On Wednesday, July 14, I was listening to Bill Bennett’s talk show Morning In America, currently my favorite talk radio show.

A caller was making a comment when Bill responded that he is a “classical liberal”  and had been one for a very long time.

This surprised me for I thought he and his executive producer, Seth Leibsohn, were neoconservatives.

The conservative movement has two major wings the traditionalists and the libertarians.

I would call or label my political philosophy or views traditionalist libertarian or classical liberal or conservative.

However like Hayek, my own preference is classical liberal.

This is especially the case when I am playing with American progressives and liberals who do not have a clue as to what I am talking about.

Both wings of the conservative movement may on occasion agree with the neoconservatives and even admire and respect their writings,  however many conservatives do not consider neoconservatives to be  either new or conservative and are insulted if you call them a neocon.

Neoconservatives–Not New and Not Conservative–American Empire Interventionists

I fully supported President Bush’s response to the  Islamic religious fanatics’ terrorist attacks on September 11, 2001.

Unfortunately, President Bush was simply too slow in changing the leadership and strategy of both the Iraq and Afghanistan wars when they were not working.

The neoconservatives were largely responsible for the strategy for both the Afganistan and Iraq wars.

Many of Bill’s interviews with authors and experts  in the foreign policy area are identified or called, rightly or in some cases wrongly, a neoconservatives.

While I accept Bill’s answer, I still suspect he is closet neoconservative.

Your loyal audience would appreciate some amplification and clarity as to the category of your political philosophy.

UPDATE:

 Bill on July 18, 2010 in commenting upon a caller’s remark stated he was not a libertarian.

Most classical liberals and libertarians in America would equate the two.

“…Once upon a time in America, there was a left and a right and a center, and within these clearly discernible segments of the ideological spectrum there were distinctly calibrated gradations. Everyone could find an ideological niche without much trouble, and knew pretty well where everyone else stood too. Everyone knew who were the good guys and bad guys, and the varying degrees of rectitude of the guys in between.

By now it is almost a cliché that the old ideological points of reference are no more; that left, right, and center cannot be identified even with a scorecard. One way of describing these changes is to say that left and right have been collapsing toward the center, that is, toward the locus of power. Interests of state have increasingly taken over, leading the “responsible” elements within each ideological group more and more to resemble one another.

We have reached the final pages of Orwell’s Animal Farm, in which the pigs, who had previously been the vanguard of the successful animal revolution against man, now walk erect and even live in the farmhouse, and “the creatures outside looked from pig to man, and from man to pig, and from Pig to man again; but already it was impossible to say which was which.” Specifically, it has become almost impossible to distinguish “responsible” National Review conservatism from right-wing social democracy or from neoconservatism, and even, in some respects, from left-liberalism or the democratic socialism of the Robert Heilbroner variety. …”

A STRATEGY FOR THE RIGHT

“…So, to sum up: the problem is that the bad guys, the ruling classes, have gathered unto themselves the intellectual and media elites, who are able to bamboozle the masses into consenting to their rule, to indoctrinate them, as the Marxists would say, with “false consciousness.” What can we, the right-wing opposition, do about it?

One strategy, endemic to libertarians and classical liberals, is what we can call the “Hayekian” model, after F.A. Hayek, or what I have called “educationism.” Ideas, the model declares, are crucial, and ideas filter down a hierarchy, beginning with top philosophers, then seeping down to lesser philosophers, then academics, and finally to journalists and politicians, and then to the masses. The thing to do is to convert the top philosophers to the correct ideas, they will convert the lesser, and so on, in a kind of “trickle-down effect,” until, at last, the masses are converted and liberty has been achieved.

First, it should be noted that this trickle-down strategy is a very gentle and genteel one, relying on quiet mediation and persuasion in the austere corridors of intellectual cerebration. This strategy fits, by the way, with Hayek’s personality, for Hayek is not exactly known as an intellectual gut-fighter.

