President Clinton was noted for using polls to determine not only his political positions but even the words and phrases used in his speeches to the American people.
Leadership by polls is not leadership but followship.
People’s perceptions and opinions change over time resulting in different poll results.
Now former President Bill Clinton is saying that he was against the Iraq war from the beginning.
Sticking one’s finger in the air to determine which way the wind is blowing is folly when applied to issues as important as war and peace.
The winds of war change as new strategies and commanders on the fields of battle are tried and tested.
Neither President Clinton nor Senator Clinton has military experience or the leadership qualities of a George C. Marshall.

That cost, moreover, like any investment, should be calculated based on the benefits it secures: success in Iraq, the defeat of the global jihadists, and deterrence of other hostile states would be an immense return on money spent.[17]
Dedicating 5 percent of the country’s GDP–a nickel on the dollar–to defense is a wise investment. Winning in Iraq and Afghanistan, winning the global War on Terror, having the arms and men to react to a new crisis–be it with Iran, North Korea, or an imploding Pakistan–and preparing the military to hedge against a rising China are all tasks that the United States and its military will face in coming years. ”…The “operational tempo” of American conventional forces — the number, intensity, and duration of their deployments — has increased since the end of the Cold War. Yet the forces were almost twice as big in 1992 as they are today. The active-duty Army was cut from 18 divisions during Desert Storm to ten by 1994 — its size today. The Navy, which counted 568 ships in the late 1980s, struggles today to sustain a fleet of only 276. And the number of tactical air wings in the Air Force was reduced from 37 at the time of Desert Storm to 20 by the mid-1990s.
Modernization budgets also were cut substantially during the Clinton years, and procurement budgets were cut much further than the cuts in force size and structure warranted. In essence, the Clinton administration took a “procurement holiday” where the military was concerned. The contrast in the average annual procurement of major equipment in two periods — 1975 to 1990 and 1991 to 2000 — is startling. For example, the Pentagon purchased an average of 78 scout and attack helicopters each year from 1975 to 1990, and only seven each year from 1991 to 2000. An average of 238 Air Force fighters and five tanker aircraft were procured each year from 1975 to 1990, as against only 28 and one per year, respectively, from 1991 to 2000.
These dramatic reductions had profound implications. When older platforms are not replaced, readiness levels drop, and the cost of maintaining inventory climbs rapidly. By the end of the Carter years, the force had gone “hollow”; by the end of the Clinton years, it had begun to “rust,” badly. The George W. Bush administration has increased procurement budgets, but nowhere near enough to make up for the 1990s. The average age of Air Force aircraft in 1973 was just nine years. Today, the average aircraft is 24 years old and aircraft-modernization funding has dropped by nearly 20 percent over the last 22 years. …”

“…The readiness problems are innumerable. Here are a few:
Army. The U.S. Army Chief of Staff has said that “the Army is on the razor’s edge of readiness.” Manpower cuts are breaking up units and crews, and creating turbulence. Pay cuts are damaging morale. Funds for recruiting have been cut. Funds for maintaining operational tempo have been slashed 21 per cent from 1985. Operations and maintenance expenditures have been slashed 36 per cent. Modernization funds have been reduced 50 per cent during the last five years.
Air Force. Funding for the Air Force – so important in Desert Storm – also has been slashed: 45 per cent for fighters and 41 per cent for bombers. It is unlikely that the Air Force will be given a new fighter until 2010. The U.S. has depended on the C-141 and C-5 transport planes for many years and desperately needs the new C-17. It will be provided, but in far smaller numbers than originally announced.
The Air Force has had its funds for exercises severely cut. Cuts also affect retention of personnel, maintenance, spare-parts availability, and other key readiness factors. Munitions are inadequate, and the Air Force has had to draw on war reserves.
Navy. The most revealing evidence of the Navy’s “going hollow” is planned cuts in warships from 600 to 346, including a reduction in carrier strength from 15 to 12. But the Navy will continue to bear responsibilities from the Persian Gulf to the North Pacific and from the Adriatic to the Caribbean. And though the 346-ship level is the stated goal, the Navy has only enough money to maintain a 200-ship level. In addition, new weapons programs are grossly underfunded; the Navy will not have a replacement for its aging A-6 strike aircraft until 2010.
Critical problems exist in many specialized areas of naval operations. Mine warfare is a favorite tool of smaller naval powers, including rogue states, but the U.S. Navy has only 26 mine-warfare ships. The Navy’s 40 amphibious vessels now in service, meanwhile, are to be replaced by 12 ships of the LS class. It is said that the amphibious-ship total will rise to 35 by 2008, but all sorts of Third World crises can materialize in the next 14 years. The Administration has also slashed the number of nuclear attack subs from roughly 80 to 40. …”

