Tea Party Turmoil: FreedomWorks’ Dick Armey Takes $8 Million Exit Buyout After Failed

DemocracyNow.org – Former House majority leader Dick Armey attempted a coup within his own Tea Party-linked nonprofit FreedomWorks earlier this year. When that failed, he took an $8 million payout from a millionaire Republican donor to leave. The incident highlighted what is believed to be growing turmoil inside the Tea Party movement after it rose to prominence ahead of the 2010 election. We’re joined by Politico reporter Ken Vogel. “[Armey] did in fact take a hit when he decided to go all in with FreedomWorks and refashion himself as the Tea Party leader,” Vogel says. “There has always been this tug of war in the Tea Party between national groups that have deep-pocketed contributors and benefactors and the actual grassroots.”

“…Dick Armey left the deep-pocketed tea party group he helped build over a clash with a top lieutenant who Armey and others in the organization believed was using the group’s resources to pad his pockets, POLITICO has learned.

Armey received an $8 million buyout to step down as chairman of FreedomWorks at the end of last month, but the dispute between him and the group’s president, Matt Kibbe, is still straining the organization.

And the turmoil could have far-reaching implications, since FreedomWorks has been among the leading Washington, D.C., groups pressuring Republicans to take a more conservative tact on the fiscal cliff negotiations and other fiscal matters.

The tensions at FreedomWorks, brewing for months, boiled over this summer when Armey balked at a deal that Kibbe struck with HarperCollins to write a book called “Hostile Takeover: Resisting Centralized Government’s Stranglehold on America,” which was released in June.

Armey was concerned that Kibbe structured the deal to personally profit from the book despite relying on FreedomWorks staff and resources to research, help write and promote it — an arrangement he and others at the group believed could jeopardize its tax-exempt status. (In 2010, Kibbe and Armey co-authored a book through HarperCollins, “Give Us Liberty: A Tea Party Manifesto,” that was written with significant help from FreedomWorks staff and all proceeds had gone to the organization.)

So Armey declined to sign a memorandum presented to him in his capacity as a member of the board of trustees stating that the book was written without significant FreedomWorks resources and clearing the way for Kibbe to personally own the rights to the book and any royalties from it, multiple sources familiar with the arrangement told POLITICO.

Asked about his refusal to sign the memorandum, Armey, a former House Republican leader, said, “What bothered me most about that was that he was asking me to lie, and it was a lie that I thought brought the organization in harm’s way.”

After Armey’s concerns came to the attention of the organization’s board at a late August meeting in Jackson Hole, Wyo., Kibbe and the group’s executive vice president, Adam Brandon, were placed on administrative leave in early September and had their cell phones taken away.

Brandon said the board was made aware of the book project months earlier, and Kibbe maintains that the leave didn’t stem from questions about the book deal.

Rather, he said “there was a dispute” with Armey over “competing visions for what FreedomWorks should become and ultimately, the board decided that we fit the vision of the organization.” …”

“…The Federal Reserve Act specifies that the Federal Reserve may buy and sell Treasury securities only in the “open market.” The Federal Reserve meets this statutory requirement by conducting its purchases and sales of securities chiefly through transactions with a group of major financial firms–so-called primary dealers–that have an established trading relationship with the Federal Reserve Bank of New York (FRBNY). These transactions are commonly referred to as open market operations and are the main tool through which the Federal Reserve adjusts its holdings of securities. Conducting transactions in the open market, rather than directly with the Treasury, supports the independence of the central bank in the conduct of monetary policy. Lackluster Five-Year Auction Weighs On Treasury Market

“…U.S. Treasury prices fell Wednesday after weak demand for a debt sale dampened gains built on Federal Reserve Chairman Ben Bernanke’s assurances U.S. interest rates will remain low.

In a day of choppy trade, the lackluster reception for $35 billion in five-year notes overshadowed weaker than forecast durable goods orders that earlier lifted bond prices from session lows.

Another influence was the Fed’s purchase of $4.81 billion of Treasuries maturing between August 2020 and November 2021. The purchases helped the bond market erase its morning losses, leaving it flat to slightly higher by early afternoon before the Treasury auction.

Treasury losses widened when the stock market began to erase some of the day’s worst losses and the S&P 500 index clung to the 1,400 level, hurting the bid for safe-haven U.S. debt.

In afternoon trade, the benchmark 10-year Treasury note was down 5/32, its yield rising to 2.20% from 2.18% late on Tuesday.

RSC Budget Has Ambitious Targets, Needs More Policy Detail

“…The Republican Study Committee (RSC) has once again pushed the outside of the fiscal envelope, presenting a budget that reaches balance in just five years—twice as fast as the group’s proposal a year ago—through entitlement reforms, deep spending reductions, and no tax increases. This aggressive plan incorporates many elements of the House Budget Committee resolution, in some cases going further toward cutting spending.

The RSC budget[1] is a highly ambitious effort that moves as far and fast toward its goals as seems possible. It is not a perfect plan. It falls short in substantiating all its significant spending cuts with adequate substantive policy detail. But it draws another clear, sharp contrast with the President’s vision of ever-expanding government, higher spending, and more debt. …”

“…How the Plan Could Be Improved

Even with the strengths cited above, the RSC plan would benefit from more substantive policy detail on how it would achieve its $112 billion reduction in 2013 discretionary spending from the 2012 cap level of $1.043 trillion. This is a tall order that warrants a fuller description; it cannot be accomplished solely through the worthwhile but inadequate eliminations of the Corporation for Public Broadcasting, Legal Services Corporation, National Endowment for the Arts, and National Labor Relations Board.

On the entitlement side, the RSC should explore the effects of its large and rapid cuts in major programs such as Medicaid and CHIP. To be sure, the RSC does not have the same access to the Congressional Budget Office and other resources that budget committees do; but budgets should be driven more by policy than just numerical targets.

Testing the Boundaries

The RSC budget reflects the need to reverse the explosion of federal spending and debt that threatens the country’s economy—and to do so soon. It pushes hard toward the limits of government spending reduction and reform. However ambitious this budget seems, and notwithstanding its limitations, the convictions behind it should not be ignored.

1,000 Days Without a Budget: Facts on the Senate’s Failure

“…Tuesday, January 24, will mark the 1,000th day since the U.S. Senate has passed a budget—an egregious dereliction of duty on Senate Majority Leader Harry Reid’s (D–NV) watch. By enacting continuing resolution upon continuing resolution (short-term measures to keep the government running, spending money at the current rate), the Senate has taken a pass on leading, all to the detriment of the poor and middle class.