Of course, ideas and persuasion are important, but there are several fatal flaws in the Hayekian strategy. First, of course, the strategy at best will take several hundred years, and some of us are a bit more impatient than that. But time is by no means the only problem. Many people have noted, for example, mysterious blockages of the trickle. Thus, most real scientists have a very different view of such environmental questions as Alar than that of a few left-wing hysterics, and yet somehow it is always the same few hysterics that are exclusively quoted by the media. The same applies to the vexed problem of inheritance and IQ testing. So how come the media invariably skew the result, and pick and choose the few leftists in the field? Clearly, because the media, especially the respectable and influential media, begin, and continue, with a strong left-liberal bias.

More generally, the Hayekian trickle-down model overlooks a crucial point: that, and I hate to break this to you, intellectuals, academics and the media are not all motivated by truth alone. As we have seen, the intellectual classes may be part of the solution, but also they are a big part of the problem. For, as we have seen, the intellectuals are part of the ruling class, and their economic interests, as well as their interests in prestige, power and admiration, are wrapped up in the present welfare-warfare state system.

Therefore, in addition to converting intellectuals to the cause, the proper course for the right-wing opposition must necessarily be a strategy of boldness and confrontation, of dynamism and excitement, a strategy, in short, of rousing the masses from their slumber and exposing the arrogant elites that are ruling them, controlling them, taxing them, and ripping them off. …”

INVADE THE WORLD

“…When Communism and the Soviet Union collapsed several years ago, it seemed evident that a massive reevaluation of American foreign policy had to get under way. For the duration of the Cold War, U.S. foreign policy was simply a bipartisan interventionist crusade against the Soviet Union, and the only differences were precisely how far the global intervention should go.

But when the Soviet Union fell apart, a rethinking seemed absolutely necessary, since what could form the basis of U.S. policy now? But among the intellectual pundits and elites, the molders of U.S. and even world opinion, virtually no rethinking has occurred at all. Except for Pat Buchanan and us paleos, U.S. foreign policy had proceeded as usual, as if the Cold War collapse never happened. How? Buchanan and the “neo-isolationists” urged that American intervention be guided strictly by American national interest. But the liberal/neocon alliance, now tighter than ever before (now that Soviet Communism, which the neocons were harder on, has disappeared), pretended to agree, and then simply and cunningly redefined “national interest” to cover every ill, every grievance, under the sun. Is someone starving somewhere, however remote from our borders? That’s a problem for our national interest. Is someone or some group killing some other group anywhere in the world? That’s our national interest. Is some government not a “democracy” as defined by our liberal-neocon elites? That challenges our national interest. Is someone committing Hate Thought anywhere on the globe? That has to be solved in our national interest.

And so every grievance everywhere constitutes our national interest, and it becomes the obligation of good old Uncle Sam, as the Only Remaining Superpower and the world’s designated Mr. Fixit, to solve each and every one of these problems. For “we cannot stand idly by” while anyone anywhere starves, hits someone over the head, is undemocratic, or commits a Hate Crime.

It should be clear that there is now virtually no foreign policy distinction between the liberals and the neocons, the Tony Lewises and Bill Safires, Commentary and the Washington Post. Wherever the problem is, the liberal-neocon pundits and laptop bombardiers are all invariably whooping it up for U.S. intervention, for outright war, or for the slippery-slope favorite of “sanctions.” Sanctions, the step-by-step escalation of intervention, is a favorite policy of the warmongers. Calling for immediate bombing or invading of Country X as soon as a grievance starts would seem excessive and even nutty to most Americans, who don’t feel the same sense of deep commitment to the U.S.A. as Global Problem-Solver as do the pundits and elites. And sanctions can temporarily slake the thirst for belligerence. And so it’s sanctions: starving the villains, cutting off transportation, trade, confiscating their property in terms of financial assets, and finally, when that doesn’t work, bombing, sending troops, etc. Troops are usually sent first as purely “humanitarian” missionaries, to safeguard the “humane” aid of the UN “peacekeepers.” But in short order, the benighted natives, irrationally turning against all this help and altruism, begin shooting at their beloved helpers, and the fat is in the fire, and the U.S. must face the prospects of sending troops who are ordered to shoot to kill. …”

