal deposit insurance and go take inventory? If a bank is solvent, money market funds would flow in, eliminating the need to insure those separately. If it isn’t, the FDIC has the bridge bank facility to take care of that.

Next, put half a trillion dollars into the Federal Deposit Insurance Corp. fund — a cosmetic gesture — and as much money into that agency and the FBI as is needed for examiners, auditors and investigators. Keep $200 billion or more in reserve, so the Treasury can recapitalize banks by buying preferred shares if necessary — as Warren Buffett did this week with Goldman Sachs. Review the situation in three months, when Congress comes back. Hedge funds should be left on their own. You can’t save everyone, and those investors aren’t poor. …”

 An “over-representation” is a lie.  Lawyers call it a material misrepresentation.

Al Gore’s biggest whopper or lie in An Inconvenient Truth, both the film and book, is the 20 feet sea level rise by 2100.

This is in sharp contrast to the 2 feet maximum prediction of the United Nation’s Intergovernmental Panel on Climate Change (IPCC).

Both Al Gore and the IPCC won the Nobel Peace Prize for 2007 on October 12, 2007.

The United Nations Intergovernmental Panel on Climate Change (IPCC) in its report of February 2007 projected sea level gains of 18-59 centimeters (7-23 inches) by 2100 with temperature rises of 1.8-4.0 Celsius (3.2-7.8 Farenheit).

Note that these estimates assume that ice flow from Greenland and Antarctica will continue at the same rates as observed from 1993-2003. The IPCC cautions that these rates could increase or decrease in the future. For example, if ice flow were to increase linearly, in step with global average temperature, the upper range of projected sea level rise by the year 2100 would be 19.2 to 31.6 inches (48-79 cm or 0.48-0.79 m). But current understanding of ice sheet dynamics is too limited to estimate such changes or to provide an upper limit to the amount by which sea level is likely to rise over this century.”

Sea level change is difficult to measure. Relative sea level changes have been derived mainly from tide-gauge data. In the conventional tide-gauge system, the sea level is measured relative to a land-based tide-gauge benchmark. The major problem is that the land experiences vertical movements (e.g. from isostatic effects, neotectonism, and sedimentation), and these get incorporated into the measurements. However, improved methods of filtering out the effects of long-term vertical land movements, as well as a greater reliance on the longest tide-gauge records for estimating trends, have provided greater confidence that the volume of ocean water has indeed been increasing, causing the sea level to rise within the given range.

It is likely that much of the rise in sea level has been related to the concurrent rise in global temperature over the last 100 years. On this time scale, the warming and the consequent thermal expansion of the oceans may account for about 2-7 cm of the observed sea level rise, while the observed retreat of glaciers and ice caps may account for about 2-5 cm. Other factors are more difficult to quantify. The rate of observed sea level rise suggests that there has been a net positive contribution from the huge ice sheets of Greenland and Antarctica, but observations of the ice sheets do not yet allow meaningful quantitative estimates of their separate contributions. The ice sheets remain a major source of uncertainty in accounting for past changes in sea level because of insufficient data about these ice sheets over the last 100 years. …”

Al Gore’s ‘nine Inconvenient Untruths’

