US satellites have spotted Chinese tankers transferring oil to North Korean ships 30 times in three months – despite strict UN trade embargoes, it has been claimed.

Overhead images appear to show ships from the two countries shackled together for a fuel transfer in the West Sea off China.

Such ship-to-ship trades are banned under a UN Security Council resolution adopted in September.

But according to South Korean government sources, American satellites have pictured large vessels from both China and North Korea illegally trading in a stretch of the West Sea on multiple occasions.

The US Treasury Department later placed six North Korean shipping and trading companies and 20 of their vessels on sanctions list.

It said the activity appeared to show attempts to bypass sanctions, though it has not been suggested that Chinese authorities were aware of the transactions.

Cai Jian, an expert on North Korea at Fudan University in Shanghai, said: ‘This is a natural outcome of the tightening of the various sanctions against North Korea.

The tightening ‘reflects China’s stance’, he said.

Professor of political science at the Pusan National University in South Korea told the Telegraph the reports were easily believable.

He said: ‘There is a lot of under-the-radar on the Chinese side. Beijing does not police the border strictly or enforce the sanctions toughly. This could be that.’

It comes a day after Chinese customs data was revealed claiming Beijing exported no oil products to North Korea in November.

The figures apparently go above and beyond sanctions imposed earlier this year by the United Nations in a bid to limit petroleum shipments to the isolated country.

Tensions have flared anew over North Korea’s ongoing nuclear and missile programmes, pursued in defiance of years of U.N. resolutions. Last week, the U.N. Security Council imposed new caps on trade with North Korea, including limiting oil product shipments to just 500,000 barrels a year.

Beijing also imported no iron ore, coal or lead from North Korea in November, the second full month of the latest trade sanctions imposed by U.N.

China, the main source of North Korea’s fuel, did not export any gasoline, jet fuel, diesel or fuel oil to its isolated neighbour last month, data from the General Administration of Customs showed on Tuesday.

November was the second straight month China exported no diesel or gasoline to North Korea. The last time China’s jet fuel shipments to Pyongyang were at zero was in February 2015.

‘This is a natural outcome of the tightening of the various sanctions against North Korea,’ said Cai Jian, an expert on North Korea at Fudan University in Shanghai.

The tightening ‘reflects China’s stance’, he said.

Chinese Foreign Ministry spokeswoman Hua Chunying said she didn’t know any details about the oil products export situation.

‘As a principle, China has consistently fully, correctly, conscientiously and strictly enforced relevant U.N. Security Council resolutions on North Korea. We have already established a set of effective operating mechanisms and methods,’ she said at a regular briefing on Tuesday, without elaborating.

Since June, state-run China National Petroleum Corp (CNPC) has suspended sales of gasoline and diesel to North Korea, concerned that it would not get paid for its goods, Reuters previously reported.

Beijing’s move to turn off the taps completely is rare.

In March 2003, China suspended oil supplies to North Korea for three days after Pyongyang fired a missile into waters between the Korean Peninsula and Japan.

It is unknown if China still sells crude oil to Pyongyang. Beijing has not disclosed its crude exports to North Korea for several years.

Industry sources say China still supplies about 520,000 tonnes, or 3.8 million barrels, of crude a year to North Korea via an aging pipeline. That is a little more than 10,000 barrels a day, and worth about $200 million a year at current prices.

North Korea also sources some of its oil from Russia.

Chinese exports of corn to North Korean in November also slumped, down 82 percent from a year earlier to 100 tonnes, the lowest since January. Exports of rice plunged 64 percent to 672 tonnes, the lowest since March.

Trade between North Korea and China has slowed through the year, particularly after China banned coal purchases in February. In November, China’s trade with North Korea totalled $388 million, one of the lowest monthly volumes this year.

China has renewed its call on all countries to make constructive efforts to ease tensions on the Korean peninsula, urging the use of peaceful means to resolve issues.

But tensions flared again after North Korea on Nov. 29 said it had tested a new intercontinental ballistic missile that put the U.S. mainland within range of its nuclear weapons.

Meanwhile Chinese exports of liquefied petroleum gas to North Korea, used for cooking, rose 58 percent in November from a year earlier to 99 tonnes. Exports of ethanol, which can be turned into a biofuel, gained 82 percent to 3,428 cubic metres.

Where The North Korean Crisis Meets The Iran Nuclear Deal

By virtue of its military might, the United States has the unique ability to quickly — and credibly — place its most intractable adversaries under existential threat. Command over the world’s most powerful military gives a country options, and the option of regime change can be a tempting one for Washington as it tries to work through some of its more maddening foreign policy dilemmas.

A government living under the constant, lurking threat of decapitation does not particularly enjoy stewing in its own paranoia over what social fissures its enemies can exploit, which allies they can turn and what chain of events could finally push the United States into action. That’s why a nuclear deterrent is such an alluring prospect: What better way to kill your adversaries’ fantasy of regime change than to stand with them as near-equals on a nuclear plane?

