Obama’s approval rating on economy hits new Gallup Poll low of 26 percent

Republican presidential candidates Romney, Perry, Paul and Bachmann attack Obama’s job creation record

In Feb. 2009 President Barack Obama’s Gallup Poll approval rating on the economy was at its highest at 59 percent and his disapproval rating was at its lowest of 30 percent. The official unemployment rate was 7.8 percent in Jan 2009. In Aug. 2011 Obama’s Gallup Poll approval rating on the economy was 26%, a new low, and his disapproval rating was 71%, a new high.  The July 2011 unemployment rate was 9.1%. The unemployment rate has been over 8% for the last 31 months. Obama’s overall job approval rating according to the Gallup’s daily three-day rolling average tracking poll of Aug. 11-13 dipped below 40 percent for the first time when it hit a new low of 39 percent. It fell again on Aug. 20 to 38 percent.

In the Rasmussen Reports daily Presidential Tracking Poll for Aug. 23, 2011 President Obama also hit a new low on the Presidential Approval Index of -26 with 45 percent strongly disapproving and 19 percent strongly approving. Rasmussen Reports on Aug. 23, 2011 that among likely voters Obama is at 39 percent and Paul at 38 percent. In a matchup between Obama and a generic Republican candidate among likely voters, Obama is at 43 percent and the generic Republican at 48 percent.

The Misery Index is an economic indicator that is the sum of the unemployment and inflation rates. When President Obama entered office, his Misery Index stood at 7.73 percent. Today it is over 12.7 percent. Obama’s average Misery index is 10.52 which is greater than George W. Bush’s average Misery Index of 8.11 and Bill Clinton’s average misery index of 7.8 percent.

Should the U.S. economy enter another recession, the unemployment rate will most likely again exceed 10 percent. Obama’s approval rating on the economy will most likely fall even lower and his Misery Index will be even higher. However, it is unlikely that Obama’s Misery Index will beat President Jimmy Carter’s June 1980 record Misery Index of 21.98. Ronald Reagan beat Jimmy Carter in the 1980 presidential election with 489 electoral votes and 43,903,230 popular votes to Jimmy Carter’s 49 electoral votes and 35,480,115 popular votes—a landslide Republican victory over an incumbent Democratic president.

Jobs and the economy will be the number one political issue in the 2012 Presidential election. The leading Republican candidates, former Massachusetts’s Governor Mitt Romney, Texas Governor Rick Perry, Texas Congressman Ron Paul and Minnesotan Congresswoman Michele Bachmann have been very critical of President Obama’s performance in terms of job creation and the growth in the economy measured by the Gross Domestic Product.

A television attack ad paid for by Romney ends with the tagline, “Obama isn’t working”, with a photo of an unemployment office with a long twisting line of Americans looking for jobs. This is one of a series of one minute attacks ads where the phrase, “Obama isn’t working” is repeated and the employment situation prior to the Obama administration is compared with the employment situation today in a particular city or state. Another attack ad in the series is directed at college students and begins with Obama promising students at the University of Maryland a better future in 2009 and ends with the questions, “Where is the opportunity? Where are the jobs?”

Perry recently entered the presidential race and does not have any Obama attack ads to date. However, Perry in a recent speech to the South Carolina GOP blasted Obama’s record on job creation comparing it to his record on job creation in Texas. Perry stated “The fact is one in six work eligible Americans cannot find a full time job. That is not a recovery, it is an economic disaster.” Perry continued that “we tried for two and half years government trying to create jobs. It is time for the private sector to be given the chance to create jobs.” Perry is proud of his job creation record in Texas and pointed out that “since June of 2009 my home state has created 40 percent of all new jobs created in America.”

Paul has a one minute TV attack ad which asserts that he was the one “voting against every tax increase, every unbalanced budget, every time, standing up to the Washington machine, guiding by principle, Ron Paul who will stop the spending, save the dollar, create jobs, bring peace, the one who will restore liberty. Ron Paul the one who can beat Obama and restore America now.”

Bachmann in an interview on Face the Nation emphasized that she is the chief author of two bills that would repeal Obamacare (the Patient Protection and Affordable Care Act) and the Dodd–Frank Wall Street Reform and Consumer Protection Act. Companies are telling her “that those bills are leading them not to be able to create jobs.” Bachmann also favors “repeal of the existing tax code in its current form, it is 3.8 million words”; “we need a tax code that is job friendly, this is not a job friendly tax code. When you have one of the highest corporate tax rates in the world at 34 percent that is not going to incentivize people to start new businesses.”

President Obama announced that he will release his new jobs plan after Labor Day. He said “I will be putting forward when they come back in September a very specific plan to boost the economy, to create jobs, and control our deficit.” Two of the specifics of Obama’s plan that have leaked to the press include an extension of unemployment benefits and extension of the payroll tax cut. In a recent Gallup Poll released on Aug. 22, President Obama is running neck and neck with the top four Republican candidates. Romney leads Obama 48 percent to 46 percent. Perry and Obama are tied in the poll at 47 percent each. Obama leads Republican candidates Paul, 47 percent to 45 percent and Bachmann, 48 percent to 44 percent.

Among independents Romney and Paul lead Obama by 3 percent and Perry leads Obama by 2 percent. Obama beats Bachmann by 6 percent among independents. The Gallup Poll was conducted on Aug. 16 and 17  and has a margin of error of 3.3 percent. For the American people, jobs and the economy are the leading issues of the 2012 presidential election.

Barack repeatedly blames the Republicans for running the economy or car into the ditch.

Not so fast.

Only the House of Representatives can initiate spending bills.

The Democrats won  a majority of the House of Representatives in the 2006 election.

The Democrats controlled both the House and Senate starting in 2007.

The economy did not go into a recession until December 2007 with the majority of the job losses starting in the final quarter of 2008.

The Democrats were definitely driving the car or economy starting in 2007 and drove the car into the ditch.

The car or economy remains in the ditch due to the huge stimulus package of 2009 and bailouts of businesses that should have gone into bankruptcy.

Obama drove the car into the ditch when he dropped his cigarette into his lap and got distracted.

Had President Obama done absolutely nothing, no stimulus bill and no bailouts, the economy would have already recovered from the recession with falling unemployment rates.

Instead the unemployment rate is headed to 10% with nearly 16 million American unemployed.

The total unemployment rate is actually over 17% with over 25 million Americans seeking full time employment.

Keep repeating the car in the ditch story Mr. President.

You are only confirming what the American people already know, you are clueless as to how and why jobs are created in the private sector.

Time to revoke the license of all progressive radical socialists of either party and throw them out of office.

President Obama is an economic illiterate.

Higher unemployment is not an accomplishment, it is an economic disaster.

In May and June when graduating  high school and college students enter the labor force and cannot find jobs, by the President’s logic this is progress as the unemployment rates increase even more.

Cut the rubbish Mr. President.

More Americans looking for a job is not the same as more Americans finding jobs.

Only when the unemployment rates start to decline and fall back to under 5% will real progress be made.

Nobody is falling for this nonsense and spin.

 Stop lying Mr. President.

There are actually over thirty million Americans looking for a full-time job.

This is more than double the number of Americans looking for a full-time job in the worse month of the Great Depression, March 1933, when nearly 13 million Americans  were unemployed.

Had President Obama done absolutely nothing, the economy would be in far better shape than it is now. 

Instead the progressive radical socialist Democratic Party passed a stimulus package that simply did not work.

The only sector of the economy that has experienced significant  job and salary growth is the Federal Government.