“…The nine alleged errors in the film

  • Mr Gore claims that a sea-level rise of up to 20 feet would be caused by melting of either West Antarctica or Greenland “in the near future”. The judge said: “This is distinctly alarmist and part of Mr Gore’s “wake-up call”. He agreed that if Greenland melted it would release this amount of water – “but only after, and over, millennia”.”The Armageddon scenario he predicts, insofar as it suggests that sea level rises of seven metres might occur in the immediate future, is not in line with the scientific consensus.”
  • The film claims that low-lying inhabited Pacific atolls “are being inundated because of anthropogenic global warming” but the judge ruled there was no evidence of any evacuation having yet happened.
  • The documentary speaks of global warming “shutting down the Ocean Conveyor” – the process by which the Gulf Stream is carried over the North Atlantic to western Europe. Citing the Intergovernmental Panel on Climate Change (IPCC), the judge said that it was “very unlikely” that the Ocean Conveyor, also known as the Meridional Overturning Circulation, would shut down in the future, though it might slow down.
  • Mr Gore claims that two graphs, one plotting a rise in C02 and the other the rise in temperature over a period of 650,000 years, showed “an exact fit”. The judge said that, although there was general scientific agreement that there was a connection, “the two graphs do not establish what Mr Gore asserts”.
  • Mr Gore says the disappearance of snow on Mt Kilimanjaro was directly attributable to global warming, but the judge ruled that it scientists have not established that the recession of snow on Mt Kilimanjaro is primarily attributable to human-induced climate change.
  • The film contends that the drying up of Lake Chad is a prime example of a catastrophic result of global warming but the judge said there was insufficient evidence, and that “it is apparently considered to be far more likely to result from other factors, such as population increase and over-grazing, and regional climate variability.”
  • Mr Gore blames Hurricane Katrina and the consequent devastation in New Orleans on global warming, but the judge ruled there was “insufficient evidence to show that”.
  • Mr Gore cites a scientific study that shows, for the first time, that polar bears were being found after drowning from “swimming long distances – up to 60 miles – to find the ice” The judge said: “The only scientific study that either side before me can find is one which indicates that four polar bears have recently been found drowned because of a storm.”That was not to say there might not in future be drowning-related deaths of bears if the trend of regression of pack ice continued – “but it plainly does not support Mr Gore’s description”.
  • Mr Gore said that coral reefs all over the world were being bleached because of global warming and other factors. Again citing the IPCC, the judge agreed that, if temperatures were to rise by 1-3 degrees centigrade, there would be increased coral bleaching and mortality, unless the coral could adapt. However, he ruled that separating the impacts of stresses due to climate change from other stresses, such as over-fishing, and pollution was difficult. …”

    No wonder a judge in the United Kingdom found nine errors including Al Gore’s big whopper in his ruling on An Inconveniet Truth:

    “…The High Court has indicated that schools can lawfully show AIT to pupils without breaching ss. 406 or 407 of the Education Act 1996, but that, in doing so they must bear in mind the following points: AIT promotes partisan political views (that is to say, one sided views about those views; in order to make sure of that, they should take care to help pupils examine the scientific evidence critically (rather than simply accepting what is said at face value) and to point out where Gore.s view may be inaccurate or departs from that of mainstream scientific opinion; where the film suggests that viewers should take particular action at the political level (e.g. to lobby their democratic representatives to vote for measures to cut carbon emissions), teaching staff must be careful to offer pupils a balanced presentation of opposing views and not to promote either the view expressed in the film or any other particular view. …”

    Well, the “consensus” of climate scientists as represented in the United Nations’ Intergovernmental Panel on Climate Change is that sea level is likely to rise between 4 inches to 35 inches with a central value of 19 inches. Nineteen inches is not nothing and is 3 times greater than the sea level rise the world experienced during the 20th century, but Manhattan and most of Florida will most likely still be above water in 2100. A new study in Science concluded if temperatures rose steeply that the Greenland ice sheet might melt away in 500 to 1000 years. So fortunately we don’t have to worry about the impact of 100 million people fleeing relentlessly rising seas all at once, though it would be a good idea for builders and insurance companies to keep the projected rise in sea level in mind. …”

    “…Dr. Hansen is a math modeler in the climate change game. How does he get Planetary Doom from a math model? It’s very simple. You build in “positive feedback loops.” That is, you look in the vast toolbox of climate variables to find just two factors that might reinforce each other in a catastrophic loop. For instance, carbon dioxide in the atmosphere might create a greenhouse effect, which causes more heating, which causes more water evaporation, which causes more greenhouse effect, which causes more heating, etc., etc. Keep looping that, and you raise world temps by just one degree Centigrade, so the polar ice caps melt and the oceans rise, up to 25 meters. See? It’s easy.