Neoconservatism Versus Libertarianism

“…The editors of National Review led a smear campaign against conservatives and libertarians who opposed the war, deeming them “Unpatriotic Conservatives,” and yet now these same people are repeating the arguments of Patrick J. Buchanan, Lew Rockwell, myself, adopting the paleoconservatives critique of “democratic” imperialism. Like Brooks, the National Review editorial makes some minor criticisms of the Bush policy as imperialism “on the cheap,” but the main problem, as far as they are concerned, is:

“An intellectual mistake made prior to the occupation: an underestimation in general of the difficulty of implanting democracy in alien soil, and an overestimation in particular of the sophistication of what is fundamentally still a tribal society and one devastated by decades of tyranny. This was largely, if not entirely, a Wilsonian mistake. The Wilsonian tendency has grown stronger in conservative foreign-policy thought in recent years, with both benefits (idealism should occupy an important place in American foreign policy, and almost always has) and drawbacks (as we have seen in Iraq, the world isn’t as malleable as some Wilsonians would have it).”

One can hardly find anything in this with which to disagree – except to note that one of the biggest and most energetic promoters of this mistaken Wilsonian tendency has been none other than National Review. What else is one to make of Michael Ledeen’s constant paeans to the glories of what he calls “creative destruction” in the Middle East, and countless articles in that magazine urging the extension of the war into Syria, Iran, Saudi Arabia, and beyond? Wasn’t it Rich Lowry, the editor of National Review, who infamously suggested the nuking of Mecca as a prelude to the occupation of Saudi Arabia. I suppose one could claim that the mindset of Lowry and his co-thinkers and fellow editors owes more to Dr. Strangelove than to Woodrow Wilson, but this hardly exculpatory. Second only to The Weekly Standard, none have been louder or more consistent in calling for war in the Middle East than National Review.

What is appalling is the utter dishonesty of their arguments: yesterday, Pat Buchanan was an “unpatriotic conservative” for making the very same arguments against the neoconservative’s democracy fetish as National Review now borrows and claims as its own. It was Buchanan, after all, who recently wrote:

“Bush’s world democratic revolution is Wilsonian imperialism, which contains an inherent and perhaps fatal contradiction. Imperialism means we decide the government a nation will have and how its foreign policy shall be oriented. Democracy means they decide. What do we do if we impose democracy on Iraq, and the Iraqis use their freedom to vote to throw us out and confront Israel and claim Kuwait as their long-lost province?”

Buchanan wrote that in the beginning of April, but he had been saying it long before the wisdom of the principle ever dawned on the editors of National Review. In 1999, he outlined what he called a “New Americanism”:

“We need a new foreign policy rooted neither in the Wilsonian Utopianism of the Democrat Party nor the Pax Americana of the Republican think tanks and little magazines, a policy that reflects the goodness and greatness of this Republic, but also an awareness that we were not put on this earth to lord it over other nations. The true third way is a New Americanism that puts America first, but ‘goes not abroad in search of monsters to destroy,’ that defends America’s freedom, frontiers, citizens, security, and vital interests, but harbors no desire to impose our vision on any other people.” …”

Conservative Political Action Conference

“…Conservative Political Action Conference (CPAC; pronounced /si.pæk/, see-pak) is an annual political conference attended by conservative activists, and elected officials from across the United States. The conference began in 1973 as a small gathering of dedicated conservatives but has since grown into a large event attracting members of Congress, college activists, and other political celebrities. It is hosted by the American Conservative Union Foundation in association with sponsors Human Events and the Young America’s Foundation.

Each year it holds a straw poll of potential presidential candidates. Speakers have included Ronald Reagan, George W. Bush, Dick Cheney, Pat Buchanan, Karl Rove, Newt Gingrich, Ron Paul, and Mitt Romney. Before, during, and after his presidency, Reagan spoke at CPAC a total of 12 times. The 2010 speaker will be Glenn Beck, an American radio and television host, author, conservative political commentator, and entrepreneur. [1] CPAC is not affiliated with the Republican Party, and involves non-partisan groups and members of the Libertarian Party.[citation needed] Since 2007 the Jeane Kirkpatrick Academic Freedom Award has been presented during the conference.

When candidate Obama was among those who shared his political agenda, such as labor unions–AFL-CIO and SEIU, he stated his goals clearly and emphatically and without weasel words.

In regards to health care, candidate Obama was for a single payer universal health care system. The single payer is the Federal Government.

