Pope Francis was about to take a major step backing the science behind ­human-driven global warming, and Philippe de Larminat was determined to change his mind.

A French doubter who authored a book arguing that solar activity — not greenhouse gases — was driving global warming, de Larminat sought a spot at a climate summit in April sponsored by the Vatican’s Pontifical Academy of Sciences. Nobel laureates would be there. So would U.N. Secretary General Ban Ki-moon, U.S. economist Jeffrey Sachs and others calling for dramatic steps to curb carbon emissions.

After securing a high-level meeting at the Vatican, he was told that, space permitting, he could join. He bought a plane ticket from Paris to Rome. But five days before the April 28 summit, de Larminat said, he received an e-mail saying there was no space left. It came after other scientists — as well as the powerful Vatican bureaucrat in charge of the academy — insisted he had no business being there.

“They did not want to hear an off note,” de Larminat said.

The incident highlights how climate-change doubters tried and failed to alter the landmark papal document unveiled last week — one that saw the leader of 1 billion Catholics fuse faith and reason and come to the conclusion that “denial” is wrong.

It marked the latest blow for those seeking to stop the reform-minded train that has become Francis’s papacy. It is one that has reinvigorated liberal Catholics even as it has sowed the seeds of resentment and dissent inside and outside the Vatican’s ancient walls.

Yet the battle lost over climate change also suggests how hard it may be for critics to blunt the power of a man who has become something of a juggernaut in an institution where change tends to unfold over decades, even centuries. More than anything, to those who doubt the human impact of global warming, the position staked out by Francis in his papal document, known as an encyclical, means a major defeat.

“This was their Waterloo,” said Kert Davies, executive director of the Climate Investigations Center, who has been tracking ­climate-change deniers for years. “They wanted the encyclical not to happen. And it happened.”

Papal advisers say Francis signaled his intent to draft a major document on the environment soon after assuming the throne of St. Peter in March 2013. His interest in the topic dates to his days as a bishop in Buenos Aires, where Francis, officials say, was struck by the effects of floods and unsanitary conditions on Argentine shantytowns known as “misery villages.”

In January, Francis officially announced his goal of drafting the encyclical — saying after an official visit to the Philippines that he wanted to make a “contribution” to the debate ahead of a major U.N. summit on climate change in Paris in December.

But several efforts by those skeptical of the scientific consensus on climate change to influence the document appear to have come considerably later — in April — and, maybe, too late.

In late April, the Chicago-based Heartland Institute, a free-market group that serves as a hub of skepticism regarding the science of human-caused global warming, sent a delegation to the Vatican. As a Heartland news release put it, they hoped “to inform Pope Francis of the truth about climate science: There is no global warming crisis!”

It was meant to coincide with the same April meeting that de Larminat was trying to attend. Heartland’s activists were not part of the invited contingent, either, Heartland communications director Jim Lakely said.

“It was a side event,” he said. “We were outside the walls of the Vatican. We were at a hotel — literally, I could throw a football into St. Peter’s Square.”

Seven scientists and other experts gave speeches at the Heartland event, raising doubts about various aspects of the scientific consensus on climate change, even as several also urged the pope not to take sides in the debate. It’s impossible to know how that influenced those in the Vatican working on the pope’s document — which one Vatican official said was at “an advanced stage.” But Lakely said his group did not see much of its argument reflected in the final document.

“We all want the poor to live better lives, but we just don’t think the solution to that is to restrict the use of fossil fuels, because we don’t think CO2 is causing a climate crisis,” Lakely said. “So if that’s our message in a sentence, that message was not reflected in the encyclical, so there you go.”

Pope Francis, in Sweeping Encyclical, Calls for Swift Action on Climate Change

Francis has made it clear that he hopes the encyclical will influence energy and economic policy and stir a global movement. He calls on ordinary people to press politicians for change. Catholic bishops and priests around the world are expected to discuss the encyclical in services on Sunday. But Francis is also reaching for a wider audience, asking in the document “to address every person living on this planet.”

Even before the encyclical, the pope’s stance against environmental destruction and his demand for global action had already thrilled many scientists. Advocates of policies to combat climate change have said they hoped that Francis could lend a “moral dimension” to the debate.

“Within the scientific community, there is almost a code of honor that you will never transgress the red line between pure analysis and moral issues,” said Hans Joachim Schellnhuber, founder and chairman of the Potsdam Institute for Climate Impact Research. “But we are now in a situation where we have to think about the consequences of our insight for society.”

Francis has been sharply criticized by those who question or deny the established science of human-caused climate change, and also by some conservative Roman Catholics, who see the encyclical as an attack on capitalism and as political meddling.

Governments are now developing domestic climate-change plans to prepare for aUnited Nations summit meeting on the issue in Paris in December. The meeting’s goal is to achieve a sweeping accord in which every nation would commit to new policies to limit greenhouse-gas emissions. Many governments have yet to present plans, including major emitters like Brazil, which has a large Catholic population. The encyclical is seen as an unsubtle nudge for action.

“It gives a lot of cover to political and economic leaders in those countries, as they make decisions on climate change policy,” said Timothy Wirth, vice chairman of the United Nations Foundation.