The budget process forces Congress to set priorities to protect the people’s money and put it to its appropriate use. Instead, the Democrat-controlled Senate has abdicated its responsibility. The result? The deficit is soaring, causing a looming tax burden and injecting uncertainty into the economy, leaving jobs and economic growth on the table. It’s no wonder the U.S. economy’s growth is so tepid.

As the 1,000th day nears, here are some facts about America’s budget and why the Senate must take action to be stewards of the people’s money as the Constitution requires:

  • The last time the Senate passed a budget was on April 29, 2009.
  • Since that date, the federal government has spent $9.4 trillion, adding $4.1 trillion in debt.
  • As of January 20, the outstanding public debt stands at $15,240,174,635,409.
  • Interest payments on the debt are now more than $200 billion per year.
  • President Obama proposed a FY2012 budget last year, and the Senate voted it down 97–0. (And that budget was no prize—according to the Congressional Budget Office, that proposal never had an annual deficit of less than $748 billion, would double the national debt in 10 years and would see annual interest payments approach $1 trillion per year.)
  • The Senate rejected House Budget Committee Chairman Paul Ryan’s (R–WI) budget by 57–40 in May 2011, with no Democrats voting for it.
  • In FY2011, Washington spent $3.6 trillion. Compare that to the last time the budget was balanced in 2001, when Washington spent $1.8 trillion ($2.1 trillion when you adjust for inflation).
  • Entitlement spending will more than double by 2050. That includes spending on Medicare, Medicaid and the Obamacare subsidy program, and Social Security. Total spending on federal health care programs will triple.
  • By 2050, the national debt is set to hit 344 percent of Gross Domestic Product.
  • Taxes paid per household have risen dramatically, hitting $18,400 in 2010 (compared with $11,295 in 1965). If the 2001 and 2003 tax cuts expire and more middle-class Americans are required to pay the alternative minimum tax (AMT), taxes will reach unprecedented levels.
  • Federal spending per household is skyrocketing. Since 1965, spending per household has grown by nearly 162 percent, from $11,431 in 1965 to $29,401 in 2010. From 2010 to 2021, it is projected to rise to $35,773, a 22 percent increase. …”

The FairTax: It’s Time

In Grey Court, South Carolina, on Oct.25, Texas Governor Rick Perry, Republican presidential candidate, unveiled his plan, “Cut, Balance and Grow”, for the U.S. economy. Perry’s proposed an optional flat income tax rate of 20 percent to replace the existing federal income tax system. Taxpayers would have the option to pay either the new flat 20 percent rate or continue paying income taxes based on the existing complex income tax system.

The individual standard tax exemption would be increased to $12,500 plus each dependent would also have a $12,500 tax exemption. A family of four earning $50,000 per year would be exempt from income taxes. Perry’s tax reform plan would also keep the mortgage interest, state taxes and charitable deductions for families earning less than $500,000.

Dividend, interest and capital gains taxes, the Alternative Minimum tax and estate taxes would all be eliminated. Social Security benefits would no longer be taxed.

Perry would not change Social Security and Medicare benefits for those currently receiving or soon-to-be receiving these benefits. However, Perry would gradually increase the eligibility age for Social Security and Medicare.

Young workers would be permitted to invest part of their Social Security payroll taxes in investment private accounts.

Americans eligible for Medicare would receive either a credit or payment to purchase a health insurance plan of their choice. Currently the government pays benefits directly.

Companies doing business abroad would be encouraged to return their profits to the U.S. with a one-time reduced tax of 5.25 percent. With this tax incentive, more than $1 trillion in profits is estimated would be returned to the U.S. This would create several million new jobs as the profits are invested in the U.S. The corporate rate would be reduced from the second highest in the world at 35 percent to a more competitive 20 percent.

By design the Perry plan would deeply cut tax rates and in turn this may lead to cuts in tax revenues. In order to avoid large deficits, where government spending outlays exceed tax revenues, the federal budget would need to be massively cut including discretionary spending and non-discretionary entitlement spending.

In terms of federal government spending, Perry would balance the budget in 2020, end all earmarks, reform entitlement spending for Social Security and Medicare, and limit government spending outlays to 18 percent of Gross Domestic Product (GDP). Perry would amend the Constitution to require balanced budgets.

Steve Forbes, who ran for the Republican presidential nomination in 1996 on a proposed 17 percent flat tax, is Perry’s chief adviser for the optional flat tax plan.

Club for Growth president, Chris Chocola, said “Rick Perry’s plan for tax reform would be massively pro-growth.”

Perry’s plan is already being compared and contrasted with his two leading rivals for the nomination, Herman Cain and Mitt Romney. Cain’s 9-9-9 tax reform plan would scrap the existing income tax code and replace it and payroll taxes with a flat 9 percent business tax, a flat 9 percent individual tax and a 9 percent national sales consumption tax on the sale of new goods and services.

Cain’s plan is a hybrid of both flat income taxes and a consumption tax. The 9-9-9 plan was designed to be a bridge to the FairTax, which is a national sales tax that would replace all federal income, payroll, capital gains, Alternative Minimum Tax, gift and estate taxes.

Romney has proposed a plan that would cut the tax rates for corporations and personal savings and investment. Romney would eliminate taxes on dividend, interest and capital gains for individuals earning less than $200,000. In the past, Romney has favored a flat tax provided it did not hurt the middle class.

Perry’s tax reform plan is positioned between the bolder Cain plan and the more modest Romney plan. Ron Paul has yet to explicitly disclose his own tax reform plan. Paul has stated he would eliminate the Internal Revenue Service (IRS), permanently close five departments and cut spending by $1 trillion in the first year. This would seem to indicate he might support the FairTax with a lower rate such as 20 percent or less, call it FairTax Less.

Despite our nation’s staggering $14.4 trillion debt, there many Members of the U.S. House and Senate who want to raise our nation’s debt limit without making permanent reforms in our fiscal policies.

We believe that this is a fiscally irresponsible position that would place America on the Road to Ruin. At the same time, we believe that the current debate over raising the debt limit provides a historic opportunity to focus public attention, and then public policy, on a path to a balanced budget and paying down our debt.