Universal health care is a code word for forcing every American to purchase the mandatory government health care plan–whether an individual wants the plan or not. or whether they can afford one or not.

This is what most Americans would call socialized medicine and coercion.

Well if President Obama does not want a single payer plan, then drop the public plan option that everybody believes is the trojan horse or pathway to a single payer or Government monopoly of health care.

Actually  I believe President Obama wanted and still wants a single payer Government controlled and operated monopoly and he is using the public option to destroy competition in the health insurance market and not as he claims increase competition. He is very intentionally misleading at best and lying at worse about the long term consequences of the public option plan.

President Obama is lying to the American people.

Cut the bull Mr. President.

The vast majority of the American people do not believe him nor trust him.

This is the reason his popularity is falling in the polls.

As they say in Texas, fool me once shame on you, fool me twice shame on me.

President Obama has revealed himself to be the unbelievable President.

Once the trust is lost, it is very rare for any one including the President of the United States to regain a person’s trust.

President Obama rush to pass so-called Health Care Reform now reframed as Health Insurance Reform, like the rush to pass a cap and trade energy tax,  will for all practical purposes be the two inititiatives that will lead to his and his party defeat at the polls in 2010 and 2012.

The Big Lie public relations or propoganda strategy may have worked if big media still had a monopoly on the news.

Fortunately, big media is declining in viewers, readers and listeners.

The bloggers and talk radio are keeping up with what is the truth and what are the lies.

Professional politicians are begining to understand that when you lie your words, photo, and even video may be on the internet within hours.

Competition works in spreading information and knowledge to the American people who are free to chose who they believe.

President Obama assailed “wild misrepresentations” by his opponents at the Portsmouth town hall today.

But he wildly misrepresented his position on single payer.

And he wildly misrepresented the AARP’s position on Obamacare:

…the President may have overstated support for his plan in one instance. When asked about the potential impact of the reform plan on Medicare, the President said, “The AARP would not be endorsing a bill if it was undermining Medicare.” Problem is – the AARP has not yet endorsed the plan. The New Hampshire head of the AARP chapter here told ABC’s Lisa Chinn today that the AARP hasn’t yet made up its mind as an organization whether to endorse the bill.

What ‘Right’ to Health Care?

“…The first premise is moral: that medical care is a right. It is not. There was no right to such care before doctors, hospitals, and pharmaceutical companies produced it. Health care is a service, which we all need, and none of us are better served by placing our lives and our doctors under coercive bureaucratic control.

The second premise is economic: that the government can produce a positive result by redistributing thousands of billions of dollars from its most productive citizens. This is the road to stagnation and national bankruptcy, not universal prosperity.

If Congress really wanted to address health care problems, it could begin with three things: (1) tort reform, to end the ruinous lawsuits that force medical specialists into insurance costs of hundreds of thousands of dollars per year; (2) Medicare reform, to face squarely the fact of the program’s insolvency; and (3) regulatory reform, to roll back the onerous rules that force doctors, hospitals and pharmaceutical companies (who are pilloried for producing the care that many people then demand as a “right”) into satisfying bureaucratic dictates rather than solving patients’ problems.

The Health Care Bill: What HR 3200, ‘’America’s Affordable Health Choices Act of 2009,’ Says

“…What does the bill, HR 3200, short-titled ‘‘America’s Affordable Health Choices Act of 2009,” actually say about major health care issues? I here pose a few questions in no particular order, citing relevant passages and offering a brief evaluation after each set of passages.

This bill is 1017 pages long. It is knee-deep in legalese and references to other federal regulations and laws. I have only touched pieces of the bill here. For instance, I have not considered the establishment of (1) “Health Choices Commissioner” (Section 141); (2) a “Health Insurance Exchange,” (Section 201), basically a government run insurance scheme to coordinate all insurance activity; (3) a Public Health Insurance Option (Section 221); and similar provisions.  

This is the evaluation of someone who is neither a physician nor a legal professional. I am citizen, concerned about this bill’s effects on my freedom as an American. I would rather have used my time in other ways—but this is too important to ignore.