Over 8.4 million jobs have been lost since December 2007 of which over 4 million jobs have been lost under the Presidency of Barack Obama.

Over 35 state unemployment insurance trust funds are insolvent and are being bailed out by loans from the Federal Government.

There are currently between 10 million to 15 million illegal aliens working in the United States.

Now if the President and the Federal Government would enforce immigration laws and remove from the work place illegal aliens and deport them back to their country of origin, the unemployment rate would  decline by about a third as American citizens took the jobs.

 President Obama appears to be more concerned about illegal aliens than American citizens.

No wonder the President and his surrogates are race baiting those in Arizona that are demanding immigration law enforcement in self-defense of their lives and property.

The youth, blacks, Hispanics and whites that are currently unemployed will remember the progressive radical socialist Democratic Party led by President Obama put illegal alien rights ahead of jobs for American citizens.

Employment Situation Summary

THE EMPLOYMENT SITUATION — APRIL 2010

Nonfarm payroll employment rose by 290,000 in April, the unemployment rate edged up to 9.9 percent, and the labor force increased sharply, the U.S.
Bureau of Labor Statistics reported today. Job gains occurred in anufactur-
ing, professional and business services, health care, and leisure and hospi-
tality. Federal government employment also rose, reflecting continued hiring of temporary workers for Census 2010.

Household Survey Data

In April, the number of unemployed persons was 15.3 million, and the unem
ployment rate edged up to 9.9 percent. The rate had been 9.7 percent for the first 3 months of this year. (See table A-1.)

Among the major worker groups, the unemployment rate for whites (9.0 percent) edged up in April, while the rates for adult men (10.1 percent), adult women (8.2 percent), teenagers (25.4 percent), blacks (16.5 percent), and Hispanics (12.5 percent) showed little or no change. The jobless rate for Asians was 6.8 percent, not seasonally adjusted. (See tables A-1, A-2, and A-3.)

The number of long-term unemployed (those jobless for 27 weeks and over) continued to trend up over the month, reaching 6.7 million. In April, 45.9 percent of unemployed persons had been jobless for 27 weeks or more. (See table A-12.)

Among the unemployed, the number of reentrants to the labor force rose by
195,000 over the month. (See table A-11.)

In April, the civilian labor force participation rate increased by 0.3 percent-
age point to 65.2 percent, as the size of the labor force rose by 805,000.

Since December, the participation rate has increased by 0.6 percentage point. The employment-population ratio rose to 58.8 percent over the month and has increased by 0.6 percentage point since December. (See table A-1.)

The number of persons employed part time for economic reasons (sometimes referred to as involuntary part-time workers) was about unchanged at 9.2 million in April. These individuals were working part time because their hours had been cut back or because they were unable to find a full-time job. (See table A-8.)

About 2.4 million persons were marginally attached to the labor force in April, compared with 2.1 million a year earlier. (The data are not seasonally adjusted.)

These individuals were not in the labor force, wanted and were available for work,and had looked for a job sometime in the prior 12 months. They were not counted as unemployed because they had not searched for work in the 4 weeks preceding the survey. (See table A-16.)

Among the marginally attached, there were 1.2 million discouraged workers in April, up by 457,000 from a year earlier. (The data are not seasonally adjusted.)

Discouraged workers are persons not currently looking for work because they believe no jobs are available for them.

The remaining 1.2 million persons marginally attached to the labor force had not searched for work in the 4 weeks preceding the survey for reasons such as school attendance or family responsibilities. (See
table A-16.)

Unemployment

“…Unemployment occurs when a person is available and willing to work but currently without work.[1] The prevalence of unemployment is usually measured using the unemployment rate, which is defined as the percentage of those in the labor force who are unemployed. The unemployment rate is also used in economic studies and economic indices such as the United States’ Conference Board’s Index of Leading Indicators as a measure of the state of macroeconomics.

Mainstream economics believes in the main that unemployment is inevitable, and a necessary evil to prevent inflation; this is disputed by some schools of heterodox economics. The causes of unemployment are disputed. Keynesian economics emphasizes unemployment resulting from insufficient effective demand for goods and services in the economy (cyclical unemployment). Others point to structural problems and inefficiencies inherent in labour markets; structural unemployment involves mismatches between demand and supply of laborers with the necessary skillset, sometimes induced by disruptive technologies or globalisation. Classical or neoclassical economics tends to reject these explanations, and focuses more on rigidities imposed on the labor market from the outside, such as unionization, minimum wage laws, taxes, and other regulations that may discourage the hiring of workers (classical unemployment). Yet others see unemployment as largely due to voluntary choices by the unemployed and the time it takes to find a new job (frictional unemployment). Behavioral economics highlights phenomena such as sticky wages and efficiency wages which may lead to unemployment.

There is also disagreement on how exactly to measure unemployment. Different countries experience different levels of unemployment; traditionally, the United States experiences lower unemployment levels than countries in the European Union,[2] although there is variant there, with countries like the UK and Denmark outperforming Italy and France and it also changes over time (e.g. the Great Depression) throughout economic cycles. …”

The Bureau of Labor Statistics measures employment and unemployment (of those over 15 years of age) using two different labor force surveys[49] conducted by the United States Census Bureau (within the United States Department of Commerce) and/or the Bureau of Labor Statistics (within the United States Department of Labor) that gather employment statistics monthly. The Current Population Survey (CPS), or “Household Survey”, conducts a survey based on a sample of 60,000 households. This Survey measures the unemployment rate based on the ILO definition.[50] The data are also used to calculate 5 alternate measures of unemployment as a percentage of the labor force based on different definitions noted as U1 through U6:[51]

  • U1: Percentage of labor force unemployed 15 weeks or longer.
  • U2: Percentage of labor force who lost jobs or completed temporary work.
  • U3: Official unemployment rate per ILO definition.
  • U4: U3 + “discouraged workers”, or those who have stopped looking for work because current economic conditions make them believe that no work is available for them.
  • U5: U4 + other “marginally attached workers”, or “loosely attached workers”, or those who “would like” and are able to work, but have not looked for work recently.
  • U6: U5 + Part time workers who want to work full time, but cannot due to economic reasons (underemployment).

Note: “Marginally attached workers” are added to the total labor force for unemployment rate calculation for U4, U5, and U6. The BLS revised the CPS in 1994 and among the changes the measure representing the official unemployment rate was renamed U3 instead of U5.[52]

It should also be noted that studies have found that the U.S. unemployment rate would be at least 2% higher if prisoners and jail inmates were counted.[53][54]

The Current Employment Statistics survey (CES), or “Payroll Survey”, conducts a survey based on a sample of 160,000 businesses and government agencies that represent 400,000 individual employers.[55] This survey measures only nonagricultural, nonsupervisory employment; thus, it does not calculate an unemployment rate, and it differs from the ILO unemployment rate definition. These two sources have different classification criteria, and usually produce differing results. Additional data are also available from the government, such as the unemployment insurance weekly claims report available from the Office of Workforce Security, within the U.S. Department of Labor Employment & Training Administration.[56]

These statistics are for the U.S. economy as a whole, hiding variations among groups. For January 2008 in the U.S. the unemployment rates were 4.4% for adult men, 4.2% for adult women, 4.4% for Caucasians, 6.3% for Hispanics or Latinos (all races), 9.2% for African Americans, 3.2% for Asian Americans, and 18.0% for teenagers.[55]

These percentages represent the usual rough ranking of these different groups’ unemployment rates. The absolute numbers change over time and with the business cycle.[57]

President Obama’s number one priority after the defense of the country should be how the government can assist private enterprise or businesses to create wealth, income and jobs for the thirty million American citizens seeking full time employment.  