This is North Korea’s rationale as the country closes in on demonstrating that it has a fully functional nuclear weapon and delivery arsenal. But Washington’s nuclear dilemma doesn’t end with Pyongyang. Whether Tehran attempts to return to its treacherous path toward nuclear armament rests in large part on just how seriously the White House entertains and attempts to execute a policy of regime change.

Preventing Another North Korea

North Korea is set to prove to the world that it has attained a nuclear deterrent. With the Nov. 29 test of its longest-range intercontinental ballistic missile yet — and plenty more demonstrations to come in the months ahead — the country is on track to show that it could field a reliable, nuclear-armed intercontinental ballistic missile capable of reaching the United States and that it has the arsenal necessary to weather a first strike. The window to launch a preventive strike on North Korea is rapidly closing. And in turn, the odds are growing that the United States, along with the countries in and around the Korean Peninsula, will have to accept the reality of a nuclear-armed North Korea and prepare instead for a pre-emptive strike in case Pyongyang decides to launch an attack.

The result will be a new and unstable pattern of nuclear deterrence in the 21st century, one in which the unique challenges of communicating with the North Korean government will leave the door open to potential miscalculations. More Cold War-era arms agreements that rest on reliable communication among nuclear peers will come under threat. China and Russia, after all, fear that the irreversible buildup of the United States’ ballistic missile defense network will undermine their own strategic deterrents and will have less incentive to abide by obsolete arms pacts as a result. Despite continued calls for diplomacy to bring Pyongyang to the table and somehow prevent North Korea from crossing the nuclear Rubicon, the chances are slim that Kim Jong Un’s administration will trust a last-ditch negotiation. No amount of security guarantees from the United States will persuade Pyongyang that Washington, its allies or even Beijing has wholly abandoned their designs for regime change. Furthermore, Kim has commissioned an assassination campaign with global reach to ensure that any potential alternatives to his rule are eliminated early on. With its survival on the line, North Korea has an existential commitment to achieve its nuclear objectives.

The United States is weighing the risks of carrying out a preventive military campaign to avoid entering the dangerous new global order. But the associated costs of starting a war in Northeast Asia and plunging the world into recession make this scenario less likely. Even though he inherited a near-impossible timeline to neutralize the threat, U.S. President Donald Trump won’t take kindly to North Korea fulfilling its nuclear ambitions on his watch. When the time comes to reckon with this reality, his administration will probably reframe the issue as the product of decades of negligent and ineffective policy. The president will then set his sights on Iran, vowing to avoid a repeat of such a colossal failure in U.S. foreign policy.

In fact, the effort to shift attention from North Korea to Iran has been underway for some time. Trump has made clear that he sees the Joint Comprehensive Plan of Action (JCPOA) — the deal his predecessor, along with four other countries, made with Iran to deter it from pursuing nuclear capabilities — as flimsy and wholly insufficient. The U.S. administration, moreover, has expressed its frustration that the deal’s terms inhibit the imposition of economic sanctions in response to other threats from Iran. By decertifyng the JCPOA, Trump meant to send the message that he was serious about confronting the Islamic republic. To strike a deal in the first place, the previous administration and the JCPOA’s other signatories had to focus negotiations solely on Iran’s nuclear program, setting aside broader problems, such as Tehran’s covert support for militant proxies, its development of ballistic missiles and its alleged human rights abuses. The International Atomic Energy Agency and the JCPOA’s other parties affirm that Iran is upholding its end of the agreement. Yet the current occupants of the White House have used infractions unrelated to the deal, such as ballistic missile testing, to blur the JCPOA’s terms and justify reintroducing sanctions.

Iran Recalculates

Consequently, Iran will have much to contemplate in the coming year as it weighs the pros and cons of abiding by the JCPOA. Compared with North Korea, Iran sees a nuclear deterrent as more of a luxury than a strict necessity. Iran’s reliance on global energy trade, its heavy exposure to intelligence oversight from hawkish neighbors like Israel and its people’s ability to channel economic discontent into political change make its pursuit of nuclear arms more perilous. At the same time, the country’s layered political structure, formidable security apparatus, challenging terrain and ability to disrupt traffic in the Strait of Hormuz offer it useful insulation against its adversaries’ attempts to bring down the clerical government. In addition, Iran’s influence across the Middle East gives it leverage with the United States. Either by helping U.S. interests, for example in the fight against the Islamic State, or by hindering them — through threatening maritime vessels or backing militant proxies against U.S. allies — Tehran can influence its dealings with Washington. These factors led Iran to conclude that it could strike a bargain with the United States over its nuclear program to get economic reprieve from sanctions and reduce the potential for a military conflict in the Persian Gulf.