Catholic theologians say the overarching theme of the encyclical is “integral ecology,” which links care for the environment with a notion already well developed in Catholic teaching: that economic development, to be morally good and just, must take into account people’s need for things like freedom, education and meaningful work.

“The basic idea is, in order to love God, you have to love your fellow human beings, and you have to love and care for the rest of creation,” said Vincent Miller, who holds a chair in Catholic theology and culture at the University of Dayton, a Catholic college in Ohio. “It gives Francis a very traditional basis to argue for the inclusion of environmental concern at the center of Christian faith.”

He added: “Critics will say the church can’t teach policy, the church can’t teach politics. And Francis is saying, ‘No, these things are at the core of the church’s teaching.’ ”

Francis tapped a wide variety of sources in his encyclical, partly to underscore the universality of his message. He cites passages from his two papal predecessors, John Paul II and Benedict XVI, and draws prominently from a religious ally, Patriarch Bartholomew I of Constantinople, leader of the Eastern Orthodox Church. He also cites a ninth-century Sufi mystic, Ali al-Khawas.

“This is not a correct interpretation of the Bible as understood by the Church,” Francis writes. The Bible teaches human beings to “till and keep” the garden of the world, he says. “ ‘Tilling’ refers to cultivating, plowing or working, while ‘keeping’ means caring, protecting, overseeing and preserving.”

His most stinging rebuke is a broad critique of profit-seeking and the undue influence of technology on society. He praises achievements in medicine, science and engineering, but says that “our immense technological development has not been accompanied by a development in human responsibility, values and conscience.”

Central to Francis’ theme is the link between poverty and the planet’s fragility. The pope rejects the belief that technology and “current economics” will solve environmental problems, or “that the problems of global hunger and poverty will be resolved simply by market growth.”

“A huge indictment I see in this encyclical is that people have lost their sense of ultimate and proper goals of technology and economics,” said Christiana Z. Peppard, an assistant professor of theology, science and ethics at Fordham University in New York. “We are focused on short-term, consumerist patterns.”

Encyclicals are letters to the clergy and laity of the church that are considered authoritative. Catholics are expected to try to sincerely embrace their teachings. But more specific assertions in them can be categorized as “prudential judgments,” a phrase that some critics have invoked to reject Francis’ positions on issues like climate change or economic inequality.

Many conservatives will be pleased with the encyclical’s strong criticism of abortion, and its dismissal of arguments that population control can be an answer to poverty. However, Francis sharply criticizes the trading of carbon credits — a market-based system central to the European Union’s climate policy — and says it “may simply become a ploy which permits maintaining the excessive consumption of some countries and sectors.”

Above all, Francis frames the encyclical as a call to action. He praises young people for being ready for change, and said “enforceable international agreements are urgently needed.” He cites Benedict in saying that advanced societies “must be prepared to encourage more sober lifestyles, while reducing their energy consumption and improving its efficiency.”

“All is not lost,” he writes. “Human beings, while capable of the worst, are also capable of rising above themselves, choosing again what is good, and making a new start.”

The Scientific Pantheist Who Advises Pope Francis

The scientist who influenced Laudato Si, and who serves at the Vatican’s science office, seems to believe in Gaia, but not in God.

St. Francis of Assisi’s hymn Laudato Si’ spoke of “Brothers” Sun and Fire and “Sisters” Moon and Water, using these colorful phrases figuratively, as a way of praising God’s creation. These sentimental words so touched Pope Francis that he named his encyclical after this canticle (repeated in paragraph 87 of the Holy Father’s letter).

Neither Pope Francis nor St. Francis took the words literally, of course. Neither believed that fire was alive and could be talked to or reasoned with or, worse, worshiped. Strange, then, that a self-professed atheist and scientific advisor to the Vatican named Hans Schellnhuber appears to believe in a Mother Earth.

Gaia

The Gaia Principle, first advanced by chemist James Lovelock (who has lately had second thoughts) and microbiologist Lynn Margulis in the 1970s, says that all life interacts with the Earth, and the Earth with all life, to form a giant self-regulating, living system.

This goes far beyond the fact that the Earth’s climate system has feedbacks, which are at the very center of the debate over climate change. In the Gaia Principle, Mother Earth is alive, and even, some think, aware in some ill-defined, mystical way. The Earth knows man and his activities and, frankly, isn’t too happy with him.

This is what we might call “scientific pantheism,” a kind that appeals to atheistic scientists. It is an updated version of the pagan belief that the universe itself is God, that the Earth is at least semi-divine — a real Brother Sun and Sister Water! Mother Earth is immanent in creation and not transcendent, like the Christian God.

What’s this have to do with Schellnhuber? In the 1999 Nature paper “‘Earth system’ analysis and the second Copernican revolution,” he said:

Ecosphere science is therefore coming of age, lending respectability to its romantic companion, Gaia theory, as pioneered by Lovelock and Margulis. This hotly debated ‘geophysiological’ approach to Earth-system analysis argues that the biosphere contributes in an almost cognizant way to self-regulating feedback mechanisms that have kept the Earth’s surface environment stable and habitable for life.

