“…The emergence of Kundra is something that needs more research. There is some indication that Kundra got his jobs in Virginia after being recommended by Aneesh Chopra another professional bureaucrat in Virginia who was apparently his friend from campaign work. On one blog there is a pic of Chopra and Kundra at a boxing match with Indian bigwig Shudkaer Shenoy. The photo was taken in 2008 before either of the two men began with the Obama administration. Since then Chopra was given the job as USA Chief Technology Office (CTO).

It would be logical to assume that Kundra managed to get his buddy Chopra the CTO job despite the fact that Chopra’s technology background is essentially nil.

According to the Chopra bio he’s really never done much outside of government committee work. His academic background shows a Masters in Public Policy from Harvard University’s John F. Kennedy School of Government in 1997. He graduated with a B.A. from The Johns Hopkins University in 1994. There is virtually nothing about him anywhere on the net. He has zero technology background except for perhaps using an iPOD, and he is now the country’s Chief Technology Officer.

This seems to be a team of self promoters working together. But exactly how they can be given these jobs along with responsibility for actual technology decisions that involve billions of US taxpayer dollars is incredible. And if Kundra has indeed pumped up his bio with BS, then what does that say about the Obama administration in general. After all, this guy was highly promoted by Obama himself. …”

“…Aneesh Chopra is the first Federal Chief Technology Officer of the United States (CTO). He previously served as Virginia’s fourth Secretary of Technology. Prior to his government service, Chopra was Managing Director for the Advisory Board Company, a health care think tank for hospitals and heath systems. While there, he led the firm’s Financial Leadership Council and the Working Council for Health Plan Executives^[1].

On announcing Chopra’s nomination, President Obama outlined his aims for the CTO. “As Chief Technology Officer, Chopra’s job will be to promote technological innovation to help the country meet its goals such as job creation, reducing health care costs, and protecting the homeland. Together with Chief Information Officer Vivek Kundra, their jobs are to make the government more effective, efficient, and transparent.” ^[2] Chopra’s appointment was confirmed by the Senate on August 7, 2009.^[3] …”

He is 36 years old and was born in Trenton, New Jersey. He is married, but with no kids. His undergraduate studies took place at Johns Hopkins where he completed a BA in Health Policy. He subsequently began his career as an Investment Banking Analyst for Morgan Stanley before leaving after a year to pursue a Masters in Public Policy at the Kennedy School of Government (Harvard University). Aneesh’s accolades have been numerous and include the Government Technology Top 25 in 2008 in addition to the Healthcare Information and Management Systems Society’s (HIMSS) 2007 State Leadership Advocacy Award in 2007. He is also a former President of TiE DC. Board memberships include a stint with Warner’s Electronic Health Records Task Force and he was also on the Board of Medical Assistance Services. …”

Why Aneesh Chopra is a Great Choice for Federal CTO

“…The news has now been leaked that President Obama intends to nominate Aneesh Chopra as the nation’s first Chief Technology Officer. The Federal CTO will be an assistant to the President, as well as the Associate Director of the White House Office of Science and Technology Policy. He will work closely with Vivek Kundra, the recently-named Federal CIO, to develop and implement the President’s ambitious technology agenda.

According to one background document I was given access to, the White House describes the relationship between the CIO and CTO roles as follows:

The responsibilities of the CIO are to use information technology to transform the ways in which the government does business. The CTO will develop national strategies for using advanced technologies to transform our economy and our society, such as fostering private sector innovation, reducing administrative costs and medical errors using health IT, and using technology to change the way teachers teach and students learn.

Some in Silicon Valley have hoped for one of their own, a CTO with a deep technology pedigree and ties to the technology industry. For example, the Techcrunch coverage leads with the title Obama Spurns Silicon Valley. This is a narrow view.

I’ve been working for much of the past year to understand what many have been calling Government 2.0, and in that process, Chopra has been one of those who have taught me the most about how we can build a better government with the help of technology. In a complex world, I find it a lot easier to organize my thoughts in threes. A beginning, a middle and an end. I could say a million random things to you, but I like to give three short categories—this is a good tip. If you were to ask about what separates the top tier from mediocrity, it’s the ability to synthesize ideas in an analytical frame.

You are quite well-known in the South Asian community. You were former president of TiE DC, one of Washington’s largest business networking organizations. What’s your secret to networking?
One—can I give you three? (laughs) Here’s how I think about networking. One, you must always carry the spirit of generosity—if I have the capacity to help you, I will, without the presupposition that it will turn into anything. In the best relationships I have formed, I had no idea how I was forming them! It’s the extra phone call on someone’s behalf, or the email you send, or the interview you offer. Two, I believe very deeply about the force of ideas. In networking, if you acknowledge that ideas matter, when you talk to people, you will look at them to identify the brilliant ideas that are embedded in your mind. I don’t care if you’re a basket weaver or a philosopher, often getting to know someone’s force of ideas in one area can naturally translate into another. Three, this is how I approach life: the notion of “true north.” True north means there is objectively a right answer. To find that answer, you must ask the right questions. If I’m looking for a job, I could think, “I want to get a job with a particular firm. I’m going to network and get that job.” But, if I’m looking for true north, I want to know what the best job for me is. I ask this question: Where should I be? Even if I want to work in a particular place, my true north might take me somewhere else. …”