2. Will the plan punish Americans who try to opt out?

What the bill says, pages 167-168, section 401, TAX ON INDIVIDUALS WITHOUT ACCEPTABLE HEALTH CARE COVERAGE:

(a) TAX IMPOSED.—In the case of any individual who does not meet the requirements of subsection (d) at any time during the taxable year, there is hereby imposed a tax equal to 2.5 percent of the excess of—

(1) the taxpayer’s modified adjusted gross income for the taxable year, over

(2) the amount of gross income specified in section 6012(a)(1) with respect to the taxpayer. . . .

EVALUATION OF THE PASSAGE:

  1. This section amends the Internal Revenue Code.
  2. Anyone caught without acceptable coverage and not in the government plan will pay a special tax.
  3. The IRS will be a major enforcement mechanism for the plan.

3. what constitutes “acceptable” coverage?

Here is what the bill says, pages 26-30, SEC. 122, ESSENTIAL BENEFITS PACKAGE DEFINED:

 (a) IN GENERAL.—In this division, the term ‘‘essential benefits package’’ means health benefits coverage, consistent with standards adopted under section 124 to ensure the provision of quality health care and financial security . . .

(b) MINIMUM SERVICES TO BE COVERED.—The items and services described in this subsection are the following:

(1) Hospitalization.

(2) Outpatient hospital and outpatient clinic services . . .

(3) Professional services of physicians and other health professionals.

(4) Such services, equipment, and supplies incident to the services of a physician’s or a health professional’s delivery of care . . .

(5) Prescription drugs.

(6) Rehabilitative and habilitative services.

(7) Mental health and substance use disorder services.

(8) Preventive services . . .  

(9) Maternity care.

(10) Well baby and well child care . . .

(c) REQUIREMENTS RELATING TO COST-SHARING AND MINIMUM ACTUARIAL VALUE . . .

(3) MINIMUM ACTUARIAL VALUE.—

(A) IN GENERAL.—The cost-sharing under the essential benefits package shall be designed to provide a level of coverage that is designed to provide benefits that are actuarially equivalent to approximately 70 percent of the full actuarial value of the benefits provided under the reference benefits package described in subparagraph (B).

  1.  The bill defines “acceptable coverage” and leaves no room for choice in this regard.  
  2. By setting a minimum 70%  actuarial value of benefits, the bill makes health plans in which individuals pay for routine services, but carry insurance only for catastrophic events, (such as Health Savings Accounts) illegal. …”

eading political figures, including President-Elect Barack Obama,Committee Chair Max Baucus, and Human Services Tom Daschle3 are proposing to offer a new public insurance option to Americans who lack employment-based coverage. The public plan would be similar to conventional Medicare (the “public Medicare plan,” as distinguished from private plans that contract with Medicare) in that it would be managed by the federal government and pay private providers to deliver care. The public plan would be offered through a new national insurance “exchange,” where it would compete with private insurance plans.  
 

 

 

This policy brief sets out the argument for public plan choice. The core argument is that public insurance has distinct strengths and thus, offered as a choice on a level playing field with private plans, can serve as an important benchmark for private insurance within a reformed health care framework. This is not an argument for a universal Medicare program, but instead for a “hybrid” approach that builds on the best elements of the present system—large group plans in the public and private sectors—while putting in place a new means by which those without access to secure workplace insurance can choose among health plans that provide strong guarantees of quality, affordable coverage. The case made in this brief is that this menu of health plans

First, public insurance has a better track record than private insurance when it comes to reining in costs while preserving access. By way of illustration,

Medicare has proven superior at cost control not just to health plans in the private sector, but also to private plans that contract with the federal government, such as those offered through the Federal Employees Health Benefits Program (FEHBP)—suggesting that public insurance can outperform private plans even in the context of insurance reforms.

Second, over the last generation, public insurance has pioneered new payment and quality-improvement methods that have frequently set the standard for private plans. More important, it has the potential to carry out these vital tasks much more effectively in the future, using information technology, large databases of practices and outcomes, and new payment approaches and care-coordination strategies. Indeed, a new public plan could spearhead improvement of existing public programs as well as private plans.