Geo-physiological, in case you missed it. Cognizant, in black and white. So dedicated is Schellnhuber to this belief that he says “the Gaia approach may even include the influence of biospheric activities on the Earth’s plate-tectonic processes.”  Not the other way around, mind you, where continental drift and earthquakes effects life, but where life effects earthquakes.

He elaborates:

Although effects such as the glaciations may still be interpreted as over-reactions to small disturbances — a kind of cathartic geophysiological fever — the main events, resulting in accelerated maturation by shock treatment, indicate that Gaia faces a powerful antagonist. Rampino has proposed personifying this opposition as Shiva, the Hindu god of destruction.

Mother Earth gets the flu and instead of white blood cells and a rise in temperature to fend off the infection, it sends white ice and a decrease in temperatures. How? Geophysiologically! I remind the reader that our author, writing in one of the world’s most prominent science journals, does not use these propositions metaphorically. He proposes them as actual mechanisms.

Schellnhuber echoes the theme of a cognizant, i.e. self-aware, planet in another (co-authored) 2004 paper in Nature 2004, “Climbing the co-evolution ladder,” suggesting again that mankind is an infection, saying that mankind “perturbs … the global ‘metabolism’” of the planet.

Tipping Points

Schellnhuber, a one-time quantum physicist who turned his attention to Mother Earth late in his career, was also co-author of a 2009 Proceedings of the National Academy of Sciences paper “Imprecise probability assessment of tipping points in the climate system,” which asked select scientists their gut assessment about the arrival of various “tipping points.” Tipping points are a theme of Schellnhuber’s research (see inter alia this and this).

Tipping points are supposed moments when some doom which might have been avoided if some action had been taken, is no longer possible to avoid and will arrive no matter what. Tipping points have come and gone in climate forecasts for decades now. The promised dooms never arrive but the false prophets never quit.  Their intent is less to forecast than to induce something short of panic in order to plead for political intervention. When the old tipping point is past, theorists just change the date, issue new warnings and hope no one will notice.

One of the tipping points Schellnhuber asked about was the melting of the Greenland ice sheet, depending on what the temperature did. All of the selected experts (who answered the questions in 2004 and 2005) gave moderate (~15-25%) to quite high probabilities (50-80%) for this event to have occurred by 2015. The ice did not melt.

Schellnhuber presented more tipping points to the Pontifical Academy of Sciences in 2014 in the co-authored paper, “Climate-System Tipping Points and Extreme Weather Events.” In that paper, Schellnhuber has a “scientific” graph with Michelangelo’s Sistine Chapel Adam “flicking” a planet earth over a methane tipping point, such that the earth would roll down into a fiery pit labeled the “Warming Abyss.” Hell on earth.

The Problem of People

Schellnhuber is most famous for predicting that the “carrying capacity” of the earth is “below” 1 billion people. When confronted with this, he called those who quoted him “liars.” But he then repeated the same claim, saying, “All I said was that if we had unlimited global warming of eight degrees warming, maybe the carrying capacity of the earth would go down to just 1 billion, and then the discussion would be settled.”  And he has often said that this temperature tipping point would be reached — unless “actions” were taken.

The man is suspicious of people. In that same interview he said, “If you want to reduce human population, there are wonderful means: Improve the education of girls and young women.” Since young women already know where babies come from, and since this knowledge tends neither to increase nor decrease population, the “education” he has in mind must be facts about how to avoid the consequences of sex. Austin Ruse discovered a 2009 talk in which Schellnhuber said the earth “will explode” due to resource depletion once the population reaches 9 billion, a number that the UN projects in 2050. Presumably he wants earth to avoid that fate, so he mustsupport the population control that Pope Francis so clearly repudiated in his encyclical.

Bad Religion

Confirmation bias happens when a scientist manipulates an experiment so that he gets the outcome he hoped he would get. When Schellnhuber invites only believers in tipping-points-of-doom to characterize their guesses of this doom, his view that the doom is real will be confirmed. And when he publishes a paper that says, “Scientists say world is doomed” the public and politicians believe it. Scientists skeptical of the doom are dismissed because they are skeptics. This isn’t good science. It’s really bad religion, and a pagan one at that.

Global warming research is characterized by an insider’s club. If you believe, you’re in. If you doubt, you’re out. This is also so at the Pontifical Academies of Science where Schellnhuber was appointed by Bishop Marcelo Sanchez Sorondo. The bishop locked scientists with contrary views out of the process, scientists he has repeatedly dismissed as “funded by the oil industry.” Given this, how likely is it that the Holy Father was fully aware of the views of the chief scientist who advised him?

Nongovernmental International Panel on Climate Change

“…On June 2, as Congress debated global warming legislation that would raise energy costs to consumers by hundreds of billions of dollars, the Nongovernmental International Panel on Climate Change (NIPCC) released an 880-page book challenging the scientific basis of concerns that global warming is either man-made or would have harmful effects.

In “Climate Change Reconsidered: The 2009 Report of the Nongovernmental International Panel on Climate Change (NIPCC),” coauthors Dr. S. Fred Singer and Dr. Craig Idso and 35 contributors and reviewers present an authoritative and detailed rebuttal of the findings of the United Nations’ Intergovernmental Panel on Climate Change (IPCC), on which the Obama Administration and Democrats in Congress rely for their regulatory proposals.