Instead, President Obama failed to lead. 

He first focused his attention on a so-called stimulus spending bill which in reality was a political payoff bill loaded with programs, projects and grants for those who supported the progressive radical socialist Democratic Party agenda. 

Then the President focused on Health Insurance Reform that the majority of Americans opposed when they learned what was in the proposed bills–forcing Americans to purchase a Government qualified and mandated health insurance plan. 

As a result instead of the unemployment rate remaining under 8% with the stimulus package as forecasted, the official unemployment rate rose to over 10% and has only slightly declined to 9.7%.  

Most economist expect the official unemployment rate to remain in double digits until 2011 at the earliest. This means that a minimum of  fifteen million people are  looking for a full time job. Unfortunately, the official U-3 measure of the unemployment rate significantly understates the real unemployment rate and number of unemployed, which is over 17% and represents over 26 million Americans seeking a full time job. 

Many Americans are working part-time while they try to find a full-time 40 hours per week job. There are now over 30 million Americans that are seeking full time employment.  

A reality check is the number of Americans receiving food stamps or more accurately enrolled in the Supplemental Nutrition Assistance Program or SNAP, which will soon exceed 40 million Americans.  Forty million Americans on food stamps again understates the number of people needing such assistance. Both state and Federal governments have made it more difficult to enroll in SNAP. There is at least another 10 to 15 million that would qualify but have given up on food stamps or a SNAP card once that see all the paperwork involved.  

While the unemployed and their children go hungry waiting for the approval of their SNAP card to purchase food, President Obama proclaims the success of his stimulus spending package.  

Give me a break.  

Suggest President Obama take his stimulus packages, cap and trade energy taxes, and health care tax proposals and dump them.  

The American people want good paying jobs so they can feed, clothe, and shelter their families.  

The American people do not want higher taxes that impact business owners resulting in fewer jobs and more job layoffs.  

The American people do not want to depend on the Federal Government for food stamps or a SNAP card to pay for food. 

The American people will vote out of office the progressive radical socialists of both political parties come November.  

Shape up Mr. President, otherwise the American people will ship you and your cronies out of office.

Twenty-eight million people received benefits in an average month in 2008. Eleven million—40 percent—lived in households that had income from earnings, up from 30 percent of all participants in 1996, the year in which more emphasis was placed on work for public assistance recipients through the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act.  

Recent studies have examined national participation rates as well as participation rates for socioeconomic and demographic subgroups (Leftin and Wolkwitz 2009), and State rates for all eligible people and for the working poor (Cunnyngham, Castner, and Schirm 2008). Recent studies have examined national participation rates as well as participation rates for socioeconomic and demographic subgroups (Leftin and Wolkwitz 2009), and State rates for all eligible people and for the working poor (Cunnyngham, Castner, and Schirm 2008). This document presents estimates of SNAP participation rates for all eligible people and for the working poor by States for fiscal year 2007. These estimates can be used to assess recent program performance and focus efforts to improve performance. ..”

US food stamps set ever-higher record-32.8 million

“… A record 38.2 million Americans were enrolled in the food stamp program at latest count, up 246,000 from the previous month and the latest in record-high monthly tallies that began in December 2008.

Food stamps are the primary federal anti-hunger program, helping poor people buy groceries. The Agriculture Department updated enrollment data on Friday with a preliminary figure for November.

USDA estimates up to $58 billion will be spent on food stamps this fiscal year, which ends Sept 30, with average enrollment of 40.5 million people. Food stamps were renamed the Supplemental Nutritional Assistance Program in 2008.

Participation has surged since the financial-market turmoil of late 2008 and has set records each month since December 2008, when it reached 31.78 million. Enrollment is highest during times of economic distress.  …”

A Record Number Of Americans Turn To Food Stamps As America Is Gripped By Economic Despair

“…Would you ever accept government welfare?  Would you look down on someone who does?  Well, if you would look down on a fellow American who receives food stamps then get ready to look down on a massive sea of people.  The truth is that over 37 million Americans now receive food stamps, and the program is expanding at a pace of about 20,000 people a day.  As hordes of Americans have been forced out of their jobs and their homes, millions are finding that the only way they can make it is to accept food stamps.  For many it is a tremendously humbling moment to turn to the government for help, and for so many millions to be dependent on the food stamps program is yet another indication of how deep the economic despair in America has gotten.  

Most of the time you won’t even notice them being used at the checkout counters.  Today food stamps take the form of inconspicuous plastic cards and they can be used to purchase a wide variety of food items.  A record 37.2 million people, which is approximately one out of every eight Americans, received food stamps in September, and that number is growing rapidly.    

In particular, children are being enrolled in this program in staggering numbers.   

One out of every four children in America now gets assistance from food stamps each month.  In fact, it is projected that half of all U.S. kids will be on food stamps at some point in their lives. …”

Most Americans Oppose Second Stimulus and Using Bailout Funds for States

“…56% of Americans oppose the passage of another economic stimulus package this year. While House Speaker Nancy Pelosi and other congressional Democrats are hoping to spend more to combat unemployment, just 33% favor another stimulus plan.

Thirty-six percent (36%) of voters believe the first stimulus plan passed in February has helped the U.S. economy, but 34% say it has hurt the economy.

Most Americans (53%) believe the U.S. economy will be helped more by decisions made by business leaders to help their own businesses grow rather than by decisions made by government officials. Just 29% say decisions made by government officials to help the economy grow will do more.

By a 59% to 24% margin, voters believe that an increase in government spending will hurt the economy.

Voters hold these views at a time when they don’t expect the economy to turn around soon. Looking ahead to a year from now, 67% expect unemployment will be the same or higher than it is today. But, 76% still prefer a free market economy over a government-managed approach. …”

That Billion Dollar Stimulus Package is Criminal

“…Socialism is almost always promoted as an ideal by those who have never lived in dire poverty. They have a romantic idea of the poor that has no basis in reality. People may have been created equal but the success of their pursuit of happiness is only determined by their individual efforts.

 

I grew up in the slums of Spanish Harlem in the 1950’s and watched the advent of socialist programs destroy families by making an absent father an eligibility requirement. Those like my mother (and like Michael Steele’s mother in Maryland), who refused to enter that trap made it possible for us to leave the barrios and the ghettos. To Create Jobs, Voters Say Cut Taxes and Stop Spending

“…As the policy debate has unfolded in Washington this year, voters have consistently believed that tax cuts would do more than increased government spending to stimulate the economy and create jobs. Now that the nation’s unemployment rate has reached 10.2%, voters continue to hold that view.

The latest Rasmussen Reports national telephone survey shows that 62% believe tax cuts are a better way to create jobs and fight unemployment. Only 21% believe that additional stimulus spending is a more effective tool. Earlier this year, as the first stimulus package was being debated in Congress, 62% of voters wanted the plan to have more tax cuts and less spending.

Given a different choice today, 51% believe canceling the rest of the stimulus money would create more jobs while 32% say spending the money would be the better approach to job creation. These findings are consistent with earlier polling. Most Americans say that, generally speaking, increased government spending is bad for the economy.  Earlier this year, before the unemployment rate had reached its current highs, 45% wanted to cancel the rest of the stimulus spending while just 36% disagreed. …”

EDITORIAL: National debt projections should be wake up call for our lawmakers

“…This week both the White House and nonpartisan Congressional Budget Office issued reports painting a bleak portrait of our economy, not just for ourselves, not just for our children but for our grandchildren. The stunningly grim $9 trillion, 10-year national debt forecast, as far as we’re concerned, would seem to preclude any further discussions about adding yet another trillion or so dollars for health care reform, especially if it includes a public option. A recent poll indicates more than half of our nation opposes such legislation, especially if it means more debt.