But the JCPOA wasn’t just about the nuclear program. Implicit in the framework was a deeper understanding between Washington and Tehran. Both sides understood there would remain a number of points of contention between them as they competed in proxy battlegrounds across the region. Still, in signing the deal, the United States was downgrading the potential for conflict in the Gulf region, thereby signaling to Tehran that it was taking any earlier plans for regime change off the table.

Now, in trying to directly discredit the JCPOA, the Trump administration risks stripping away those security guarantees and putting Iran back in an existential mindset that could push it onto the nuclear path once more.

A spate of leaks and acknowledgments from the U.S. president himself over the past year have revealed Trump’s disdain for anyone trying to block his Iran agenda and his respect for hawks on Iran policy. (The former group includes Secretary of State Rex Tillerson, while the latter category includes U.S. Ambassador to the U.N. Nikki Haley, CIA Director Mike Pompeo and Sen. Tom Cotton, who has been rumored to be next in line to head the CIA should Trump decide to replace Tillerson with Pompeo.) The more frustrated he becomes with the North Korean dilemma, the more energy the U.S. president has put into lining up loyalists to try to limit interference in his agenda for Iran. Two key figures in the Middle East have exerted heavy influence over that agenda: Saudi Crown Prince Mohammed bin Salman and Israeli Prime Minister Benjamin Netanyahu. The two leaders, in fact, are so eager for the opportunity to shape a more aggressive U.S. policy toward Iran that they are downplaying their animosity for each other and collaborating in the open.

Iran’s leaders will now have to assess how far the U.S.-Saudi-Israeli triumvirate will go in trying to contain their country. Iran still has the benefit of a strong European defense for the JCPOA. The White House would risk a major confrontation with the Continent’s powers were it to attempt to unilaterally end sanctions waivers and reinstate secondary sanctions on foreign firms doing business with Iran. And enforcing additional sanctions would be difficult without buy-in from Iran’s main trading partners. With that in mind, Tehran will probably take care in the coming months to avoid blatantly violating the JCPOA and driving the Europeans back to the United States’ side on sanctions — even as a growing competition with Washington emboldens Iran’s hard-line politicians. At the same time, Tehran will look for ways to strengthen its burgeoning relationship with Russia to counterbalance the U.S.-Saudi-Israeli alliance.

Even if the framework of the JCPOA survives, however tenuously, Iran will still be on alert for other aggressive U.S.-backed efforts to destabilize its political system. After all, if the United States, Israel and Saudi Arabia believe that the nuclear deal is fundamentally flawed and that they must compel Tehran back to the negotiating table, they’ll need to find ways to credibly threaten the Iranian government’s continued existence. Iran will be on the lookout for a range of threats, from a concerted military campaign against its Lebanese proxy militia, Hezbollah, to a cyberattack on its critical infrastructure to covert efforts to sow sedition in the Islamic republic. And even if the United States could coerce Iran to renegotiate the nuclear deal, Washington’s reputation for honoring that kind of pact is already deep in question. Agreeing to abandon the quest for nuclear weapons didn’t save Libyan leader Moammar Gadhafi, as Pyongyang and Tehran well know.

Overturning the JCPOA will compound the challenges the United States faces in finding diplomatic solutions to nuclear-sized problems. Moreover, a nuclear-armed North Korea would only complicate matters further. The cash-strapped country may find its coveted deterrent to be a lucrative asset in a pinch. And should the United States convince Iran of the JCPOA’s impending demise, Pyongyang may have a willing customer in Tehran.

The Luxury of Distance

Trump’s more assertive stance toward Iran isn’t an anomaly in U.S. foreign policy. Since the JCPOA took effect — a milestone that was arguably necessary to reduce the threat of military conflict in the Persian Gulf and to freeze Iran’s nuclear program — the Islamic republic’s economic recovery and re-engagement with the West has threatened to upset the balance of power in the Middle East. Iran, free from the fetters of sanctions, suddenly had more energy and resources to throw into its proxy battles in the region, at the expense of critical Sunni powers. The United States, in turn, was bound to shore up support for its Sunni allies and seek out new ways to keep Iran contained, regardless of who was conducting policy in the White House.

Even so, there is such thing as an overcorrection in policymaking. Trump’s willingness to wholeheartedly endorse the Saudi plan for cutting Iran back down to size sets him apart from his political contemporaries and predecessors. Along with trying to discredit the JCPOA, the U.S. administration has backed Riyadh’s short-sighted campaigns to isolate Qatar and to try to force a Saudi agenda down the Lebanese government’s throat. These moves, all sorely lacking in subtlety, at times suggest an ideological bent to target Iran at any cost.

But the United States doesn’t have to shoulder the historical baggage and the centuries of animosity that drive competition in the Middle East. It has the luxury of distance, from which it can manipulate the balance of power at will. In other words, while Israel and Saudi Arabia perceive Iran to be an existential threat, the same may not be true for the United States. Its removal from the situation gives Washington the space to manage Iran through a more assertive policy of strategic containment that stops short of reintroducing the menace of regime change and thus keeps the country from having to resort to more extreme measures. Therein lies the difference between strategic and ideological policymaking. As the North Korea conundrum gives rise to a more precarious age of nuclear deterrence, that difference will matter all the more.