We believe that the “Cut, Cap, Balance” plan for substantial spending cuts in FY 2012, a statutory spending cap, and Congressional passage of a Balanced Budget Amendment to the Constitution is the minimum necessary precondition to raising the debt limit. The ultimate goal is to get us back to a point where increases in the debt limit are no longer necessary.

THE PLEDGE

I pledge to urge my Senators and Member of the House of Representatives to oppose any debt limit increase unless all three of the following conditions have been met:

  1. Cut – Substantial cuts in spending that will reduce the deficit next year and thereafter.
  2. Cap – Enforceable spending caps that will put federal spending on a path to a balanced budget.
  3. Balance – Congressional passage of a Balanced Budget Amendment to the U.S. Constitution — but only if it includes both a spending limitation and a super-majority for raising taxes, in addition to balancing revenues and expenses.

This should put some pressure on your Senators and Representatives of both political parties that still believe that massive annual deficits of over $1000 billion can continue for years if not decades into the future.

The U. S. economy has two years or less to increase the growth rate from 1.9 to over 4.0% and reduce the official unemployment rate from 9.2 % to under 7%.

If the total U.S. Government Federal Government outlays are not significantly reduced and brought into balanced with tax revenues by 2013, the U.S. economy will enter another recession and the official unemployment rate or U-3 will exceed 10% with over 15 million unemployed Americans and with over 30 million Americans seeking full-time employment.

The total outlays (spending) and revenues (taxes) must be equal for the Fiscal Year 2014 U.S Federal Government budget and subsequent fiscal years; At most outlays or spending should be less than or equal to 18% of the Gross Domestic Product (GDP).

This is the only way to increase the U.S.’s economic growth rate of Gross Domestic Product to over a 5% and reduce unemployment rate to under 5%.

If this is not done the U.S. economy will first go into another recession followed by a long period of stagflation with little recovery in terms of jobs.

If your representatives refuse to sign the pledge, do not vote for them in the next election.

If your representatives votes for an increase in the national debt ceiling without the terms of the pledge being honored or met, do not vote for them in the next election.

Force the President of the United States to balance the budget in Fiscal Year 2012 by insisting the national debt ceiling not be increased.

Remember that the estimated deficit for Fiscal Year 2011 is $1,650 billion dollars. This is about equal to the total U.S. Federal Government budget in Fiscal Year 1998 when the budget was in surplus!

Through the end of June 2011 the actual deficit for Fiscal Year 2011 exceeds over $1,000 billion with three more months to go.

In other words tax revenues are estimated to be about $2,200 billion with outlays or spending to be over $3,800 billion.

The time has come for your Senators and Representatives to show some spine and fiscal discipline.

If they do not, find someone who will and vote for them in the next election!

The Deficit Is Worse Than We Think

Normal interest rates would raise debt-service costs by $4.9 trillion over 10 years, dwarfing the savings from any currently contemplated budget deal.

“…Washington is struggling to make a deal that will couple an increase in the debt ceiling with a long-term reduction in spending. There is no reason for the players to make their task seem even more Herculean than it already is. But we should be prepared for upward revisions in official deficit projections in the years ahead—even if a deal is struck. There are at least three major reasons for concern.

First, a normalization of interest rates would upend any budgetary deal if and when one should occur. At present, the average cost of Treasury borrowing is 2.5%. The average over the last two decades was 5.7%. Should we ramp up to the higher number, annual interest expenses would be roughly $420 billion higher in 2014 and $700 billion higher in 2020.

The 10-year rise in interest expense would be $4.9 trillion higher under “normalized” rates than under the current cost of borrowing. Compare that to the $2 trillion estimate of what the current talks about long-term deficit reduction may produce, and it becomes obvious that the gains from the current deficit-reduction efforts could be wiped out by normalization in the bond market. …”

“…The second reason for concern is that official growth forecasts are much higher than what the academic consensus believes we should expect after a financial crisis. That consensus holds that economies tend to return to trend growth of about 2.5%, without ever recapturing what was lost in the downturn.

But the president’s budget of February 2011 projects economic growth of 4% in 2012, 4.5% in 2013, and 4.2% in 2014. That budget also estimates that the 10-year budget cost of missing the growth estimate by just one point for one year is $750 billion. So, if we just grow at trend those three years, we will miss the president’s forecast by a cumulative 5.2 percentage points and—using the numbers provided in his budget—incur additional debt of $4 trillion. That is the equivalent of all of the 10-year savings in Congressman Paul Ryan’s budget, passed by the House in April, or in the Bowles-Simpson budget plan.

Third, it is increasingly clear that the long-run cost estimates of ObamaCare were well short of the mark because of the incentive that employers will have under that plan to end private coverage and put employees on the public system. Health and Human Services Secretary Kathleen Sebelius has already issued 1,400 waivers from the act’s regulations for employers as large as McDonald’s to stop them from dumping their employees’ coverage. …”

Michele Bachmann says Obama using “scare tactics” on debt ceiling

“…White House hopeful Michele Bachmann on Tuesday accused President Obama of using scare tactics to convince Congress to raise the statutory limit on how much money the United States can borrow to keep the government running.

“I think these are scare tactics by the Obama administration,” the Minnesota Republican Representative said in an interview on CBS’ “The Early Show,” referring to assertions that financial markets would be face turmoil if Congress does not raise the $14.3 trillion debt ceiling by August 2.

“Until I see a legitimate, serious reduction in spending, I can’t give my vote” to raise the debt ceiling, Bachmann said, adding “we will be right back at it again a year and a half from now in a worse position than we are today.”

Bachmann noted that the debt ceiling would have to be increased by about $2.4 trillion to last through the end of next year.

She backed a controversial proposal from Sen. Pat Toomey, (R-Pa.) to give bondholders, including China, first dibs on the payments from the U.S. Treasury.

“The interest on the debt can easily be paid for and that would mean that we wouldn’t default,” she said. …”

“…Toomey’s proposal is popular among the conservative Tea Party wing of the Republican party, but has not been endorsed by the Republican leadership on Capitol Hill.

The Obama administration has warned against Toomey’s proposal, as has Federal Reserve Board Chairman Ben Bernanke.

Earlier this month, Bernanke, who served as a top White House adviser to President George W. Bush before becoming Fed chief, said such a prioritization move would cause unnecessary concerns in the financial markets and would only buy a short amount of time.