While much of the deficit spending the next few years is caught up in recent spending such as the American Recovery and Reinvestment Act approved under President Barack Obama and earlier Wall Street bailouts approved under President George W. Bush, consider this: Much of the debt piling up after 2013 involves the rising costs inherent in Social Security, Medicare and Medicaid as baby boomers retire to their expected rewards.

How on earth can this be the time to add another entitlement program? Does anyone really believe the government’s claim that health care reform will pay for itself, especially when Social Security, Medicare and Medicaid almost certainly will force an overhaul of those programs and/or significantly higher taxes for most Americans? …”

“…Evening News anchor Katie Couric was honored for her “extraordinary, persistent and detailed multi-part interviews with Republican vice-presidential candidate Sarah Palin” which judges called a “defining moment in the 2008 presidential campaign.”

She was given the award for Special Achievement for National Impact on the 2008 Campaign.

The award was given by Reliable Resources, a group run out of the USC Annenberg Norman Lear Center at the University of Southern California. It’s mission statement says “Reliable Resources was created to help generate conversation and ideas on improving broadcast political coverage. Broadcast news, network and local, has declined significantly as a primary source for campaign news. Our project seeks to design and distribute tools which would make political news enlightening, informative and exciting to local and network broadcasters.”  …”

 

MYTH: CBS Evening News with Katie Couric’s ratings have greatly improved

“… don’t follow the television news game that much. I almost never watch television news, broadcast or cable. But I eyeball the numbers. I keep reading about how the ratings are so much better these days for the CBS Evening News with Katie Couric. First I read Tom Shales slobbering all over Ms. Couric in the Washington Post, and then today I even saw our friends at TV Newser write a piece about Couric that mentioned ratings and said, But recently the ratings have greatly improved.

I scratched my head and thought, “huh? Really? WTF!?” because my basic regular eyeballing of the broadcast news standings is that CBS is still mired in last place and that from that basic scanning things didn’t seem a whole lot different than they ever were.

I understand about Couric being a media darling. A lot of people loved her treatment of Sarah Palin, and hey, I too think she’s much cuter than Brian Williams. But it seems like Williams is the one who should be getting all the love.

Broadcast news ratings got some recent boost from the election and inaugural week, and in the first week post-inauguration has held some of it. But I wondered how that compared with the same period one year ago. So I looked it up . It’s only the smallest of slices to examine, but I think no matter how you examine it, there’s not really any case for saying Couric’s ratings have greatly improved.

What it seems to indicate is that things are up year over year for NBC and CBS. But in terms of the 25-54 demographic that news shows ads are sold based on, it’s up at NBC 5X what it is at CBS. CBS went up a tenth of a ratings point year over year while NBC was up half a ratings point (.5) among 25-54 year olds.

Katie Couric is reportedly close to being pushed off the anchor chair at the CBS Evening News after less than two years. Resented by coworkers and aging viewers, regretted by the executives paying her exorbitant salary and ignored by the younger people she was hired to attract, Couric must sometimes miss the days when she was a perky, fearless anchor key to making Today the most profitable program in television history. Back then, the New Yorker called the anchor America’s “imaginary friend” while others admired her interviews as surprisingly tough (she once asked Pat Buchanan, “Are you trying to drive the President crazy, or are you just on a big ego trip?”) How did America come to hate “America’s Sweetheart?”

 

At the Evening News, Couric is swimming against the tide of history. Old-aged viewers don’t like change, and young viewers cannot be lured in to a national news broadcast because they’re too busy reading their news online and watching the Daily Show. In fact, the only significant credit Couric has gotten for connecting with young people is when she was in the gossip columns for dating a man 16 years her junior. …”

Palin’s Popularity Soars in Alaska

“…Alaskans aren’t fazed much by the ongoing Sarah Palin-bashing taking place in the Lower 48 — a new poll indicates the governor’s popularity remains sky high among voters in her home state.

Anchorage-based pollster Hays Research Group says its March survey shows 61.3 percent — nearly two out of every three Alaskans — feel either “very positive” or “positive” about Gov. Palin.

Palin triggers a negative reaction from about one-third of Alaskans, however. The poll found some 32.7 percent of Alaskans rate Palin as either “somewhat negative” (12.5 percent) or “very negative” (20.2 percent).

Only 6 percent are undecided about her, suggesting that the GOP governor tends to evoke strong feelings one way or the other. The poll of 400 Alaskans has an error margin of plus or minus 4.9 percent.

Anchorage pollster Ivan Moore reported similar results in January. His survey showed Palin’s favorability rating at 63 percent.  …”

No duh! White House “worried about bailout backlash”

“…With a few notable exceptions, the national media has ignored the tax revolt movement against the porkulus package, omni-pork spending bill, and bottomless bailouts that began in Seattle on President’s Day; continued in Denver on the day of the Generational Theft Act signing; spread to Mesa AZ during President Obama’s massive mortgage entitlement push; spurred protest in Overland Park KS; and evolved into the Tea Party movement across the country.

But local politicians and local newspapers/TV are definitely on notice. Thousands of folks converging in places like St. Louis (1,500), Greenville (2,000), Fullerton (est. 15,000), and Cincinnati (5,000) are getting harder to ignore.

“An act of generational theft;” Update: Ugh. Not another Gang of 14! Update Corker’s office clarifies

“…Here are two staunch conservatives in the Senate who are looking out for you.

U.S. Sens. Jim Inhofe and Tom Coburn weighed in Thursday against a massive package of spending and tax cuts designed to stimulate the economy.

Joining a group of fellow Republican senators, the two Oklahomans questioned whether many of the areas funded in the $800 billion-plus measure would actually end up providing a much-needed economic boost.

“We know what works,” Inhofe said, citing previous packages that succeeded.

He repeated his previous comments of disappointment that spending on infrastructure projects such as highways is not a bigger percentage of the bill.

Citing the package’s historic price tag, Inhofe said that each of the 3 million to 4 million jobs expected to be created would cost about $295,000.

Coburn also said spending on certain areas would help but predicted 80 percent of the money in the bill would not stimulate the economy.

“This is about spending money we don’t have for things we don’t need,” he said.

Coburn said cities across Oklahoma have prepared their own lists of projects they hope to get funded.

“Everybody wants their share,” he said.

Future generations will be denied wealth, Coburn said, if the bill passes.

“This bill is a generational theft bill,” he said.  …”

“The Congressional Black Caucus is an organization representing the African American members of the United States Congress. Membership is exclusive to African Americans (although not 100% blood quantium)[1] and its chair in the 111th Congress is Representative Barbara Lee of California.

The Caucus describes its goals as “positively influencing the course of events pertinent to African-Americans and others of similar experience and situation,” and “achieving greater equity for persons of African descent in the design and content of domestic and international programs and services.”

The CBC encapsulates these goals in the following priorities: Closing the achievement and opportunity gaps in education, assuring quality health care for every American, focusing on employment and economic security, ensuring justice for all, retirement security for all Americans, and increasing equity in foreign policy.[2]

Representative Eddie Bernice Johnson, D-Tx., has said:

“The Congressional Black Caucus is one of the world’s most esteemed bodies, with a history of positive activism unparalleled in our nation’s history. Whether the issue is popular or unpopular, simple or complex, the CBC has fought for thirty years to protect the fundamentals of democracy. Its impact is recognized throughout the world. The Congressional Black Caucus is probably the closest group of legislators on the Hill. We work together almost incessantly, we are friends and, more importantly, a family of freedom fighters. Our diversity makes us stronger, and the expertise of all of our members has helped us be effective beyond our numbers.”