“…The turnaround took place because we started to defeat the terrorists, at a time that roughly coincides with the surge. There is a tendency to treat the surge as a mere increase in numbers, but its most important component was the change in doctrine. Instead of keeping too many of our soldiers off the battlefield in remote and heavily fortified mega-bases, we put them into the field. Instead of reacting to the terrorists’ initiatives, we went after them. No longer were we going to maintain the polite fiction that we were in Iraq to train the locals so that they could fight the war. Instead, we aggressively engaged our enemies. It was at that point that the Iraqi people placed their decisive bet.
Herschel Smith, of the blog Captain’s Journal, puts it neatly in describing the events in Anbar: “There is no point in fighting forces (U.S. Marines) who will not be beaten and who will not go away.” We were the stronger horse, and the Iraqis recognized it.
No doubt Gen. David Petraeus and Lt. Gen. Raymond Odierno know all this. It is, after all, their strategy that has produced the good news. Their reluctance to take credit for the defeat of al Qaeda and other terrorists in Iraq is due to the uncertain outcome of the big battle now being waged here at home. They, and our soldiers, fear that the political class in Washington may yet snatch defeat from the jaws of victory. They know that Iran and Syria still have a free shot at us across long borders, and General Petraeus told Congress last month that it would not be possible to win in Iraq if our mission were restricted to that country.
Not a day goes by without one of our commanders shouting to the four winds that the Iranians are operating all over Iraq and that virtually all the suicide terrorists are foreigners sent in from Syria. We have done great damage to their forces on the battlefield, but they can always escalate, and we still have no policy to direct against the terror masters in Damascus and Tehran. That problem is not going to be resolved by sound counterinsurgency strategy alone, no matter how brilliantly executed. …”

Polar-bear drownings were so rare that they have never been documented in the surveys.
But in September 2004, when the polar ice cap had retreated a record 160 miles north of the northern coast of Alaska, researchers counted 10 polar bears swimming as far as 60 miles offshore. Polar bears can swim long distances but have evolved to mainly swim between sheets of ice, scientists say.
The researchers returned to the vicinity a few days after a fierce storm and found four dead bears floating in the water. “Extrapolation of survey data suggests that on the order of 40 bears may have been swimming and that many of those probably drowned as a result of rough seas caused by high winds,” the researchers say in a report set to be released today. …”

Protecting Not Polar Bears But Warmist Power
Under what is perhaps the nation’s strictest environmental law, the bear’s critical habitat must now be protected and a strategy formulated to assist its population’s recovery.
But unlike species whose dwindling numbers actually can be attributed primarily to the actions of man, such as their grizzly bear cousins (trains and cars), the gray whale or the sea otter (both from over-hunting), the polar bears’ plight is purely model-based theory. And while you can fence off tracks and roads in national parks, and even regulate harpooning and trapping, how do you protect an animal from a warming planet?
Any guesses?
Detractors of the action argued that it would force the U.S. Fish and Wildlife Service to regulate the cause of the danger — which greenies have convinced the masses to be CO2 emissions from tailpipes and smokestacks. As this would clearly be outside the Service’s jurisdiction, Interior Secretary Dirk Kempthorne reassured us that he’d personally make sure it didn’t happen. Adding:

So it was perhaps inevitable that several environmental groups (the Center for Biological Diversity, Greenpeace, and NRDC) would petition the U.S. Fish and Wildlife Service to list the polar bear as a threatened species under the Endangered Species Act.[10] As of this writing, the Bush administration has not rendered a verdict on whether polar bears are to be placed on the endangered species list, but it seems likely that they will be.[11] The legal deadline for doing so was January 9, 2007, a date that the administration missed, but it is claiming that the delay was procedural and not caused by a dispute about endangerment.[12] Now a federal judge has given the administration a deadline of May 15, 2008, to make a final listing determination.
Listing the polar bear as a threatened species would have significant public policy consequences. It would set a new precedent, representing the first linkage of species endangerment with global warming. Such a listing would basically wall off the entire Arctic region to exploration, resource extraction, and development–at least by U.S. companies–and a threatened species listing would give environmental groups the ability to sue future U.S. governments to force them to reverse climate change by whatever means necessary.
There is little doubt that such lawsuits would be filed quickly. According to the NRDC:
Listing the polar bear guarantees federal agencies will be obligated to ensure that any action they authorize, fund, or carry out will not jeopardize the polar bears’ continued existence or adversely modify their critical habitat, and the U.S. Fish and Wildlife Service will be required to prepare a recovery plan for the polar bear, specifying measures necessary for its protection.[13] …”