Scoop: U.S. and Israel reach joint plan to counter Iran

The U.S. and Israel have reached a joint strategic work plan to counter Iranian activity in the Middle East. U.S. and Israeli officials said the joint understandings were reached in a secret meeting between senior Israeli and U.S. delegations at the White House on December 12th.

What it means: A senior U.S. official said that after two days of talks the U.S. and Israel reached at a joint document which included understandings on countering Iranian actions in the region. The U.S. official said the document goal’s was to translate President Trump’s Iran speech to joint U.S.-Israeli strategic goals regarding Iran and to set up a joint work plan.

At the table: The Israeli team was headed by national security adviser Meir Ben-Shabbat and included senior representatives of the Israeli military, Ministry of Defense, Foreign Ministry and intelligence community. The U.S. side was headed by national security adviser H.R. McMaster and included senior representatives from the National Security Council, State Department, Department of Defense and the intelligence community.

As part of the understandings that were reached the U.S. and Israel decided to form several working groups according to the joint goals:
  1. Covert and diplomatic action to block Iran’s path to nuclear weapons – according to the U.S. official this working group will deal with diplomatic steps that can be taken as part of the Iran nuclear deal to further monitor and verify that Iran is not violating the deal. It also includes diplomatic steps outside of the nuclear deal to put more pressure on Iran. The working group will deal with possible covert steps against the Iranian nuclear program.
  2. Countering Iranian activity in the region, especially the Iranian entrenchment efforts in Syria and the Iranian support for Hezbollah and other terror groups. This working group will also deal with drafting U.S.-Israeli policy regarding the “day after” in the Syrian civil war.
  3. Countering Iranian ballistic missiles development and the Iranian “precision project” aimed at manufacturing precision guided missiles in Syria and Lebanon for Hezbollah to be used against Israel in a future war.
  4. Joint U.S.-Israeli preparation for different escalation scenarios in the region concerning Iran, Syria, Hezbollah in Lebanon and Hamas in Gaza.

Senior Israeli officials confirmed that the U.S. and Israel have arrived at strategic understandings regarding Iran that would strengthen the cooperation in countering regional challenges.

The Israeli officials said:

“[T]he U.S. and Israel see eye to eye the different developments in the region and especially those that are connected to Iran. We reached at understandings regarding the strategy and the policy needed to counter Iran. Our understandings deal with the overall strategy but also with concrete goals, way of action and the means which need to be used to get obtain those goals.”

China’s economic growth rate fell to 7.4% in 2014, and many believe the official figure is actually more generous than the reality. Most forecasts expect growth to come in well under 7.0% in 2015. What are we to make of these trends? Are we at the beginning of a hard landing where the long history of structural inefficiencies are finally and inescapably being revealed and the possibilities of a financial crisis more ever looming? Or are we in a gradual shift toward a “new normal” of healthier and still relatively robust growth as a result of foresighted policy adjustments? Or is something else going on altogether? Anne Stevenson-Yang, co-founder of J Capital Research, is a veteran analyst of the China’s economy and economic policy process. She travels widely in China in order to compare official data with actual behavior and performance. Why 99% of trading is pointless

An astonishing $32 trillion in securities changes hands every year with no net positive impact for investors, charges Vanguard Group Founder John Bogle.

Meanwhile, corporate finance — the reason Wall Street exists — is just a tiny slice of the total business. The nation’s big investment banks probably could work for less than a week and take the rest of the year off with no real effect on the economy.

“The job of finance is to provide capital to companies. We do it to the tune of $250 billion a year in IPOs and secondary offerings,” Bogle told Time in an interview.
“What else do we do? We encourage investors to trade about $32 trillion a year. So the way I calculate it, 99% of what we do in this industry is people trading with one another, with a gain only to the middleman. It’s a waste of resources.”

Rent seekers

It’s a lot of money, $32 trillion. Nearly double the entire U.S. economy moving from one pocket to another, with a toll-taker in the middle. Most people refer to them as “stock brokers,” but let’s call them what they are — toll-takers and rent-seekers.

Rent-seeking as an occupation is as old as the hills. In exchange for working to build up credentials and relative fluency in the arcane rules of an industry, one gets to stand back from actual work and just collect money.

Ostensibly, the job of a financial adviser is to provide advice. Do you actually get that from your broker? It is worth anything?

Research shows, over and over, that stock brokers can’t do much of anything demonstrably valuable. They don’t know which stocks will go up or down and when. They don’t know which asset classes will outperform this year or next.