Mark Anthony Neal, a professor of African-American studies and popular culture at Duke University, wrote a column in late 2008 regarding the relevancy of the Congressional Black Caucus and other organizations such as the NAACP in the wake of Barack Obama being elected to the United States presidency. Neal wrote that he believes the Congressional Black Caucus and other African-American-centered organizations are still needed, but they must adapt to a changing political atmosphere and take advantage of “the political will that Obama’s campaign has generated.”[3] …”

Congressional Progressive Caucus

“…The CPC was founded in 1991 by the independent Congressman Bernie Sanders of Vermont, who remains a member as Senator. It represents about a third of the House Democratic Caucus (with 71 members). Of the twenty standing committees of the House, eleven are chaired by members of the CPC.

Ideology

According to their website, the CPC advocates “universal access to affordable, high quality healthcare,” fair trade agreements, living wage laws, the right of all workers to organize into labor unions and engage in strike actions and collective bargaining, the abolition of significant portions of the USA PATRIOT Act, the legalization of gay marriage, strict campaign finance reform laws, a complete pullout from the war in Iraq, a crackdown on free trade and corporate welfare, an increase in income tax on the wealthy, tax cuts for the poor, and an increase in social welfare spending by the federal government.

An array of national progressive organizations will work to support the efforts of the caucus, including the Institute for Policy Studies, The Nation magazine, MoveOn.org, National Priorities Project, Jobs with Justice, Peace Action, Americans for Democratic Action, and Progressive Democrats of America. Also co-sponsoring the kickoff event were the NAACP, ACLU, Progressive Majority, League of United Latin American Citizens, Rainbow/PUSH Coalition, National Council of La Raza, Hip Hop Caucus, Human Rights Campaign, Association of Farmworker Opportunity Programs, and the National Hip Hop Political Convention. In 2000, the Democratic Socialists of America expressed solidarity with the Congressional Progressive Caucus, since they both shared “operative social democratic politics.”[1]

The Return of M3 Money Supply Reporting

“Last year, we lamented the passing of M3 reporting. This broadest of money supply measures had shown a discomforting increase in liquidity, far greater than what M2 was revealing.

At the time of the M3 announcement, we suspected the Fed was attempting to cover their tracks, disguising an ongoing increase in money supply and an unstated “easing” in Fed bias. Since that time, we have learned: the Treasury Department was also adding liquidity — a duty they have assumed, in part, in addition to the same performed by the Fed. Indeed, based on the credit growth data Doug Noland published last month (October Credit Review), it appears that the Fed has – despite increasing interest rates – actually eased over the last two years.

In light of all this excess cash sloshing around, we wondered what M3 might look like if it were still being reported.

Wonder no more: We have located 2 separate sources for the reporting of M3. The first is Nowandfutures.com. As this article discusses, recreating M3 from publicly available data was relatively easy to do (to 5 nines accuracy).

Over time, the Fed has tried to achieve its macroeconomic goals of price stability, sustainable economic growth, and high employment in part by influencing the size of the money supply. In the past few decades, however, the relationship between growth in the money supply and the performance of the U.S. economy has become much weaker, and emphasis on the money supply as a guide to monetary policy has waned.

Money Supply Measures
The Federal Reserve publishes weekly and monthly data on two money supply measures M1 and M2. The money supply data, which the Fed reports at 4:30 p.m. every Thursday, appear in some Friday newspapers, and they are available online as well. The Fed publishes measures of large time deposits on a quarterly basis in the Flow of Funds Accounts statistical release.

The money supply measures reflect the different degrees of liquidity—or spendability—that different types of money have. The narrowest measure, M1, is restricted to the most liquid forms of money; it consists of currency in the hands of the public; travelers checks; demand deposits, and other deposits against which checks can be written. M2 includes M1, plus savings accounts, time deposits of under $100,000, and balances in retail money market mutual funds.

The chart below shows the relative sizes of the two monetary aggregates. In April 2008, M1 was approximately $1.4 trillion, more than half of which consisted of currency. While as much as two-thirds of U.S. currency in circulation may be held outside the United States, all currency held by the public is included in the money supply because it can be spent on goods and services in the U.S. economy. M2 was approximately $7.7 trillion and largely consisted of savings deposits. …”

Money Supply

“In economics, money supply, or money stock, is the total amount of money available in an economy at a particular point in time.[1] There are several ways to define “money”, but each includes currency in circulation and demand deposits.[2][3]

Money supply data are recorded and published. Public- and private-sector analysts have long monitored changes in money supply because of its possible effects on the price level and the nominal or real value of output.[4] That relation is historically associated with the quantity theory of money and evidence of a direct empirical relation between long-term price inflation and money-supply growth. These underlie reliance on monetary policy as a means of controlling inflation.[5][6]

Money is used in final settlement of a debt and as a ready store of value. Its different functions are associated with different empirical measures of the money supply. Since most modern economic systems are regulated by governments through monetary policy, the supply of money is broken down into types of money based on how much of an effect monetary policy can have on each. Narrow measures include those more directly affected by monetary policy, whereas broader measures are less closely related to monetary-policy actions.[6] Each measure can be classified by placing it along a spectrum between narrow and broad monetary aggregates. The different types of money are typically classified as Ms. The number of Ms usually range from M0 (narrowest) to M3 (broadest) but which Ms are actually used depends on the system. The typical layout for each of the Ms is as follows:

  • M0: currency (notes and coins) in circulation and in bank vaults, plus reserves which commercial banks hold in their accounts with the central bank (minimum reserves and excess reserves). M0 is usually called the monetary base – the base from which other forms of money (like checking deposits, listed below) are created – and is traditionally the most liquid measure of the money supply. [7]
  • M1: currency in circulation + checkable deposits (checking deposits, officially called demand deposits, and other deposits that work like checking deposits) + traveler’s checks. M1 represents the assets that strictly conform to the definition of money: assets that can be used to pay for a good or service or to repay debt. Although checks linked to checking deposits are gradually becoming less popular, debit cards linked to these deposits are becoming more popular. Like checks, debit cards, as a means to complete a transaction through their links to checkable deposits, can also be considered as a form of money.[8]
  • M2: M1 + savings deposits, time deposits less than $100,000 and money market deposit accounts for individuals. M2 represents money and “close substitutes” for money. [9] M2 is a key economic indicator used to forecast inflation.[10]
  • M3: M2 + large time deposits, institutional money-market funds, short-term repurchase agreements, along with other larger liquid assets. M3 is no longer measured by the US central bank.[11]  …”

President Obama also misleads the American people as to what happened in Japan in the 1990 and the United States in 1930 when Keynesian economics and massive government spending was tried and only prolonged the recession/depression for many years.

One of the worst recession in US economic history was faced by a new President Warren G. Harding in 1921.

President Harding cut Federal government spending by about 40% and taxes were reduced.

The worse recesssion was also one of the shortest and resulted in an economic boom in the 1920s.

History speaks, who will listen?

“…So what to do? President Warren Harding first ignored his commerce secretary, Herbert Hoover, who wanted, naturally, to increase government further. Then he slashed federal spending – imagine! – cut taxes, paid down debt and, voila, the economy roared. Unshackled businesses reinvested. Factories rumbled back to life. Unemployment fell to 1.8 percent.