In simple English a projection is an educated guess.
Do not bet money or make policy based on projections.
The climate modelers make projections based on assumptions they plug into the model.
The projection of polar bear extinction is based upon the climate model projections which are in turn based on assumptions the modelers plug into the model. The models have a very wide range of possible results. This indicates that the climate modelers really do not understand the processes or systems very well and the science of climate change is a very young or immature ”science”. The models cannot predict either cloud formation or precipatation very well.

“…How good are the assumptions in these models? Well consider the fate of Ferenc M. Miskolczi (pronounced Ferens MISkolshee), a first-rate Hungarian mathematician, who has published a proof that “greenhouse warming” may be mathematically impossible. His proof involves long equations, but the bottom line is that the warming models assume that the atmosphere is infinitely thick. Why? Because it simplifies the math. If on the other hand, you assume the atmosphere is about 100 km thick (about 65 miles) — which has the big advantage of being true — the greenhouse effect disappears! No more global warming.
Miskolczi once worked for NASA, but resigned in disgust when they would not allow him to publish his work. (It appeared in the peer-reviewed Hungarian journal Weather, and looks legit). So it’s the global warming faithful of NASA Goddard Space Center, notably True Believer Godfather James Hansen — who are always complaining to the media about Bush Administration censorship — but who have ended up censoring their own scientific skeptic. Cosmic justice for NASA, you might say.
Censoring skeptics is an admission of weakness. That’s why Pope had to shut up Galileo — he couldn’t win on the facts. The science establishment is now going after the Galileos of our time for the same reason, because orthodox scientists are pretty frail human beings and don’t really like to be wrong. Reasoned skepticism is not something our papacy of politicized science wants to hear. Off with their heads!
That’s the real global warming tragedy — a speculative bubble in science, which happens all the time, has now been protected by the politicians, and allowed into an ugly and expanding volcanic pressure point. It is threatening to erupt and engulf climate modeling around the world. Scientists are pretty ruthless with open failure.
Politicized science is a far bigger disaster than NASA’s Challenger tragedy. Americans understood the Challenger tragedy as a technical mistake at the leading edge of space exploration. What we cannot understand or forgive is corruption of scientific inquiry to push a money agenda. …”

The American elites of both political parties better wake up.
The American people are demanding Criminal Alien Removal (CAR) and the construction of the Border Security Fence (BSF) now and not after the election of 2008.
A criminal is someone who has committed a crime or has been convicted of a crime.
Any person that is a citizen of another country and enters the United States of America without a visa is committing a crime and is therefore a criminal.
The term “alien” means any person not a citizen or national of the United States.
What is the US Immigration Law — Penalties for Improper Entry

(a) Improper time or place; avoidance of examination or inspection; misrepresentation and concealment of facts. Any alien who
(1) enters or attempts to enter the United States at any time or place other than as designated by immigration officers, or
(2) eludes examination or inspection by immigration officers, or (3) attempts to enter or obtains entry to the United States
by a willfully false or misleading representation or the willful concealment of a material fact, shall, for the first commission
of any such offense, be fined under title 18 or imprisoned not more than 6 months, or both, and, for a subsequent
commission of any such offense, be fined under title 18, or imprisoned not more than 2 years, or both.
The time has come for the United States government to secure the US borders by building a fence across the southern border of the US with Mexico and arresting, detaining, and removing all criminal aliens from the United States and deporting them to their country of origin.
The American people are insisting that the fence be completed and all illegal immigrants leave or face arrest, detention, removal and deportation.
Thirty days is more than adequate time for both the construction of the fence and the mass migration back to their home country of all criminal aliens.
Any employer knowingly hiring and employing illegal aliens should face stiff fines for each illegal employee they employee. Repeat offenders will be imprisoned.