“While debt-related payments might be met in this scenario, the fact that many other government payments would be delayed could still create serious concerns about the safety of Treasury securities among financial market participants,” Bernanke said in a speech earlier this month. …”

“…Howdy Doody is an American children’s television program (with circus and frontier/Western themes) that was created and produced by E. Roger Muir[1] and telecast on NBC in the United States from 1947 until 1960. It was a pioneer in children’s television programming and set the pattern for many similar shows. It was also a pioneer in early color production as NBC (at the time owned by TV maker RCA) used the show in part to sell color television sets in the 1950s.

Howdy Doody himself is a freckle-faced boy marionette with 48 freckles, one for each state of the union (up until January 3, 1959), and was originally voiced by Buffalo Bob Smith.[2] The Howdy Doody show’s various marionettes were created and built by puppeteers Velma Wayne Dawson, Scott Brinker (the show’s prop man) and Rufus Rose throughout the show’s run.[3] The redheaded Howdy marionette on the original show was operated with 11 strings: two heads, one mouth, one eye, two shoulders, one back, two hands and two knees. Three strings were added when the show returned—two elbows and one nose.

The original Howdy Doody marionette now resides at the Detroit Institute of Arts. There were duplicate Howdy Doody puppets, designed to be used expressly for off-the-air purposes (lighting rehearsals, personal appearances, etc.), although surviving kinescope recordings clearly show that these duplicate puppets were indeed used on the air occasionally. Double Doody was the Howdy stand-in puppet; now on permanent display at the Smithsonian.[4] Photo Doody, is the near-stringless marionette that was used in personal appearances, photos, parades, and the famed NBC test pattern. He was sold by Leland’s Sports Auction House in 1997 for more than $113,000 to a private art collector, TJ Fisher.[5] Other puppet characters included Heidi Doody (Howdy’s sister), Mayor Phineas T. Bluster, Dilly Dally, Inspector John J. Fadoozle (“America’s number 1 private eye”), Sandra the Witch, Princess Summerfall Winterspring, Capt. Windy Scuttlebut and the curious Flub-a-Dub (a combination of eight animals: a duck’s bill, a cat’s whiskers, a spaniel’s ears, a giraffe’s neck, a dachshund’s body, a seal’s flippers, a pig’s tail and an elephant’s memory). The show is also known for its animals like Hyde and Zeke the bears, Mambo the Elephant, Tizzy the dinosaur, Paddle the Gnu, and Tommy Turtle. Howdy Doody dolls were also sold commercially, as well as marionettes of Howdy Doody and Flub-a-dub.

In addition to the original vintage puppets, puppetmaker Alan Semok (at the request of Bob Smith in the early 1990s) created several exact replicas of Howdy, including (thanks to improved materials and new moulding techniques) a more exact marionette replica than had been produced in the past, as well as a new Photo Doody which Smith used in personal appearances until the time of his death. One of Semok’s marionette duplicates appears on a 2005 cover of TV Guide magazine as part of a series recreating classic covers from the magazine’s history. The cover featured Howdy with Conan O’Brien dressed as Buffalo Bob Smith. Another of the Semok duplicates resides in the International Museum and Library of the Conjuring Arts, the private museum owned by renowned illusionist David Copperfield.

Bob Smith (November 27, 1917 – July 30, 1998), the show’s host, was dubbed “Buffalo Bob” early in the show’s run. Smith wore cowboy garb, and the name of the puppet “star” was derived from the Western United States greeting “howdy do”, a commonplace corruption of “How do you do?” (The straightforward use of that expression was also in the theme song’s lyrics.) Smith, who had gotten his start as a singing radio personality in Buffalo, New York, used music frequently in the program. Cast members Lew Anderson and Robert “Nick” Nicholson were both experienced jazz musicians.

“…Eva Marie Cassidy (February 2, 1963 – November 2, 1996) was an American vocalist known for her interpretations of jazz, blues, folk, gospel, country and pop classics. In 1992 she released her first album, The Other Side, a set of duets with go-go musician Chuck Brown, followed by a live solo album, Live at Blues Alley in 1996. Although she had been honored by the Washington Area Music Association, she was virtually unknown outside her native Washington, D.C. when she died of melanoma in 1996.

Four years later, Cassidy’s music was brought to the attention of British audiences when her version of “Over the Rainbow” was played by Terry Wogan on BBC Radio 2. Following the overwhelming response, a camcorder recording of “Over the Rainbow”, taken at the Blues Alley, was shown on BBC Two’s Top of the Pops 2. Shortly afterwards, the compilation album Songbird climbed to the top of the UK Albums Charts, almost three years after its initial release. The chart success in the United Kingdom and Ireland led to increased recognition worldwide; her posthumously released recordings, including three UK #1s, have sold more than ten million copies.[1] Her music has also charted top 10 positions in Australia, Germany, Sweden, Norway and Switzerland.[2] …”

The tea party movement’s budget would require the Federal Government to have a balanced or surplus budget in every fiscal year starting in 2012 with a declining national debt starting in Fiscal Year 2017.

Neither the Republican nor Democratic Party is capable of living within the means of the American people.

The Republicans are proposing a budget for Fiscal Year 2012 of $3,618 billion compared with the President Obama’s $3,729 billion.

This results in a deficit of $995 billion for the Republican budget and $1,101 billion for President Obama’s budget.

As the above  tables clearly show, neither party is capable of balancing the budget in the next ten years.

The above budgets are needed to support a warfare and welfare economy with a collectivist state.

The above budgets are not a pathway to a peace and prosperity economy with a constitutional republic.

The budget needs to be balanced starting in fiscal year 2012 at $2,500 billion or less.

The tea party movement demands that from here on out that all budgets be either balanced or in surplus with no tax increases.

Before  either political party attempts to reform so-called entitlement programs such as Social Security, Medicare, or Medicaid, the tea party movement demands that ten Federal Departments be permanently closed and the budgets of remaining Federal Departments be reduced by 25%.

If they did they would have a sense of urgency which is lacking in both the Democratic and Republican proposed budgets.

 
Deficits, Debts and Unfunded Liabilities: The Consequences of Excessive Government Spending
 

The Republicans are proposing a budget for Fiscal Year 2012 of $3,618 billion compared with the President Obama’s $3,729.

This results in a deficit of $995 billion for the Republican budget and $1,101 billion for President Obama’s budget.