Hoover and then FDR tried a tack in precisely the opposite direction when the economy later slipped again, and the result was the Depression, exacerbated by the New Deal and ended by a wartime production boom.

What Harding understood that FDR and Hoover did not is that recessions, however painful, are necessary evils in a free-market economy, and not so evil at all when compared to totalitarian alternatives. The recession of 1920 to 1921, as historian Paul Johnson explained, “sorted out the sheep from the goats, liquidated the unhealthy elements in the economy and turned out the parasites … business downturns serve essential purposes. But they need not be long because they are self adjusting.”  …”

“…Harding inherited from the comatose Wilson regime one of the sharpest recessions in American history. By July 1921 it was all over and the economy was booming again. Harding and Mellon had done nothing except cut government expenditure by a huge 40 percent from Wilson’s peacetime level, the last time a major industrial power treated a recession by classic laissez-faire methods, allowing wages to fall to their natural level. Benjamin Anderson of Chase Manhattan was later to call it ‘our last natural recovery to full employment.’  The cuts were not ill-considered but part of a careful plan to bring the spending of the monster state which had emerged under Wilson back under control. The Budget and Accounting Act (1921) created a Bureau of the Budget, to subject authorizations to systematic central scrutiny and control. Its first director, Charles Dawes, said in 1922 that, before Harding, ‘everyone did as they damn well pleased,’ Cabinet members were ‘comanchees,’ Congress ‘a nest of cowards.’  Then Harding ‘waved the axe and said that anybody who didn’t cooperate his head would come off.’ The result was ‘velvet for the taxpayer.’

Well President Obama how many Federal Government employees are being let go–any?

Start with your 1700 plus White House staff.

As I recall President Obama said that he was going to go over the budget line by line.

If President Obama and his staff cannot reduce Federal Government spending by at least 5% , they  are not really trying.

President Harding and not Presidents Hoover and Roosevelt should be the role model President Obama emulates. 

As an economist, I agree with President Obama that the American economy does need a stimulus package.

I know of no economist that advocates doing nothing, although it would be a better alternative course of action then massive government spending  and massive increases in the money supply–an economic catastrophe in the making bythe Obama Administration and the Federal Reserve.

However, instead of the Federal Government deciding what to spend taxpayer money on,  here is one economic plan that will at least let the American people make the spending and saving decision:

Why I fear the west’s luck has run out

“…Plenty of observers, including me, have criticised the media for being too gloomy. I am now beginning to believe that they have not been gloomy enough, if they want to reflect the true consequences of our profligacy and past conceit.

After all, who wants to face up to the bleak reality that confronts us? The experts say we will not suffer a repeat of the 1930s slump. Indeed, we have to contend with fresh issues. Like the fact that there are 1.5bn recent additions to the capitalist workforce in China and India – hard-working, increasingly well-educated people, all keen to better themselves. Meanwhile, modern logistics and communications mean trade and production can take place almost anywhere if it makes economic sense.

So why should industrious Asians earn a tiny fraction of what citizens in the west earn? Especially when they have so much of the cash and productive resources, while we have deficits, high costs and poor demographics.

Prepare for a wrenching, unstoppable redistribution of wealth – and I am not talking about domestic taxes. For too long it has been more profitable in the west to finance consumption rather than production. That cannot continue. I am afraid that the west’s credibility – and luck – has run out.

This vast reordering of our economic system has only just begun. We shall have to cancel all the self-indulgence of endless welfare spending and cultivate rather more of a work ethic and a sense of self-sufficiency. Expectations must be modified and attitudes altered profoundly. Expect years of negligible growth, permanent high unemployment, declining property prices, higher taxes, crumbling currencies and falling living standards.

We shall look back on the last decade and think: we never realised what we had until it was gone.”

1921 Recession

“The 1921 recession was an extremely sharp deflationary recession following World War I. It lasted until 1923. The extent of the deflation was not only large, but large relative to the accompanying decline in real product.

The National Bureau of Economic Research dates the 1921 recession from a general business peak in January 1920 to a trough in July 1921. The recession in the United States was brief relative to the Great Depression later that decade, but it included a very sharp price deflation. The decline in the GNP price deflator from 1920 to 1921 is the largest one-year percentage decline in the series in the more than 120 years covered.

Various estimates show that one-year deflation figures were 18 percent, 13.0 percent, and 14.8 percent, respectively. The closest comparator is the 11.5 percent deflation recorded for 1931-32, the third year of the Great Depression. Wholesale prices declined by 36.8 percent for 1920-21, the largest one-year decline on record, going back at least to the American Revolutionary War period. The 1921 deflation contains another striking feature. Not only was it sharp, it was large relative to the accompanying decline in real product. The ratio of the percentage decline in the GNP deflator for 1920-21 to the percentage decline in real GNP is 2.6 using the Department of Commerce figures. By contrast, during 1929-30, the first year of the Great Depression, the GNP deflator declined by 2.7 percent and real GNP by 9.4 percent, for a ratio of 0.3. Keynesian Economics

“In economics Keynesianism (pronounced /ˈkeɪnziən/, also Keynesian economics and Keynesian Theory), is based on the ideas of twentieth-century British economist John Maynard Keynes. According to Keynesian economics the state should stimulate economic growth and improve stability in the private sector — through, for example, adjusting interest rates and taxation and funding public projects.

The theories forming the basis of Keynesian economics were first presented in The General Theory of Employment, Interest and Money, published in 1936.

In Keynes’s theory, some micro-level actions of individuals and firms can lead to aggregate macroeconomic outcomes in which the economy operates below its potential output and growth. Many classical economists had believed in Say’s Law, that supply creates its own demand, so that a “general glut” would therefore be impossible. Keynes contended that aggregate demand for goods might be insufficient during economic downturns, leading to unnecessarily high unemployment and losses of potential output. Keynes argued that government policies could be used to increase aggregate demand, thus increasing economic activity and reducing high unemployment and deflation.

Keynes argued that the solution to depression was to stimulate the economy (“inducement to invest”) through some combination of two approaches :

  • a reduction in interest rates.
  • Government investment in infrastructure – the injection of income results in more spending in the general economy, which in turn stimulates more production and investment involving still more income and spending and so forth. The initial stimulation starts a cascade of events, whose total increase in economic activity is a multiple of the original investment.[1]

A central conclusion of Keynesian economics is that in some situations, no strong automatic mechanism moves output and employment towards full employment levels. This conclusion conflicts with economic approaches that assume a general tendency towards an equilibrium. In the ‘neoclassical synthesis’, which combines Keynesian macro concepts with a micro foundation, the conditions of General equilibrium allow for price adjustment to achieve this goal.

The New classical macroeconomics movement, which began in the late 1960s and early 1970s, criticized Keynesian theories, while New Keynesian economics have sought to base Keynes’s idea on more rigorous theoretical foundations.

Obama Hid His Father’s Socialism From Readers

“…There’s a big mystery at the heart of Barack Obama’s Dreams From My Father:  A Story of Race and Inheritance.  What was Barack Obama doing seeking out Marxist professors in college?  Why did Obama choose a Communist Party USA member as his socio- political counselor in high school?  Why was he spending his time studying neocolonialism and the writings of Frantz Fanon, the pro-violence author of “the Communist Manifesto of neocolonialsm”, in college?  Why did he take time out from his studies at Columbia to attend socialist conferences at Cooper Union?