(a) Making employment of unauthorized aliens unlawful
It is unlawful for a person or other entity—
(A) to hire, or to recruit or refer for a fee, for employment in the United States an alien knowing the alien is an unauthorized alien (as defined in subsection (h)(3) of this section) with respect to such employment, or
(i) to hire for employment in the United States an individual without complying with the requirements of subsection (b) of this section or
(ii) if the person or entity is an agricultural association, agricultural employer, or farm labor contractor (as defined in section 1802 of title 29), to hire, or to recruit or refer for a fee, for employment in the United States an individual without complying with the requirements of subsection (b) of this section.
It is unlawful for a person or other entity, after hiring an alien for employment in accordance with paragraph (1), to continue to employ the alien in the United States knowing the alien is (or has become) an unauthorized alien with respect to such employment.

“…The Census Bureau estimated that the number of foreign-born people living in the United States topped 33 million and accounted for nearly 12 percent of the population in 2003–its highest share since 1930. Half of those people have arrived in the United States since 1990, and the foreign-born population is now growing at a rate of about 1 million per year. Between the 1990 and 2000 censuses, the foreign-born population grew by more than 11 million, accounting for about 35 percent of total population growth. Estimates of the portion of immigrants who are unauthorized range from 7 million to 10 million, although in the absence of reliable data, those estimates are subject to considerable uncertainty.
More than half of the total foreign-born population originated in Latin America, with Mexico by far the single largest source. The number of immigrants from Asia has also grown rapidly since the 1960s. In contrast, in the 19th and early 20th centuries, the vast majority of immigrants came from Europe.
The foreign-born population is quite concentrated geographically, more so than people born in the United States. More than two-thirds of the foreign-born population reside in one of six states (California, Texas, New York, Florida, Illinois, and New Jersey), and the majority of newly admitted legal immigrants continue to settle in those states. However, that concentration has diminished somewhat since 1990, and new major destinations include Arizona, Nevada, North Carolina, Georgia, and Colorado. The foreign-born population also tends to be more concentrated in urban areas–especially central cities–than the native-born is, but as is the case generally in the United States, more than half of the foreign-born population now live in suburban areas. …”

The concern over the adverse labor market effects of immigration has always played a central role in the immigration debate. This Backgrounder introduces a new approach for estimating the wage effects of immigration. The approach stresses that the labor market impact of immigration needs to be measured at the national level and exploits the fact that — even within a particular schooling group — young immigrants are more likely to compete with young native workers than they are to compete with older native workers.
The study of the trends in the earnings of native workers over the 1960-2000 period indicates that immigration has indeed harmed their economic opportunities. The effect on wages, however, differs across education groups and race groups. For example, the immigrant influx that entered the country between 1980 and 2000 lowered the wage by 7.4 percent for high school dropouts, by 3.6 percent for college graduates, and by around 2 percent for both high school graduates and workers with some college. Of course, the impact is much larger for some specific experience groups within each educational category. Similarly, although this immigrant influx lowered the wages of white native workers by 3.5 percent, it lowered the wage of native-born blacks by 4.5 percent, and of native-born Hispanics by 5 percent.

The findings of this report call into the question the idea that America is desperately short of less-educated workers. In 2005, there were 3.8 million unemployed adult natives (18 to 64) with just a high school degree or less and another 19 million not in the labor force. Moreover, between 2000 and 2005 there was a significant deterioration in the labor market prospects of lesseducated adult natives. The labor force participation has fallen significantly for both natives without a high school degree and those with only a high school degree. Had it remained the same in 2005 as it had been in 2000, therewould have been an additional 450,000 adults without a high school degree in the labor force and 1.4 million more adult natives with a only high school degree in the labor force. This decline in particularly troubling because these workers already have lower labor force participation and higher unemployment than more educated workers. They also tend to be the poorest Americans. …”
“…While it would be a mistake to assume that every job taken by an immigrant represents a job lost by a native, it would also be a mistake to think that dramaticallyincreasing the number of less-educated immigrant workers has no impact on less–educated natives. This study calls into the question the wisdom of proposals to allow illegal immigrants to remain in the country, or to increase legal immigration still further. The plight of less-educated Americans has generally not been an important consideration for most political leaders in the ongoing debate over immigration. Fueling opposition is a concern that passage of the bill would encourage more illegal immigration in the future. The view is held by 68% of the nation’s voters. The Rasmussen Reports national telephone survey found that just 15% disagree and 17% are not sure. Seventy-six percent (76%) of Republicans, 76% of unaffiliated voters, and 55% of Democrats believe that passage of the Dream Act would encourage more illegal immigration in the future. …”