    The big problem with this scenario is that the climate system almost certainly has negative feedback loops, i.e., causal connections that work to bring temperatures back to a rough baseline. The climate is likely to have self-regulation mechanisms in much the way that our bodies have self-regulating loops to stabilize our temperature, blood sugar, and a hundred other variables. Why does that seem likely? Because the world hasn’t burned up or drowned in quite a long time, even though temperature variations and greenhouse gases have existed for many millions of years. Such factors as clouds and air particulates are believed to lower temperatures. With a little imagination we could easily build math models for self-regulating loops that would tend to stabilize temperatures. (But it might be hard to swing the federal grant support for those models.) …”

    Statement: Thinning of West Antarctic Ice Sheet Demands Improved Monitoring to Reduce Uncertainty over Potential Sea-Level Rise

    The consensus view of the workshop:

    • Satellite observations show that both the grounded ice sheet and the floating ice shelves of the Amundsen Sea Embayment have thinned over the last decades.
       
    • Ongoing thinning in the grounded ice sheet is already contributing to sea-level rise.
       
    • The thinning of the ice has occurred because melting beneath the ice shelves has increased, reducing the friction holding back the grounded ice sheet and causing faster flow.
       
    • Oceanic changes have caused the increased ice-shelf melting. The observed average warming of the global ocean has not yet notably affected the waters reaching the base of the ice shelves. However, recent changes in winds around Antarctica caused by human influence and/or natural variability may be changing ocean currents, moving warmer waters under the ice shelves.
       
    • Our understanding of ice-sheet flow suggests the possibility that too much melting beneath ice shelves will lead to “runaway” thinning of the grounded ice sheet. Current understanding is too limited to know whether, when, or how rapidly this might happen, but discussions at the meeting included the possibility of several feet of sea-level rise over a few centuries from changes in this region.
       
    • The experts agreed that to reduce the very large uncertainties concerning the behavior of the Antarctic ice in the Amundsen Sea Embayment will require new satellite, ground, and ship-based observations coupled to improved models of the ice-ocean-atmosphere system. Issues include:
       
    • The recent changes were discovered by satellite observations; however, continued monitoring of some of these changes is not possible because of a loss of capability in current and funded satellite missions.
       
    • The remoteness of this part of Antarctica from existing stations continues to limit the availability of ground observations essential to predicting the future of the ice sheet.
       
    • No oceanographic observations exist beneath the ice shelves, and other oceanographic sampling is too infrequent and sparse to constrain critical processes.
       
    • Current continental-scale ice sheet models are inadequate for predicting future sea level rise because they omit important physical processes.

    Changes in Sea-Level associated with Modifications of the Mass Balance of the Greenland and Antarctic Ice Sheets over the 21st Century  

    “Abstract

    Changes in runoff from Greenland and Antarctica are often cited as one of the major concerns linked to anthropogenic changes in climate. The changes in mass balance, and associated changes in sea-level, of these two ice sheets are examined by comparing the predictions of the six possible combinations of two climate models and three methods for estimating melting and runoff. All models are solved on 20 and 40 km grids respectively for Greenland and Antarctica. The two temperature based runoff parameterizations give adequate results for Greenland, less so for Antarctica. The energy balance based approach, which relies on an explicit modelling of the temperature and density structure within the snow cover, gives similar results when coupled to either climate model. The Greenland ice sheet, for a reference climate scenario similar to the IPCC’s IS92a, is not expected to contribute significantly to changes in the level of the ocean over the 21st century. The changes in mass balance in Antarctica are dominated by the increase in snowfall, leading to a decrease in sea-level of $ \sim$ 4 cm by 2100. The range of uncertainty in these predictions is estimated by repeating the calculation with the simpler climate model for seven climate change scenarios. Greenland would increase the level of the oceans by 0 – 2 cm, while Antarctica would decrease it by 2.5 – 6.5 cm. The combined effect of both ice sheets lowers the sea-level by 2.5 – 4.5 cm over the next 100 years, this represents a $ \sim$ 25% reduction of the sea-level rise estimated from thermal expansion alone. This surprisingly small range of uncertainty is due to cancellations between the effects of the two ice sheets. For the same reason, the imposition of the Kyoto Protocol has no impact on the prediction of sea-level change due to changes in Greenland and Antarctica, when compared to a reference scenario in which emissions are allowed to grow unconstrained. …”