Nobody knows. That’s the point. If you’re among that small cadre of extremely high-level traders who can throw loads of cash at a short-term fluke, fantastic. If you have a mind for numbers like Warren Buffett that allows you to buy companies on the cheap and hold them forever, excellent.

If you’re a normal retirement investor trying to get from A to B and retire on time, well, you have a really big problem to face: The toll-taker wants your money.

Dead weight

So he needs you to trade — a lot. Because that’s how stock brokers make money. Not by doling out retirement advice, but by ensuring that your account is active and churning commissions on behalf of them and their employers.

What’s a highway with no traffic on it? If you’re a toll-taker, it’s a money loser. So Wall Street’s rent-seekers need traffic in the form of regular trading. An account that sits invested for months at a time with no trades is dead weight to them.

Nevertheless, as Bogle maintains, doing nothing is the key. “Don’t do something, just stand there!” he has often said.

A portfolio indexing approach to investing codifies Bogle’s time-tested and effective way of investing for retirement — without lining the pockets of toll-taking stock brokers along the way.

Trump widens lead over U.S. Republican presidential field: Reuters poll

Republican Donald Trump is pulling away from the pack in the race for the party’s U.S. presidential nomination, widening his lead over his closest rivals in the past week, a Reuters/Ipsos poll showed on Friday.

Republican voters show no signs they are growing weary of the brash real estate mogul, who has dominated political headlines and the 17-strong Republican presidential field with his tough talk about immigration and insults directed at his political rivals. The candidates are vying to be nominated to represent their party in the November 2016 general election.

Nearly 32 percent of Republicans surveyed online said they backed Trump, up from 24 percent a week earlier, the opinion poll found. Trump had nearly double the support of his closest competitor, former Florida Governor Jeb Bush, who got 16 percent. Retired neurosurgeon Ben Carson was third at 8 percent.

Even when Trump was pitted directly in the poll against just his top two competitors, 44 percent backed him. Bush won about 29 percent of respondents, and Carson 25 percent.

“He’s not taking any guff from anybody,” Dewey Stedman, 70, a Republican from East Wenatchee, Washington, said of the publicity-loving billionaire. “If you don’t have something in your brains, you’re not going to have billions of dollars.”

Trump has driven the debate on the campaign trail with a hard-line immigration plan that calls for the deportation of undocumented immigrants, amendment of the Constitution to end automatic citizenship for all people born in the United States, and construction of a wall along the border with Mexico.

He also has feuded with Bush and other rivals while boasting he could easily beat Democratic front-runner Hillary Clinton.

Trump’s campaign momentum has paid off with bigger crowds on the campaign trail. On Friday night, he moved a planned rally in Mobile, Alabama, to a football stadium seating more than 40,000.

“It is an appeal to people that are just aggravated about what’s going on,” Republican strategist Rich Galen said, adding that Trump is a “novelty act” that voters will tire of.

Friday’s results in the online rolling opinion poll are based on a survey of 501 Republicans and have a credibility interval of plus or minus 5 percent.

Separate results found Clinton leading among Democrats, though support for her dipped below 50 percent to 48.5 percent.

U.S. Senator Bernie Sanders of Vermont came in second in the poll of 625 Democrats, followed by Vice President Joe Biden, who has not entered the race. That survey had a credibility interval of plus or minus 4.5 percent.

Syria Polls Find Most Americans Are Wary Of Intervention

As the U.S. weighs a response to Syria, recent polling has shown Americans largely opposed to military action and few paying close attention to the ongoing conflict. But that could change with the Syrian government’s use of what the Obama administration says were chemical weapons.

No polling has been conducted on the public’s views of Syria since that government was accused of using chemical weapons. But the trend lines against military action have been clear:

_ Seventy percent told Pew Research Center pollsters in June that they opposed sending arms and military supplies to anti-government groups in Syria. That poll was conducted around the time the Obama administration announced it would be providing military aid to the anti-government forces.

_ An NBC News/Wall Street Journal poll released earlier in June showed that two-thirds of Americans preferred that the U.S. provide only humanitarian assistance or take no action, compared with just a quarter who favored either providing arms or taking military action.

_ A Gallup survey in May found 68 percent thought the U.S. should not intervene militarily to end the conflict should economic and diplomatic efforts to end it fail.

Even with that consensus, a Washington Post/ABC News poll in December suggested that the government’s use of chemical weapons against its own people could change public opinion. In that poll, just 17 percent thought the U.S. military should get involved in the conflict as it was at the time, but 63 percent said they would support military intervention if the Syrian government used chemical weapons against its people.

The Pew Research Center has tracked public attention to news about the conflict in Syria since May 2011, and has consistently found most Americans are tuned out. Each time they’ve asked, a majority said they were not following closely.

So far, few have said they think the U.S. has a responsibility to intervene in Syria. A June CBS News/New York Times poll found just 28 percent said the U.S. had a responsibility to do something about the fighting in Syria, while 61 percent said it did not.