Third, public plan choice is essential to set a standard against which private plans must compete. Without a public plan competing with private plans, we will continue to lack strong mechanisms to rein in costs and drive value down the road. As a benchmark, a new public plan alongside private plans will help unite the public around the principle of broadly shared risk while building greater confidence in government over the long term.

Public plan choice will allow Americans to realize the benefits of both public and private plans: flexibility and security, innovation and stability, and market and democratic accountability. And, according to opinion polling, this is what most Americans want: public and private insurance competing side by side so that they can choose the best option for themselves and their families.

President Obama has proposed to create a “public plan” that would compete for enrollment with the private insurance industry, but has provided few details on how it would work.

During the 2008 campaign, Senators Clinton and Edwards proposed a public plan administered through Medicare using Medicare provider reimbursement levels. Employers and individuals would have been able to purchase coverage from the public plan by paying a full cost premium, with subsidies provided for low-income families.

The public plan is difficult to evaluate because no one has specified in legislation how it would work. During the presidential campaign the President did not specify that the plan would be modeled on Medicare, and said that the plan would be open to only individuals, the selfemployed and small firms. Senator Baucus has also proposed a public plan, but has not yet specified payment levels or the groups that would be eligible to enroll.

Consequently, in this paper, we present impact estimates under several variations on the public plan model. Under each variation, we assume that the public plan is implemented together with President Obama’s coverage expansion proposals, which we estimate would cover about 28 million uninsured people.

If Medicare payment levels are used in the public plan, premiums would be up to 30 percent less than premiums for comparable private coverage. On average, the monthly premium in the public plan for a typical benefits package would be $761 per family compared with an average of $970 per family in the private market for the same coverage.

If as the President proposed, eligibility is limited to only small employers, individuals and the self-employed, public plan enrollment would reach 42.9 million people. The number of people with private coverage would fall by 32.0 million people. If private payer reimbursement levels are used by the public plan, enrollment would be lower, with only 10.4 million people switching to the public plan from private insurance.

If the public plan is opened to all employers as proposed by Senators Clinton and Edwards, at Medicare payment levels we estimate that about 131.2 million people would enroll in the public plan. The number of people with private health insurance would decline by 119.1 million people. This would be a two-thirds reduction in the number of people with private coverage (currently 170 million people). Here again, if the higher private payer levels are used, enrollment in private insurance would decline by only 12.5 million people.

Medicare premiums would be lower than private premiums because of the exceptional leverage Medicare has with providers. Medicare pays hospitals about 30 percent less than private insurers pay for the same service. Physician payments are about 20 percent less than under private coverage. Also, because Medicare has no allowance for insurer profits or broker/agent commissions, administrative costs for this population are about one-third of administrative costs in private health plans.

Do Doctors Really Support a Public Plan Option?

“…Although widely alluded to in the press, few in the public likely comprehend the importance of SGR for doctors and why it may be preventing the profession from taking a strong stand in opposition to a public plan option.  A stand many doctors strongly support.

To understand the impact of SGR it’s necessary to know how physicians are paid.  In 1965 the Medicare program began offering government insurance to seniors using the same rates doctors were receiving from private insurance. But financial problems soon emerged as previously uninsured people were given unlimited access to taxpayer- subsidized healthcare. Progress in medical research along with new drugs and technologies led to more beneficiaries living longer using more services and more federal money.  To slow the growth in physician payments Congress turned to price controls, which were eventually refined into the 1992 Medicare Physician Fee Schedule (MPFS), the scheme under which payment for all physician services is still made. The effect of the MPFS was greatly increased when private insurers adopted it to cut their own physician costs.  Most insurers now pay doctors a fraction of the MPFS payment, usually a little more or less but always tied to Medicare rates.  Thus a change in Medicare rates reverberates throughout the healthcare system. …”

“…Newsmax has learned that the Obama administration also has zeroed out funding for pro-democracy programs inside Iran from the State Department budget for fiscal 2010, just as protests in Iran are ramping up.

Funding for pro-democracy programs began in 2004, when Congress earmarked $1.5 million of the State Department budget for “educational, humanitarian, and non-governmental organizations and individuals inside Iran to support the advancement of democracy and human rights in Iran.”