The scholarship in this book demonstrates overwhelming scientific support for the position that the warming of the twentieth century was moderate and not unprecedented, that its impact on human health and wildlife was positive, and that carbon dioxide probably is not the driving factor behind climate change.

The authors cite thousands of peer-reviewed research papers and books that were ignored by the IPCC, plus additional scientific research that became available after the IPCC’s self-imposed deadline of May 2006.

The Nongovernmental International Panel on Climate Change (NIPCC) is an international panel of nongovernment scientists and scholars who have come together to understand the causes and consequences of climate change. Because it is not a government agency, and because its members are not predisposed to believe climate change is caused by human greenhouse gas emissions, NIPCC is able to offer an independent “second opinion” of the evidence reviewed by the Intergovernmental Panel on Climate Change (IPCC). …”

Amtrak Bill Continues History of Wasted Subsidies

Congressional Republicans were elected on a platform of cutting spending, but taxpayers will continue to pay for Amtrak’s losses for at least 5 more years if a bill that just passed the House becomes law.  Can’t Congress do better?

Amtrak has cost the government over $45 billion in subsidies over the last 44 years, allowing it to finance the upkeep of unprofitable routes, overstaffed trains, and the mismanagement of its food services.

The bipartisan Passenger Rail Reform and Investment Act of 2015 would subsidize Amtrak by an estimated $7 billion from 2016 to 2020.  It passed the House by 316 votes to 101 votes on Wednesday and is now headed to the Senate and, presumably, President Obama’s signature.  Amtrak has been operating without official funding authorization since the previous bill expired in October 2013.

Despite generous taxpayer subsidies, Amtrak has run operating losses every year since it began operating in 1971. Although these losses are declining, in 2014, the railroad reported what it described as a “strong” result, with an operating loss of only $227 million.

The operating loss is unlikely to continue to decline due to the losses in Amtrak’s long-distance routes, which bleed about $600 million annually. After factoring in depreciation and other expenses, Amtrak lost a total of $1.1 billion in 2014.

The railroad’s food and beverage service has been singled out in recent years by both government watchdogs and Congress for its wasteful use of government subsidies.  Amtrak lost over $900 million from 2003 to 2013 on food services alone.

In a 2012 congressional hearing, Rep. John Mica (R-FL) noted that a $9 cheeseburger sold on an Amtrak train actually costs $16 after factoring in the services’ operating expenses, and the $7 shortfall is subsidized taxpayers.  A 2013 Inspector General report found that employee-pass riders who are offered free trips on Amtrak also received complimentary meals, resulting in a $240,000 loss for the railroad in 2012.

A provision in the 2015 bill requires Amtrak to develop and implement a plan to eliminate the losses from its food and beverage in five years, but a similar rule passed decades ago failed to achieve savings. Amtrak was required by Congress to turn a profit from its food and beverage service in 1981, but the railroad never complied. A 1997 law went a step further by requiring Amtrak to operate subsidy-free by 2002, but losses continued, along with government subsidies.

The 2015 bill lacks an effective mechanism to force Amtrak’s food service to become solvent in an enforceable timeframe, thus allowing Amtrak to continue losing money without fear of losing its subsidies.  The millions lost from its food services are dwarfed by the billions spent on labor costs and mismanagement of funds, and will continue as long as subsidies prevent accountability for the losses.

The $1 billion in annual subsidies have not covered all of Amtrak’s expenses, and the company has incurred an estimated $1 billion in non-federal debt.  The 2015 bill authorizes $625 million in federal funds to pre-pay Amtrak’s non-federal debt as the railroad has been unable to renegotiate favorable terms to result in savings.

Amtrak’s largest expense is labor, salary, and benefits, which cost over $2 billion in 2014.  Maintaining fully-staffed trains on infrequently-traveled routes has contributed to high labor costs, but the pay rate of Amtrak’s employees raise its costs substantially. The average onboard employee made $41.19 an hour on Amtrak in 2012, while railroads that contracted out services to private companies paid their employees $7.75 to $13.00 an hour.

Base pay may already be substantial, but regulations and poor oversight allowed employees to pocket $185 million in overtime pay in 2013.  The management allowed employee misconduct and wasteful business practices to thrive, even as at the same time it hindered plans to make train stations accessible to the disabled to comply with the Americans with Disability Program.

Amtrak’s did not meet ADA’s goals due to lack of structure and a strategy, according to a 2014 IG report.  Management activities took up 46% of the $100 million budget, $6.5 million was spent on unrelated projects, and an undetermined amount was shipped out of state on non-ADA projects.

The ADA program’s failure was rooted in a lack of vision, goals and objectives, and was compounded by a lack of accountability and decision making authority. The IG’s summation of the ADA program reflects problems inherent to Amtrak’s culture. Its promises of reform have never fully materialized into solvency, and its failure to follow congressional mandates never resulted in penalties.  Amtrak has never made a profit because it doesn’t need to.

Privatizing Amtrak is the only option certain to prevent billions of taxpayer dollars from being wasted while providing the benefits that accompany competitive services. Congress should develop a plan to privatize the railroad and allow for private companies to compete for routes.

America has successfully privatized rail before, as freight railroads were once unprofitable enterprises subsidized by the federal government until the industry was deregulated and sold to private investors in the 1980s.  The industry has thrived since routes were opened up to competition.