While the fighting in Syria has stretched on and escalated, Americans’ views on the U.S. duty to act have changed little. Several news organizations have asked the same question about Syria, and a February 2012 CNN/ORC International poll was the first, finding just 25 percent thought the U.S. had a duty to act. That sense of responsibility peaked in May 2012 at 33 percent.

Since the end of the Cold War, Americans have felt an obligation to get involved in just a few conflicts that did not directly involve the U.S. – about half said the nation had a duty to intervene in Somalia in 1993 and Darfur in the mid-2000s, and most said the U.S. had a responsibility to act in Kosovo in 1999.

The pattern with Syria is similar to the public’s long-standing skepticism about U.S. involvement in the Bosnian war in the mid-1990s. CBS News and The New York Times tracked public opinion on the fighting between Serbs and Bosnians in the former Yugoslavia, and from 1993 through 1995, regardless of the intensity of the conflict, those who felt no responsibility to act outnumbered those who did.

As Syria war escalates, Americans cool to U.S. intervention: Reuters/Ipsos poll

Americans strongly oppose U.S. intervention in Syria’s civil war and believe Washington should stay out of the conflict even if reports that Syria’s government used deadly chemicals to attack civilians are confirmed, a Reuters/Ipsos poll says.

About 60 percent of Americans surveyed said the United States should not intervene in Syria’s civil war, while just 9 percent thought President Barack Obama should act.

More Americans would back intervention if it is established that chemical weapons have been used, but even that support has dipped in recent days – just as Syria’s civil war has escalated and the images of hundreds of civilians allegedly killed by chemicals appeared on television screens and the Internet.

The Reuters/Ipsos poll, taken August 19-23, found that 25 percent of Americans would support U.S. intervention if Syrian President Bashar al-Assad’s forces used chemicals to attack civilians, while 46 percent would oppose it. That represented a decline in backing for U.S. action since August 13, when Reuters/Ipsos tracking polls found that 30.2 percent of Americans supported intervention in Syria if chemicals had been used, while 41.6 percent did not.

Taken together, the polls suggest that so far, the growing crisis in Syria, and the emotionally wrenching pictures from an alleged chemical attack in a Damascus suburb this week, may actually be hardening many Americans’ resolve not to get involved in another conflict in the Middle East.

The results – and Reuters/Ipsos polling on the use-of-chemicals question since early June – suggest that if Obama decides to undertake military action against Assad’s regime, he will do so in the face of steady opposition from an American public wary after more than a decade of war in Iraq and Afghanistan.

Some foreign and U.S. officials – notably Republican Senator John McCain, whom Obama defeated for the presidency in 2008 – have called Obama too hesitant in deciding whether to act in Syria. But several Americans surveyed in this week’s poll, including Charles Kohls, 68, a former U.S. military officer from Maryland, praised Obama’s caution.

“The United States has become too much of the world’s policeman and we have become involved in too many places that should be a United Nations realm, not ours,” Kohls said in an interview. “I don’t think we ought to” intervene in Syria.

Kohls said the possibility of a chemical attack did not alter his belief that the United States should stay out of Syria, or any war for that matter.

CROSSING THE ‘RED LINE’

Obama has called the suspected chemical attack near Damascus on Wednesday “an event of great concern” and directed U.S. intelligence agencies to investigate the allegations of chemical use as he weighs potential responses.

The president met with his national security advisers on Saturday but U.S. officials said he has not decided whether to intervene.

U.S. defense officials, meanwhile, have repositioned naval forces in the Mediterranean to give Obama the option for a missile strike on Assad’s regime, which has been backed by Russia and China.

Obama has been reluctant to intervene in the Syria war, where rebel forces opposed to Assad are made up of dozens of militant factions, some not friendly to the United States.

The president warned Syria’s government last year that any attempt to deploy or use chemical or biological weapons would cross a “red line.”

The White House said that Assad’s military appeared to cross such a threshold in June, and responded to reports of Syrian troops using chemical weapons by agreeing to offer military aid to vetted groups of Syrian rebels.

It does not appear that any U.S. weapons have been delivered to rebels so far. As the war has escalated, Obama’s administration has come under increasing pressure from various governments, including those in France and Israel, to respond more forcefully to what many have called an unfolding humanitarian and political crisis.

LIKE OBAMA, AMERICANS CAUTIOUS

However, Obama does not appear to be feeling much pressure over Syria from the American people.

In this week’s Reuters/Ipsos survey of 1,448 people, just 27 percent said they supported his decision to send arms to some Syrian rebels; 47 percent were opposed. The poll has a margin of error of plus or minus 2.9 percentage points for each number.

About 11 percent said Obama should do more to intervene in Syria than sending arms to the rebels, while 89 percent said he should not help the rebels.

Obama is considering a range of options. The most popular option among Americans: not intervening in Syria at all. That option is backed by 37 percent of Americans, according to the poll.