As the above tables clearly show, neither party is capable of balancing the budget in the next ten years.

Please do not tell me Congressman Ryan that the budget will me in primary balance by 2015.

Primary balance means you exclude interest on the national debt  from expenditures or outlays.

A budget in primary balance is just a rather lame-duck president’s attempt to confuse the American people.

I am not confused or amused by President Obama totally irresponsible Fiscal Year 2012 budget proposal.

Nor am I impressed with the so-called path to a balanced budget and a path to prosperity for the United States economy.

The tea party movement does not want a path to prosperity but a jet plane ride to a balanced budget in Fiscal Year 2012 without any new taxes.

Start permanently shutting down ten Federal Departments before you even begin to think about  cutting mandatory spending or entitlements including Social Security, Medicare and Medicaid.

The American people want the FairTax not the continuation of an overly complicated Federal Income taxation system even with a lower rate of 25% for individuals and corporations.

The FairTax: It’s Time

President Obama’s Fiscal Year 2012 budget gets a F and it will cost him his re-election.

The American people have no intention of getting in the Democratic Party’s car driven by Nancy Pelosi and Barack Obama:

The American people have no intention of getting on the Republican Party’s path to prosperity either.

The Republican Fiscal Year 2012 budget gets a D+.

Milton Friedman would give you a D-:

The  American people demand fiscal responsibility or living within ones means for the Federal Government starting with the Fiscal Year 2012 Federal Government Budget.

The American people were listening when the Republican establishment’s leadership said they heard the American people.

The Republican Pledge to America clearly stated that:

“We have a plan to impose fiscal discipline and cut government down to size.”

The Republican Pathway to Prosperity is that plan and it does not impose fiscal discipline  nor does it cut down the size of the Federal Government.

Over the next ten fiscal years, there is not one single year in which the fiscal discipline of a balanced budget is met.

The Republican Pledge to America clearly stated that:

“With common-sense exceptions for seniors, veterans, and our troops, we will roll back government spending to pre-stimulus, pre-bailout levels, saving us at least $100 billion in the first year alone and putting us on a path to balance the budget and pay down the debt. We will also establish strict budget caps to limit federal spending from this point forward.”

For Fiscal Year 2008 the total actual outlays were $2,982 billion and total actual revenues or receipts from taxation were $2,523 billion for the U.S. Federal Government with a deficit of $458 billion.

The Republican Pathway to Prosperity proposes in Fiscal Year 2012 total estimated outlays of $3,529 billion and total estimated revenues of $2,533 billion resulting in a deficit of $997 billion.

The Republican Party establishment and leadership misled and lied to the American people and the tea party movement when it said it would “roll back government spending to pre-stimulus, pre-bailout levels.”
Both the Democratic and Republican Party proposed U.S. Federal Government budgets are extremely dangerous for they  generate increasing uncertainty among business owners and consumers as to where this ultimately leads the economy and nation.

The Republican establishment’s leadership in Washington D.C.  needs to be replaced for they have refused to learn the lessons of the 2006 and 2008 elections and apparently need to learn another lesson in 2012.

If you are a tea party movement patriot challenge all House and Senate seats currently held by Republicans if they vote for this fiscally irresponsible and unbalanced budget for Fiscal Year 2012.

The tea party movement  has been betrayed by the Republican Party leadership and establishment in Washington, D.C.

Stop Spending Our Future – The Crisis

 

After listening to President Obama’s State of the Union’s address last week I was curious as to the total Fiscal Federal Budget for Fiscal Year 2012 would be in terms of outlays, receipt and deficits.

At first I expected that the President would submit a budget between $3,700 billion to $4,000 billion.

For fiscal year 2011 President Obama budget estimated outlays at $3,834 billion, tax receipts at $2,567 billion and the deficit at $1,267 billion.

The more I thought about the various investments or “stimulus” spending the President proposed in this speech, I concluded the President would pull out all constraints and stops and propose a budget over $4,000 billion.

The reason is simple.

The Republican establishment is calling for a Fiscal Year 2008 level budget or about $3,000 billion in outlays.

The tea party, conservative and libertarian movements are all calling for massive cuts in Federal government spending, balanced budgets and no increase in the debt ceiling.

A balanced budget would require a $2,500 billion budget for Fiscal Year 2012 which is slightly above the level of  Fiscal Year 2005 outlays of $2,471 billion when tax receipts were $2,153 billion and the deficit was $318 billion.

A balance budget assumes tax receipts would be $2,500 billion for Fiscal Year 2012 which could be optimistic.

President Obama’s Fiscal Year 2012 Federal Budget will most likely be $4,000 billion in outlays, $2,500 billion in receipts, and a deficit of $1,500 billion. However, he might fudge the tax receipts number and estimate it to be $3,000 billion with a deficit of $1,000 billion.

For Fiscal Year 2010 that ended on September 30, 2010, the actual outlays were $3,455 billion, actual receipts $2,161 billion and the deficit was $1,294 billion.

One day after President Obama’s speech the Congressional Budget Office revised its estimate of the Fiscal Year 2011 Federal Budget to $1,500 billion.

President Obama’s Fiscal Year 2012 Federal Budget will be dead on arrival when it reaches the House of Representatives.

President Obama’s state of the union address was really the launch of his 2012 run for a second term as president.

The American people will soon become aware of President Obama’s Valentine present of a $4,000 billion budget.

With the official unemployment rate remaining above 9% and the total unemployment rate running above 16% for the next 24 months, President Obama is now a lame duck one term president.

President Obama’s budget will be a Saint Valentine’s Day massacre of the Democratic Party.

The American people have stop listening to President Obama and the Democratic Party for the simple reason that they have ignored their primary concerns–high unemployment, out of control government spending and massive increases in the national debt.

Senator Rand Paul is correct.

To balance the Fiscal Year 2012 Federal Budget requires spending cuts of about $1,500 billion assuming President Obama’s Fiscal Year 2012 Budget is about $4,000 billion and tax receipts and outlays are $2,500 billion.

Federal tax receipts for Fiscal Year 2012 will be between $2,000 to $2,500 billion.

President Obama will most likely propose a Fiscal Year 2012 budget of approximately $3,800 billion to $4,000 billion.

President Obama’s is expected to submit his Fiscal Year 2012 Federal Budget on or about Monday, February 14, 2011.