The funding ramped up dramatically two years later, when Secretary of State Condoleezza Rice requested $75 million for pro-democracy programs. More than half of the $66.1 million Congress finally appropriated went to expand U.S. government-funded Persian language broadcasting services at Voice of America and Radio Free Europe/Radio Liberty.

But no money has been earmarked for such programs in the administration’s fiscal 2010 foreign operations budget request. Congressional sources told Newsmax they doubted that a Democrat-controlled Congress would add it when the budget comes before a committee next week.

Controversy has surrounded the programs from the start, with pro-regime lobbying groups, such as the National Iranian-American Council urging the State Department to cancel the funding.

And although Bush administration officials told pro-democracy activists they wanted to fund projects inside Iran (as called for in the original legislative language), State Department desk officers intervened to block funding for any projects other than cultural exchanges and “think tanks and studies,” insiders told Newsmax.

One key opponent of the funding, who weighed in at meetings to block specific grant requests aimed at helping pro-democracy groups inside Iran, was Suzanne Maloney, who is now at the Brookings Institution.

Speaking at a Washington forum that the National Iranian-American Council sponsored Wednesday, Maloney applauded President Obama’s do-nothing policy. “The best thing we can do for Iranian democracy is sit back and let Iranians fight it out for themselves,” she said, echoing the president’s own words from a brief press statement the day before.

Program supporters say the efforts of people such as Maloney inside the State Department to blunt the original intent have made the funding virtually meaningless.

“The State Department never did a lot with all the funding we gave them, so I’m not sure that zeroing it out is a huge loss,” an aide to a key congressional supporter of the funding told Newsmax.  …”

“…The post of Supreme Leader (Persian: رهبر انقلاب, Rahbare Enqelab,[1] lit. Leader of the Revolution, or مقام رهبری, Maghame Rahbari,[2] lit. Leadership Authority) was created in the constitution of the Islamic Republic of Iran as the highest ranking political and religious authority of the nation, in accordance with the concept of Guardianship of the Islamic Jurists.[3] The title “Supreme” Leader (Persian: رهبر معظم, Rahbare Moazzam) is often used as a sign of respect; however, this terminology is not found in the constitution of Iran, which simply referred to the “Leader” (rahbar).

More powerful than the president of Iran, the Leader appoints the heads of many powerful posts – the commanders of the armed forces, the director of the national radio and television network, the heads of the major religious foundations, the prayer leaders in city mosques, and the members of national security councils dealing with defence and foreign affairs. He also appoints the chief judge, the chief prosecutor, special tribunals and, with the help of the chief judge, the 12 jurists of the Guardian Council – the powerful body that decides both what bills may become law and who may run for president or parliament.[4]

Iran has had two Supreme Leaders; currently the post is occupied by Ali Khamenei.

The Supreme Leader is elected by the Assembly of Experts, which is also in charge of overseeing the Supreme Leader, and also has the power to dismiss him. As the name indicates, the Supreme Leader is considered as the ultimate head of the Iranian political and governmental establishment, above that of Iran’s president. According to the constitution, he has the last say in internal and foreign policies, control of all of the armed forces (Army, Revolutionary Guards, Police), and control of state broadcast and others (see below). The head of the Judicial branch (in Persian: قوه قضائیه) is also directly appointed by him.

The President of Iran, who is elected by universal suffrage, is the Executive President (Head of government). In 1989, the Prime Minister’s office was merged with the President’s office to form the current post of President of Iran. However, certain executive powers, such as command of the armed forces and declaration of war and peace, remain in the hands of the Supreme Leader.[5] Furthermore the Supreme Leader may even dismiss the president and prevent the legitimation of any law (appointed by assembly) by the institutions under his control, the Guardian Council and the Expediency Council. …”

 

 

Marja

“….Marja (Arabic/Persian: مرجع), also appearing as Marja Taqlid or Marja Dini (Arabic/Persian: مرجع تقليد / مرجع ديني), literally means “Source to Imitate/Follow” or “Religious Reference”. It is the label provided to Shia authority, a Grand Ayatollah with the authority to make legal decisions within the confines of Islamic law for followers and less-credentialed clerics. After the Qur’an and the Prophets and Imams, marjas are the highest authority on religious laws in Usuli Twelver Shia Islam.