Less popular options include air strikes to help the rebels (supported by 12 percent of Americans); imposing a “no-fly” zone over Syria that would ground Assad’s air force (11 percent); funding a multi-national invasion of Syria (9 percent), and invading Syria with U.S. troops (4 percent).

Deborah Powell, 58, of California, said she initially opposed any involvement by the United States but now supports arming the rebels.

“I was against any involvement after watching a (television) program that said if we give (rebels) the weapons they could turn them against us, but I think now we need to give them the weapons,” Powell said.

Asked what changed her mind, she said: “What’s going on over there is terrible.” However, Powell praised Obama’s wariness toward getting the United States involved in another war.

Some Americans believe the use of chemical weapons has changed the game in Syria, and that the United States should get involved as long as other countries did, too.

Jonathan Adams, 56, of California, said that he was “happy that we didn’t get involved from the start and I’m glad Obama was cautious. But I think we have gotten past the point of where we should’ve been involved in some way.”

He said reports of chemical weapons use “went way past the line.”

Romney leads race to raise campaign funds

Yang sees Lang Lang choosing this tune as an expression of the deeply anti-American propaganda that is constant in China.

A well-known example of such feelings was seen on Sept. 11, 2001, when Chinese chat rooms were filled with young people celebrating this act of terror as an American defeat.

Excited at this coup, patriotic Chinese have been circulating the clip for the last several days. One netizen wrote “the right place, right time, right song!”

The phrase “right place, right time, right song” echoes Chinese propaganda and is a declaration of victory over the United States. Chinese have been taught that the United States lost the Korean War. A U.S. general is quoted in the propaganda as describing the Korean War as being “the wrong war at the wrong time in the wrong place with the wrong enemy,” which is taken as an admission of defeat. In fact, the quote is from Gen. Omar N. Bradley testifying to Congress as to why the United States should not extend the Korean War into China.

Another Chinese commenting on a forum responded to the Lang Lang performance by writing, “Defeat America, defeat Obama” (writing Obama’s name with the wrong first character, one meaning “sunken” or “dented.”)

Others wrote comments like: “omg!”; “Didn’t they know?”; “Where was the U.S. foreign affairs?” and “Very good. My impression of Lang Lang has really changed.”

“…During the big White House state dinner for China last Wednesday, a Chinese pianist named Lang Lang was invited to serenade the assembled dignitaries.  One of the songs he played, unknown to Western audiences but instantly recognizable to the Chinese, was “My Motherland,” the theme from a movie called Battle On Shangganling Mountain.

Where’s Shangganling Mountain, you ask?  Why, it’s in Korea.  It was the site of a bloody battle, fought in late 1952 during the Korean War, in which Chinese forces repulsed a sustained attack from American and South Korean troops.  The movie whose theme Lang tickled out of those ivories is an anti-American propaganda film.  An article in the The Epoch Times points out that the lyrics to its theme song describe American soldiers as “jackals.”

Playing this song at a White House state dinner is the rough equivalent of an American president providing music from Rambo II during a state visit to Vietnam.  It’s impossible to imagine the current President doing anything like that, but you could almost see George Bush screening the entire movie for his hosts while waiting for the bun cha to be served.  “This here’s my favorite part, where the guy gets shot right in the chest with an exploding arrow.  POW! “ …”

In Ukraine during the Holodomor engineered by Stalin an estimated 2.2 million to 3.5 million starved to death.

Both outcomes were the direct result of socialist government intervention into the agricultural sector. So much for the socialist command and control economy.

Now both China and Russia are trying capitalism and thriving.

Federal government intervention in the agriculture sector with subsidies going for the production of ethanol has resulted in both rising food and gasoline prices.

Using the American people’s tax dollars to subsidy a small group of businesses that benefit from ethanol subsidies is criminal behaviour.

Your are stealing from all the American people just so you can get campaign contributions from the owners that benefit from the subsidies.  Any  politician of either party that supports this should be voted out of office.

This is a government failure, not a market failure.

Still you persist with this arrogant meddling and want to expand its scope to save the planet from global warming.

American businesses do not need you to tell them how to produce goods and services nor what to produce.

Senator Obama you have absolutely no business experience nor expertise in the industries you want to dictate poliicies to using government coercion.

Expect businesses to push back hard and often.

Asking Americans to pony up even more at the pump with already record gasoline prices creeping higher almost daily seems offensive enough.  But compelling such burden under the guise of moral imperative to curb global warming at a time when the planet is actually cooling rings downright obscene. 