And there is more mystery in the book.  Why does Obama consider working in a consulting house for international business like being “a spy behind enemy lines?”  Why does he repeatedly find it so hard to explain his political views to others?  Why was he driven to become a left-aligned political organizer?  It’s a question Obama again and again can’t seem to answer to the satisfaction of the interlocutors in his own memoir.

If there is a mystery at the heart of Barack Obama’s Dreams From My Father, one thing is not left a mystery, the fact that Barack Obama organized his life on the ideals given to him by his Kenyan father.  Obama tells us, “All of my life, I carried a single image of my father, one that I .. tried to take as my own.” (p. 220)   And what was that image?  It was “the father of my dreams, the man in my mother’s stories, full of high-blown ideals ..” (p. 278)  What is more, Obama tells us that, “It was into my father’s image .. that I’d packed all the attributes I sought in myself.”  And also that, “I did feel that there was something to prove .. to my father” in his efforts at political organizing. (p. 230) …”

President Obama and His Keynesian Spending Cult of The Fascist Democrat Radicals–FDRs

President Obama’s ignorance of economics and business history is stunning and is only matched by his arrogance in recommending a stimulus package and bailouts that will not work and will within two years lead to inflation rates from 25%-50%. 

President Obama is destined to be a repeat of the Carter years, only much worse.

Any Democrat or Republican that votes for the stimulus package and future bailouts of banks, businesses, and states will rue the day that they failed to listen to those warning them that you do not know what you are doing–wrecking the US economy and destroying  jobs.

If that is the real agenda of the FDRs  they may succeed for a while.

The American people will remember in 2010 and 2012 and will vote out of office all those Democrats and Republicans that voted for this so-called stimulus package and future bailout bills.

The unemployment rate will hit 10% by July 2009.

Before their first layoffs ever of 5,000 employees in 2009 the head count at Microsoft was fast approaching 100,000 by the end of 2008.

Microsoft to cut up to 5,000 jobs

“…5,000 jobs over the next 18 months, a sign of how badly even the biggest and richest companies are being stung by the recession.

The layoffs, 1,400 of which will come immediately, appear to be a first for Microsoft, which was founded in 1975. Previously, the company has only made relatively limited staff cuts after events such as acquiring companies. …”

Now imagine 1000 brand new businesses starting this year and 33 years from now having 100,000 employees world wide like Microsoft.

What would this mean in terms of wealth, income and job creation?

This would mean approximately 100 million new jobs alone.

Income, jobs and wealth are created in the private sector, mainly by small to medium size firms.

As these businesses grow and prosper  wealth is created for their owners and shareholders and income for million of Americans.

What the US economy needs now is a stimulus package that encourages a 1000 new Microsoft businesses to flourish and grow.

More government spending and deficits are not the answer to a recession.

Lower tax rates that stay low are what creates new jobs and leads to economic growth.

 Uncertainty about level of government taxation and increasing government regulation and spending are not big job and wealth creators.

Such uncertaintly only prolongs the recession and makes it much worse.

U.S. Senator Tom Coburn, M.D. (R-OK) released the following statement today regarding a non-partisan Congressional Budget Office report that says the stimulus bill will harm our economy and cause our Gross Domestic Product to decrease over the long term. The CBO letter (attached) states: “In the longer run, the legislation would result in a slight decrease in gross domestic product (GDP) …”

“The concerns that many members of Congress have expressed about this bill are not based on the failed policies of the past but sobering facts about the present, and the future. As CBO has stated, this bill will not work. In fact, this bill will hurt our economy. A majority of Americans also do not believe this bill will work because they possess a level of common sense that does not exist in Washington,” Dr. Coburn said.

“Congress and the president have a choice. They can pull this bill and fix it, or they can ram it through and claim victory. Republicans and the Bush administration faced, and failed, this test many times. For years, Republicans passed bloated and reckless spending bills that were harmful to the economy. Yet, even as Republicans grew the government they touted their bills as sound and fiscally responsible vehicles for job creation. Republican hypocrisy and spin met its logical conclusion with the most recent election. Democrat attempts to call failures successes won’t be any more successful. The biggest loser in this game won’t be either party, but the country,” Dr. Coburn said.

 The so-called “stimulus package” is really just a super pork bill to payoff the Democratic base about the time of the next election in 2010. 

Unfortunately for the millions of unemployed Americans who are losing their homes, worring about paying for food and gas to find a job, and those Americans hoping they will keep their jobs and ride out the recession, this stimulus bill is too little, too late, and too bad for you and me.

In reality it is just more government spending and more government debt to be paid for by all the American people to payoff the friends of Democrat mob such as the banks, auto companies, United Auto Workers, ACORN, Planned Parenthood and government union employees!

The unemployment stimulus bill is exactly what one would expect from the political class  or elites of both  parties that does not give a damn about the American people but is only interested in staying in power and paying off it friends and those who contribute to their political campaigns–play for pay!

The Stimulus Package Is More Debt We Don’t Need

Can Obama really defend this ‘line by line’?

“As the Senate considers a massive $1.1 trillion stimulus bill, it is vital that the American people ask hard questions of their elected officials. When they do, it will become very clear that the bill will not only fail to stimulate the economy, but could seriously delay economic recovery.

As a nation, we got into this mess by spending and investing money that didn’t exist. We won’t get out of it by doing more of the same.

Yet this is precisely what this bill proposes we do. Less than 10% of the bill could be considered true stimulus, if one assumes tax credits and infrastructure spending will jolt the economy. The other 90% of the bill represents one of the most egregious acts of generational theft in our nation’s history, with taxpayer money going to special-interest earmarks, an ill-conceived bailout to states, and permanent spending increases that expand government’s reach in areas like health care and education.

The bill’s selling point is that three million jobs will be created or saved by this package. What’s alarming is that each job will cost $286,000 to create or save. Moreover, one in five will be a government job. …”

Coburn Fights Generational Theft Act, aka  Senate Stimulus Bill

“…“The fundamental problem with this bill is that it fails to address the root problem, which continues to be toxic assets in the mortgage market. The bill also includes a reckless bailout to states that would effectively nationalize state governments. A state bailout would remove any incentive for states to make hard choices and balance their budgets. This misguided step could fundamentally and permanently alter the relationship between state and local governments. I intend to address this problem with an amendment that would turn the bailout to states into a temporary emergency loan program that would allow struggling states to borrow money at a low-interest rate,” Dr. Coburn said. …”

Wasteful and Non-Stimulus Spending Provisions

• $2 billion earmark to re-start FutureGen, a near-zero emissions coal power plant in Illinois that the Dept. of Energy defunded last year because the project was inefficient
• A $246 million tax break for Hollywood movie producers to buy motion picture film
• $650 million for the digital television (DTV) converter box coupon program
• $88 million for the Coast Guard to design a new polar icebreaker (arctic ship)
• $448 million for constructing the Dept. of Homeland Security headquarters
• $248 million for furniture at the new Dept. of Homeland Security headquarters
• $600 million to buy hybrid vehicles for federal employees
• $400 million for the CDC to screen and prevent STD’s
• $1.4 billion for a rural waste disposal programs
• $150 million for Smithsonian museum facilities
• $1 billion for the 2010 Census, which has a projected cost overrun of $3 billion
• $75 million for “smoking cessation activities”
• $200 million for public computer centers at community colleges
• $75 million for salaries of employees at the FBI
• $25 million for tribal alcohol and substance abuse reduction
• $10 million to inspect canals in urban areas
• $6 billion to turn federal buildings into “green” buildings
• $500 million for state and local fire stations
• $650 million for wildland fire management on Forest Service lands
• $150 million for Smithsonian museum facilities
• $1.2 billion for “youth activities,” including youth summer job programs
• $88 million for renovating the headquarters of the Public Health Service
• $412 million for CDC buildings and property
• $500 million for building and repairing NIH facilities in Bethesda, MD
• $160 million for “paid volunteers” at the Corporation for National and Community Service
• $5.5 million for “energy efficiency initiatives” at the VA “National Cemetery Administration”
• $850 million for Amtrak
• $100 million for reducing the hazard of lead-based paint
• $75M to construct a new “security training” facility for State Dept Security officers when they can be trained at existing facilities of other agencies.
• $110 million to the Farm Service Agency to upgrade computer systems
• $200 million in funding for the lease of alternative energy vehicles for use on military installations.
• State Medicaid Bailout: $87.7 billion Through 3 different mechanisms, the bill would provide additional federal funds to state Medicaid programs over the next 3 years. This is nearly $70 billion more than the governors asked President Obama for in December, and should be a loan to be repaid by the states.