The only way to get to a balanced budget in Fiscal Year 2012 is to permanently close or eliminate Federal Departments and agencies and cut entitlement spending including Social Security, Medicare, Medicaid and welfare programs.

Neither political party has the leadership, vision, will or courage to do this.

The tea party movement candidates will be replacing both Democratic and Republican Senators and Representative who do not vote for a balanced budget in Fiscal Year 2012 in 2013.

The tea party movement is watching closely both the Democratic and Republican Party establishments.

“…Want to save $500 billion this year? Sen. Rand Paul, R-Ky., has a way to do it.

Is it realistic? Maybe not every part of it, but have a look below and judge for yourself. I don’t think his total removal of rental subsidies is unreasonable — the fact that Section 8 is a total failure doesn’t justify dumping its beneficiaries  into oblivion. But there’s also no reason every agency has to see its budget increase every year, and a lot of these cuts really do make sense. Most of them simply represent a return to 2008 levels of spending — remember that a 30 percent cut is less than it seems when an agency’s budget been increasing by 40 percent over the last few years.

But if you can bring discretionary spending down a notch with something like it, then cut Defense further as the wars in Afghanistan and Iraq wind down, you’ve gotten to the point where you can look Americans in the eye and tell them you’ve done everything you can, and it’s time to do something about Social Security and Medicare to save the nation from long-term financial collapse.

In order to balance the Federal Budget in Fiscal Year 2012, Congress must cut spending by over $1,000 billion. 

If the proposed cuts were over two years and not over ten years, the tea party movement would be impressed with the proposed $2,500 billion cut in spending.

However, the Republican establishment and ruling class in Washington D.C. are at most talking about spending cuts  of about $100 billion.

This will not balance the budget.

Business as usual and “kicking the can” or problem” down the road” we simply not cut it.

Start by proposing the closing permanently of entire Federal Departments with up and down votes for each department.

If the current representatives, Republicans and Democrats, refuse to cut spending and balance the Federal budget, the American people will find individuals to represent them in Congress and the Senate who will pass balanced Federal Budgets.

I am not optimistic that the Republican Party establishment has the vision, will or courage to cut spending to levels that will balance the budget in Fiscal Year 2012 and in the future.

Both political parties are running the real risk that one or both parties will be replaced in the future by a political party that truly supports a constitutional limited Federal government with balanced budgets or surplus budgets.

I suggest the Republican Party get serious before the American people vote you out of office for failure to cut spending and balance the budget.

Reading the Constitution is fine, now it is time to not only talk the talk, but walk the walk–balance the budget from here on out!

“…Moving aggressively to make good on election promises to slash the federal budget, the House GOP today unveiled an eye-popping plan to eliminate $2.5 trillion in spending over the next 10 years. Gone would be Amtrak subsidies, fat checks to the Legal Services Corporation and National Endowment for the Arts, and some $900 million to run President Obama’s healthcare reform program. The tea party movement supports limited constitutional representative government–limited in both size and scope by the United States Constitution.

The tea party movement demands not only massive cutting of Federal government spending but also fiscal responsibility with either balanced budgets or surplus budgets.

The tea party movement does not want a path to balanced budgets or a balanced budget amendment some time in the distant future.

The  tea party movement demands balanced budgets now!

With Federal Government revenues or taxes running just over $2,200 billion, Federal expenditures cannot exceed this level.

Current budget estimates for Fiscal Year 2012 are over $3,500 billion.

In other words Congress must cut approximately $1,300 billion to achieve a balanced budget.

Neither the Democrats nor Republicans have the will, vision and leadership required to balance the budget in Fiscal Year 2012 that starts October 1, 2011.

The Republicans are talking about spending cuts of $100 to $500 billion tops.

The problem with all proposals coming out of those who have worked in Washington is they never want to close entire Federal Departments, which has to be done.

Instead they propose another new tax.

Forget it.

“We cannot cut enough!”

Really.

Nonsense Senator, close ten Federal Departments now.

Pronk Plan

1. Six month Federal payroll tax holiday to transition from a Federal Income Tax to the FairTax.

2. Implement the FairTax at the end of the tax holiday.

3. Limit Federal expenditures for on and off budgets to 80% of FairTax collections with the remaining 20% to pay down the debt.

4. Cut by 20% the Defense and Homeland Security Departments.

5. Individual ownership and control of their Social Security account and Medicare health insurance plan.

6. Close ten Federal Department as follows:

1. Agriculture

2. Commerce

3. Education

4. Energy

5. Health and Human Resources

6. Housing and Urban Development

7. Labor

8. Interior

9. Transportation

10. Veterans Affairs.

The likelihood of this happening is zero.

Why?

The political parties are captured and controlled by those who hire the lobbyists on K Street.

Neither the Republican nor Democratic Party will be getting my vote.

Time for new leaders and a new party.

The American people know the above must be done.

The political elites are a lost cause.

If the above is not done it is only a matter of time until  the U.S. defaults on its debt.

The tea party movement is expecting the Republican Party to balance the Fiscal Year 2011 and 2012 budgets or face the consequences or fate  in 2012 of the big spending Democrats in this past election.

Instead the Republican Party is talking about  a Fiscal Year 2008 level of total outlays of about $3 trillion dollars.

This is definitely an improvement over President  Obama’s estimated budget deficits exceeding over $1,000 billion in FY 2010 and FY 2011.

However, it still would not come close to balancing the budget in FY 2011 where tax revenues are expected to be about $2,567 billion.

Unfortunately the deficit would be about $400 billion for the total combined on-budget and off-budget.

The total estimated tax revenues for   FY 2011 and FY 2012 are $2,567 billion and $2,926 billion respectively for the combined on-budget and off-budget.

The total estimated outlays for FY 2011 and FY 2012 are $3,834 billion and $3,755 billion respectively for the combined on-budget and off-budget.

The total estimated deficits  for FY 2011 and FY 2012 are $1,267 billion and $828 billion respectively for combined on-budget and off-budget.

To balance the  combined on-budget and off-budget the FY 2011 outlays would need to about the level of Fiscal Year 2005 of $2,472 billion.

To balance the combined on-budget and off-budget the FY 2012 outlays would need to about the level of Fiscal Year 2008 of $2,983 billion.

Either balance the budget or face the consequences in 2012.

Stop dithering.

Start shutting down entire Federal Departments, agencies and programs.