Don’t get me wrong — the fiscal arguments against the bill’s draconian business regulations were inexorable — its massive consequent spike in energy costs would be nothing short of ruinous to the nation.  An April EPA analysis of the bill estimated a 53 cents per gallon increase in the price of gasoline and a 44% jump in electricity costs by 2030 should it become law.  Even those figures precariously assumed a 150% increase in nuclear and “significant use of biomass” for electricity generation; otherwise costs will be “significantly higher.” Add a projected net loss of almost a trillion dollars in GDP by that very same year and this blatantly socialistic power-grab attempt deserved the pauper’s funeral it received on financial grounds alone. …”

Moreover, many of those 2,500 reviewers turned thumbs down on the studies that they reviewed — I know this from my own interviews with them, conducted in the course of writing a book about scientists who dispute the conventional wisdom on climate change.

From my interviews, it also became clear to me that, if a consensus exists, it exists on the other side. For instance Paul Reiter of the Pasteur Institute, a former peer reviewer for the IPCC’s work on the spread of malaria and other diseases due to warming says, “I know of no major scientist with any long record in this field who agrees with the pronouncements of the alarmists at the IPCC.” Other scientists also told me that, in their particular discipline, the IPCC’s position was the outlier, far from the mainstream. …”  “…“So what?” many say. “Even if there is great uncertainty about the science of climate change, what harm will come of reducing our emissions of carbon dioxide? If it turns out that global warming is a natural phenomenon, we will have gained for ourselves cleaner air and less dependence on foreign oil.” As Sen. Lieberman put it in a PBS interview, “we ought to buy an insurance policy to deal with it. You know, I buy an insurance policy on my house. I don’t know there’s going to be a fire or a pipe is going to break, but I spend the money on it because the consequences of not having insurance are worse. And that’s what we’re doing here.”

This view finds favor with people across the ideological spectrum. Environmentalists, public-health advocates, and planners recognize an opportunity to lower emissions while promoting lifestyle changes; security hawks seize on the prospect of energy self-sufficiency; others see an opportunity to make common cause with Europe. All justify the expense of meeting Kyoto’s emissions targets as an insurance policy of sorts.

The problem is that far from being an insurance policy, Kyoto represents the single greatest threat to the global environment today and its scheme for using carbon credits and carbon offsets to reduce CO2 emissions comes with horrible human costs.

When we in the West purchase carbon offsets, typically someone, or some government, in the third world is paid for providing a “sink” for the carbon we’re emitting. Often that sink will be an industrial eucalyptus plantation, planted on what had been farmland or old-growth forest. Apart from the environmental amenities lost, personal tragedies abound. The former inhabitants of that land — either peasant farmers or forest peoples — will have been evicted from their lands, generally without fair compensation. Mass evictions are also the rule with new large-scale hydro dams, which can appear to become economically feasible only because of carbon credit schemes. China’s Three Gorges Dam, touted for being carbon-free, is uprooting some two million peasants and townsfolk. Nuclear power, too, is enjoying a renaissance due to carbon pricing — nuclear reactors have never been commercially viable without subsidies, and coming back now only because of a perceived carbon crisis. …”

This sure looks like Obama, the great problem solver according to Al Gore , is not interested in solving any problems that show up only beyond “this summer or the next few years” or that take more than a few years to fix (5 tops, apparently).
Not very forward-looking, is he?  In fact, his time window of interest seems to coincide rather perfectly with what would be his first term as President.  Any problem that won’t show up during his term is not a problem he would try to solve.  So much for the vision thing.
Then where does that put global warming, by the way?  I was not aware that global warming would have dire consequences this summer or the next few years or that it could be solved within 5 years.  According to Senator Obama’s logic then, why try to solve it?  This would be especially so since even global warmists believe the next decade will involve little or no warming .  I also did not know that all the alternative energy sources Senator Obama advocates could be brought on line “this summer”.  Wow, those windmill guys are good. …”

“…”Now that the ethanol industry has matured, it is appropriate to curb the tax subsidy provided to ethanol,” says a Senate Finance Committee report on the tax provisions of the bill.

That’s a politically popular statement to make: Corn-based ethanol production has taken much of the blame for the recent run-up in world food prices. In 2007, President Bush famously called for a nearly 500% increase in ethanol production to reduce the country’s reliance on oil. Congress granted his wish at the end of last year by mandating 36 billion gallons of production by 2022–far beyond the 9 billion gallon goal for 2008. Not only is ethanol production mandated and subsidized, the industry is protected by a 54-cent import tariff.

That tariff, which serves largely to keep Brazilian sugar-based ethanol out of U.S. markets, would be extended by two years under the Farm Bill. “This would effectively raise the barrier to marginal ethanol gallons from Brazil,” says FBR Capital Markets analyst Kevin Book in a research note.

Former Congressman Charles Stenholm, D-Texas, who now lobbies on agriculture and energy policy for law firm Olsson, Frank, Weeda, says the tax-credit reductions for corn-based ethanol are “a step in the right direction.” But he wants Congress to adopt a market-based approach in which subsidies are discontinued when they’re no longer necessary.

“There’s no valid reason for maintaining a subsidy for ethanol with oil at $120 a barrel,” he says. …”