Amtrak has had 44 years to become solvent without success.  Reducing labor costs can be an effective interim measure, but deregulating the passenger rail system is the best way to ensure improved service and lower fares for consumers. Cutting Amtrak’s subsidies and ending its monopoly is a responsible alternative to passing inneffective reforms.

G. William Domhoff is a research professor in psychology and sociology at the University of California, Santa Cruz. He is the author of Who Rules America? (1967), Bohemian Grove and Other Retreats: A Study in Ruling-Class Cohesiveness (1974), and other books.

A prolific author and Austrian economist, Murray Rothbard promoted a form of free market anarchism he called “anarcho-capitalism.”

Bill Evers was a resident scholar at Stanford University’s Hoover Institution (and is currently a research fellow there) and also served as Assistant Secretary for the Office of Planning, Evaluation and Policy Development in the U.S. Department of Education from 2007-09.

In this lecture Domhoff, Rothbard, and Evers talk about the “interlocking overlappers” that get together to influence the government, in California and in the country generally. They each spend some time describing what it is that draws businesspeople to market-capturing and rent-seeking behaviors, and take questions from the audience.

Robert Nozick, the late US libertarian, smoked pot while he was writing Anarchy, State and Utopia. He would applaud the growth of libertarianism among today’s young Americans. Whether it is their enthusiasm for legalised marijuana and gay marriage – both spreading across the US at remarkable speed – or their scepticism of government, US millennials no longer follow President Barack Obama’s cue. Most of America’s youth revile the Tea Party, particularly its south-dominated nativist core. But they are not big-government activists either. If there is a new spirit in America’s rising climate of anti-politics, it is libertarian.

On the face of it this ought to pose a bigger challenge to the Republican party – at least for its social conservative wing. Mr Obama may have disappointed America’s young, particularly the millions of graduates who have failed to find good jobs during his presidency. But he is no dinosaur. In contrast, Republicans such as Rick Santorum, the former presidential hopeful, who once likened gay sex to “man on dog”, elicit pure derision. Even moderate Republicans, such as Chris Christie, who until last week was the early frontrunner for the party’s 2016 nomination, are considered irrelevant. Whether Mr Christie was telling the truth last week, when he denied knowledge of his staff’s role in orchestrating a punitive local traffic jam, is beside the point. Mr Christie’s Sopranos brand of New Jersey politics is not tailored to the Apple generation.

The opposite is true of Rand Paul, the Kentucky senator, whose chances of taking the 2016 prize rose with Mr Christie’s dented fortunes last week. Unlike Ron Paul, the senator’s father, who still managed to garner a large slice of the youth vote in 2008, Rand Paul eschews the more outlandish fringes of libertarian thought. Rather than promising an isolationist US withdrawal from the world, he touts a more moderate “non-interventionism”. Instead of pledging to end fiat money, he promises to audit the US Federal Reserve – “mend the Fed”, rather than “end the Fed”. Both find echo among the Y generation. So too does his alarmism about the US national debt. Far from being big spenders, millennials are more concerned about US debt than other generations, according to polls. They are also strongly in favour of free trade. More than a third of the Republican party now identifies as libertarian, according to the Cato Institute. Just under a quarter of Americans do so too, says Gallup.

All of which looks ominous for Ted Cruz, the Texan Republican whose lengthy filibuster against Obamacare last year lit the fuse for the US government shutdown. Mr Cruz, also a 2016 aspirant, leads the pugilistic wing of the Republican party that is prepared to burn the house down in order to save the ranch. Although also a Tea Partier, Mr Paul is cultivating a sunnier Reaganesque optimism that draws on the deep roots of US libertarianism. His brand of politics also strikes a chord with those who fear the growth of the US surveillance state – the types who view Edward Snowden (another millennial) as a hero rather than a traitor. Last year the US House of Representatives came within 12 votes of passing a bill to defund the National Security Agency. Mr Paul led the bill in the Senate. Next time they could succeed.

What does it mean for the Democrats? In terms of social values, libertarians are almost identical to liberals. Smoking pot and same-sex marriage both meet with big approval. The same is not necessarily true of guns. In spite of recent school massacres, 40 US states now have “concealed weapons” laws – many passed in the past 12 months. Again, millennials are surprisingly sceptical of gun control, say the polls. But it is on economic policy where they really part company with liberals. The Great Depression helped forge a generation of solid Democrats. The same does not appear to be true of the Great Recession. Franklin Roosevelt helped dig people out of misery in the 1930s by providing direct public employment. Mr Obama, on the other hand, has stuck largely to economic orthodoxy. He may have missed a golden opportunity to mould a generation of social democrats.

He has also inadvertently fuelled scepticism about the role of government. Mr Obama came to power in 2008 on a surge of voluntarism. He did so in part by appealing to youthful idealism about public service. That now feels like a long time ago. Distrust in public institutions has continued to rise during his presidency – most strongly among the youngest generation. The share of voters who identify as independents, rather than Democrats or Republicans, recently hit an all-time high of 42 per cent, according to Gallup. This is bad news for established figures in either party – and, indeed, in any walk of life. Hillary Clinton should beware. So should Jeb Bush.