Pass the FairTax and limit future outlays or expenditures for the total on-budget and off-budget to 80% of previous year’s tax revenue from the FairTax.

“…The economic situation in 1920 was grim. By that year unemployment had jumped from 4 percent to nearly 12 percent, and GNP declined 17 percent. No wonder, then, that Secretary of Commerce Herbert Hoover – falsely characterized as a supporter of laissez-faire economics – urged President Harding to consider an array of interventions to turn the economy around. Hoover was ignored.

Instead of “fiscal stimulus,” Harding cut the government’s budget nearly in half between 1920 and 1922. The rest of Harding’s approach was equally laissez-faire. Tax rates were slashed for all income groups. The national debt was reduced by one-third. The Federal Reserve’s activity, moreover, was hardly noticeable. As one economic historian puts it, “Despite the severity of the contraction, the Fed did not move to use its powers to turn the money supply around and fight the contraction.”2 By the late summer of 1921, signs of recovery were already visible. The following year, unemployment was back down to 6.7 percent and was only 2.4 percent by 1923.

It is instructive to compare the American response in this period to that of Japan. In 1920, the Japanese government introduced the fundamentals of a planned economy, with the aim of keeping prices artificially high. According to economist Benjamin Anderson, “The great banks, the concentrated industries, and the government got together, destroyed the freedom of the markets, arrested the decline in commodity prices, and held the Japanese price level high above the receding world level for seven years. During these years Japan endured chronic industrial stagnation and at the end, in 1927, she had a banking crisis of such severity that many great branch bank systems went down, as well as many industries. It was a stupid policy. In the effort to avert losses on inventory representing one year’s production, Japan lost seven years.”3

The U.S., by contrast, allowed its economy to readjust. “In 1920–21,” writes Anderson, “we took our losses, we readjusted our financial structure, we endured our depression, and in August 1921 we started up again. . . . The rally in business production and employment that started in August 1921 was soundly based on a drastic cleaning up of credit weakness, a drastic reduction in the costs of production, and on the free play of private enterprise. It was not based on governmental policy designed to make business good.” The federal government did not do what Keynesian economists ever since have urged it to do: run unbalanced budgets and prime the pump through increased expenditures. Rather, there prevailed the old-fashioned view that government should keep spending and taxation low and reduce the public debt.4 …”

The Federal Government in the last election was taken over by progressive radical socialists within the Democratic Party.

Their chosen one, Barack Hussein Obama, like God without a birth certificate, promised hope and change.

The political supporters and campaign contributors of Barack Obama and the Democratic Party paid and hoped for and are getting the change they wanted– the crime of the century.

The change is unconstitutional, unconstrained and criminal Federal spending on bailouts for banks and businesses, handouts in the form of stimulus spending to fund construction jobs employing mostly criminal aliens, and political payoffs to organizations and unions such as ACORN (Association of Community Organizations for Reform Now), SEIU (Services Employee International Union), UAW (United Auto Workers), and the NEA (Nationl Education Association).

These massive increases in Federal spending required the progressive radical socialist Democratic Party to propose an equally massive new Energy Tax on carbon emissions called Cap and Trade that would would tax all energy consumption for electricity, heating oil and gasoline.

If the proposed Energy Tax or Cap and Trade is passed, every American would be paying thousands of dollars each year as a hidden tax in the price of goods and services. The American people’s electrical, gasoline, and heating oil bills will skyrocket!

If the proposed Energy Tax or Cap and Trade is not passed, the Democratic Party’s plan B is a new national Federal sales tax in the form of a hidden value–added tax included in the price of all purchased goods and services.

The sooner these Americans find a job, the sooner they will have the money to purchase medical insurance coverage or obtain coverage through their new employers as an employee benefit.

This leaves roughly 5 to 10 million Americans who are disabled, have a pre-existing medical condition, and are poor or destitute and cannot  afford to purchase private medical insurance.

The majority  of these Americans already qualify for Medicaid but chose simply not to apply for the benefits.

Also many states also have special medical insurance programs for individuals who are unable to qualify for a private medical insurance because of a pre-existing medical condition.

A government or public health care provider or insurer would do the same as it now does with Medicare.

This would eventually drive out or crowd-out private insurers that would have to charge their customers higher premiums.

Once private competitors are driven out of business, the American people would be stuck with a single payor Federal Government system.

This is exactly what the progressive radical socialist Democrtic Party wants.

Once this happens the Federal Government will ration health care to minimize costs to the program.

Rationing Your Health: The danger of government-run health care

The Federal Government should not be in the insurance business.

The Medicare program is in serious financial trouble even when it routinely pays only 70% to 80% of doctor and hospital charges!

The Federal Government is one of the causes or drivers resulting in high medical costs. Expanding government role will only make the problem worse.

President Obama fails to mention that it is government intervention by the states in requiring certain mandated coverages be included in the plan also drives up the cost of medical insurance by 20% to 50%.

The cost of malpractice insurance is another driver of rising medical insurance premium.

Federal and state tort reform with caps or maximums on awards for damagaes would also go a long way to reduce rising premiums for health or medical insurance coverage.

The fiscally irresponsible spending, deficits, debts, and taxes proposed by President Obama and the progressive radical socialist Democratic Party in Congress have created a crisis of confidence among business owners and consumers–the American people.

Small to medium size businesses and not the Federal Government create the majority of jobs, income and wealth in the United States.

These business owners have lost confidence in Congress, the President of the United States, and the Federal Government.

The United States needs economic policies that would promote a massive increase in private investment in captial goods and inventory as well as individual savings.

What would restore both business owner and consumer confidence?

  1. Passage of the FairTax, a national consumption sales tax, that would replace all Federal taxes including income, payroll, alternative minimum, captal gains, gift and estate taxes. This would be followed in the near future with a single tax amendment to the United States Constitution that would prohibit all other Federal taxes except the Fair Tax.
  2. Passage of a six month tax-holiday (July 1 through December 31, 2009) from all Federal business and individual income and payroll taxes. This would permit an orderly transition from the old and shrinking income tax base to the new and growing consumption sales tax base.
  3. Passage of The Patients’ Choice Act.
  4. Passage of a balanced Federal budget and in the near future a balanced budget amendment to the United States Consititution so as to preclude all future deficits except for the declared wars.

The above four economic policies if implemented would truly transform the United States economy.