Currently, marjas are accorded the title Grand Ayatollah (Arabic/Persian: آية ‌الله العظمی Ayatollah al-Uzma), however when referring to one, the use of Ayatollah is acceptable. Previously, the titles of Allamah[1] and Imam[2] have also been used.

The marja’yiat of an Ayatollah transpires when he becomes a celebrated figure in the hawza and his students and followers trust him in answering their questions, and ask him to publish his juristic book, the resalah amaliyah – a manual of practical rulings arranged according to topics dealing with ritual purity, worship, social issues, business, and political affairs. The resalah contains an ayatollah’s fatwas on different topics, according to his knowledge of the most authentic Islamic sources and their application to current life. Traditionally only the most renowned Ayatollahs of the given time published a resalah, while today many Ayatollahs of various illustriousness have published one, while some of the renowned ones have refused to do so.

Where a difference in opinion exists between the marjas, each of them provide their own opinion and the Muqallid will follow his/her own marja’s opinion on that subject. [3] A mujtahid, i.e. someone who has completed advanced training (dars kharij) in the hawza and has acquired the license to engage in ijtihad (ejazaye ijtihad) from one or several ayatollahs, is exempted from the requirement to follow a marja. One should note, however, that ijtihad is not always comprehensive and so a mujtahid may be an expert in one particular area of Islamic jurisprudence (fiqh) and exercise ijtihad therein, but follow a marja in other areas of fiqh.

Several senior Grand Ayatollahs constitute the hawza, a religious institution. The hawza of Qom and Najaf are preeminent seminary centers for the training of Shia clergymen. However, there are other smaller hawzas in other cities around the world, such as Karbala in Iraq and Mashhad, and Isfahan in Iran. …”

Consumer sovereignty is a term which is used in economics to refer to the rule or sovereignty of purchasers in markets as to production of goods. It is the power of consumers to decide what gets produced. People use the this term to describe the consumer as the “king,” or ruler, of the market, the one who determines what products will be produced. [1] Also, this term denotes the way in which a consumer ideologically choices to buy a good or service. Furthermore,the term can be used as either a norm (as to what consumers should be permitted) or a description (as to what consumers are permitted).

In unrestricted markets, those with income or wealth are able to use their purchasing power to motivate producers as what to produce (and how much). Customers do not necessarily have to buy and, if dissatisfied, can take their business elsewhere, while the profit-seeking sellers find that they can make the greatest profit by trying to provide the best possible products for the price (or the lowest possible price for a given product). In the language of cliché, “The one with the gold makes the rules.”

To most neoclassical economists, complete consumer sovereignty is an ideal rather than a reality because of the existence — or even the ubiquity — of market failure. Some economists of the Chicago school and the Austrian school see consumer sovereignty as a reality in a free market economy without interference from government or other non-market institutions, or anti-market institutions such as monopolies or cartels. That is, alleged market failures are seen as being a result of non-market forces. However, it has also been argued (e.g., by Goutam U. Jois) that even a “pure” market system violates the consumer sovereignty norm.

“…The Normandy Landings were the first operations of the Allied invasion of Normandy, also known as Operation Neptune and Operation Overlord, during World War II. The landings commenced on June 6, 1944 (D-Day), beginning at 6:30 British Double Summer Time (H-Hour). In planning, D-Day was the term used for the day of actual landing, which was dependent on final approval. The assault was conducted in two phases: an air assault landing of American, British and Canadian airborne troops shortly after midnight, and an amphibious landing of Allied infantry and armoured divisions on the coast of France commencing at 6:30. There were also subsidiary ‘attacks’ mounted under the codenames Operation Glimmer and Operation Taxable to distract the Kriegsmarine and the German army from the real landing areas.[3] The operation was the largest single-day amphibious invasion of all time, with 160,000[4] troops landing on June 6, 1944. 195,700[5] Allied naval and merchant navy personnel in over 5,000[4] ships were involved. The landings took place along a 50-mile (80 km) stretch of the Normandy coast divided into five sectors: Utah, Omaha, Gold, Juno and Sword. The Allies had previously invaded mainland Europe September 3, 1943 with the landings in Italy.