On the minus side, libertarians have no real answer to many of America’s biggest problems – not least the challenges posed to US middle-class incomes by globalisation and technology. Nor are they coherent as a force. Libertarianism is an attitude, rather than an organisation. It is also potentially fickle. Young Americans disdain foreign entanglements. That could change overnight with a big terrorist attack on the homeland. They feel let down by Democrats and hostile to mainstream Republicans. Yet they could flock to an exciting new figure in either party. Theirs is a restless generation that disdains authority. Establishment figures should take note. Tomorrow belongs to them.

DOE Plugs Energy Rating for Homes, Similar to MPG Rating for Cars

The Energy Department on Tuesday is rolling out new, improved software to help Americans measure the energy efficiency of their homes.

DOE says its energy-scoring software — called the Home Energy Scoring Tool — is like a vehicle’s mile-per-gallon rating because it allows homeowners to compare the energy performance of their homes to other homes nationwide. It also provides homeowners with suggestions for improving their homes’ efficiency.

The software is part of the government’s effort to reduce the nation’s energy consumption; but it’s also billed as a way to keep home-retrofitting going, at a time when stimulus funds for weather-proofing have run out.

The Home Energy Scoring Tool “can be a powerful motivator in getting homeowners to make energy efficiency improvements,” DOE says. “It’s also a great way to help trained workers enter the private sector energy improvement market as funding for weatherization efforts decline.”

DOE says its Home Energy Score is useful if you are a homeowner looking to renovate or remodel your home, lower your utility bills, improve the comfort of your home, or reduce your energy usage. Moreover, “the score serves as an official way to document these improvements and thereby enhance your home’s appeal when you’re ready to sell.”

Right now, getting your home scored is voluntary.

To produce a Home Energy Score, a trained, “qualified assessor” comes to your home — for a fee — and collects approximately 40 pieces of data about the home’s “envelope” (e.g., walls, windows, heating and cooling systems) during an hour-long walk-through.

Based on the home’s characteristics, the DOE software estimates the home’s annual energy use, assuming “typical homeowner behavior.” The software then converts the estimated energy use into a score, based on a 10-point scale (10 being the most energy-efficient). The 1-10 scale accounts for differences in weather conditions by using the zip code to assign the house to one of more than 1,000 weather stations.

In addition to showing the home’s current energy efficiency — or inefficiency — the score also shows where a home would rank if all of the energy-saving improvements identified during the home walk-through were made. That may prompt some homeowners to buy new windows or doors, for example, boosting the market for home retro-fitters.

DOE recommends getting a Home Energy Score “as soon as the program becomes available in your area.” The program launched in 2012, and at this time, only single-family homes and townhouses can be scored.

The scoring is available only through DOE’s participating partners, which include state and local governments, utilities, and non-profits. DOE does not determine how much an assessor charges to score a house. “It will depend on what the local market supports.” But DOE says its partners “have indicated plans to charge between $25 and $125 for the Home Energy Score.”

And yes, the size of the home matters because larger homes use more energy.

The Home Energy Score and the associated report is generated through DOE/Lawrence Berkeley National Laboratory software. The 2014 version of DOE’s Home Energy Scoring Tool will be introduced at a webinar on Tuesday.

Government intervention into markets always requires even more government intervention to correct past mistakes.

The central bank of the People’s Republic of China (PRC) would be well advised to just let their currency freely float against the currencies of the world.

This would mean the PRC’s official currency the  renminbi or RMB and its unit of currency the yuan  would rise in value against both the U.S. dollar and the Euro.

Yes, this would mean the PRC’s export goods would be more expensive for both Americans and Europeans and conversely American and European goods and services would be cheaper to purchase for the PRC.

The result would be a decline in the growth of exports to the United States and Europe. 

The Chinese people need to be able to increase their level of consumption and reduce their savings rate to absorb the production that currently goes almost entirely abroad as exports.

Should the PRC implement such a strategy, it would be advised to stop purchasing United States Treasury debt and as the U.S Treasury obligations mature use the dollar payments to purchase natural resource assets in the United States.

In other words diversify your portfolio out foreign government obligations into natural resources that your economy needs to manufacture goods.

As a second best solution, gradually appreciate the renminbi against the U.S. dollar at 10% per year for five years and then freely float the yuan.

Since the U.S unemployment rate is expected to exceed 8% for at least the next three years, the appreciation of the renminbi at 10% a year for five years would lead to a decline in U.S. unemployment due to increase in U.S. exports and and a rise in the demand for Chinese exports as the U.S economy recovers from the recession.

Absence an improvement in the U.S. employment situation, demand for Chinese exports would be flat or even decline.

Therefore, it is in the interest of both countries  governments to have an appreciation of the renminbi.

The U.S. Federal Reserve should also abandon its practice of intervening in the  U.S money market by attempting to set target Federal fund rates to expand the money supply and in turn credit.

Will any of the above actually happen?

Not likely.

The ruling classes of United States and the People’s Republic of China actually believe they are have the intelligence and knowledge exceeding that of free markets.

Both ruling classes are only fooling themselves.

Both are wrong.

Let the currency wars begin.

Let the ruling class of both parties demonstrate they care less for the welfare of their people.