The result would be a rapid economic recovery from the current worsening recession with a huge increase in job, income and wealth creation and a world-wide economic boom.

The above will happen if all Americans–Independents, Democrats, and Republicans–take spontaneous action and dare to move to a Celebration of Independence Day, July 4, 2009.

The President’s main case for reform is rooted in false claims and little evidence.

Spending has since increased sevenfold, but the amount that consumers pay directly hasn’t even doubled. When people aren’t exposed to the true cost of their care — though it is paid in foregone wages and higher taxes for public programs — they consume more care. The research of MIT economist Amy Finkelstein suggests that roughly half of the real increase in U.S. health spending between 1950 and 1990 is due to Medicare and the spread of third-party, first-dollar insurance.

Increasing cost-sharing would discipline the health spending curve and give it a more rational bent. As societies grow richer, it makes sense that people will invest more in their own well-being. Health is a superior good, while the utility of wealth is fairly low if you’re dead. The U.S. health cost “crisis” is that we spend so much without incentives to weigh the costs against the benefits.

Americans hate standing in line and they won’t tolerate the health care rationing the government is planning to impose on Americans.

“They don’t like standing at line at the post office, as you know, Mark, they don’t like standing in line at the DMV. When the government takes over their health care, they’ll be standing in line waiting for care,” said Pipes, a native Canadian who knows whereof she speaks.

Canadians, Pipes pointed out, come to the United States to seek treatment instead of dying on Canadian government waiting lists. …”

Most Americans have health insurance through their employers. But employment is no longer a guarantee of health insurance coverage.

As America continues to move from a manufacturing-based economy to a service economy, and employee working patterns continue to evolve, health insurance coverage has become less stable. The service sector offers less access to health insurance than its manufacturing counterparts. Further, an increasing reliance on part-time and contract workers who are not eligible for coverage means fewer workers have access to employer-sponsored health insurance.

Due to rising health insurance premiums, many small employers cannot afford to offer health benefits. Companies that do offer health insurance, often require employees to contribute a larger share toward their coverage. As a result, an increasing number of Americans have opted not to take advantage of job-based health insurance because they cannot afford it.

Who are Who are the uninsured?

  • Nearly 46 million Americans, or 18 percent of the population under the age of 65, were without health insurance in 2007, the latest government data available.1
  • The number of uninsured rose 2.2 million between 2005 and 2006 and has increased by almost 8 million people since 2000.1
  • The large majority of the uninsured (80 percent) are native or naturalized citizens.2
  • The increase in the number of uninsured in 2006 was focused among working age adults. The percentage of working adults (18 to 64) who had no health coverage climbed from 19.7 percent in 2005 to 20.2 percent in 2006.1 Nearly 1.3 million full-time workers lost their health insurance in 2006.
  • Nearly 90 million people – about one-third of the population below the age of 65 spent a portion of either 2006 or 2007 without health coverage.3
  • Over 8 in 10 uninsured people come from working families – almost 70 percent from families with one or more full-time workers and 11 percent from families with part-time workers.2
  • The percentage of people (workers and dependents) with employment-based health insurance has dropped from 70 percent in 1987 to 62 percent in 2007. This is the lowest level of employment-based insurance coverage in more than a decade.4, 5
  • In 2005, nearly 15 percent of employees had no employer-sponsored health coverage available to them, either through their own job or through a family member.6
  • In 2007, 37 million workers were uninsured because not all businesses offer health benefits, not all workers qualify for coverage and many employees cannot afford their share of the health insurance premium even when coverage is at their fingertips.1
  • The number of uninsured children in 2007 was 8.1 million – or 10.7 percent of all children in the U.S.1
  • Young adults (18-to-24 years old) remained the least likely of any age group to have health insurance in 2007 – 28.1 percent of this group did not have health insurance.1
  • The percentage and the number of uninsured Hispanics increased to 32.1 percent and 15 million in 2007.1
  • Nearly 40 percent of the uninsured population reside in households that earn $50,000 or more.1 A growing number of middle-income families cannot afford health insurance payments even when coverage is offered by their employers. …”

Why That 48 Million Uninsured Number is Wrong

“…Numbers in the 40-million range regularly used by proponents of health care “reform” are based on reports from the Census Bureau which show, for example, over 45 million people “not covered” in 2007. However, these numbers are extremely misleading for several reasons, and the difference is critical not simply as a debating point but as a context for appropriate government policy changes.

  • The Census Bureau itself says that “Health insurance coverage is likely to be underreported…” (See Appendix C of THIS report) For example, “16.9 percent of people with an MSIS record indicating Medicaid coverage reported…that they were uninsured.”
  • According to Sally Pipes of the Pacific Research Institute, “as many as 12 million uninsured Americans are eligible for Medicaid and the State Children’s Health Insurance Program–but they haven’t signed up.”
  • More than half of the uninsured are between 18 and 34 years of age, a group which has relatively few expensive health issues and for whom self-insuring (paying their own medical bills) makes sense. Only 14% of people over the age of 55% are uninsured.
  • Over 9 million of the “uninsured” have household incomes over $75,000.
  • Roughly 30% of the uninsured are without insurance for less than 6 months (though this statistic will likely worsen during the current recession).
  • And finally, estimates are that between 7.5 million to over 10 million of the uninsured (15% of them or more) are illegal immigrants.

The number of chronically uninsured people who would prefer to have insurance but can’t afford it is likely 10-12 million people, or one quarter of the number often repeated by the media. Reporters who cite the 48 million number without providing a full context do their readers a great disservice. …”

41% Favor Public Sector Health Care Option, 41% Disagree

“..Forty-one percent (41%) of American adults believe it would be a good idea to set up a government health insurance company to compete with private health insurance companies. A new Rasmussen Reports national telephone survey finds that an identical number (41%) disagree.

President Obama is now aggressively campaigning to build support for creating such public-sector competition. Later today, he is expected to give a major address to the American Medical Association that outlines his health care reform goals including the creation of a government-run health insurance company.

Just 32% of Americans believe that the addition of a public sector insurance option would reduce the cost of health care. Forty percent (40%) say it would not.

Sixty-three percent (63%) say it’s likely that a government insurance company would lose money and require taxpayer subsidies. Just 20% say that’s not likely.

Forty-nine percent (49%) of Americans believe private insurance companies will provide better service and more choice than the government option. Thirty-four percent (34%) hold the opposite view. …”