Questionable Policy

• Eliminates fees on loans from the Small Business Administration, thus pushing private capital toward unproductive businesses and away from productive businesses.
• Increases the definition of “youth” for certain summer job programs from age 21 to age 24.
• $160 million to the Job Corps program at the Dept. of Labor, but not for job programs – rather, to construct, alter or repair buildings.
• Requires a government study on the impact of minimum wage laws on the Northern Mariana Islands and American Samoa.
• $79 billion State Fiscal Stabilization (slush) Fund to bailout the States by providing billions of dollars for “education” costs of any kind.
• $47.843 billion is appropriated for a variety of energy programs that are primarily focused on renewable energy development and energy conservation/efficiency. Not one dollar is appropriated to make fossil fuels more affordable in the near future. More than $6 billion of these funds go to environmental clean ups.
• Increases eligibility for “weatherization” assistance to households 200 percent above the poverty level.
• The “Making Work Pay” credit of $500 to every individual making less than $75,000 (or $1000 to couples making $150,000 or less) would pay people whether they are productive or not – akin to welfare.
• The Supplemental Nutrition Assistance Program (SNAP – food stamps) would temporarily suspend the 3-month limit for non-working adults to receive SNAP benefits, thus giving incentives not to find a job.
• Installs government as the creator of broadband deployment regardless of whether the specific local/regional market can sustain it.
• Funds new “green jobs” job-training program without eliminating inefficient job-training programs or consolidating duplicative job-training programs.
• $890 million to the Social Security Administration without any provisions to reduce improper payments, or any plan to increase solvency of the trust fund.
• Nothing requires the products that are purchased with these funds be here in America. Lithium ion batteries, for instance, are primarily made in Asia.

Obama Ducks Hard Choices

“…The decision by Obama and Democratic congressional leaders to load the stimulus with so many partisan projects is politically shrewd and economically suspect. The president’s claims of bipartisanship were mostly a sham, as he skillfully maneuvered Republicans into a no-win position: Either support a Democratic program, or oppose it—and seem passive and uncaring.

But the result is that the stimulus, as an act of economic policy, is hobbled. A package so large can be defended only because the economy is so weak—and seems to be getting weaker by the moment. The central purpose is simple: halt downward momentum. Perhaps some of the out-year spending might ultimately prove useful. But the immediate need is for the stimulus package to stimulate—now. It needs to be front-loaded; it isn’t.

Obama’s political strategy fails to address adequately the economy’s present needs while also worsening the long-term budget outlook. Some of his “temporary” spending increases in practice will almost certainly become permanent. There were tough choices to be made—and Obama ducked them. …”

The Case for No Stimulus

“…For the last three months, Americans have been treated to a debate over what the government can do to ease the effects of the current recession and bring about a speedy recovery. Lawmakers of both parties are now considering a very large stimulus package.

But there is a catch. Every penny of such a package must be borrowed, because the government is already running a $1.2 trillion deficit this year and faces a $703 billion deficit for next year, according to the non-partisan Congressional Budget Office. The question, then, is whether the government can help the economy by spending money if it can only do so by first sucking that money out of the economy. It is a question that surprisingly few public voices are expressing.

I spoke Monday with the Heritage Foundation’s leading budget analyst, Brian Riedl, about deficit spending as a silver bullet for ending recessions, and about whether the stimulus package now proposed is necessary or even helpful.

 

NRO: In this stimulus debate, no one is answering or even discussing an important question: Where is the money coming from? Can you stimulate the economy by spending money that you must first remove from the economy by borrowing?

Riedl: That is a great question. The grand Keynesian myth is that you can spend money and thereby increase demand. And it’s a myth because Congress does not have a vault of money to distribute in the economy. Every dollar Congress injects into the economy must first be taxed or borrowed out of the economy. You’re not creating new demand, you’re just transferring it from one group of people to another. If Washington borrows the money from domestic lenders, then investment spending falls, dollar for dollar. If they borrow the money from foreigners, say from China, then net exports drop dollar for dollar, because the balance of payments must adjust. Therefore, again, there is no net increase in aggregate demand. It just means that one group of people has $800 billion less to spend, and the government has $800 billion more to spend. …”

Public Support for Economic Recovery Plan Slips to 42%

 

“…Forty-two percent (42%) of the nation’s likely voters now support the president’s plan, roughly one-third of which is tax cuts with the rest new government spending. The latest Rasmussen Reports national telephone survey shows that 39% are opposed to it and 19% are undecided. Liberal voters overwhelmingly support the plan while conservatives are strongly opposed.

Last week, support for the President’s plan was at 45% and opposition at 34%.

As they consider the size and scope of the $800-billion-plus economic recovery plan, 46% are worried that the government will end up doing too much while 42% worry that it will do too little (see trends).  …”

More on the Stimulus

We do have a sense of how Americans react to some specific items that may be included in the plan (see the analysis from both the (Washington Post and ABC News and Q30 on the NBC/Wall Street Journal poll) and about their continuing fears of excessive government spending (see Q17 and Q27 on the NBC/WSJ poll). Of course, we also know a lot about perceptions of Obama and the Congress. Which of these, if any, will be most important in shaping the sure-to-evolve opinions on the stimulus plan? Your guess is probably as good as mine.

So, going back to the results in yesterday’s post, we know something about where public opinion on “the economic stimulus” is now, and “tepid support” is about the right phrase to use. Knowing where public opinion may be in a month or in six months, however, is very hard to predict. …”

Sen. Coburn: Obama’s stimulus is “morally reprehensible” and “the worst act of generational theft in our nation’s history”

“…Sen. Coburn gave a terrific, moving, conservatively-grounded, and inspired floor speech late last night on the Obama Generational Theft Act of 2009. He defended market capitalism, assailed wealth distributionist programs and government corruption, and decimated the pork in the Democrats’ behemoth package.

Most importantly, he outlined repeatedly how this debt stimulus would be built on the backs of our children and grandchildren. He said last night on the floor: “This plan steals the future of the next two generations.”

On his website (and in a WSJ op-ed), Sen. Coburn reiterated this theme: “When the American people learn what this bill contains they will reject it. This bill is about spending money we don’t have on things we don’t need. We got into this mess by spending and investing money that didn’t exist. We won’t get out of this mess by doing more of the same. Yet, that is precisely what we are doing,” Dr. Coburn said. “Instead of delivering change, this bill celebrates the politics of the past. The bill represents both the mindless partisanship of recent decades, and the failed interventionist policies of the 1930’s. The Senate can, and must, do much better.