Let the  American and Chinese people determine the fates of their ruling class.

Increasing  unemployment in both countries will lead to a revolution and the overthrow of both ruling classes.

The free market will over time prevail and the ruling class control freaks with their failed government interventionist economic policies will be replaced.

“…Mises, and his follower Hayek, developed this cycle theory during the 1920s, on the basis of which Mises was able to warn an unheeding world that the widely trumpeted “New Era” of permanent prosperity of the 192Os was a sham, and that its inevitable result would be bank panic and depression. When Hayek was invited to teach at the London School of Economics in 1931 by an influential former student at Mises’s private seminar, Lionel Robbins, Hayek was able to convert most of the younger English economists to this perspective. On a collision course with John Maynard Keynes and his disciples at Cambridge, Hayek demolished Keynes’s Treatise on Money, but lost the battle and most of his followers to the tidal wave of the Keynesian Revolution that swept the economic world after the publication of Keynes’s General Theory in 1936.

The policy prescriptions for business cycles of Mises-Hayek and of Keynes were diametrically opposed. During a boom period, Mises counseled the immediate end of all bank credit and monetary expansion; and, during a recession, he advised strict laissez-faire, allowing the readjustment forces of the recession to work themselves out as rapidly as possible.

Not only that: for Mises the worst form of intervention would be to prop up prices or wage rates, causing unemployment, to increase the money supply, or to boost government spending in order to stimulate consumption. For Mises, the recession was a problem of under-saving, and over-consumption, and it was therefore important to encourage savings and thrift rather than the opposite, to cut government spending rather than increase it. It is clear that, from 1936 on Mises was totally in opposition to the worldwide fashion in macroeconomic policy.

Socialism-communism had triumphed in Russia and in much of Europe during and after World War I, and Mises was moved to publish his famous article, “Economic Calculation in the Socialist Commonwealth,” (1920) in which he demonstrated that it would be impossible for a socialist planning board to plan a modern economic system; furthermore, no attempt at artificial “markets” would work, since a genuine pricing and costing system requires an exchange of property titles, and therefore private property in the means of production.

Mises developed the article into his book Socialism(1922), a comprehensive philosophical and sociological, as well as economic critique which still stands as the most thorough and devastating demolition of socialism ever written. Mises’s Socialism converted many prominent economists and social philosophers out of socialism, including Hayek, the German Wilhelm Ropke, and the Englishman Lionel Robbins. …”

An Inconvenient Tax

Cap and trade yields ‘climate revenues.’ But don’t call it a t–.

“…That didn’t take long. The same week that President Obama promised (again) that “95% of working families” would not see their taxes rise by “a single dime,” his own budget reveals that taxes will rise for 100% of everyone for the sake of global warming. Ahem.

You don’t even have to burrow into yesterday’s budget fine print to discover the “climate revenues” section, where the White House discloses that it expects $78.7 billion in new tax revenue in 2012 from its cap-and-trade program. The pot of cash grows to $237 billion through 2014, and at least $646 billion through 2019. If this isn’t tax revenue, what is it? Manna from heaven? The offset from Al Gore’s carbon footprint?

If it brings in revenue that the government then spends, it’s a tax, and politicians should start referring to it as such. The Administration in fact projects that these “climate revenues” will become the sixth largest source of federal receipts by 2019, outpaced only by individual and corporate income taxes, payroll taxes for Social Security and Medicare and (barely) excise taxes. We’re supposed to be living in a new era of fiscal honesty, so let’s start with cap and trade.

Of course it’s easy to see why Democrats don’t want the public to think of cap and trade as a tax. Tax increases aren’t popular, as Mr. Gore learned when he and Bill Clinton tried to impose a BTU tax in 1993. The complex cap-and-trade tax would ripple throughout the energy chain and ultimately the entire economy. All consumers, not just “the rich,” would pay more for goods and services that use carbon energy — though some would pay more than others. A majority of those “95% of working families” probably lives in the middle of the country that relies far more on manufacturing and coal-fired power than do the better-off coastal regions. …”

Obama administration could fast track cap-and-trade, RPS in ’09

Likely proposals include a 15-percent reduction in emissions from 2005 levels by 2012 and 80 percent by 2050, Fusaro said in a post-election briefing on carbon markets today.

“That will incent industry to invest in cleaner technology since they would have regulatory certainty and long term time horizon,” he told the Cleantech Group.

A U.S. cap-and-trade policy would be in line with the 184 countries participating in the Kyoto Protocol, whereas a carbon tax wouldn’t, Fusaro said. Such a cap-and-trade system would operate as a de facto tax because costs would be added to consumers’ airline tickets, electricity bills and vehicle purchases, he said. …”

“…Carbon trading markets today don’t provide the financial incentive for companies to reduce emissions, with a ton of carbon dioxide emissions selling for between $3 and $15 on various exchanges.

Fusaro said the price has stayed low because there are too many sellers and not enough buyers of emissions thanks to nonexistent caps from the U.S. or too-high allowances from governments such as the European Union. Additionally, the EU mandates don’t cover enough sectors of the economy, such as transportation, Fusaro told the Cleantech Group.