    Recent Sea-Level Contributions of the Antarctic and Greenland Ice Sheets

    After a century of polar exploration, the past decade of satellite measurements has painted an altogether new picture of how Earth’s ice sheets are changing. As global temperatures have risen, so have rates of snowfall, ice melting, and glacier flow. Although the balance between these opposing processes has varied considerably on a regional scale, data show that Antarctica and Greenland are each losing mass overall. Our best estimate of their combined imbalance is about 125 gigatons per year of ice, enough to raise sea level by 0.35 millimeters per year. This is only a modest contribution to the present rate of sea-level rise of 3.0 millimeters per year. However, much of the loss from Antarctica and Greenland is the result of the flow of ice to the ocean from ice streams and glaciers, which has accelerated over the past decade. In both continents, there are suspected triggers for the accelerated ice discharge—surface and ocean warming, respectively—and, over the course of the 21st century, these processes could rapidly counteract the snowfall gains predicted by present coupled climate models.

    On the decadal rates of sea level change during the twentieth century

    “Abstract

    Nine long and nearly continuous sea level records were chosen from around the world to explore rates of change in sea level for 1904–2003. These records were found to capture the variability found in a larger number of stations over the last half century studied previously. Extending the sea level record back over the entire century suggests that the high variability in the rates of sea level change observed over the past 20 years were not particularly unusual. The rate of sea level change was found to be larger in the early part of last century (2.03 ± 0.35 mm/yr 1904–1953), in comparison with the latter part (1.45 ± 0.34 mm/yr 1954–2003). The highest decadal rate of rise occurred in the decade centred on 1980 (5.31 mm/yr) with the lowest rate of rise occurring in the decade centred on 1964 (−1.49 mm/yr). Over the entire century the mean rate of change was 1.74 ± 0.16 mm/yr.

    “…After a careful study of the claims made by James Hansen in his testimony of 26 April 2007 to the Select Committee of Energy Independence and Global Warming of the US House of Representatives, we find that much of what he contends is contradicted by real-world observations.Although Hansen speaks of a sea level rise this century measured in meters, due to “the likely demise of the West Antarctic ice sheet,” the most recent and comprehensive review of potential sea level rise due to contributions arising from the wastage of both the Antarctic and Greenland ice sheets suggests a century-long rise of only 35 millimeters, based on the results of 14 satellite-derived estimates of imbalances of the polar ice sheets that have been obtained since 1998. In addition, whereas Hansen claims that the rate of sea level rise is accelerating, century-scale data sets indicate that the mean rate-of-rise of the global ocean has either not accelerated at all over the latter part of the 20th century or has actually slowed.Another of Hansen’s claims that is at odds with reality is that atmospheric greenhouse gas concentrations are “skyrocketing,” for several studies of methane (which has historically provided a climate forcing equivalent to approximately half that provided by CO2) have demonstrated that its atmospheric concentration actually stabilized several years ago and has ceased to rise further. This development – which was totally unanticipated by the Intergovernmental Panel on Climate Change at the time of its last major report, and which was vehemently denied to even be occurring when it was first observed – effectively repudiates Hansen’s contentions about the need to act immediately to curtail anthropogenic CO2 emissions, for this unforeseen circumstance has already done more than humanity could ever hope to do in the foreseeable future in terms of reducing the atmosphere’s radiative impetus for warming; and it has thereby given us considerable extra time to determine what the true status of earth’s climate really is, as well as what we should, or should not, do about it. …”

It is perhaps best understood by noting that the earth is not any warmer now – and is possibly a fair amount cooler – than it was at many other times in the past. These warmer-than-present periods include much of the Medieval Warm Period of a thousand years ago, most of the Climatic Optimum that held sway during the central portion of the current interglacial, and significant portions of all four of the prior interglacials, when – in all six cases – the air’s CO2 concentration was much lower than it is today. …”