“Greenhouse gas reductions don’t have an intrinsic value. It’s rather a value driven by legislation and the anticipation of legislation,” he said.

Voluntary cap-and-trade markets are giving companies a head start on the learning curve for emissions reductions. The U.S. makes up about 40 percent of the voluntary markets, which are increasingly being used as an alternative to the sometimes-onerous process to get credits through the Kyoto Protocol’s Clean Development Mechanism (CDM) program, Fusaro said.

The forced entry of U.S. companies in a cap-and-trade scheme could create a $1 trillion market thanks to the the country’s 6 billion tons of emissions each year, Fusaro said. Realistically, the program will likely cover 80 percent of the country’s carbon footprint and establish a price cap of $20 a ton, generating enough money for the federal government to spent $15 billion on clean energy, he said.  …”

“…The first point to understand is the sheer magnitude of federal spending built into this proposal. As the nearby chart shows, federal outlays will soar in fiscal 2009 to $4 trillion, or 27.7% of GDP, from $3 trillion or 21% of GDP in 2008, and 20% in 2007. This is higher as a share of the economy than any year since 1945, when the country was still mobilized for World War II. It is more spending by far than during the Vietnam War, or during the recessions of 1974-75 or 1981-82. …”

“…The falling deficit also assumes the largest tax increase in U.S. history, starting in 2011 with the repeal of the Bush tax rates on incomes higher than $200,000 for individuals and $250,000 for couples. The White House says this will yield upwards of $1 trillion, if you choose to believe that tax rates don’t affect taxpayer behavior.

In the real world, two of every three tax filers who fall into this income category are small business owners or investors, who are certainly capable of finding ways to invest that allow them to declare less taxable income. The real impact of this looming tax increase will be to cast further uncertainty over economic decisions and either slow or postpone the recovery. Ditto for the estimated $646 billion from a new cap-and-trade tax, which no one wants to call a tax but would give the political class vast new leverage over the private economy. (See here.)

Then there is Mr. Obama’s plan for national health care. The White House has put a $634 billion place holder in the budget to pay for covering tens of millions of uninsured Americans with government subsidized coverage. But even advocates of this government plan say the cost will be closer to $1 trillion over 10 years, and probably much more. Meanwhile, the President is promising to reform entitlements, but his budget proposes a net increase of about $1 trillion in Medicare, Medicaid and other entitlements. …”

The Obama Steamroller: Is Resistance Futile?

“…Americans may grow weary of all the new programs, spending and elevated deficits. And most Americans do not hate the wealthy, even with all the populist bashing of bankers and corporate executives now going on. Obama’s team has no problem per se with wealthy folks of course — they like and depend on Hollywood liberals, K street lobbyists, trial lawyers, and union executives.  Obama’s team will counter  any criticism of its burgeoning deficit by saying:  “We inherited the problem, we inherited the problem”.

Over time, the refrain may wear thin, but no one should assume this is or will be a fair fight in terms of the power of the messaging, and the messengers.  By 2012, the GDP will likely be growing again, and Obama will take credit for the magnificent turnaround.  Obama will be a strong favorite for re-election, given his personal likeability and a campaign war chest that will almost certainly be bigger than the $800 million he spent in 2008.

America may also not be recognizable by then, and even less so by 2016, with a greatly expanded public sector share of the economy — maybe 30% on the federal level and close to 50% with states and localities added in. The federal bureaucracy will have been inoculated into every facet of the economy. There will be much higher tax rates on success (whether it be earned or investment income) and with this, the number of  risk-takers and entrepreneurs will drop rapidly.

Obama will have succeeded in turning the US into a more European like economy, with much slower growth prospects, crushing deficits, and increased entitlement spending as far as the eye can see (and neither more nor less manmade global warming, regardless of what the Congress and Obama do in this area). And of course, there will be the need for ever higher tax rates on the diminishing share of the population who pay income taxes, and for ever larger amounts of debt to be financed mostly by foreigners.

Obama’s Busted Budget

“..Concerning the short term, where numbers are more solid, don’t even look at his budget if you are at all squeamish.  He puts the deficit at 12.3% of GDP in 2009.  Throughout the Great Depression, whether under Hoover or FDR, the deficit never exceeded 6% of GDP.  Under Reagan, with his inherited recession and his tax cuts, it never exceeded 6% of GDP.  Under George W. Bush, with his inherited recession and his tax cuts, it never even got to 4% of GDP.

In fact, in only five years since 1930 has the deficit exceeded 6% of GDP: 1942-46.  It has exceeded Obama’s 12.3% only from 1942 to 1945.  That was World War II.  Then, defense spending was about 40% of GDP.  Now it is about 4%.

President Obama projects debt held by the public at 59% of GDP in 2009, and about 65% of GDP thereafter, as far as his projections go.

You have to go back to Truman to see debts that high.  And Truman was paying off World War II costs.  It’s been below 50% of GDP since 1957.  For the first time since then, it will exceed that level this year, going from 41% to 59% of GDP in a single year.

This is a terrible budget.  In Obama’s first term, it is even worse than my predictions.  Into his second term and beyond, it is still bad, and held together only with rosy assumptions on both the revenue and spending sides.  When things can be expected to get really bad, by 2020 and beyond, he makes no projections at all. …”
